wind is making it feel colder. coming in from the north right now at 10 miles per hour. it is calming down compared to what we had yesterday afternoon into the evening. there will be a slight chance of rain. the showers we see later this morning will be moving through quickly, will be in and out, and we're seeing the system getting a little closer now, with a potential of some rain in the north bay, especially before 11:00 to 12:00, and then we'll see it sweeping on through other parts of the bay area. i'll have more on that in a few minutes. mike, you're looking for movement out of hayward. >> we see good movement, but if i hold steady for a second, you see movement of the picture. it was a little more a few moments ago. there's wind gusting around and chp calls out your traditional bridges, the san mateo one of those spots. no problems. a couple of slower-moving vehicles, but no closures and

big issues. the altamont, we have a volume of traffic coming westbound out of the pass. there is a crash but it's on the shoulder. it's also where things kind of widen and you get a little more traffic flowing. that's where things ease up into the green zone. still green, 60 miles per hour for vasco toward 580. 16 minutes, that's the best we have for the morning. back to you. 5:02 right now. tragedy for students and staff at michigan state university. three people are dead, five are injured, after a gunman opened fire on campus. there is a news conference going on right now that we are monitoring. michigan state police are delivering an update so far on the investigation. we've got teams in the newsroom listening in to see if there are any additional details. of course we'll continue to bring them to you throughout the morning. here is what we know right now. it all unfolded around 8:30 p.m. michigan time. police say the suspect started firing in two campus buildings. we just learned overnight both

were unlocked and open to the public at the time. following the shooting, investigators say the gunman led them on an hours long man hunt. he was eventually found dead due to self-inflicted gunshot wound. students were forced to shelter in place during the search. many are speaking out about the moments their campus descended into chaos. >> maybe 250 plus people in this entire dining hall. no one in, no one out. and i see this -- everyone is crying and just as we freshly blockaded the doors, apparently people heard shooting, they heard the door open and it's this giant stampede of people headed toward me. >> frightening for these students. all activities are being canceled at msu for the next two days. police released two images of the suspect. investigators say he is a 43-year-old man who is not affiliated with msu. they're working to learn more about his identity and a

possible motive. the latest mass shooting comes after one of the worst shootings in school history. 14 students and three staff members were killed at stoneman douglas high school in parkland, florida. 5:03 this morning. in a few hours san mateo leaders will consider how to help farmworkers after last month's mass shooting at half moon bay. bob redell is joining us live outside of the board of supervisors in redwood city. talk to us about what's going on here. >> reporter: good morning to you, marcus. later this morning at 9:00 during their regular board of supervisors meeting, the board will consider a vote on an allocation of $750,000 to help those farmworkers in half moon bay who were displaced because of the mass shooting. they lived at the mushroom farms that were targeted. that's where a man shot and killed seven people last month and an eighth person was also but that person survived.

the board will consider entering into a contract with someone who not only provides the housing but support services as well. the contract would run through march 1st of next year. the money would come from the american rescue plan act and outside donations. we spoke with the mayor of half moon bay who tells us all displaced farmworkers have been placed in semi-permanent housing right now through airbnb. >> i can tell you that this has brought to light the horrendous conditions that our farmworkers are living under and when you consider that they are working for minimum wage to put food on our tables and we go to restaurants and pay $12 to $20 for a lunch or a dinner, or even more, they're not getting that money. the farmworkers don't get the money. it doesn't trickle down. so we need to do something to make their living conditions better and to increase the

in-person announcement tomorrow in charleston. haley served as u.n. ambassador under former president donald trump. it makes her the first republican opponent for the 2024 nomination. rescue efforts in turkey and syria are turning into recovery missions, but miraculously, survivors are emerging buried in all of that rubble. take a look. can you imagine? just this morning three young men were saved. two brothers and another man. they were living under the collapsed building for more than a week after the massive earthquake hit, about 198 hours. the death toll has surpassed 37,000. the bay area continues to show its support. students at santa clara university organized a vigil last night for those impacted. it is 5:07 this morning, and

happy valentine's day to you. it is 5:13. as you're heading out in redwood city, a cool morning and it's going to stay windy and temperatures rise very slowly. we are not going to see a significant warm-up today and some of us will get some rain. i'll have more in the forecast coming up in a few minutes. 101 through san rafael, the north bay moves well. these are taillights heading south. you're at speed santa rosa past this spot to the golden gate bridge where i believe construction crews have cleared. good morning. very happy tuesday to you. today is a big day. valentine's day. we also get the inflation numbers in about 15 minutes, the consumer price index, the cpi.

we're going to look at two numbers, monthly and year-over-year. so we're going to have two questions. are the prices up from this time last year, compared to this time last year? obviously, yes, probably about 6%. way down from last summer when they were up more than 9%. second question, are they up from last month? the economists say they probably will be. prices have moved a little bit higher. as you know, because we've said it a bazillion times, this is a problem for the fed which is trying to get inflation under control by slowing the economy, but the economy continues to do very well. earlier this month, we got a blockbuster jobs report, more than a half a million new jobs in a single month. there continue to be two jobs for every american willing to work. so the fed is having a devil of a time slowing things down to control inflation. we used to talk about avoiding a recession with a soft landing

and that implies we're sinking. but we're not sinking. take this headline from this morning's "wall street journal," hard or soft landing for the economy, economists see neither if growth accelerates. president biden will likely name lael brainard as top economist this week. she's currently number two dealing with the inflation and interest rate decisions. all this talk about strong economic times frustrating the fed may sound a little odd in the bay area because we're constantly bombarded with news of layoffs. linkedin, talk of more layoffs at meta. twilio talking cuts as well. twilio says no more offices. we're in a situation where the rest of the nation seems to be doing pretty well, while we're maybe not. it's a big reverse. you look at the rust belt, flint, michigan, the midwest and farmers over the years, while

take a look at our water year update after seeing a little bit of rain here and there recently. but it's overall been fairly dry. let's check in to see how we're doing here. santa rosa has measured over 25 inches of rain, but we're still at a pretty good surplus here of about 4 1/2 inches. san francisco, nearly 23 inches so far for the water year. 22 in oakland. and in livermore 17 inches of rainfall. now, we're still, once again, over 100% of our usual amount of rainfall and we were over 200% for oakland. but the couple of weeks of dry weather, we're seeing that go down just slightly. our reservoirs are filling up as well. statewide for our four largest reservoirs across northern california, we're at 81% of capacity. we still have some work to do on trinity lake but we are seeing some of the sierra snow melt is starting to fill up some of those larger reservoirs. and then around the bay area, we're seeing them still at 99%

of capacity for marin county and 96% for the east bay mud. we do have a few reservoirs that are lowered for seismic safety, but we are seeing them very high. as we see the system dropping in, no concern because we're only looking at some very quick-moving and also light rainfall for our forecast for today. but it will be moving through the north bay before noon. the rest of the bay area is seeing it sweeping through between noon and 2:00, and then after that we're clearing out. but it's going to be very cold behind this system. and then as we go into the weekend, there will be another chance of rain, but at this point it looks like that rain is staying off the coast. then going into the weekend with some warmer temperatures and also some dry conditions. may not be until the middle of next week when we get a significant chance of rainfall. we're also going to see gusty winds continue. temperatures in the low 50s. it's going to take a while before we can get those

temperatures up another 10 degrees, but it looks like just in time for the weekend it's going to be really nice with highs in the low 60s with sunshine. mik -- >> a heads-up, 101, chp has a report, disabled vehicle around the 101/280 interchange. watch for that as folks arrive on scene. again, the sensors don't know anything big over the last couple of seconds. a little bit of build on highway 4 and highway 37 shows blips over the last few minutes as well. those are the first two spots where we see the sensors change and it doesn't look like there's anything really different. the bay bridge toll plaza clear, we do have the wind advisory. san mateo, a couple of spots like the altamont pass. the crash there still on the shoulder, a distraction right around north flynn. back to you. >> thanks, mike.

it is 5:25 this morning. police dogs in the bay area could soon be a thing of the past. that is because a new bill is pushing to greatly reduce the use of canines. law enforcement agencies have been using police dogs for decades but opponents say that they're used disproportionately against black and brown people. the new bill co-authored would prohibit them from being involved in arrests or crowd control. >> canine units are used not just in a disproportionate manner against black and brown community members, but their existence serves to terrorize.

the new information about the gunman. >> also, a possible school closure in the south bay. a live report and the protests happening later this morning hoping to put a stop to those plans. >> plus, gusty winds are making for chilly conditions across the bay area. meteorologist kari hall is tracking your forecast. this is "today in the bay" streaming live on roku, amazon fire, and online. a good tuesday morning to you. i'm marcus washington. >> i'm laura garcia. want to wish you a very happy valentine's day. lots of exciting stories about love and gratitude, we'll have those throughout the morning. first, let's start with a look at the chilly forecast. >> it's going to be very cold and windy and there may even be a little bit of rain moving through as we start out this morning with mostly temperatures in the upper 30s to mid-40s. it's not as cold due to the high winds, but that does add to the wind chill. as we get a live look outside in dublin, we're getting started with a clear sky, temperatures

in the upper 30s. we won't see much of a warm-up day, definitely not as warm as yesterday, and those high winds continue into the afternoon with temperatures only reaching 53 degrees there. we'll see that all around the bay area as well as a chance of some spotty showers in the forecast as we go into late morning. tomorrow, it only gets slightly warmer with highs in the upper 50s. 59 degrees in novato, 62 in santa rosa and 57 in morgan hill. by thursday, it's still about just as cool with highs in the upper 50s to near 60 degrees. >> thanks so much, kari. we continue to follow the latest on the tragedy at the campus of michigan state university. at least three people are dead, five others hurt after a gunman started shooting and we just learned within the past few minutes that all of the victims were students at msu. >> the suspected shooter tied died from self-inflicted gunshot

wounds. the police confirmed he is 43-year-old anthony mcgray. in the last hour we heard from michigan's governor and other state leaders all expressing heartbreak and calling for action. medical leaders at that news conference say that all five surviving victims are in critical condition. here is a live look at the campus where classes and events are canceled today. here is maureen holiday with our affiliate in michigan. >> we know the suspect is a 43-year-old man who died from a self-inflicted gunshot wound off of michigan state university campus. this happened in the city of lancing. police are working to figure out the motive behind the smooth. we are told that the suspect had no affiliation with the university. they have not released the man's name but we are hoping over the next few days to get that information. as for the victims, three people are confirmed dead, two were shot and killed inside of berkey hall, an academic building, the third fatality happened inside of the msu union, adjacent to

berkey hall. there are five other people who are in critical condition this morning. michigan state's campus is going to be closed over the next two days. no classes, no sports, no activities that are going to be happening. msu is offering counseling services to students, families and faculty. they want to make sure that everybody goes into this healing process and has the resources available to them. we'll keep you updated. reporting in east lansing. >> thank you very much, maureen. the "today" show will continue coverage of this tragic shooting live at 7:00 a.m. with the very latest from the scene that's right after "today in the bay." new details this morning, an sfo-bound flight across the pacific, where the plane took a frightening nosedive. we can show you some animation that shortly after takeoff from the maui airport the 777 plane did a steep plunge, then recovered to complete the flight

to the bay area. new data indicates the plane plummeted from 2,200 feet to about 800 feet at the rate of about 7,000 feet per minute. this is according to a new report on the mid-december incident. it's still not clear what happened but united says there was nothing wrong with the plane. passengers had no idea until now about how close they got into actually going into the ocean. some onboard that flight already believe they survived a miracle. >> we're all looking at each other, looking at the window, grabbing onto the seat, grabbing the hand of the person next to you, praying under our breath. maybe a scream here and there. >> the plunge also took place in a driving rainstorm. it's not clear if that factored into the problem. in a statement, united says, quote, after landing at sfo, the pilots filed a safety report and then coordinated with the faa and alpa on an investigation

that ultimately resulted in the pilots receiving additional training. there is breaking news to tell you about out of san francisco. police are reportedly investigating a homicide that happened early this morning. it happened at the corner of ellis and hyde streets in the tenderloin. police are searching for possible witnesses. authorities are not releasing many details at this time but we will continue to update you as the details come into the newsroom. happening today, a town hall meeting in san francisco to answer questions on the recently completed report from san francisco's african american reparations committee. economic responses of what supporters call a long history of racism. supervisors are expected to pick up the debate next month. today's town hall takes place at 11:00 a.m. at third baptist church. check out this new video from space. it was tweeted out by the international space station over

california. the station passed over the sierra nevada and yosemite. you can see the snowpack all the way from space. some areas have received more than 190% of the average snowfall. this morning we are seeing very chilly and windy conditions. meteorologist kari hall, let's talk about how we can warm up this valentine's day, like staying inside. >> i think so. it makes it so hard to get going when you know it's going to be a cold day and it's pretty windy, too. as we take a live look outside in san jose, it is clear, not as cold as it's going to be once those winds calm down. and we are still seeing the cold front approaching the bay area with some of the showers and even some wintery weather farther to the north. we're going to see some of our north bay hills kind of coated with some of that snow and then there will be another chance of rain as we go closer to the weekend. but at this point it looks like it will stay off the coast. so we are mainly dry over the

next several days but still watching out for the possibility that we could see a little bit of rain in that forecast as we go into next week. i'll be watching this. we'll talk more about the cold air coming up. mike, now you have a crash near the dublin interchange? >> we were reporting about this cluster. we see a little gathering of cars approaching the dublin interchange. somewhere in this stretch is an issue, an earlier crash involving a big rig. we see slowing right past the scene. reports of a big rig tire in the roadway that may be a factor. i'll give you as much warning as i get, but so far that is showing a slower drive developing toward the dublin interchange. that should clear quickly and we should have a smooth drive, but the build is on for the tri-valley, south bay and san jose shows the build goes on. the bay bridge toll plaza we have a little more slowing. we're looking toward tonight,

sunnyvale in hopes of stopping the closure of two charter schools there. and this could leave more than 600 students looking for a new school. "today in the bay's" kris sanchez is joining us live this morning in sunnyvale. talk to us about the issue here. >> reporter: good morning, marcus. we've seen a number of bay area schools close because of declining enrollment, but in this case it appears that funding is the issue. we're talking about denali public schools that runs two charter schools here and they announced plans to close last month. they serve about 650 middle and high school students at those campuses. they sent a letter to parents that blamed the loss of pandemic-era stimulus funds and a loss of state funds because of the displacement of low income families. the county office of education oversees the district and is the body charged with overseeing charter schools and approving and renewing charter schools in

santa clara county, however they are not involved in day-to-day operations. they have requested denali leaders appear before the board. according to a report to the county board of education, on january 6th they gave notice of possible closure. the charter school has clean financial audits to this point but has operated in the red since they opened about ten years ago. in order to remain open for the next school year, they need $4.5 million. parents plan to rally and we hope to speak with some of them. and we have reached out to summit denali public schools for comment. kris sanchez, "today in the bay." >> thank you. 5:43 right now. more competition for the presidency. breaking news, nikki haley this morning says she would like president biden's job. >> but, of course, scott mcgrew, she has to get through that tough former president donald trump first. >> that's right. good morning. haley will join trump in

fighting for the republican nomination. maybe others as well. florida governor desantis is often talked about as a candidate. haley, the former governor of south carolina, released a new video this morning making the announcement. she's expected to re-announce tomorrow in south carolina. haley worked in the trump administration as u.s. ambassador to the united nations. one thing both parties can agree on, firing the guy in charge of the capitol. blanton's title was architect and he's accused of misusing his government car, taking it on vacation, pulling somebody over in it, and he chose not to come to the capitol when it was under attack. nato ministers will talk about the next steps in ukraine. ukrainian officials often ask for new weapons. the big problem, though, is getting enough ammunition for the weapons they already have, particularly artillery. in every war, artillery is the biggest killer. but artillery has a constant

demand for shells and some nato allies are running low. u.s. troops continue to gather pieces of balloon. they say they have recovered nearly all the important parts of the first one that was shot down off the coast of the carolinas. as you know, you're finding more and more in the skies. the pentagon says that's because we've adjusted our radars to spot them. more coming up on the "today" show. >> if you do that, anybody that's operated a radar will know you can set the parameters. and if you set the parameters in such a way to look for a certain something, it's more likely that you're going to find a certain something. >> they still don't know what they are, two out of the three locations are so difficult because it's the frozen north and the fbi and the canadian royal mounted police in the north in the yukon territory are trying to find the debris field that is critical to figuring out what these were. >> we'll look forward to that on the "today" show.

to eat that fabric. >> perhaps there are some other plants around. >> they keep lots of snacks around. >> and some blankets. >> it's going to be chilly. they have their natural coat on. we are going to have a chilly, windy day, too. right now we're starting out with some upper 30s and low 40s. it's still pretty windy and it's keeping the temperatures from dipping too quickly. we're at 46 degrees in oakland and it's 44 in san rafael. as you're heading out the door in morgan hill, we have temperatures right now about 40 degrees. we'll dip another degree or two around sunrise and then into the day, not much of a warm-up. it won't be anything like it was yesterday, which turned out to be pretty pleasant during the afternoon. now we have a cold front dipping in and it's also bringing in some wintery weather farther to the north, especially over some of the higher elevations. as it moves into the north bay, before noon we're going to see it in some spots bringing in

some rain, other areas as you go up above 3,000 or 4,000 feet, it's going to be a little bit of a wintery mix or snow. then it approaches san francisco right in time for lunch and then it's going to be quickly pushing down the peninsula and into the south bay by early in the afternoon, 1:00 to 2:00 timeframe is when we'll see the best chance of rain for the peninsula into the south bay. after that, we're clear for the evening, but then it's going to turn very cold tonight. take a look at how we'll start out tomorrow morning, below freezing in some spots, like san jose, down to 31 degrees tomorrow morning. 33 in dublin. it's going to be frosty all around our valleys in the bay area. that's the reason why we are under a freeze watch for the coastal areas in the north bay, parts of the santa cruz mountains. the purple shading is a freeze warning and we'll most likely be below freezing for a few hours. our high temperatures only reach

the low 50s and we'll see some cold weather throughout the end of the week. but the weekend, it does start to feel a little bit better with highs in the low 60s. next week is also looking cold toward the end of the week, so we don't see a significant warm-up here for quite a while. and there will be slight rain chances on friday. other than that, we're just going to see some quick-moving showers here and there. we're back to the sunshine. and the weekend is going to be one to make plans to get outside. mike, you're looking at the bay bridge toll plaza? >> it's getting busier. the metering lights are not registering on the chp meter, but on the live camera we see the backup. it's starting to build coming off of the maze, the 880 over-crossing. this is a little busier than a typical tuesday, but now we're seeing tuesdays and wednesdays really kicking in with volume. 24 feeding off of the walnut creek interchange, highway 4 feeding into it, 37 coming out

of vallejo, coming down toward berkeley. the build is on toward the bay bridge toll plaza. now, over here this is getting a little clearer, westbound 580. chp reports that the big rig tire is off to the shoulder. that was a big obstacle. cleared from the lanes approaching the dublin interchange. so far there's been no ripple effect. 84 coming down through sunol and then toward fremont for the southbound commute, where 101 shows a slowing, typical. 87 has been showing blips for the last couple of weeks about this time, as it is today. >> thanks, mike. happening now, san jose mayor matt mahan is gearing up to tackle some of the city's biggest challenges. five committees will sharing their initial recommendations to leaders today. the groups were creating by the mayor last month as a way to come up with different approaches to help with homelessness, community safety,

temperatures are colder than normal and a cold ocean means less evaporation, less clouds, and it affects jet streams that carry storm systems around the world. right now we're in our third year of la nina pattern, each with varying effects of how much rain because of the position of the jet extreme. in el nino years it tends to be the opposite, so we have warm sea surface temperatures creating more evaporation, clouds, and a very active storm pattern that sends a lot of rain across the southern u.s. and the bay area being on the very edge of that subtropical jet. it could go either way. but we have new data from the national oceanic and atmospheric, noaa, that revealed as global temperatures rise, el nino events may boost the warmth even further, possibly causing more extreme droughts or rainfall events around the

we're going to cool down around sunrise to 39, and then as we go into the rest of today our temperatures warm up very slowly. and then take a look at 11:00 to 12:00, some showers moving through. we're going to see that rain moving through very quickly, not all of us will see it. but i do think it's going to be in san francisco right at lunchtime and then quickly rolling down the peninsula into the south bay by early in the afternoon. after that, really cold air settles in. we're going to talk more about that coming up in a few minutes. mike, you said there is a long wait heading out of oakland. >> it's a choke point. a bottleneck, the entire east bay focuses right here and you have more lanes than on the span. they funnel down even farther, just past the metering lights. there's a slowdown as you would expect. there's a build right here, richmond toward el cerrito and then things clear up through berkeley. we're still showing a slower
