a man charged in the half moon bay shooting rampage is in front of a judge. we will look at what is expected to happen in the courtroom. whenever i am kicked i always kick back. >> and making her bid for president. her response to the possibility of facing her long-time ally, former president trump. this is "today in the bay" streaming on roku, apple tv, and online. 5:00 right now. let's start out with a look at the forecast. it's a cold one out there, kari. >> it is cold. in fact, we have another freeze watch in effect for all of these areas shaded in blue, including the coastline in marin county. as you go through the north bay, a freeze warning in effect and that will once again continue

until 9:00 this morning. as we take a look at the current temperatures we're right now starting out at 30 degrees in santa rosa, 30 in dublin and freezing in fairfield and livermore at 29 degrees. as we go into today we will see more clouds coming in and a spot like martinez where we are at 34 degrees. it will be slow to warm up this afternoon. mike, you have a major crash in pleasant hill. >> yeah, sad news in pleasant hill, as we are coming down south 680, chp temporarily closed all lanes of south 680 because we hear there's a pedestrian on the freeway. we don't know why. we are sorting out those details, and the most important fact is somebody has died as a result of the crash. and you can get back on at oak. local authorities are there and providing traffic control. you see the backup from 242 and coming down. highway 4 will show that build.

no slowing shows up there, but that indicates how much early traffic is through concord. there's a crash on the shoulder here, no injuries, but it's a big rig right at flynn road. the oakland police department suddenly staring at a new chapter after the firing of leronne armstrong. the mayor sheng thao said she lost confidence in the department's mishandling and misconduct allegations. armstrong fired back saying his firing was unfair. assistant chief darren alison is now acting chief until a replacement can be found.

mayor sheng thao will join us and answer some tough questions. it's at 7:00 p.m. right here on nbc bay area. and in just half an hour, the suspected half moon bay shooter will appear in court. pete suratos joins us this morning. >> reporter: good morning, marcus. yeah, shao did get emotional and the judge called for a ten-minute recess, and the question was how much access the public would get to the case. he is suspected of shooting and killing seven farm workers in half moon bay last month, and one person survived the

shooting. we heard motions last week, a judge granting to restrict access to court records and that could affect coverage on this case. also a consideration for a gag order, and cameras inside a courtroom, that will be decided on a daily basis. the hearing will take place at 1:30 p.m. and will have updates on air and online at nbcbayarea.com. pete suratos for "today in the bay." >> thank you. happening today, one of two suspected drivers charged in the alleged street racing crash that killed a peninsula mother and father is due back in court for a preliminary hearing. 23-year-old kyle harrison in december plead not guilty of second-degree murder and speeding. he and a 17-year-old boy were racing at high speeds in redwood city on november 4th. that's when cameras show that car driven by the juvenile

slamming into a vehicle carrying the couple and two 7-year-old daughters that survived that crash. the teen is being tried in juvenile court. and then a hearing will focus on whether there is enough evidence to proceed to a trial for a 54-year-old woman that was charged with elder abuse at the care facility in walnut creek last august. our investigative unit learned he died after drinking a cleaning chemical. the single charge against the woman could lead to an eventual plea deal. our investigative unit has been watching this story closely. for more information, you can head to

former president trump took to the truth social media site responding to nikki haley's announcement that she's running for president, saying nikki haley had a hard time making the decision to run for president because she publicly stated that she would, quote, never run against the president. he did a great job. trump goes on to say i told nikki to follow her heart and not her ambition or believe. she's polling at 1%. not a bad start. meanwhile president biden has yet to announce his plans for re-election but is expected to unveil his decision sometime soon. >> here we go. thank you, brie. >> you can watch the exclusive interview of nikki haley on

streets and head towards main. oak is where the standing on-ramp is to get down towards southbound 680, but south of main you are okay heading down towards the walnut creek interchange. from concord, you will have that issue of the deadly crash, a pedestrian, somebody was walking on the highway. they may open a couple lanes, but the rest of the bay looking smooth. they are talking about a soft landing. we'll explain, coming up. a record-breaking donation michael jordan says, just do it, and he's turning 60 and he's giving back in a

accident. police have warned there will be a lot of surface street traffic down to about oak and main street. folks can get back on southbound 680. we will track this progress on the freeway and the backup from contra costa county. happy thursday to you. airbnb said the other day lots of people were renting vacation homes and the company would need to keep hiring to keep up. now the video game company roadblocks reported profits said it would continue to hire though more slowly. the ceo said its head count rose by 33% last quarter. i checked the company website and it had at least 50 high-end openings before i stopped counting. and then yesterday we got data divided into 13 categories like food and beverage, all 13

categories grew. that led a number of economists to rethink their predictions. they had been talking about a soft landing, that is slowing inflation without causing recessions, and now they are coining a new concept, no landing. a situation where the economy continues to grow like its growing and inflation remains a problem despite what the fed tries to do to slow things down. in washington new house judiciary chairman sunday tech ceos to grill them on if they quashed information. a side note, this is my favorite time of the year because i get to geek out over something called the silicon valley index. it's a book of data about the bay area and every page is fascinating.

it's released this year by the joint venture silicon valley. let me give you a few examples. 91,000 people left in the last two years, and the biggest outflow since the dotcom bust. and then the media house price rose to $1.53 million. 35% of everybody works from home, which means ridership on cal train went from 60,000 riders a day to 4,100. eight people hold most of the wealth in the bay area, not 8%, but eight people. like i said, i geek out over

>> a lot of people have his shoes, too. >> we're not seeing 60 degrees. it's cold out there, and that's the main story, our cold mornings and chilly afternoons, too. we are freezing spots due to the wind, and when the sky is clear the temperatures plummet quickly. we're 29 in livermore. it's 36 in san rafael. 37 in oakland, and maybe a little frosty. if you are going to be near the beach today or along the coastline between 9:00 a.m. through 9:00 friday morning we will have the potential of dangerous rip currents and beach erosion. higher waves kicking up and gusting winds as the system moves down the coastline. we will see more clouds which will keep our temperatures down

just a bit, and mountain view reaching 60 degrees and mostly upper 50s for the tri-valley. tomorrow we begin frosty but maybe not as widespread freezing as more clouds move in. the rain is going to stay off the coast. we're just looking at more high clouds moving across the bay area. showers off the coast once again. we do stay dry for the next few days, all the way up through next wednesday. it does show that we could see a major change in our weather pattern with cold weather continuing and also more moisture, which could mean some wintry precipitation, not only for the sierra but for the bay area as well. we will be watching that. as we go through the next ten days, we have to take it way out to see that there's going to be the possibility of decent amounts of rainfall. look at those temperatures from morgan hill. we better enjoy these next few days, especially the weekend. upper 60s for the highs but we may only make it into the upper 40s for next thursday and friday and also cold next weekend as we

stan in san josé wrote us on behalf of good samaritan e episcopal church. this is a cross on their property, and it's a cell phone tower and t-mobile sprint pays them every month to put an antenna in the cross. t-mobile sent a letter saying they would no longer use them. here's the good news. t-mobile's letter gave the church a lot of notice but the contract will end at the end of

with us. i am laura garcia. >> i am marcus washington. let's start with the forecast. meteorologist, kari hall, tracking the cold. >> yeah, it's freezing literally right now. we have freeze warnings in effect that continue until 9:00. 32 degrees in napa. it's 31 in mountain view. 30 in san martin, as we get a look at livermore. 29 degrees right now. we will stay below freezing through 7:00, and it won't be as clear and sunny as it was yesterday. high clouds will be moving in as our temperatures head for the upper 50s there, and only a few spots reached 60 degrees for this afternoon. mike, you have been watching a big backup? >> yeah, this is a crash. the backup caltrans shows on their cameras, it's 680 towards monument, and that's where you are forced off the freeway.

they now have two lanes open. you can see how horrible the backup is, and the folks are getting off the freeway for a deadly crash, and it's a serious situation involving a pedestrian. 242 through contra costa county, a tough drive off highway 4 and the benicia bridge. i am guessing 6:30 things should clear up as the commute starts to build. >> a tough start to the morning. thank you, mike. and then police commissioners were supposed to meet last night to consider the fate of chief leronne armstrong when mayor sheng thao beat them to the punch. >> she fired armstrong on her own in the wake of a

investigation. a lot of people starting with armstrong himself, very unhappy with the decision. >> reporter: specifically community leaders, and later this morning they will express, quote, their profound disappointment" over the firing. yesterday oakland mayor sheng thao fired chief armstrong who she suspended in january after an independent report found that armstrong allegedly mishandled cases of officer misconduct, including a noninjury hit-and-run involving a sergeant who was in a patrol car at the time. in a short statement after mayor sheng thao announced his removal, armstrong said, quote, i am deeply disappointed in the mayor's decision. going on to say it will be clear

that i committed no misconduct and my termination is fundamentally wrong, unjustified and unfair. city council members wonders how much it will cost the city if armstrong decides to sue. john burriss thought armstrong was moving the oakland police department in a direction that would see a way out from the oversight this year. >> i am disappointed because i didn't think there was sufficient evidence to justify terminating the chief under the circumstances. >> this is a police chief that has been part of a dysfunctional and disgraceful department for years upon years. it was not the answer. i truly am confused as to why anybody thought he was going to be the one to clean up the oakland police department.

>> the chair of the oakland police commission said this, quote, we respect the mayor's decision to release chief armstrong without cause because based on information provided to the commission, the commission voted for a discipline committee to explore these issues and it's in particular the allegations gwen the chief. the newly formed discipline community was supposed to meet last night, late last night, to consider the fate of chief armstrong but they canceled that meeting once the mayor announced he was fired. reporting live, bob redell, "today in the bay." >> thank you. we have more details this morning. darren allison will act as the acting chief. and the department will begin the nation-wide search for a permanent replacement.

jason fletcher is charged with volunteer manslaughter. body and security camera showed him shooting steven taylor in a walmart. he said taylor tried to shoplift and he was shot and tased within a minute of entering the store. taylor's family filed a $10 million lawsuit. his relatives plan to hold a news conference outside the courthouse today. a south bay charter school in sunnyvale could be on its last leg. officials at the charter school say they cannot afford to keep the school going. they are discussing shutting two campuses in sunnyvale. the school serves more than 600 middle and high school students. school administrators and parents say they want to find a way to keep the schools open.

in just a little bit. it's very cold up there. you are seeing a storm come through next week, which is ski week for a lot of kids. >> this weekend will be the perfect weekend to go. it's clear and we are looking at a nice and dry weekend. temperatures are starting out in the teens but then heading for the upper 30s for tomorrow and low 40s for saturday and sunday, and even clear on monday if you are going to be staying there a little longer. then it's also going to be nicer across the bay area to go out for a hike in muir woods. it will be about 60 degrees for the high temperature. mornings start out chilly, around 40 degrees, with upper 50s and low 60s. warmer for napa valley with a high of 62 degrees on friday. saturday is looking a touch warmer. sunday will be the warmest day of the weekend as we head for 67 degrees. if you are thinking i am going to head to the beach this weekend, it will be clear and sunny and only reach into the low and mid-60s throughout the

weekend with breezy winds. mike, still watching that crash in the east bay? >> yeah, and we are using caltrans cameras to help. we see flashing lights and hopefully that is more crews heading to the area, but the speeds approaching monument towards the scene of the crash is getting better, but the backup continues to build. there could be another crash in the buildup. highway 4 shows more traffic slowing, but that keeps the walnut creek interchange a lot clearer, which means fewer folks are heading towards the bay bridge. no backup at the bay bridge toll plaza just yet. the big issue continues to be this crash blocking all but two lanes southbound 680. it's a deadly crash. the coroner has to arrive for the investigation and it likely would be another 20 minutes before the coroner arrives on

scene to start that investigation. and then we have lighter traffic on the bay bridge because of all the folks held back in contra costa county. with the temperatures, yesterday bart did slow the trains was they were worried about the potential for frost on the tracks. we will wait for that notification. the rest of the bay shows a predictable build in the tri-valley. coming up today on "today in the bay," president biden is expected to talk about the balloons but has an important appointment first. and then there's talk of social emotional learning in our schools. coming up, i will show you how one school is going beyond

familiar with the term social emotional learning with the return of school, and educators are calling it critical to a student's success. >> they have nothing to do with reading, writing and arithmetic. kris, you say it's helping to boost the test scores. >> yeah, if you talk to teachers they will say they don't have time for the extras, but in one district they say making that time has been important. going back post pandemic, a lot of students were struggle, having trouble connecting with each other and not having a sense of belonging, but in one district, they took the time to grow the social emotional connections, and helped students

feel better and perform better on test. they did it through a non-profit that helped educators to help students develop enter personal skills and they took the time to help them and it boosted reading scores by 13% and math scores by 7%. >> having conflict with others, how do they resolve those? how do they problem resolve? how do they approach challenge and defeat? that was our work for last year, of course, teaching reading and math alongside of it. >> we know students coming in from the pandemic experienced a lot of trauma. it's helping teachers and school leaders to really understand the language of trauma, first of all, and how to identify it. >> the non-profit said you can support your child's social

emotional learning at home, by asking questions about their homework about how they would use it in the world and partnering with your child's teacher. according to the national education association, some activist have taken aim at the curriculum and say it's indoctrination. it has been received well with parents as well. >> helps mental health, too. >> i know educators that talk about kids coming to school with issues and work is the last thing on their mind. >> if you feel like you don't belong there, how hard are you going to try? how will you treat people if you don't feel good about yourself? kids complain about it a little bit, and they say it's dorky, but i don't care. >> it helps.

which means extreme drought. >> amazing. >> yeah, we have seen huge improvements here. just got the update out a couple minutes ago, and there's no change from last week. we are highlighting the areas in yellow that have been taken out of drought status, and it's just abnormally dry in the sierra as well as in the central coast area and far northern california. here in the bay area we have a moderate drought going on, but we are just one step above abnormally dry. as of our water year, we did make up all of our rainfall during that series of nine atmospheric rivers, and in total we had 22 storms. we are still at a pretty good position here with our rain and how much we measured and how much we are above what is normal. as we look at our reservoirs also at a pretty good level, at 99% of capacity. some spots in the north bay

still at 100% capacity for some of the reservoirs that were dry and now let's look at the sierra snowpack. there will be rain chances down the line, and for now we are seeing clouds moving in and rain staying off the coast of the first system. but then next week we could see a change in the weather pattern that could turn wet for the end of february and into march. right now the models are putting down a lot of rainfall and sierra snow with the possibility of next weekend getting several feet of snow. as laura mentioned, that's going to be ski week so we will have to watch that closely. at least for this weekend things are looking great. our temperatures warm up. we will head for the upper 60s. it will be cold in the mornings,

each morning dipping down in the upper 30s. mike, you have the delay in concord? >> yeah, we do, and it's rippling over southbound 242 where there was another crash in the backup as we talked about coming down through concord. it's on the shoulder, just an inclination of the backup there. we are looking at the crash and the investigation has to continue southbound 680, there was a pedestrian on the freeway, somebody out of their car and were hit by a car and died as a result of the crash. the investigation can't be completed until the coroner arrives on the scene and does whatever is necessary as far as data gathering. looking at the alternates off the build, the travel times show that kirker could be the
