sunrise to 39, and then as we go into the rest of today our temperatures warm up very slowly. and then take a look at 11:00 to 12:00, some showers moving through. we're going to see that rain moving through very quickly, not all of us will see it. but i do think it's going to be in san francisco right at lunchtime and then quickly rolling down the peninsula into the south bay by early in the afternoon. after that, really cold air settles in. we're going to talk more about that coming up in a few minutes. mike, you said there is a long wait heading out of oakland. >> it's a choke point. a bottleneck, the entire east bay focuses right here and you have more lanes than on the span. they funnel down even farther, just past the metering lights. there's a slowdown as you would expect. there's a build right here, richmond toward el cerrito and then things clear up through berkeley. we're still showing a slower drive out of walnut creek, west

24. 37 and highway 4, no surprises. again, this is tuesday. wednesday we'll see heavier volume. we've been seeing that kick in after 7:00 for wednesday. but today, tuesday, we'll see that around 7:30. looking toward the dublin interchange, the earlier crash has cleared with debris to the shoulder. a build for 101 through san jose and 237. back to you. >> thank you very much, mike. new developments just coming into our newsroom within the last hour surrounding the mass shooting on the campus of michigan state university. police are issuing a major update in the investigation. we now know the suspected gunman who killed himself following a confrontation with police was 43-year-old anthony mcrae. these are photos of him. we've also learned that all eight victims, including the three killed, were msu students. three killed, five survivors are in critical condition. the shooting started at about

8:30 last night michigan time. police say that's when they got a call from berkey hall, an academic building, one of two locations where the shootings took place. it culminated with a confrontation with mcrae about three and a half hours later. also speaking at a news conference that happened this morning, medical leaders who treated the wounded, exhausted from working since the violence started. the exhaustion clear as they delivered an update on how first responders rose to the occasion. >> didn't get a lot of sleep last night. sorry. several people just came in. we received a lot of texts that were, i'm on my way, just people

showing up, where do you need me. >> very, very hard. understandably. and today all activities are being canceled at msu for the next two days. >> within the next few hours snat county leaders will consider how to help the farmworkers there displaced by last month's mass shooting in half moon bay. "today in the bay's" bob redell joins us live in redwood city at the county office. talk to us about what's going to happen at that meeting. >> reporter: the san mateo county board of supervisors will meet like they normally do on a tuesday morning at the county building in redwood city and this time they are going to vote on a resolution that will allocate $750,000 to help those farmworkers who lived and worked at those mushroom farms that were targeted by the gunman last month in half moon bay. that's where a man shot and killed seven people and an eighth person who was shot survived. as part of the proposal, the board will consider entering a

contract with someone to not only provide emergency housing, but emergency support services as well for those farmworkers. that contract would run until march 1st of next year. now, this money would come from the american rescue plan act and outside donations. we spoke with the mayor of half moon bay who tells us all the displaced farmworkers so far have been placed in semi-permanent housing through airbnb. >> i can tell you that this has brought to light the horrendous conditions that our farmworkers are living under, and when you consider that they are working for minimum wage to put food on our tables and we go to restaurants and pay $12 to $20 for a lunch or a dinner, or even more, they're not getting that money. the farmworkers don't get the money. it doesn't trickle down. so we need to do something to make their living conditions

news. we're paying 6.4% more now than compared to this time last year. that number was as high as 9.1% last summer. we ask two questions when we read the data, how are things compared to last year and compared to last month. prices up 1/2 a percent compared to last month. it shows how slow this progress is. two steps forward, one step back. all kinds of numbers. there's the 6.4% year to-year. core inflation is when you strip out the very volatile prices of food and energy, up 5.6% year-over-year. again, much better than it was. inflation might come down faster if we could get the economy to slow. that is, after all, what the fed is trying to do with its interest rate hikes. but the economy doesn't seem to be listening. earlier we got a huge jobs report, more than a half million new jobs in a single month.

there continue to be two jobs for every american willing to work. we used to talk about avoiding a recession with a soft landing and that implied that the economy is descending. but take this headline from this morning's "wall street journal." hard or soft landing? some economists see neither if growth accelerates. what would be extraordinary is if we were able to keep the economy strong and get prices down as well. it's trending that way but very, very slow. >> i know you've been poring over the data. there's good news, too. >> there is good news. used cars are down, airline fares down about 2%. a lot of this is food and i was struck by what they were saying about half moon bay, when you pay $20 for a salad. midday we'll take a look at that. we'll take a look at what we grow here and see where the prices are. >> sounds good. >> thanks, scott. let's take a peek outside on this valentine's day. we're tracking a chilly

forecast. beautiful, clear look outside at san francisco this morning. are we going to see it warm up at all? >> it's not going to be anything close to yesterday. it was very pleasant during yesterday afternoon, but today our temperatures don't go up much more than what we're feeling right now. in fact, in fremont it's 44 degrees and it's still breezy and those winds stay up. even at 11:00 to 12:00, we're still seeing those gusty winds and the temperature only in the low 50s. we'll head for 53 degrees for a high temperature. big dip. and some of us will even see a little bit of rain by late morning into the early afternoon. that's going to be in and out of here quickly, but then tonight it's going to be freezing for the inland valleys. i'll have more on that coming up in a few minutes. mike is tracking a crash. >> overall the freeways are moving well, we're starting to see the typical build out of the altamont. we're looking at fremont where

in as our highs only reach into the low 50s today. make sure they're bundled up. we'll talk more about what's ahead in our forecast in a few minutes. folks clustering together because of the volume build. 92 moves smoothly. we do have an issue on in east bay. a major crash reported. i'll give you an alternate because it is near the center of town. rescue efforts in turkey and syria are turning into recovery missions now, but miraculously survivors are still emerging. they are buried in the rubble. take a look. just this morning three young men were saved. two brothers and another man. they were living under the collapsed building for more than a week after the massive earthquake hit. that's almost 200 hours. the death toll now, sadly, has

surpassed 37,000. the bay area continues to show its support. students at santa clara university organized a candlelight vigil last night. it is valentine's day and wedding day for couples in contra costa county. they'll be having ceremonies at a museum that houses shelby cars. >> every day is special because we marry people and we're surrounded by love. but valentine's day is extra special. >> the county provides four such destination weddings throughout the year. they cost just $86 for the marriage license and $60 for the ceremony. but you do have to plan ahead because those spots are filling up fast. at least they do. the next destination weddings are coming up around fourth of july and labor day.

you? >> i sent those. >> everybody is taking credit for them. >> they smell good. i walked into the studio, and i think it's the lillies. hopefully you get a nice little surprise as well. but i think the weather will shock you, too, because we're going to see a major change today. a cold front coming in will bring in not only colder temperatures, but also some wintery precipitation for parts of the state. we're seeing some snow further to the north. as that moves in, our upper elevations will start to see it changing over to snow. and then for much of the rest of the north bay, before noon you're going to see that rain sweeping on through. it moves into san francisco and the peninsula around lunchtime and then going into the early afternoon hours with some quick-moving rain, but still some spotty showers possible, even into the afternoon. once that moves out, tonight the

cold temperatures settle in. look at how warm or cool it's going to be. definitely a big change compared to yesterday. only reaching a high of 50 degrees. yes, these are high temperatures. and then for tonight it's going to be freezing in a lot of the inland valleys, dipping down to freezing in san jose, as well as the south county, and then only mid-30s for parts of the inland east bay. so we will have a freeze warning in effect for these areas shaded in purple. that's the interior valleys where the wind calms down. along the hills and along the coastline we'll see a freeze watch in effect. so the temperatures will be very close. once that moves out, we'll have another chance of rain for friday, but as of now it looks like the rain is staying off the coast. it will be very close to us. a little bit of a jog with the weather system could increase rain chances. it may not be until the middle of next week when we get a much more significant chance of rain across the region.

overall we have much colder temperatures coming our way. take a look at brentwood, what to expect between today and friday, the high temperatures only reach into the 50s. it does look really nice for the weekend with some mid-60s, with sunshine. but we're also at times going to see some of those gusty winds picking up. spotty rain today and then a slight chance on friday. overall, we're looking at dryer weather ahead. mike, you're tracking a crash. >> we've got more detail. this is in fremont, an important intersection because paseo padre is a major freeway coming through. highway 84, thornton are open. this is paseo pad re at walnut. this is near the city buildings and that could be an issue for folks. fremont police advised us to tell you please avoid paseo

padrefor the time being because of a major crash. that is in the city of fremont. that's not really affecting the freeway. 880 is clearly accessible for the on and off ramps. that is only affecting folks traveling through downtown. the south bay shows a smooth drive. we have a crash reported around the 880 interchange, but so far speeds are fine. a crash near the dublin interchange. debris on the shoulder. no major impact. tuesday is shaping up pretty well. highway 4, 37 and 24 was a sticking point but now the crash that was going on, there was some debris. a little more slowing, a little more build. everything is moving smoothly toward the bay bridge. the metering lights are on. the dublin interchange, we talked about the debris. you saw things were much slower about a half hour ago. the crash and debris cleared,

welcome back. it is 6:23 this morning. police dogs in the bay area could soon be a thing of the fast. there's a new bill pushing to greatly reduce the use of canines. law enforcement agencies have been using police dogs for decades but opponents say that their use disproportionately affects black and brown people. the new bill would prohibit canines from being involved in arrests, or crowd control. >> canine units are used not just in a disproportionate

manner against black and brown community members, but the existence is to terrorize. 6:23. happening today, san jose leaders looking to expanding a patrol program operating along coyote creek. it would allow better response, maintenance and greater public use. a san jose conservation team monitors the area five days a week. the original agreement called for $400,000 in funding. today san jose council members will debate an additional $400,000 to extend patrols to the guadalupe river trail, as well as valley water splitting those costs. as soon as today, we'll find out who is billionaire winner of that powerball jackpot is. the california lottery is planning to reveal who won over $2 billion back in november. that ticket was sold at joe's

streaming live on roku, amazon fire, and online. good tuesday morning. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we want to wish you all a very happy valentine's day as well. we are sharing exciting stories about love and gratitude. before we get to those stories, we want to share with you a valentine's day forecast. it's a beautiful sunrise across the bay area, but it's also pretty windy and also very chilly. here is a live look outside in san rafael as you get going today and we'll even have a chance of rain around noon here as the winds continue to kick up. right now that northwesterly wind at 18 miles per hour, so it probably feels a lot colder than 43. and as we go into today, this cold front zipping in will bring in some big changes in our weather. compared to yesterday, we're going to have a cold day, even some wintery weather for our hills in the north bay. quick-moving showers at noon, rolling into san francisco, down the peninsula into the south bay by about 1:00. and we will see more changes ahead. so i'll be watching this.

we'll talk about our chilly temperatures. mike, you've been watching a major crash in the east bay. >> this is fremont, very important for folks who travel downtown. paseo padre at walnut, you've got to avoid that area. there's three coffeehouses in the area. mallorie is clear. b.a.r.t. parking should be unimpeded. there are two hospitals in the area. we have no update on that. the freeways are moving smoothly. a nice build for 680, slowing into fremont through sunol and a smooth flow of traffic through the south bay. a couple of incidents show up, but no additional slowing. we'll track those as well as the approach to the bay bridge. your usual suspects throughout the east bay. >> thanks, mike. breaking news this morning out of san francisco where police are reportedly investigating a homicide that happened early this morning. it happened at the corner of ellis and hyde streets in the

tenderloin. police are searching that area for any evidence and a possible witness. authorities are not releasing many details at this hour but of course we will continue to update you as those details come into our newsroom. we also continue to follow the latest on the tragedy on the campus of michigan state university. at least three people are dead, five others were hurt after a gunman started shooting. we just learned within the past hour all were students at msu. police plan to release their identities of those killed later today. >> now, within the last hour we actually heard from michigan's governor and other state leaders, all expressing heartbreak and calling for action. medical leaders at that news conference, they say that all of the five surviving victims are in critical condition this morning. here is a live look on campus where classes and events are all canceled over the next two days. police released two images of that suspect during the news conference. we learned that he is 43-year-old anthony mcrae.

police say that he died from self-inflicted gunshot wounds following a confrontation with police. he was not affiliated with msu. all of this unfolded around 8:30 last night. police say mcrae began firing in two campus buildings. >> the first, berkey hall, an academic building, the second was a student union. we learned overnight both were unlocked and open to the public at the time. following the shooting, investigators say the gunman led them on an hours-long man hunt. a tip from a citizen ultimately led to the shooter being located. >> it was a caller's tip that led law enforcement to that suspect in the city of lansing. we cannot thank the public and community and the person who called in that report enough for being observant, for following our messaging, and for being

vigilant and contacting us immediately. >> this latest mass shooting comes five years after one of the worst school shootings in u.s. history. in 2018, 14 students and 3 staff members were killed at stoneman douglas high school in parkland, florida. the "today" show will continue our coverage of this tragic shooting live at 7:00 with the latest at the scene right after "today in the bay." in a few hours parents will protest in sunnyvale in hopes of stopping the closure of two charter schools there. and this could leave more than 600 students looking for a new school. "today in the bay's" kris sanchez joins us from sunnyvale. what's the issue here? >> reporter: so we've seen a number of our bay area public schools close because of declining enrollment. in this case that's not the issue. the issue is a loss of funding. now, the public schools that we're talking about, summit public schools, which is actually a charter school

operating on two campuses in sunnyvale, summit denali, they announced plans to close last month. they served about 650 middle and high school students on two campuses. san jose spotlight reports that a letter sent to parents blamed the loss of pandemic-era federal stimulus funds and a loss of state funds because of the displacement of low income families. the county office of education oversees districts and is the body charged with renewing and approving charters in santa clara county. the office of education is not involved in day-to-day operations and has requested summit denali leaders appear before the board. according to a report to the county board of education, the office of education, on january 6th, summit denali gave notice of possible closure. the charter school has had clean financial audits, but also has operated in the red since they opened about ten years ago. in order to remain open for the

next school year, summit denali would have to raise $4.5 million. parents plan to rally outside the campus that serves high school students for this charter school, about 7:45. we hope to speak to some of them then. we've also reached out to summit public schools and we'll let you know what they have to say. kris sanchez, "today in the bay." >> a great concern for a lot of those parents. thank you so much for that. new details, an sfo flight across the pacific where the plane took a frightening nosedive. shortly after takeoff from maui airport, you see the plane here, the 777 plane did a steep plunge and then recovered, to complete the flight back to the bay area. but new data indicates the plane plummeted from 2,200 feet to about 800 feet at the rate of about 7,000 feet per minute. this is all according to a new report on the mid-december

incident. it's still not cleared what happened, but united does say there was nothing wrong with the plane. passengers had no idea how close they got to actually possibly slamming into the ocean. some onboard the flight already believe they survived a miracle. >> we were all looking at each other, looking out the window, grabbing onto the seat, the hand of the person next to you, praying under our breath. maybe a scream here and there. >> probably quite frightening to be on it. the plunge also took place in a driving rainstorm, though it's not clear if that factored into the problem. in a statement, united says, quote, after landing at sfo the pilots filed a safety report and then coordinated with the faa and alpa on the investigation that ultimately resulted in the pilots receiving additional training. happening today, a town hall meeting in san francisco to answer questions on the recently completed report from san francisco's african american

reparations committee. now, it recently came up with a set of economic responses to what supporters call the city's long history of systemic racism. supervisors are expected to pick up the debate next month. today's town hall takes place at 11:00 a.m. at third baptist church. check out this new video from space. it was tweeted out by the international space station over california. the station passed over the sierra nevada and yosemite. look at california's snowpack. you see it all the way from space. some areas have received more than 190% of their average snowfall. >> that is beautiful to see. >> isn't it? >> it makes you want to go on that trip to space for a few minutes. >> i would rather just go to tahoe. >> see it up close. >> it's also very chilly there. a little bit of light snow flurries there. we're getting some colder temperatures moving into the bay area. on this valentine's day we're starting out at 44 degrees and it's still going to be windy

today. right now it's just a little bit of a breeze, but our temperatures much colder than yesterday. we're only going to reach 53 degrees here. and we're seeing a lot of low 50s for all of the peninsula, parts of the east bay, the south bay, and then for tonight we're going to have a freezing one, even colder than what we're feeling right now. and the south bay most likely will start out around freezing tomorrow morning. we're going to get a look at the forecast in just a few minutes with some spotty rain. mike, you've been tracking a crash and you're getting an update on that. >> first of all, i'm not sure exactly what it is. we thought it might be a crash, but i've been watching the san mateo bridge really stacked up over the last couple of minutes. and you see the high-rise is moving smoothly. where things normally slow down is on the incline. we're looking at some more trucks as well. i'm going to say right now that it's just due to the build that

white house bid. haley posting this video on her twitter page announcing her campaign. in it, she highlights her upbringing in south carolina and her time as governor of the state. she is expecd to deliver an in-person announcement tomorrow in charleston. haley served as u.n. ambassador under former president donald trump. her campaign launch makes her trump's first republican opponent for the 2024 nomination. >> scott mcgrew continues our coverage here. if haley gets the nomination, she may face president biden in the general election. >> president biden hasn't made it official but he's been strongly hinting he will. not a lot of upside really for him to become an official candidate early. there's both an upside and a downside for nikki haley. getting in early, she can start hiring republican staffers, other future candidates wish they could, and start fundraising. the downside, she becomes an early target for the only other

>> so true. we're going to see a clear sky, gusty winds, and as you're making your way out the door, we are going to have a chilly start. i wanted to get you caught up with how we are doing with our water year. we've measured 25 inches of rain in santa rosa. we're still at a surplus of over 4 inches of rainfall. san francisco, also, with 22, almost 23 inches of rainfall since october 1st. we're still at a surplus of over 8 inches of rainfall. in fact, for san francisco, oakland and livermore, we've already made our entire year's worth of rainfall. at this day, we're still standing at 191% of normal rainfall for oakland and livermore. now, it's been pretty dry here for the past couple of weeks. but our reservoirs are starting to fill up as the center snow melt happens. it flows down the mountains into the reservoirs and now we're at 81% of capacity for the four largest reservoirs across

northern california. take a look at lake or oville, 114% of normal capacity. 99% of capacity for marin and also for uvas reservoir, still at capacity. but we've had some other ones lowered for seismic safety like the coyote reservoir, halfway full. the rain that we see today is going to be very quick moving and very light, so that's not going to have an impact on really our water year or our reservoirs. but we are going to possibly see some wintery weather for our hills and parts of the north bay, as the system drops in. it's going to also bring in some cold temperatures. but for the valleys, it's going to be some quick-moving showers around late morning into the early afternoon for the peninsula, and may even briefly move into the south bay by about 1:00 this afternoon.

once that moves through, we'll see another system behind that, but it looks like on friday the rain is staying off the coast. then we'll go into a sunny weekend, warmer temperatures, and another system moving in next wednesday. overall, it's going to be chilly, some spotty showers, but a pretty dry forecast here. it's just going to be cold, even freezing, for our mornings over the next few days. mike, you're seeing it's slow crossing the bay? >> eastbound looks great. it's westbound. i saw a lot of brake lights and things generally slowed down as we're traveling west. i've been monitoring chp and other reports and i haven't seen any problems. it's just a slower drive as volume is really kicking in. speeds about half of that at the dumbarton bridge to the south. you see the speed sensors on the bridges. the build for 880, and you'll see more through highward and

it is 6:56 this morning. we want to say welcome back. here's a look at the top stories we're working on here on "today in the bay." >> we start with new developments in the mass shooting on the campus of michigan state university. all eight victims shot were students. three were killed, five others remain in critical condition. police plan to release their names later today. >> investigators are releasing the name of the suspected gunman, 43-year-old anthony mcrae. police say he has no affiliation with msu. they say he died from self-inflicted gunshot wounds. the "today" show is following the new developments coming up in just moments right after "today in the bay." today san mateo county will vote to provide more resources for farmworkers affected by the

half moon bay mass shooting. seven people died last month and one was injured. the board of supervisors will consider a resolution during their meeting later this morning. it would allocate $750,000 to provide emergency re-housing and supportive services for farmworker households. >> san francisco police are investigating a deadly stabbing that happened at the corner of ellis and hyde streets in the tenderloin around 1:10 this morning. so far, police say no arrests have been made. there's no word yet on what may have led up to that stabbing. >> in 45 minutes, parents will protest in sunnyvale in hopes of stopping the closure of two charter schools. the two schools are summit denali run by summit public schools which announced plans to close last month. it serves about 650 middle and high school students on two campuses. san jose spotlight reports that they blamed it on the loss of pandemic-era stimulus funds due

to the displacement of families. >> a meeting in san francisco to answer questions on the recently completed report from san francisco's african american reparations committee. the committee recently came up with a set of economic responses to what supporters call the city's long history of systemic racism. supervisors are expected to pick up the debate next month. today's town hall takes place at 11:00 a.m. at third baptist church near alamo square. many clerks offices are going to be busier than usual as couples look to get married on valentine's day. in contra costa county at least 33 couples are set to get married, some at a special destination themed wedding that's hosted by the county. san mateo county weddings will begin as soon as 8:00 a.m. and happen at the top of every hour, and more than 250 couples are set to tie the knot at san francisco city hall. kari was looking at it because that's in the east bay at --
