wednesday. thanks so much for being a part of our morning and allowing us to be a part of yours. i'm marcus washington. >> i'm laura garcia. we're going to check in with mike inouye in just a bit. kari has a look at the forecast. it's a cold one. >> again, i guess we're just settling into this pattern. it's been the way it's been since, i think november we've had temperatures like this. so just about each and every morning we're seeing our valleys dipping into the upper 30s and this morning no different. no dublin right now it's 35 degrees. we're also seeing 35 in santa rosa and 37 in san martin. san jose, 42 degrees. take a look at our highs. it's going to be slightly warmer than yesterday, reaching 66 degrees in los gatos and fremont, as well as santa rosa, and 64 today in concord. our warming trend continues for one more day. we'll talk more about that coming up. mike, you were saying there's a hazard cleared from the bay bridge? >> i thought this was going to be my first report, coming out of treasure island there was a

stall and it had traffic backed up quite a distance. they had a traffic break. they finally got this slow roller off the bridge. it's clear and that would be this direction. the taillights are on the lower deck, this is from san francisco looking toward oakland. you see the traffic getting on. easy flow out of the toll plaza area. we have a little slowing that just showed up on 580, over here, westbound 24. the overnight closure should be completely cleared for the eastbound bore. over here, 680 has construction, paving work going on north through sunol. it continues for the next 20 minutes, 30 minutes. we'll continue to track that. no surprises. back to you. >> thank you very much. 4:32, and we are following breaking news, incredible survival stories emerging from the rubble in turkey and syria following the 7.8 earthquake two days ago. the number of deaths now tops 11,000.

people cheering, though, after teams found an entire family under the rubble of one building in syria. cameras caught this man smiling as he carried away a young child. two other children were pulled out alive. rescuers saved a baby actually born while trapped in the rubble. the infant's mother, sadly, did not survive. the newborn is recovering. the horror that is playing out in turkey and syria is becoming a call to action in the bay area. as "today in the bay's" stephanie magallon reports, some volunteers are already mobilizing. >> reporter: it's a crisis within a crisis, as rescue teams search for survivors in the midst of a war. >> what's so devastating about this disaster is that so many people who have been affected were already displaced by the syrian civil war.

>> reporter: that's why organizations throughout the bay area are moving faster than ever, packing donations, sending money and activating emergency response teams, with volunteers from around the globe, including california. >> we're seeing a lot of images coming out of turkey, a lot of humanitarian responders making their way there, because syria is a much more complex place to work, fewer humanitarian actively working there. >> reporter: the first team of volunteers is en route to syria, where they estimate hundreds of thousands of people need help. in turkey, the scenes of destruction are difficult to see, especially for those who have been fighting for years to help underprivileged children there, like this bay area resident. >> the images are just devastating. the kids, children, getting out of the concrete blocks, and every minute their chance of

getting rescued alive is getting slimmer. >> reporter: she's the organizer of a turkish band called songs of the future. their music events raise funds to send girls to school in turkey. she and her husband are sending money to family members who have been displaced. >> they lost their homes, the hospitals, everything. they lost schools. so maybe we will dedicate our efforts to build new schools for these kids. >> reporter: their next event has been pushed back until may, but she says they'll keep working in other ways to raise money for devastated families in turkey. stephanie magallon for "today in the bay." 4:35 this morning. president biden clearly not running from the opposition during his second state of the union address. the president last night faced a divided congress for the first time in his term and the first time without nancy pelosi by his side. he covered a wide range of

topics, including police violence, assault weapons and prescription drug prices. his delivery may have been influenced by the recent polls suggesting that most voters think the country is headed in the wrong direction. the gop's rowdiest response surely came after he said some of the republicans want to cut medicare and social security. >> instead of making the wealthy pay their fair share, some republicans, some republicans want medicare and social security sunset. i'm not saying it's the majority. anybody who doubts it, contact my office. i'll give you a copy, i'll give you a copy of the proposal. >> now, the president's address still getting a lot of attention this morning in the bay area, and for people of all political backgrounds. president biden spent much of the speech talking about his accomplishments over the past couple of years. what wasn't expected was the sometimes salty exchanges with lawmakers. >> mr. speaker, the president of the united states. >> reporter: president biden entered the chamber facing a new republican majority in the house of representatives. he made clear, despite recent inflation, he considers the economy one of his greatest accomplishments. >> i stand here tonight, after we've created with the help of many people in this room, 12 million new jobs, more jobs created in two years than any president has created in four years. >> reporter: he highlighted a flurry of new programs and funding passed by his democratic colleagues. now the republicans are in the majority of the house, so president biden is calling for bipartisan cooperation, even joking how everyone can take credit for the bipartisan infrastructure bill passed last session. >> my republican friends who voted against it as well, but i'm still -- i still get asked to fund the projects in those districts. but don't worry, i promised i would be a president for all

americans. we'll fund these projects and i'll see you at the groundbreaking. >> reporter: right now the president is dealing with low approval ratings, everyone blaming him for high prices. there's strong support for the president, mixed with concern. >> it's concerning to my kids. i have three kids and it concerns me that they're stressed out, where are they going to work tomorrow. >> it's wraparound services, housing, mental health, services, we need funding. san francisco can't do it alone. >> reporter: across town, republicans gathered at a private event and found little to like in the state of the union. >> there's got to be some interest in at least just balancing the budget, maybe freezing spending for some period of time. maybe there's going to be some common ground there. other than that, i don't know what else. i think the republicans are going to be left without a lot of common ground and that's going to lead them to be interested in investigating. >> reporter: another big

happy wednesday to you. it is 4:41. let's head to the south bay with a look at san jose. we're in the low 40s to start. a cool morning, but we also will have a lot more sunshine compared to yesterday, and our temperatures warm up as a result. so we'll check out the full microclimate forecast in just a few minutes. look at all these lights. some flashing lights on surface streets, clearing garbage and moving things around. but the traffic on the freeway is moving well for the nimitz through fremont. let's see the world of business. we'll check in with pippa. good morning. i'm pippa stevens from cnbc. wall street is set to open lower following a volatile session yesterday. stocks popped as federal reserve chairman jay powell said inflation is easing, reiterating comments he made after the fed raised interest rates last week. the markets turned lower when powell then said the fed may

have to do more if inflation pushes higher or we get more strong jobs data. the dow, nasdaq and s&p 500 all ending higher. in focus today, earnings from cvs, uber and disney. elon musk says tesla will unveil part three of the company's master plan on march 1st. it aims to set the global economy on a path to a sustainable energy future. musk unveiled part two of the plan in 2016 with pillars including rolling out self-driving technology, a solar roof product and enabling owners to rent their vehicles as part of a shared fleet. now, none of those have been fully achieved yet. and roku users will soon be able to order a frosty straight from their tv. the streaming service is teaming up with doordash on shoppable ads. wendy's is the first restaurant to buy the ads, which will appear on the roku home screen and during shows. you can scan the qr code to get

here we go, wednesday morning. taking a live look at the golden gate bridge there. a few cars on the road as we get started with the morning. we'll talk about the commute in just a bit. we've got to talk about the forecast. still cold. >> still cold this morning. yesterday we had high clouds. they gave us a filtered sunshine. we're still seeing some of those clouds right now, but it's also going to go right back to high pressure, dry conditions and all clear skies. we're going to see a change in air quality over the next couple of days as a strong area of high pressure builds off the coast. you can see it's clockwise wind flow, but it's also causing the air to sink. as the air sinks, it creates an inversion layer and it's pushing the air back down into the valleys. we get the stagnant air and that

inversion layer and the pollutants settle into the valley. that means whatever we're putting up in the atmosphere is getting pushed back down and we're having to breathe that in. so our air quality will get worse over the next couple of days as a result. and today we're looking at some moderate air quality for parts of the coast and the bay, the east bay, as well as santa clara valley. other areas are still good, but it's right on that line where we could see it turning moderate over the next couple of days. and our temperatures are making it so that we want to get outside a little bit more. we're going to feel temperatures in the mid-60s this afternoon. we're still in the low 60s for san francisco, but 64 today in oakland, and tonight chilly once again with upper 30s and low 40s. going through the forecast, we are going to see a couple of systems coming in. one very close on friday. watching to see if we can get some slight rain chances out of that because that's the only chance we have for quite a while. even the rain chance we're watching for next week is

starting to dry up. so it looks like we'll have dry weather in the forecast. we'll see mostly sunny skies and our temperatures will warm up between today and tomorrow, then back down on friday. the weekend is looking cool and breezy and we see temperatures going up a couple more degrees for the start of next week. some minor changes here. mike, you were checking out the san mateo bridge camera. >> chp did have a report of some construction or a crew around the high-rise. we can see the high-rise from over here on the hayward side. we don't see a problem as far as the flow of traffic. no flashing lights and no issues for speed sensors. we're going to say it's okay. there may be a crew. crews may still number place. they are in sunol, northbound 680 still has slowing and they don't expect to pick that up until usually about 5:15, we see slowing and that indicates traffic breaks going on.

southbound will be your commute coming off the dublin interchange and 84 sees a little build as folks come off of 580 and head toward 680. under ten minutes for the cut and here are the travel times. >> thank you. 4:50 right now and ukrainian president volodymyr zelenskyy is in the u.k. this morning. he's meeting with the country's prime minister at an airport north of london. he plans to meet with king charles and the uk military chiefs during the trip. this is zelenskyy's first visit to the uk since the russian invasion nearly a year ago. the country is one of the biggest military backers of the ukrainian government and has sent the country more than $2.5 billion in weapons and equipment. oakland leaders are now in the process of reshuffling the city's long-term affordable housing plans after recently a thumbs down from the state of california. the city's eight-year plan

submitted last week did not meet state certification requirements. the agency in charges of the program says it falls short on transit, parks and other essential resources. one volunteer housing advocate explains the problem. >> they felt that oakland had some strong pieces for affirmatively furthering fair housing by expanding opportunities in high resource neighborhoods but wanted to see them do more to expand access to other resources in some of the other parts of oakland. >> oakland planners are currently reviewing the outstanding issues which they also expect to resolve. the deadline for re-submission is the end of may. if you're looking to bring home a furry friend, you're in luck. contra costa is full and workers are trying to open up kennel space. even though the animals are free, service employees say that people need to really consider adoption before rushing into the process. they add if you're not ready to

adopt, they also need foster families, especially if you have room for a big dog. >> the shelter is not the best environment for an animal. we give them all the love and care that we can provide and we have an amazing shelter and medical team here, as well as volunteers who walk them every day and socialize them. but the best place for an animal is in the loving home. we want to remove the barriers to doing that. the biggest one is financial barriers. >> that dog is really cute. they currently have more than 100 pets seeking permanent or temporary housing. >> go find a new friend. apple is testing it's upcoming buy now, pay later service. bloomberg says this could be a sign it will be released soon. apple pay later lets shoppers split payments for purchases in installments. the service was announced last summer. it was expected to be launched as part of the ios 16 in september, but it's been delayed due to technical issues. a bay area man is blaming tesla for plowing into his
