fire, and online. >> a very good tuesday morning to you. 5:00 right now. i'm laura garcia. >> i'm marcus washington. we're going to get a look at that forecast right now because meteorologist kari hall has been tracking what we can expect and how is it looking? >> it's looking the same as yesterday but it may be a little warmer by the afternoon. we do still have this very cold start as you get ready to step out the door. it's only 37 degrees in santa rosa. it's 42 in hayward and 40 in fremont, as well as san jose. a lot of spots in the inland valleys are dipping down into the mid-30s right now. as you head out in danville, it's 38 degrees. we have a calm wind, a clear sky and we may cool down a few more degrees around sunrise. we'll see a few more clouds in the mix today as our temperatures head for the upper 50s and low 60s. but it will be much milder going into the next few days. we'll talk more about that coming up. mike, you're looking at changes in the tri-valley. >> the peninsula side

traditionally has no problems, light traffic, same for the south bay. 680 northbound, still a slow sensor read and the crews registering from the caltrans grid. the paving work just as you travel through sunol. pleasanton and sunol may be your alternate for the next few minutes. we're looking at the tri-valley, driving through the dublin interchange. contra costa county, no problem or slowing for highway 4. there's a little slowing on 24 getting over toward highway 13. typically have some crews there about this time. back to you. we start with breaking news for you this morning. the latest in turkey and syria. this is following yesterday's powerful 7.8 earthquake. within the last few hours the confirmed number of dead has surpassed 5,000 as the desperate search for survivors trapped in rubble continues. this is the time of essence for a lot of people, not only the

rescue but for the global response. some bay area first responders with turkish roots hope to mobilize soon and the bay area branch of the turkish association of california is now collecting donations. organizers say that they are teaming up with turkish airlines to deliver those much needed supplies. >> immediate need is actually more rescue groups from the united states, from any other country, k9 units, medical supplies, and a lot of machines like bulldozers to remove debris. >> the nonprofit is most in need of baby formula, warm clothing, hand warmers and financial donations. could an earthquake that strong rock the bay area? if so, what kind of devastation would we see? still ahead at 5:30 here on "today in the bay," we're going to hear what kind of work is under way in san francisco to

shore up buildings to make them safer. we are hours away from president biden's state of the union address. we have a live look at capitol hill where the president will speak to the u.s. in front of a joint session of congress. in the audience tonight at least four people from the greater bay area. they include two female scientists from lawrence livermore laboratory and chuck hammers, business owner of pizza my heart. the restaurant suffered severe storm damage last month and was one of the businesses president biden visited when he was here recently. half moon bay farmworker advocate dr. belinda hernandez will also be in attendance. she's the head of a charity helping the victims of last month's mass shooting that killed seven. white house officials say president biden's tone will be optimistic when it comes to the future of the country. "today in the bay's" brie jackson joins us live with a preview of what we can expect. good morning. >> reporter: good morning, laura. yeah, president biden is expected to talk about how far the country has come over the past two years since he's taken

office, and talk about overcoming challenges faced during the covid-19 pandemic. president biden preparing to deliver his state of the union address tonight. >> the state of affairs, what's going on. what i'm looking forward to working on from this point on, what i've done. >> reporter: touting accomplishments, including record low unemployment, rebuilding the nation's infrastructure and lowering prescription drug prices, while making changes to address the challenges, such as rising tensions with china, after the u.s. shot down their surveillance balloon. >> we're not going to back off. we did the right thing. >> reporter: facing a divided congress t president will call for bipartisanship. >> he's going to talk about how we can finish the job and how we can keep getting things done over the next two years. >> reporter: republicans launch ago series of investigations, ranging from mr. biden's handling of classified documents to the influx of immigrants crossing the southern border. >> the number of illegal immigrants who cross our border

and don't forget our 11:00 p.m. newscast will air as scheduled. in the bay area police say a homeless man walking outside the crosswalk was struck and killed last night in san jose. it happened at monterey highway and blossom hill road. the driver remained on the scene and is cooperating with police. this is the fourth traffic fatality in san jose so far this year. last year there were 32 pedestrian deaths in san jose. righting the wrongs. today san francisco supervisors will discuss when and how to pay reparations. it's bound to be a passionate conversation and the proposal comes with a big price tag. >> "today in the bay's" kris sanchez joins us to talk about what is on the table in the first draft of the proposal. >> reporter: this is the first time the board of supervisors will discuss that plan about how the city and county of san francisco can try to fix things, centuries of slavery and the

denial of opportunities for centuries after african americans were in the city. for a year and a half, that committee chronicled the destruction of what was considered the harlem of the west, which the report says destroyed the renaissance of the african american population in san francisco, all in the name of urban renewal. the goal is to rectify what happened in the past and correct the policies that continue to perpetuate the harm today, and also create a pathway for black families in san francisco to be able to prosper. as the chairman explains, black people were held back long after emancipation. >> everything from denial of services to removal from employment or just outright refusal around employment opportunities, land was taken, homes destroyed, businesses

lost. those are at a high level chronicled in the report and those are the bases for the recommendations we made. >> supervisors will hear the full plan, which we know will include a proposal to offer reparations to anyone over the age of 18 identifying as black or african american on public documents for at least ten years. they must be san francisco born or must have migrated to the city between 1940 and 1996, or they could have descended from a person enslaved or owned by another person before 1865. now, under the proposal, these people would be eligible for a $5 million individual lump sum payment. the proposal also suggests supplementing low income households for at least 250 years. you're likely wondering, how is san francisco going to pay for this? that, of course, is going to be part of the discussion today at the supervisors meeting as well. and if san francisco moves forward, it would be the first large city in america to offer reparations to its african

american citizens. laura? >> thank you, kris. it is 5:09. we take a live look at the snat bridge this morning. looks like traffic is picking up. let's talk about the forecast. no rain in sight. sunny skies. >> it was beautiful yesterday and it warmed up just a little for the afternoon. it's also going to be clear today, so as we take a live look outside from our emeryville camera, it is a nice, clear start. but we will see a few more clouds moving in, but no rain. the rain staying well to the north of us. we're also seeing a lot of wet weather across the pacific northwest that will miss us here in the bay area. as we take a look at temperatures, upper 50s and low 60s for today and slightly warmer in the forecast. we'll get a look at that in a few minutes. mike, how is it looking for gas prices? >> we've talked about the trend coming up, it's harder to find those $4 prices. solano county, vallejo has a

couple of spots below the $4 mark. $3.99, the top number. dublin has alameda's best at $3.93. grand gasoline on union avenue in san jose at $3.97. grand gasoline has one of the best prices. the very best is the great gas in cupertino. check around. we're looking at the roadways where traffic is smooth as well. great options for your drive. no major issues throughout the north bay, coming in through contra costa county, you're basically at speed. the bay bridge is a smooth drive. right now getting into san francisco is not a problem on the bay bridge. coming up on "today in the bay," the guitar or piano, what does that have to do with artificial intelligence? i'll tell you. plus --

a look at san jose. 40 degrees and a light wind. all clear but we'll gradually see more clouds coming in as our temperatures slowly warm up today. we are on a warming trend as the sunshine continues. we'll talk about that in the forecast in a few minutes. the golden gate bridge, we have some clouds but we can still see headlights coming down from the north bay. an easy flow of traffic. we're looking at traffic coming in below the clouds, not affecting your view. traffic is flowing nicely from petaluma down to san francisco. good morning. very happy tuesday to you. fed chairman jay powell makes a public speech today a week after his open markets committee raised interest rates again. so it will be interesting to watch, because since that time we've gotten more evidence the economy is not slowing down, and it's his job to slow the economy down. google, noticing the 30 million

people using chatgpt, the new ai website, and thinking we've got to get in on that, the company says it will introduce something similar in the next few weeks. normally if you have a question like is it easier to learn to play the guitar or the piano and you googled it, google would find articles that seem to answer that question. that works well. but the brand new bard ai would actually answer the question. it would do the research and tell you as if you had asked a music teacher. this seems to be very much the future of search. hard to overstate how popular chatgpt is and how uneasy it has google. >> bed, bath & beyond is reportedly thinking about selling more stock. that would help it raise money. i'm not your stock broker, but there are obvious risks in buying a share in a company that just a couple days ago said it may file for chapter 11. but it can be done. amc movie theatres did it. they went from nearly bankrupt

to selling more stock. amc ready to introduce tiered seat sales, much like an airplane, first class, coach. amc calls it preferred, standard and value. preferred seats are in the middle, value up under the screen. the middle, coach class, called standard, will be the same price as tickets are now. >> president biden is going to give his state of the union address today. we're going to talk a lot about the context and history as we talk politics a little earlier than usual today, around 5:30 this morning. one of the things he's going to propose is a bigger tax on stock buybacks. that enriches the shareholders, but the shareholders up until recently didn't get taxed on that increase. they do now, 1% under the recent bill that's been passed. president biden is going to suggest 4%. it's one of those suggestions where rich people get richer without paying a lot of tax on something that other people just don't have the advantages.

i don't know if i would move for valentine's day. >> i have a friend in kentucky and she had a really hard time dating and did all the dating sites and stuff. so, you know what -- >> is she coming on out to cali? >> she'll actually be visiting. >> okay, all right. >> valentine's day coming up and it's almost within view of the forecast. we are going to go into the next few days with slightly warmer temperatures. take a look at this view. we're taking a look at the golden gate bridge with a little bit of fog drifting by. doesn't really block your view of driving across the bridge. it's up a little higher across the span. for most of us, it is a clear and cold morning. we're in the mid-30s in dublin to start out. it's 40 in san jose, 44 in san mateo, and san rafael right now at 43 degrees. as you're heading to work in

foster city, it's only 40 degrees for the next couple of hours. today the sun will be peeking out from behind the clouds as it does warm up and we'll be slightly warmer today compared to yesterday, with fremont headed for 62 degrees, 57 in martinez, novato and napa reaching 59 degrees and 60 in half moon bay. tomorrow is going to be just a touch warmer, reaching 64 in livermore and 62 in napa. we'll be in the mid-60s for parts of the south bay. look at thursday. 71 degrees. it's been a while since we've had any temperatures in the bay area hit the 70s. we are going to continue with dry conditions, but there will be a couple of storm systems that move very close by. now, we are going to see most of the rain just kind of skipping around us, so we do continue with dry weather all the way up until valentine's day. it looks like it's going to be raining at that point. but we'll see if the system still remains intact as it approaches the bay area, if it

can keep that moisture together to bring us additional rainfall. but it doesn't look like we'll see much in the next few days. as we run the models out ten days, we are seeing the possibility of anywhere from the light blues, a trace of rain in the north bay, to maybe a little higher, about one-half inch of rain for parts of the peninsula and the south bay. that's around valentine's day we do see rain chances. for the sierra, going all the way out to next friday, we could in total see about a foot to a foot and one-half of snow on top of the snowpack we are seeing right now. temperatures warm up once again as we go into the middle of the week. it does cold down for the weekend with cold front dropping by. but it looks like it stays pretty dry. mike, you're seeing the traffic bogging down in fremont. >> northbound heading toward sunol. we expected that earlier, but

good morning. jennifer in livermore says she paid lowe's $11,657 to install new kitchen cabinets. she got a smorgasbord of problems. check out her photos here. she has peeling paint, she has a damaged corner, and she has some doors that rub up against her appliances and won't close. jennifer says she complained. she says lowe's promised a fix, but a year later, nothing. so she called us. we went back and forth with lowe's for five months. then jennifer told us that she was happy with the outcome, but couldn't say any more. that's a sign she might have been asked to sign a nondisclosure agreement to settle her case. all we know is jennifer had told us she wouldn't be happy unless she got her cabinets fixed and at least a partial refund. now she says she's happy. lowe's told us that its customer

future. >> trying to reni in skyrocketing utility rates. the investigation as the cost to heat your home surges. this is "today in the bay" streaming on roku, amazon fire, and online. good morning to you on this tuesday. i'm marcus washington. >> i'm laura garcia. >> let's start with a look at that forecast. meteorologist kari hall is tracking what we can expect. it was lovely yesterday. >> it was nice yesterday and it will be nice again today, and even a little warmer for some spots. we still do have a cold start this morning as you get ready to head out. let's take a live look at san rafael. it is clear, the temperature is only in the upper 30s for many spots. in napa, 38 degrees right now. we'll hold steady for the next couple of hours. as we go into today the sun is peeking out from behind those clouds, but it still warms up nicely as we head for the upper 50s. reaching 59 in livermore, 62 in fremont and los gatos, as well as 62 in mountain view.

we'll get a look ahead to what we're going to see as temperatures continue to warm up. mike, you have a note for the commute into novato. >> westbound 37 coming into novato, as you pass by sears point, you've got to watch out for activity. there may be a hazard right near the interchange and that is an important time because look at highway 37 out of vallejo, we're showing the build, a little bit of build on schedule at 5:32. same thing for highway 4. so we're seeing our usual suspects with slowing. an incident at 37 and 101 may cause distraction. i'll track that on the chp report. a bigger volume at the bay bridge the last five minutes. very light and now we see a good amount of activity at the bay bridge right on schedule. >> thanks, mike. we begin this half hour with breaking news and the latest in turkey and syria where more than 5,000 deaths are confirmed from yesterday's powerful 7.8 earthquake.

this morning the search continues for survivors trapped in the rubble. here is drone video. this is showing the widespread damage out there. authorities say that in turkey alone, more than 6,000 buildings have collapsed. for some, that devastation is a reminder of potential earthquake vulnerability in the bay area. the most striking example in modern times, the earthquake in 1989. that's where unreinforced homes in san francisco's marina district were flattened and multiple fires broke out. since then, experts say much has been done to improve seismic safety as part of a 30-year plan to reinforce large structures that is now 90% finished. >> that's protecting about 114,000 people that live in buildings that are three stories or greater. >> the city completed a retrofit program for all unreinforced masonry buildings back in 2005. and the "today" show will continue our coverage. they have a team of reporters on

the ground in turkey and syria with the latest developments. just into our newsroom, new video out of san ramon showing a tesla that plowed through the wall of a home. police say the tesla may have accelerated by itself, with the driver still in the vehicle. you can see the damage that happened in the kitchen. it all happened about 9:30 last night near the goddard school of san ramon. it's not clear how the tesla became engaged. maybe you noticed a jolt this winter, the cost to heat your home skyrocketing and now governor gavin newsom is demanding answers. bob redell joins us live. in a few hours energy regulators will try to dig up answers to what a lot of people are asking. >> reporter: you are correct. good morning to you, laura. yes, later this morning the tpuc, the california public utilities commission will hold a

hearing to try to figure out why we're paying so much more for natural gas this winter and also discuss ways to perhaps avoid future spikes in prices for gas and electricity as well. yesterday, as you alluded, governor newsom sent a letter to the federal regulatory commission asking for an investigation into the natural gas price spikes. the governor wants the commission to determine if those prices are being driven by market manipulation or other anti-competitive behavior. in a statement, the governor said, quote, millions of california families are opening their utility bills to sticker shock and we're taking action to provide relief to help with those high gas bills. that action, a credit on next month's pg&e bill. the cpuc has voted to accelerate the climate credit which could amount to anywhere between $90 and $120 on your march bill. the public advocates office said it supports governor newsom's request for a federal

here is andrea mitchell speaking with chuck todd last year as president biden delivered his first state of the union. >> this could be a rare moment of bipartisanship, he's hoping the kind that he remembers, bipartisanship, politics stopping at the water's edge on foreign policy. >> there's blue and yellow in the crowd. >> and they're wearing pins of the ukrainian flag. >> tonight we meet as democrats, republicans and independents, but most importantly, as americans, with a duty to one another, to america, to the american people, to the constitution, and an unwavering resolve that freedom will always triumph over tyranny. >> last year president biden had two allies over his shoulder. you just saw them. vice president and democratic speaker of the house, nancy pelosi. that will not be true this year. this year it will be a republican speaker of the house, kevin mccarthy, and of course

there will be more republican members of the house in the audience this year. it's one thing to call for bipartisanship when you're the majority, another when you're not. it was worse for bill clinton in his '95 state of the union after democrats took a shellacking in the midterms. and yet this is where political scientists say clinton really began his successful run for re-election, a second term. we don't know if biden is running for a second term. he's certainly not going to announce that tonight. but he's got a lot going for him, especially with the economy, lowest unemployment rate in 60 years, job growth, wage growth, inflation coming down. here is the president on friday giving us a brief. >> today i'm happy to report that the state of the union and the state of our economy is strong. we learned this morning that the economy has created 517,000 jobs just last month.

more than half a million jobs in just the month of january. >> that's the upside. the downside risk tonight, mr. biden will be speaking for an hour or so. he needs to keep that energy and accuracy up, keep that top of mind. president biden has been the target of many who point out he sometimes struggles to speak. he's always struggled, he's talked publicly about his stutter, but he's also 82 and that becomes an issue for many americans. recently the president clearly momentarily forgot the title of the secretary of defense standing behind him. >> the secretary of state, the secretary of the military behind me, they've been deeply, deeply involved in this -- this whole effort. >> now, we haven't seen the speech. the white house briefs us on themes because we'll talk about them before and after. number one, the economy. we've already talked on that. number two is bipartisan accomplishments. he's going to talk about it as american pride, something both

sides can agree on. and then, of course, the bipartisanship on the infrastructure bill was republicans and democrats. tough foreign policy, tough on russia, tough on china. it said he's rewritten the china section to reflect the recent balloon incident. former white house press secretary, now republican governor of kansas, sarah huckabee sanders, will deliver the republican response right after the state of the union. >> one of the highlights of the state of the union is always to see the special guests that are in the gallery. last year it was the ambassador of ukraine. >> the war had just started, nine days. this year it's going to be the parents of tyre nichols, the young man who died at the hands of memphis police. >> i also hear that members of congress are inviting people. >> we've listed a couple of them. bay area congresswoman inviting the head of the charity in half moon bay there. and someone from lawrence livermore labs in charge of a

minutes. mike, you have a concern for castro valley. >> chp reported a hazard. it sounds like a disabled vehicle west 580 at the 238 split. there's the castro valley y. they're concerned the vehicle is going to get hit. if you're heading into this area, be careful. there may be a traffic break if they need to move the vehicle. so far, the y moves slightly, smooth, easy drive, as well as the tri-valley. san jose the first slowing we expect at this time every day and we've been seeing it start closer to 5:30. we're seeing slowing for pleasanton and 84, but a reminder this weekend a full closure starting friday night through the entire weekend, northbound 680 will be closed through sunol and that means you have the alternate and 84 getting through the city or toward the castro valley y and take 580 back. a smooth drive for highway 4, a little slowing.

good tuesday morning. it is 5:47. let's get you ready for work in the east bay. as you're heading out in fremont, the upper 30s. we're seeing another cold start to the day. but a nice warm-up. we'll see some peeks of sunshine today. more sunshine and warmer weather in our forecast and we'll talk about that coming up in a few minutes. the bay bridge toll plaza, the metering lights were turned on just about 5:40. so under ten minutes and much of the lanes are filled in. we're looking at the approaches and more slowing for castro valley likely coming up. >> thank you very much. it is 5:47. happening today, santa clara county leaders are expected to approve $1 million to crack down

[ laughter ] >> kari, take it away. >> if you're planning your party for the weekend, it looks pretty good. we are going to have some slightly cooler temperatures for the weekend, but the sunshine continues. i think we've gotten used to the cold weather. take a look at where we're starting again this morning. upper 30s in concord and 35 in santa rosa. san francisco is at 47 degrees and it's only 42 in los gatos right now. we do need to bundle up for the start of the day. as we take a look at our trend or walnut creek, more clouds moving in. it won't be all clear and sunny like yesterday. but we'll reach into the upper 50s here and we'll see a high of 62 in mountain view, reaching 62 in oakland, as well as santa rosa, and in the upper 50s for hayward. now, as we go into the next few days, it does continue to warm up. in fact, we'll reach into the mid-60s for much of the south bay. a lot of our inland valleys. but then take a look at thursday. this will be so nice. i'm trying to remember the last

time we had low 70s anywhere in the bay area. it has been chilly throughout the winter and we are looking at a modest warm-up here. and we're also going to keep it dry. but then there will be a cold front moving in for the weekend that's going to bring in clouds and rain very close, but it looks like we miss out on rain chances all the way up until valentine's day as we are seeing a storm system that could hold it together to bring us some rain beyond the seven-day forecast. but overall we're looking at more sunshine, dry conditions, cold mornings and mild afternoons. our warmest day will be on thursday, a little bit cooler for the weekend. mike, you are tracking a backup. >> at the bay bridge. this is a predictable pattern. the metering lights are turned on and it's steady over the last five or ten minutes. that's good news. we don't have any extended problems, just a little build here. richmond out of el cerrito, heading toward berkeley.

welcome back. the time is 5:57. you're watching "today in the bay." turning to our climate in crisis, climate change is making it harder for some animal species to survive as weather patterns become more extreme. searchers at uc davis took 11 years of data to study how spring rainfall and temperatures are affecting songbirds in the central valley and their ability to reproduce. jason riggio tells me about the findings. >> we're looking at potentially a 30% reduction in reproductive success, the number of fledgelings being produced when we're seeing the hottest temperatures compared to the coolest temperatures. that's particularly for birds like tree swallows and western bluebirds that are already near or at their kind of hottest
