i'm marcus washington. >> i'm laura garcia. we're going to check the commute, but the temperatures, we need them to pick up. it's a cold start. >> another cold start. we've had a lot of mornings starting out in the mid to upper 30s and it does continue. take a look at some of these numbers. in santa rosa we are freezing, 32 degrees. that's the coldest spot on this map with the temperature now at 34 in fairfield, 43 in hayward. we're seeing temperatures in the upper 30s and low 40s down into the south bay as well. as you're getting ready for work in fremont, you do need the layers for the start of the day, but the afternoon is going to shape up to be nice. low 60s for early in the afternoon. we are watching a crash, mike. what's the update? >> highway 4 is slow coming into concord. there's a little update, first there was one crash, now there are two separate locations. for chicago highway, the split to 242 and highway 4, so both

spots are showing a distraction and slowing coming into the area. they need a number of tow trucks. maybe another 20 to 30 minutes before they can get the last of the tow trucks. more folks will definitely come down toward ignacio valley road so plan for that. over here, recovery, it looks like maybe they might to moved vehicles. there's a crash west 80 at buchanan and that's slowing you getting toward the bay bridge. >> thanks, mike. happening today, attorneys plan to announce a new lawsuit filed by a woman who claims she was sexually assaulted at a peninsula massage envy. >> "today in the bay's" bob redell is live in burlingame. this is the same location a similar claim has been made in the past. >> reporter: good morning. you might recall back in 2018 several women sued the massage envy spa chain alleging sexual assault at several locations

throughout the state of california, including one incident at this location behind me in burlingame. later this morning, the attorney for another woman will file this lawsuit that you see in superior court. the woman, jane epstein, is expected to speak to us during a 10:00 a.m. news conference. she alleges a male employee at this location sexually assaulted her in may of 2017. epstein's lawyers claim the burlingame massage envy location knew this man was a sexual predator who had sexually assaulted another woman back in 2013, but allegedly didn't report him to police, nor did they fire him, according to the lawsuit. they allowed him to go in a dark, closed room with epstein. we are waiting for massage envy to respond. we have reached out to them. this is how they responded to the 2018 lawsuit that alleged sexual assault by an employee named brandon davis. davis is not connected to the

lawsuit being filed today. now, this is what they said back then. the franchise location informed us of only one inappropriate conduct incident involving brandon davis, which resulted in his termination and restriction, meaning he is not eligible to work at any massage envy franchise locations. no other incidents involving mr. davis were reported to us. reporting live, bob redell, "today in the bay." we're following breaking news as the death toll from the massive earthquake in turkey and syria sadly keeps growing. it has reached over 11,000. we have a live look where thousands of research and rescue personnel are scouring the damage piece by piece, trying to find survivors. but amid this tragedy, people in the bay area are organizing to try to help some of those victims. organizations like shelter box are moving faster than ever, packing donations, sending

money, and activating emergency response teams with volunteers. the first team of volunteers, in fact, is already en route to syria right now. the organizer of a turkish band are sending money to family members who have been displaced. >> they lost their homes, hospitals, everything. they lost schools. so maybe we will dedicate our efforts to build new schools for these kids. >> the band's next event has been pushed back until may, but they say they'll keep working in other ways to raise money forva 6:05 this morning, and reaction is pouring in following president biden's second state of the union address. >> last night's speech was the president's first before a divided congress. "today in the bay's" brie jackson is live in washington with more on what he said and the republican rebuttal as well.

brie, we heard contrasting messages. >> reporter: we did. we heard a lot of back and forth and we continue to hear reaction this morning from lawmakers. but last night president biden urged members of congress to work together and finish the job. that's something we heard president biden say repeatedly, finish the job on key issues like police reform, while arkansas governor sarah huckabee sanders blasted democrats' policies during her speech and called president biden unfit for office. >> mr. speaker, the president of the united states. >> reporter: president biden laying out a story of america's resilience during his second state of the union address. >> two years ago democracy faced its greatest threat to the civil war and today, though bruised, our democracy remains unbowed and unbroken. >> reporter: touting accomplishments since he took office. >> 12 million new jobs, more jobs created in two years than any president has created in four years. >> reporter: the president was

marcus, laura. >> brie jackson in washington this morning, thank you. it is 6:07, and coming up for you, savannah guthrie is going to report live from washington this morning with more reaction and analysis from president biden's state of the union address last night. the coverage will start at 7:00 right after us here on "today in the bay." it is 6:08. relief is coming to the peninsula for those impacted by storms in december and january. fema, along with san mateo emergency officials, say the disaster recovery center will provide employment assistance, records replacement, help for veterans and information on housing options. last month san mateo county was added to the disaster declaration following the rainy winter storms. it means homeowners can apply for individual recovery assistance. the center will open tomorrow at the san mateo county event center and will operate daily through next wednesday from 9:00 in the morning until 7:00 at night. let's take a live look for

you this morning at the golden gate bridge. beautiful shot this morning. folks are moving along. meteorologist kari hall has been monitoring what they're experiencing. there's some cold temperatures. >> cold temperatures, but we are making it through the workweek. as we take a live look at dublin, it's a busy start but also another cold one. so as you're getting the kids dressed for school in the tri-valley, we're checking out pleasanton. the drop off time temperatures is 38 degrees, you've got the windows up, but at pick up time, windows down, it's going to be nice in the line and our temperatures warming up into the mid-60s. 66 degrees in san jose, as well as santa rosa. we do warm up even more tomorrow. we'll get a look at that in the forecast coming up. mike, we want to see lower gas prices. >> we want to see lower gas prices. y'all are helping me on gasbuddy.com. in the north bay we found one

spot reported below 4 bucks, lucky service on sir francis drake. the best of three, $3.89 in concord and the best in santa clara is $3.69. we expect to see slowing and we have a crash in fremont at stevenson. sounds like there may be one lane blocked, four vehicles or maybe five involved. we're also watching here for westbound 80, some slowing approaching the area of the merge off of the bridge. then we have a crash at buchanan. it looks like two independent traffic issues. the morning commute is the bigger one. highway 4 has a crash toward 242 and concord. there may be movement there. back to you. 6:10 right now and super bowl bound, we want to take a live look in glendale.

good wednesday morning. 6:14, in the north bay it's another sweater and coat kind of day. 34 degrees in santa rosa. we are going to have a nice recovery going into the afternoon with a lot more sunshine. we're going from mid-30s to mid-60s today. we'll get a look at all of our microclimates in the forecast in a few minutes. here's a look at the bay bridge toll plaza. the metering lights are active and have been for about a half hour. we had a crash at buchanan and still have a jam at richmond, san pablo. we'll show you how things are

shaping up. good morning, happy wednesday. head of the fed, jay powell, spoke in public yesterday and said there were more rate hikes coming. the fed is really struggling to slow the economy in order to slow inflation. uber reports today profits. microsoft says it will incorporate chatgpt into its bing search engine. goldman sachs has a doom and bloom prediction for house prices in san jose and san diego, saying it expects prices to fall to levels not seen since the global financial crisis. that could be a reduction of as much as 25%. goldman sachs expects phoenix and austin will suffer the same fate. it's also predicting mortgage rates will go up to 6.5% by the end of the year and warns those who bought in late 2021 into 2022 will face the highest risk of delinquencies, because according to them, those buyers bought at the peak and would be

under water as prices fall. now, all of this sounds terrible, but do keep in mind how bad big banks, goldman sachs in particular, were at predicting the last crisis. >> obviously high-tech layoffs are going to pressure some of our house prices downwards. zoom cut the staff as many as 1,300 worldwide yesterday. zoom, as everybody knows, grew exponentially during the pandemic, and the ceo says the company overhired, grew too quickly. now credit to eric, because most ceos have said the exact same thing. google said it, google's ceo said he bore full responsibility. but eric says he's giving himself a 98% pay cut for his mistake. >> twitter executives will face a congressional hearing today. the house oversight committee wants to know more about twitter's efforts to quash an article about hunter biden's laptop. this is pre elon musk and twitter wouldn't let users link

to the "new york post" article about the issue. a lot of it is going to cover familiar ground because twitter has been before the house, i think it was the commerce and energy committee a couple years ago, where they asked the same questions. i don't think you're going to see congresspeople when the tv camera turns to them acknowledge that. i think they're going to be prosecutorial and pretend as if this hasn't been discussed. twitter says it was a mistake, they fixed it. >> we'll continue to follow. >> thanks, scott. let's take a live look this morning at state farm stadium in glendale. now, four days from the super bowl, and that's where history will be made. chiefs patrick mahomes and eagles jalen hurts are not only the first two black quarterbacks to face off against each other in the super bowl, but they're also the first two quarterbacks from texas to go head to head. mahomes is from east texas, jalen hurts is from houston. hurts' father was actually the

forecast for valentine's day. i wanted to tell you about something happening a little sooner, worsening air quality for the bay area. it's going to start to look a little hazy out there, as we sometimes see during some dry days in the wintertime, as high pressure sets up off the coast. the high pressure always creates a clockwise wind flow, but also it pushes the air back down towards the surface. the air sinking down creates an inversion layer. with a calm wind, whatever pollutants we're putting out does not get mixed up. we have to breathe it in. that's why on days where air quality is worse, we say try to carpool or do whatever we can to reduce the amount of pollutants we're putting out there. because we're breathing that in. so we're seeing that happening today, as well as tomorrow. there could be some improvements on down the line. we're looking at some spots in parts of the coast and the bay, as well as the east bay seeing

the highest measure of particulate matter, as well as santa clara valley. speaking of improvements, here is a look at our state reservoirs and where they stand after all of the rain we had in late december and early january. we're right now at 80% of historical average for the four largest reservoirs across northern california. take a look at lake oroville at 113% of capacity. but some of that is some of the snow melt that's coming down. we're still more than double our normal sierra snowpack. it looks like we'll continue to wrap up the season with more high amounts of sierra snowpack. but we have some additional light rain and snow as we go toward the wen, but it's overall looking pretty dry. every storm we see weakens before it gets here, so we may continue throughout the next week or so, at least, with only very slight rain chances. our temperatures still going up

and down. we're going to see highs reaching into the mid-60s today, another cold morning tomorrow, but it does recover nicely for the afternoon. it will be a cooler weekend for your outdoor plans, including those super bowl parties you may have set up on the patio. mike, you've been watching the morning commute and it's been mainly the east bay. >> richmond, we had the crash and one cleared at buchanan. that wasn't the source of the slowing. the slowing is all the traffic in san pablo, richmond and el cerrito, a little more severe as far as the slowing. then a new crash reported. there may be more activity than we see on the chp report. getting toward the richmond bridge, a slower drive because more traffic is on 580. the bay bridge toll plaza, still the same slowing and a better flow of traffic through fremont. back to you. >> thank you. coming up next on "today in the bay," nbc bay area responds. >> reporter: you might equal fight for free help figuring and

60s in some of the inland valleys. we'll talk about the changes ahead. mike, you've been watching the backup at the bay bridge. >> i-80 and the bay bridge toll plaza has a backup and more coming into the area. we had a series of about three crashes that i can confirm different details, i guess i should say, through the area. we're looking a t the latest at central, jamming up out of sab pablo and clearing by central avenue. it's a backup at the bay bridge toll plaza. highway 4 still slowing toward concord. pittsburg, the crash looks like it's affecting the on ramp from 242, two separate incidents, just off highway 4 itself. the rest of the bay shows a typical slower drive pattern. the crash at 880 and stevenson in fremont is on the shoulder. back to you. 6:32 right now. happening today, the man accused in the violent attack at former

house speaker nancy pelosi's san francisco home will be back in federal court. >> "today in the bay's" kris sanchez is live in san francisco. kris, this is the first court appearance since the release of that really hard-to-watch police body cam video we saw. >> reporter: so david depape is due for a status hearing before that federal judge this morning, and because it's a federal appearance, our cameras will not be allowed. however, we will be there and likely the video of the night of the attack that was recently released is going to be on everybody's mind. the police body camera video was released recently and it shows david depape answering the door with paul pelosi shortly before refusing an order to drop a hammer, and then beating paul pelosi with it. this happened on october 28th of last year at the pelosi home in pacific heights. david depape is now facing federal charges and state charges as well in connection with that alleged attack. depape has pleaded not guilty to those charges. now, just last night paul pelosi

attended the state of the union address where he got a standing ovation. and president biden said that depape was attacked by a man unhinged by the big lie, using the same language that insurrectionists who stalked the halls of the capitol used. he underwent surgery to repair a skull fracture and injuries to his right hand and arm following the incident. he continues to recover this morning from those, and nancy pelosi has said it's going to be a long road to full recovery. the hearing is scheduled for 10:00 this morning and we'll be there. >> kris, thank you. 6:34. president biden reaching across the aisle during his first state of the union address before a divided congress. >> my republican friends, if we could work together the last

congress, there's no reason we can't work together and find consensus on important things in this congress as well. >> the president pushing for unity as his speech focused on topics including police reform, the economy, and climate change. also, the endless cycle of gun violence. earlier this morning, we spoke live with democratic bay area congresswoman anna eshoo and her guest at the address, peninsula farmworker advocate, dr. belinda hernandez arriaga. we asked them whether they thought the farmworkers received enough attention. >> i do think that with the focus that he added about mental health, the call for mental health, that we can apply that to farmworkers. the call for medical, more medical insurance for everyone, that we can continue to apply that to farmworkers. when he called for gun control, that we now, unfortunately, have to consider that here in our own

it's a cold start. when i jumped out of bed, i grabbed a sweater. >> it is another one to have to bundle up, not only a sweater, but the coat most likely. especially if you'll be out waiting on the bus stop on the way to work or school this morning. we're starting out with a few clouds moving by but it's going to give us a beautiful sunrise. yesterday we had a filtered sunshine due to those high clouds but we're going to start out that way and then see it clear out with temperatures in the low 40s now. look at the warm-up for later today, reaching into the low 60s. eventually reaching 66 degrees. so we'll lose the jackets. look at san martin today reaching 68 degrees and low 60s in san francisco. this warming trend continues for a couple more days and we'll talk about a cooler weekend coming up. mike, you've been watching a crash. what's the update? >> highway 87, olympic parkway, we expect to see more slowing because of a crash and maybe in

the middle of the roadway. we don't know how quickly they can get the crash to the shoulder. we've seen this backup from capitol expressway. there may be another crash getting onto 87 as well. we'll track this section. over here, 101, the typical pattern as well. shifting through san jose in through santa clara. through mountain view and palo alto, the build is on for the south bay. tri-valley, typical drive, building through sunol and pleasanton. this weekend, an early reminder that north 680 through the stretch, we typically have overnight traffic blocked because of pavement work and that will be all weekend this weekend and for the next two after that. there's a new crash in novato that will affect southbound 101 as the volume builds as well. back to you. >> the whole bay area is covered. thanks, mike. we continue our series discover black heritage and the push for better health care. >> being able to know where to go, who to work with, to connect to people, is very, very

newsroom shortly after he touched down, meeting with the prime minister. he's also meeting with uk military chiefs will address parliament. a visit with king charles is also scheduled. zelenskyy last visited the uk before the russian invasion, but since then ukraine has received nearly $3 billion from the uk in weapons and equipment. president biden will head to wisconsin to hammer home his economic message. >> scott mcgrew joins us. you said the economy was going to be a big part of the state of the union speech, but there's something you didn't see coming. >> i really didn't. the shouting from the floor. now, that said in retrospect, it maybe was obvious because we've been building. a republican congressman yelled "you lie" at president obama. that congressman condemned by the entire house. then the speaker of the house, nancy pelosi, tearing up the state of the union speech while sitting behind the president in

2020. yesterday's speech started out with a bipartisan spirit, the president shaking hands with the new speaker of the house, kevin mccarthy. and then right at the top of the speech, recognizing mccarthy's new position. >> i start tonight by congratulating 118th congress on the new speaker of the house, kevin mccarthy. communities. joining us is the founder, britney doyle, the founder of that company back in 2015. thanks for joining us. >> thank you for having me. i'm very happy to be here. >> let's talk about it. you formed this company in 2015, a san francisco native, and you did so after being the need for more innovative and relevant approaches to health and wellness for the vulnerable populations living throughout the bay area. here we are, 2023, how has wise health provided access to people during this time? >> it has definitely been a journey since i started in 2015. like you said, i thought there was a need for more innovative programs, specifically among our socially isolated seniors. and so just over the years i've been able to increase access to medical care, to health education, community resources, social connectedness, in a way that is culturally tailored and accessible for our socially isolated seniors.

happening in the winter once high pressure sets up off the coast. the clockwise wind flow will bring in a northerly drift and we also see it pushing everything back down to the surface. so it creates this inversion layer, and with the calmer wind, it doesn't mix everything out that we're putting up. so with stagnant air, air settling down, pollutants settle into the valleys and that's why we say when our air quality gets worse, carpool if you can. do not burn anything, because once again, everything we put out, we're having to breathe it in. today we'll have a hazy sky and moderate air quality. the east bay and santa clara, the measure of particulate matter is a little worse. and we're seeing some slightly better air quality for the south bay. but let's talk about our reservoirs, another big factor here after all of that rain that we had earlier this year. now we're standing at 80% of the

historical average for capacity for our four largest reservoirs across northern california. look at lake oroville, 113% of capacity. some of that is the snow melt coming down from the sierra that has been so impressive this year. we're still at 204% of our normal sierra snowpack statewide. going into the forecast, not a whole lot more storms coming in. and the storms that we do see will weaken as they approach the bay area and the sierra. but we do have slight chances on friday and then again for next wednesday. but every time it gets closer, the models really just cause that storm to fall apart and dissipate. so our temperatures still going up and down. we're going from mid-60s to upper 60s tomorrow. a little bit cooler for the weekend, but the mild weather continues. mike, you have an update on highway 87? >> we had a lot of slowing highway 87, there may have been a secondary crash. the original crash may have

cleared to the shoulder in the last couple of seconds. we have another crash reported around here getting onto 87, so this stretch of guadalupe parkway is tough. it's the typical pattern for wednesday. it may have been shifted because of the backup people are hearing about and seeing on 87. 101 moves smoothly. same thing for 237 heading west. we're looking at recovery actually from an earlier big backup through richmond, still slow and recovering. highway 4, as well, the build out of pittsburg. >> happening now, a push is under way to give cash to unhoused seniors in california trying to make it in the bay. senator dave cortese is behind the bill. the legislation would provide $1,000 for five months following graduation. the bill is a reintroduction of one of the same ones he proposed last year. back in 2020 cortese, while a

good morning. welcome back. it is 6:57. here is a look at top stories on "today in the bay," including breaking news. >> the death toll from the massive earthquake in turkey and syria keeps growing. more than 11,000 have died. we have a live look where rescuers are digging through the rubble piece by piece. very harsh winter conditions there. so far, at least 8,000 have been rescued from the rubble alive. monday's magnitude 7.8 earthquake followed hours later by a second one almost as powerful. toppled thousands of buildings. tens of thousands were injured. the turkish president has declared a state of emergency in ten provinces. if you want to help, we have a link on our website with
