former president trump. good thursday for you this morning. i am marcus washington. >> i am laura garcia. we will get a look at the forecast this morning, but mike is following breaking news. big problems out there. >> contra costa, 680 is a nightmare. this is the worst part of my job when i report somebody was killed on the roadway. it happened just before 4:30 this morning. still closed is most of 680. this is a caltrans camera showing you right around monument. you look at the traffic. they did reopen two lanes early on in the incident but the coroner is still not on scene and the coroner must arrive to complete the investigation, and then they can get permission to clear the lanes. the better news is that kirker pass road is a good alternate.

the bay bridge toll plaza just had metering lights turned on. we have freeze warnings in effect for the areas in purple and parts of the north bay, and also a freeze watch for other areas. we have already seen temperatures much colder than the past few mornings, and even well below freezing for santa rosa right now. 29 in fairfield. it's 32 in san martin. as we look at santa rosa, 30 degrees. warm-up will be slow to happen today. in fact, we will see more clouds moving in and that will make it feel colder than the actual temperature. we will talk about a nice weekend ahead coming up in a few minutes. laura? >> thank you, kari. developing this morning the oakland police department suddenly staring at a new chapter after the firing of chief leronne armstrong. the new mayor sheng thao announced her decision yesterday afternoon saying she lost confidence in armstrong in the wake of an outside investigation into the department's handling of misconduct allegations.

armstrong fired back calling his termination a bad decision that is unjustified and unfair. legal experts believe armstrong may now have an argument to file suit against the city. assistant chief is acting as acting chief until a replacement can be found. anne kirkpatrick was fired without cause and later settled with the city in a wrongful termination suit. she said there are a lot of lessons to be learned here. >> i teach around the country, and i teach future police leaders, do not run away from your storms. embrace them. leronne armstrong, my counsel to him, i know how badly his heart hurts tonight and it will hurt for a long time, but don't away from this storm.

court. for the 54 year leticia starring, prosecutors charged her in the death of the resident last august. our investigative unit was the first to learn after medical examiners said he drank a cleaning chemical. a single charge against her could lead to an eventual plea deal. our investigative unit has been following this story very closely. you can watch previous reports on our website, just head to nbcbayarea.com/investigations. let's take a live look at the white house. as early as today, president biden plans to speak about the unidentified objects the u.s. military has been shooting down. sources telling nbc news the president will break down new perimeters on how to deal with

welcome back. it's 6:15. in novato, 34 degrees. a cold start and cloudy day. we are looking for improved weather for the weekend. we'll check that out in a few minutes. buildup slower at the bay bridge toll plaza, and it's thursday, a slower volume of traffic. there's a crash in contra costa county. that cleared on 680. we will map out the delays as they ripple around that east bay. stocks under pressure after we got the price index, inflation is still a problem. earlier this week it was the cpi showing the same thing for consumers. the video game company road

blocks said it would continue to hire though more slowly. the ceo seen here in an interview with nbc bay area said its head count rose by 33% last quarter. i checked the company's website and it has 50 high-end openings before i started counting. and americans are still shopping a lot despite inflation, more than economists expected, and it's divided into food and beverage and 13 categories. economists had been hoping for what they were calling a soft landing, and that's slowing inflation without causing recession. now they are coining a new concept, no landing, a situation where the economy continues to grow like its growing but inflation remains a problem despite what the fed tries to do to slow everything down.

in washington a new house judiciary chairman, jim jordan, subpoenaed five top tech ceos to grill if they worked with past administrations to quash information. most notably miss something the ceo of twitter, elon musk. side note. this is my favorite time of year because i get to geek out over something called the silicon valley index. it's a book of data about the bay area. every page is fascinating. it's released each year by joint venture silicon valley. because we are such an unusual part of the country, the data almost looks wrong. 75% of adults in san mateo and santa clara county have attended college. 25% of them -- not of the total population, 25% of the bay area that i am talking about have

graduate degrees. 38% of us were born outside of the united states. 35% work from home. that's not tech, it's 1 in 3 of all of us. we were talking earlier, eight people hold 50% of the health in silicon valley. >> that's crazy. >> we added 10,000 jobs from mid 2021 until the end of 2022. layoffs account for just 1% of the jobs -- we talk about it all the time. >> here? >> from san mateo -- >> what is the timeframe? >> the most recent layoffs, the beginning of 2022, the ones we have been talking about. they are devastating, but on the scale of how tech has been hiring, it's a small amount. i could go on and on. 52% of people in those two counties identify as male. a lot of men say, you know, it depends, but it's amazing --

starting to see more hues in the sky this morning. tag me in your sunrise pictures there where you see at the bottom of the screen. the temperatures will slowly rise, but it's not going to be as bright and sunny. there's a system off the coast that will churn up dangerous waves along the coastline today, so a beach hazard will be in effect through tomorrow morning. san josé hitting 62 degrees, but still upper 50s in napa today. as we go through the forecast, we are staying mainly dry, all the way up through next wednesday when the next storm system comes in. there could be big changes ahead, an overall change in the weather pattern that could it wet through next week, and we have wintry weather in the bay area so check in for updates on

it's actually a cell phone tower, and sprint pays the church to put an antenna inside the cross. well, the cell company recently sent an unexpected letter terminating their contract. the letter gave an email address to ask questions, and the church tried that with no response. so stan asked us to help with intervention. t-mobile's letter gave the church a lot of notice. they get paid through 2023, but the contract will end at the end of the year. they said it contains older technology we will no longer need. this is a good reminder for everybody. anytime you sign a contract make sure you understand what happens at the end. does it auto renew? how? who can terminate it and when? both sides should clear the

creek and in towards the tri-valley. the south bay has the build, and it's lighter than a typical thursday and i'll explain, coming up. >> thank you. interesting. developing right now, the oakland police department suddenly staring at a uncertain future. police commissioners were supposed to meet last night to consider the fate of chief leronne armstrong, but mayor sheng thao beat them to the punch. >> she fired chief armstrong in the wake of a report. >> reporter: a number of community leaders are expressing their, quote, profound disappointment over the firing of leronne armstrong at a news conference today. members of the naacp will be

speaking to the press at 11:00 a.m., and they are already saying this firing moves oakland in the wrong direction by eroding community trust. it was yesterday that oakland mayor sheng thao fired chief armstrong who she suspended in january after an independent report found that armstrong allegedly mishandled cases of officer misconduct including a noninjury hit-and-run of a sergeant in a patrol car at the time. when mayor sheng thao announced his removal, armstrong said i am deeply disappointed in the mayor's decision, going on to say it will show that i committed no misconduct and my termination is wrong and unfair. one city council member called armstrong's removal wrong and asked about how much it will cost the city if armstrong

decides to sue. and another thought armstrong was moving the department in a direction that would see a way out from under the oversight this year. >> i am disappointed because i didn't think there was sufficient evidence to justify termination -- terminating the chief under the circumstances. >> this is a police chief that has been part of a dysfunctional and disgraceful department for years upon years. he was not the answer. i -- i truly am confused as to why anybody thought he was going to be the one to clean up the oakland police department. >> reporter: the chair of the oakland police commission said this, we respect the mayor's decision to release chief armstrong without cause, because based on the information provided to the commission there are questions about the quality of the report issued by a san francisco law firm.

the commission voted for a discipline committee to exsphroez these issues and in particular the allegations against the chief. the newly formed discipline committee was supposed to meet last night to consider the fate of chief armstrong but they canceled that meeting after the mayor announced the firing. reporting live, bob redell, "today in the bay." >> bob, thank you. here's more details for you where we stand this morning. darren allison will serve as the acting chief, and the mayor says the department will begin a nation-wide search to find a police chief. here's the revolving door of the police chiefs in the last ten years. jordan resigned after two years, and then sean whent actually took over and he was dismissed in 2016. seven more chiefs came and went,

and interim paul farrow, and then interim figure rare yo, and armstrong was fired. tonight at 7:00, our oakland mayor sheng thao will join us for a live interview. she will address the new concerns being raised across the city and answer some of the questions for us. that's coming up tonight at 7:00 right here on nbc bay area. and then a change for the superintendent. the move is effective march 10th. he started as a math teacher and is the former head of the teachers' union. we asked the district for a reason and got this statement from superintendent, she says,

quote, we are grateful for the many contributions of deputy superintendent, stephen mcmahon. we wish him the best in his next chapter. the district is still formulating the transition plan. a follow-up this morning. a south bay charter school in sunnyvale could be on its last legs. school officials say they cannot afford to keep the school going after losing pandemic era funding. administrators met with the santa clara board of education to discuss shutting down the two schools in sunnyvale. school administrators and parents say they want to find a way to keep the schools open. >> i hope we are wrong. i hope there is a solution there. we have to give space and time for that. >> it doesn't just mean you listen to us as a matter of process, but you engage with us in helping find solutions.

good travel weather getting there and back even on monday. it's still looking clear. our temperatures start out in the teens there, and then head for the upper 30s in south lake tahoe, reaching 43 degrees on saturday and sunday as that sunshine continues. if you are keeping it a little closer to home for the weekend, maybe go for a hike. it's going to be fairly mild for the afternoon, and for muir woods it will start out cold and reach in the upper 50s and low 60s. in napa valley, there's the lighted art festival happening, and it will reach into the upper 60s for sunday, but you need a jacket for the start of the day. if you are thinking about the beach this weekend, sunshine but still kind of chilly. mike, the traffic could be lighter than usual. >> yeah, kari, because some school districts have monday off, so some could be doing that

not going into the office thursday or friday approaching the holiday weekend. we have a slowing that popped up on 880, a crash getting over to the shoulder. not a big build out of the contra costa county. and then san mateo bridge, lighter traffic and no major problems, although the flashing lights -- i will keep an eye on that as they should clear from the span. a recovery from the bart system, a 20-minute delay because of the earlier problems. the yellow line between lafayette and rockridge, there was a delay with those tracks. post pandemic, you may have noticed more talk of social emotional learning. coming up i will show you how one school is going beyond the three rs in helping southbound

appointments. he also have a doctor's appointment, a standard checkup, but when you are the president of the united states, it lasts hours. president biden complains of acid reflux. the report is a full six pages, and that's longer than the report we got from the doctor that treated president trump saying he was the healthiest president ever, and the doctor would later tell cnn trump wrote that report. a judge in georgia expected to release some of the grand jury report investigating trump's alleged interference in the election results. nikki haley, the former south carolina governor and former ambassador to the united nations

skills important to students' success. >> it's about concepts and empathy and goal setting. kris sanchez joins us. >> you hear a lot of teachers say they have to stick to the basics because that's what the tests measure, but upon return to the classroom a lot of students were struggling not just academically. students were having problem with a sense of belonging, and at meadows elementary school found taking the time to grow the social emotional connections helps students feel better and perform better on their test. they did it through a non-profit that is called power my learning that helps educators help students with self awareness and positive behavior.

taking that time to address the student's social emotional learning or sel helped to boost their reading and math scores. >> how do they problem solve? how do they approach challenge and defeat? how do we develop a growth mind-set? that was our work for last year. of course, teaching math and reading alongside of that. >> it's to help them understand the language of trauma and how to identify it. >> the non-profit said you could help support your child's social emotional learning at home by asking them to teach you things that reinforces things they learned, and when your child is working on homework, ask them questions like how they will use it in the world, and partnering with your child's school and

this is a 165 million-year-old footprint. those images were made public this week. the footprint measures more than a yard and the largest ever found in that area, which is often referred to as the dinosaur coast. eventually it will be put on display for everybody to see. >> that's a cool selfie. >> yeah. >> wow. so we're all talking about how you had to bundle up all week and get the sweaters out, and it continues, the cold temperatures. >> yeah, the afternoons will start to get milder and that will be our opportunity to get outside. we wanted to give you the update on the drought monitor and how we're looking. still doing pretty good. no change this morning. all across the west we have seen significant improvements after the rain we had earlier last month and now we are looking at

abnormally dry conditions for the sierra and the central coast and the santa cruz area. for the bay area we are in a moderate drought. that still continues. we are still doing pretty well in our standings of the water year, so looking at that update, even though it has been a couple weeks since we had a significant rainfall, we are still at a surplus all around the bay area. you can see how much rain we measured so far. 25 inches in santa rosa. 17 inches in livermore. how much that is above normal. we already made our yearly amount of rainfall and that helped to fill our reservoirs that are still at about 99% of capacity for much of the north bay. 100% of capacity for the reservoirs, and some are drained for seismic concern, but we are doing good for the year. and sierra snowpack is going to

carry us through the season with an above-normal. next week there could be a change in the weather pattern that could bring in rain starting on wednesday, and that could linger through next weekend with some very cold temperatures and possibly some wintry precipitation as well. we are going to be following that. for now we are going to enjoy the weekend, mild weather with highs in the upper 60s. still cold in the mornings as we drop down in the mid-30s each day. by wednesday we are going to possibly see that rain moving in. mike, you were calling out a couple adjustments for the road ahead? >> yeah, we are looking at what looks like a standard shot of the bay bridge. a lighter volume of traffic overall, and a lot of folks were held back at 680 in contra costa county.

that hearing is set to begin at 1:30 this afternoon in redwood city. developing this morning, the oakland police department suddenly starting a new chapter after the firing of chief leronne armstrong. mayor sheng thao announced her decision yesterday afternoon saying she lost confidence in armstrong after the report on the mishandling of misconduct allegations. >> this is not an easy decision, but it's one i believe is necessary for that progress to continue. it's precisely because i admire chief armstrong that this has been personally very difficult, but this process has reinforced my commitment to making decisions based on the best interest of the department and the city of oakland and not based on personal feelings or relationships. >> armstrong fired back calling his termination a bad decision
