to reinstate the former police chief, this despite her critics' demands. this is "today in the bay," streaming live on roku, amazon fire, and online. >> good morning to you. i'm marcus washington. >> i'm laura garcia. we'll get to the morning commute, if there is one so far on this friday morning. let's get a look at the forecast with kari. >> it's starting out cold and that will wake you up. as we get a live look outside in san francisco, a live view of the bay bridge, that's all clear. we are seeing high clouds moving by parts of the bay area, but we are still starting out in the mid-30s in some spots in the inland valleys. we are at 34 degrees in dublin. it is freezing in san martin and we're very close in gilroy. san jose is at 40 degrees and 45 in san francisco. but as we go into the afternoon it warms up nicely. it will be slightly warmer than yesterday, in some spots reaching into the low 60s. we won't see as many clouds. eventually it's going to clear out. i'll have a look at that coming

up. mike, you're checking in on the eastshore freeway. >> we talked about the closure and it did happen in the westbound direction. they picked up earlier than was required and that's good news. eastbound there was slowing until a few minutes ago. there was a disabled vehicle reported eastbound at gillman as well. it looks like that's cleared and so has the slowing. i'm sure chp will update with an all clear in the next couple of minutes. a great drive through the north bay, no problem coming out of contra costa county, and the rest of the bay has a smooth drive. he'll talk about the altamont coming up. this morning we're learning a lot about why oakland's new mayor decided to fire former police chief leronne armstrong. in our first one-on-one interview, mayor sheng thao tells us the backstory. she explains that while she is receiving a lot of public criticism, she is not planning to back down. armstrong because she no longer had confidence in his leadership. now his supporters are questioning hers. >> unfortunately, i no longer have the confidence that he could continue to do what is needed to reform the oakland police department. >> reporter: in a one-on-one interview on thursday, mayor sheng thao defended her decision to fire oakland's police chief, leronne armstrong, citing an independent report that found him not credible. >> those were serious, very serious, sustained allegations around what is actually -- what i see as a systemic problem inside of the police department. >> reporter: since 2003, 20 years, the oakland police department has been under federal oversight, costing the city money and, according to thao, its credibility. >> we have to show to the federal monitor that we can police ourselves here in the city of oakland so that they can cut ties with us. >> reporter: armstrong was sworn in as chief of police two years

ago, a pointed by mayor libby schaaf, after having served as an officer and deputy chief within the department since 1999. >> we have to hold the people accountable who felt we didn't matter. >> reporter: thursday afternoon on the steps of oakland city hall, oakland community members protested armstrong's firing, saying thao should be recalled as mayor and calling armstrong the city's best shot at proving the department could operate ethically without a federal monitor. >> they took the only person that made sure we were getting to the finish line and took him away. >> reporter: armstrong issued a statement saying, in part, i continue to believe that my termination was the result of a fundamentally flawed process that resulted in unfair, inaccurate conclusions about me. a representative for armstrong told me he is meeting with his attorneys, considering all legal options. emma goss for "today in the bay." happening now, the search continues for this woman who san

jose police say kidnapped her daughter. the toddler, named tayana, was found safe late yesterday afternoon in oakland, but the mom has still not been found. her name is crystal mendez. she does not have custody of the little girl. her ex-husband is tayana's legal guardian. if you see crystal, you should call police. in san francisco's chinatown many business owners are raising concerns over being cited and fined by the city for their awnings and other violations. they say they've had the same awnings for decades and only now are being penalized. we talked to some owners saying the fines are very confusing. >> one, two -- 14, 15, 22, 23. i have more in my email. >> reporter: more than 20 in her possession, these are notices of violations from the city's department of building

inspections. >> it's really scary. am i the next one who is going to get one? >> reporter: in addition to maintaining the history, her company served as an advocate for small businesses. on the block of waverly, there were many shots who got permits for gates that they inherited. but mostly the citations were for awnings. >> that is actually written by a professional artist. >> reporter: she has been operating a print shop for more than three decades without any violation bsby the awning. laura says it's creating confusion among the cantonese and mandarin speaking neighborhoods. >> we haven't moved our awnings in 30 plus years, which a lot of local businesses in chinatown are the same way. >> reporter: another place hit

with a violation is this aquarium, one that community members tell me has been closed for about 20 years. awnings have been part of san francisco's chinatown for generations, so why now? a spokesperson says they're legally bound to investigate anonymous complaints. in the past three months they got 187 anonymous ones about awnings. they said our inspectors aren't trolling the streets looking for violations, and add if a violation is found, it is issued regardless of how long the condition has existed. the complaints are four neighborhoods, chinatown, the richmond, haight and tenderloin, a spokesperson says they are issued in two days and can cost up to $3,000. that's money these small businesses, new and established, say they can't shell out. >> you can see how quiet the street is. i don't think we can afford this. >> we really need the city's help to mediate and not do nine

the wind is calm and we've also seen a few more clouds moving in. eventually it's going to clear out and temperatures bump up just slightly compared to yesterday. it's going to be a nice weekend. we'll talk about that coming up in a few minutes. things are looking great for our shot of dublin. but look what we have at this very moment, back and forth, some flashing lights. they're doing a traffic break approaching the dublin interchange. i'll check with chp and see if we can get somebody on the phone and get more details on how long this is going to last. i'm watching the flashing lights and a backup forming. let's check in with christina. good morning. i'm kristina partsinevelos from cnbc. let's talk about the markets because wall street is set to open lower. the dow dropping more than 430 points yesterday, the s&p 500 slid over 1%, nasdaq almost 2%. so what's happening? these losses are coming as data shows producer price inflation rose more than expected in january, so that's the price

domestic producers pay. the sell-off picked up after two top officials at the federal reserve said they supported a bigger hike at the fed's meeting this month and wouldn't rule out more aggressive action in the future. that spooked markets. in focus, data on import prices and sfeechs by two other fed officials. apple has been laying off hundreds of contractors, some of whom work directly with employees on projects. apple has terminated them outright instead of waiting for their contracts to expire. apple has largely avoided the mass layoffs. the story is important because so many other tech rivals from resorted to layoffs amid uncertainty over the u.s. and global economy. and tiktok is taking a page out of trivia rq's playbook, launching a series of live trivia games. they can log in between february 22nd and 26th. tiktok is offering $500,000 in cash prizes that will be split between winners. you must be 18 years old and in

welcome back. you're watching "today in the bay." who is ready to go? here is a live look from highway 50 heading to south lake tahoe. >> it looks clear, which sounds good when it's the start of a holiday weekend. for tens of thousands, that means a trip to tahoe. if you are among them, why you might want to make an alternate plan. >> before you can enjoy the slopes, you'll have to get there, and that's likely to prove especially hard this weekend for those driving from the bay area. >> you want to come up for the snow and skiing, come up, but pack your patience. it could take you a while to get up and get out. >> reporter: there's a few reasons why. one, it's the holiday weekend and many schools have all of next week off. two, the snowpack is the best it's been in years.

three, though the skies should be clear, the roads are still recovering after major snowfall this winter and from plows constantly clearing them. officers have a few key tips for drivers, most importantly stay on the main highways, even if your gps says to take a back way. >> back roads can still be icy, the residential roads, they can still be icy. they're hilly, they go up and down, your gps doesn't tell you any of that. >> reporter: you can tell tahoe will be busy by visiting the sports basement in campbell. we found plenty of people renting skis. they packed up their gear and are heading up. >> next week is ski week, so we're trying to beat all the traffic. >> reporter: they're also driving back sunday, hoping to beat the rush of people coming home monday. >> planned it well, hopefully it will work out. >> reporter: once you're there, plan for the mountains to be packed with people and snow. palisades tahoe has received 400 inches of snow this season and opened at 100% capacity earlier

this month. it's advising visitors to show up early in the day. >> it's a monumental snowpack. it's definitely driving people up here and there's so many fresh tracks to be made still. the resort opens at 9:00. i suggest people get here about 7:30, plan your day out. >> reporter: the chp says if you're returning monday, try to get on the road by 7:00 or 8:00 a.m. before most hotel guests check out and head back. ian cole, "today in the bay." >> we'll check in with mike in a little bit and tell you about traffic there or here. >> that will affect folks going there. >> maybe you're just staying here. it is going to be a nice, sunny weekend there in tahoe, but after the weekend things get dicey in terms of snow coming in. as we take a look at some of the temperatures, what to expect, 36 degrees for a high and then reaching into the low 40s, our mornings start out in the teens for the next couple of days.

staying closer to home, maybe going to the beach, heads up that there will be the potential of dangerous waves and rip currents, and you don't ever want to turn your back to the ocean because we are going to see the dangerous conditions continue into the weekend. temperatures are warming up, so people are looking for things to do. we'll see temperatures reaching into the low 60s, even 64 in san jose. and then for tomorrow, also, some more widespread mid-60s for much of the north bay, reaching 68 degrees in san jose and 64 in livermore. by sunday we're also seeing temperatures getting up another couple of degrees, so it's going to be a really nice weekend. but as you're heading out this morning, parts of the north bay getting in on some light showers. the rain will stay there. we're not expecting this to spread into much of the rest of the bay area as the low continues to slide down the coast. we're also seeing more clouds. all of that clears out for the weekend and we are looking at some dry weather patterns into at least the early part of next

week. then we'll see things changing as a couple of storm systems could move in. right now we're seeing a chance of widespread showers, also cold temperatures and also more sierra snow going into next week. but it is definitely going to be colder. take a look at walnut creek. our weekend, highs in the upper 60s. by tuesday the high will only reach 58 degrees, and then 48 degrees on thursday. so definitely much colder weather ahead. we're going to enjoy this nice, mild weekend and the sunshine while we have it. mike, you're looking at a traffic break in dublin. >> we were watching it and it looks like the traffic break happened and then cleared with no update in the chp report. that is good news. chp initiated whatever they needed to do and it cleared in just second. probably some debris near the dublin interchange. we haven't had a problem there. what laura was talking about is the 680 closure.

it's going to clear up soon but tonight at 10:00 it's going to happen just like last weekend and this continues through the entire holiday weekend, including monday all day, northbound 680 is closed from coopman up to sunol boulevard. local travel to be open to those in the area but there will be a backup, probably like last weekend, northbound out of fremont. just keep that in mind. and then of course watch the road conditions as we will, but right now i-80 is open in both directions. the grapevine had snow a few days ago so do check the maps and reports and twitter as well for caltrans. we're looking at a light drive right now out of the altamont pass. a disabled vehicle on the shoulder at north flynn. very light traffic. yesterday lighter traffic as well. just folks, just like the family we saw in the report, got up to the ski area and are out of town early. that may mean higher speeds. yesterday we had a couple of big crashes throughout the morning.

back to you. maybe you're getting away to the desert. the giants and as are arriving at arizona for the start of spring training. in the bay area, some teams are already ready to swing into action. >> it's opening weekend for college baseball and "today in the bay's" ian flores -- anthony flores, i should say, has a preview. >> reporter: a new season on the diamond always brings new hope. maybe nowhere more than the university of san francisco, where rob begins his first season as the head baseball coach. >> we're excited about the energy of the group, a lot of guys who maybe didn't get playing time last year, now feel a new opportunity has risen for them, so they're pretty excited. >> from berkeley to san jose, there's excitement with every baseball program. teams are counting on experience and chemistry to lead to victories. >> the core is back and when we stay healthy, it should be a good and consistent team. >> i do really like our group of

guys. i think they're really tight. they really enjoy being around each other. >> we want to chase a league title, which san jose state hasn't won, so that is a goal. >> reporter: on the farm the goal is to get back to the college world series. the cardinals are ranked number three in the nation in the coaches preseason poll. but to make it back to omaha for the third year in a row, they have to overcome the loss of several standout players from last year's team. >> we've replaced good players with good players and we think we've got the pieces that we may not be where people have us rated. but i think there is a path for us to make some noise in that direction. >> reporter: santa clara faces the biggest challenge of any local team to start the season. their new facility is not completed, so they could play their first 20 games on the road. >> we're just excited to get

welcome back. 4:56 this morning and new for you, the national lgbtq task force is celebrating 50 years of advocacy and will mark the milestone with a celebration right here in san francisco. >> starting at 9:00 this morning, the group will host their flagship conference called creating change. it takes place at the hilton in union scare. organizers say the conference is set to bring together fill an tloepists, officials, and people from the business world. >> lgbtq folks and allies come from around the country and descend on a different city each year to collaborate and strategize and celebrate what it means to be lgbtq folks and in community together. >> this is the first conference in three years. it will run through next tuesday. major changes for one popular beach destination.
