francisco skyline. you can see the sunrise glowing in the reflection of the salesforce tower. a near freezing morning for some of us, but a beautiful look if you're warm at home watching tv right now. thank you so much for starting your weekend with us. i'm kira klapper. cinthia pimentel joins us with your microclimate forecast. you say it is so cold out there right now, but a beautiful weekend on the way. >> it is. some of us are waking up to sub freezing temperatures, like in the north bay, santa rosa. even as we make our way east and south, we have 29 degrees right now in dublin. 31 in livermore. right here in san jose, we're about 37 degrees. it is still cold. if you are driving anywhere bright and early this morning, crank up the heater and don't forget your warm jackets. we are at 30 in san martin and gilroy. these temperatures are going to warm up fast. if you have any plans, say maybe napa, those temperatures will warm up into the 60s by 1:00, 2:00. cheers if you are headed that way. after this weekend, we have some

major changes ahead. we're going to see the return of some wintry weather to the bay area. i'll walk you through that and, of course, give your ski forecast in a few minutes. kira. >> cinthia, thanks. we'll see you soon. police in the east bay are investigating a shooting outside a tesla distribution center. it happened around 8:30 last night on challenger street and discovery drive, outside of the tesla property in livermore. police say the victim is a 26-year-old from stockton who has non-life threatening injuries. the gunman has not been caught. developing news out of richmond, where a car crashed into an apartment complex, injuring two people who had to be air lifted to the hospital for treatment. it happened just after 7:00 last night at the crescent park apartments near crescent park and 580. residents heard gunmans and a

car crash. we'll follow this story for development. across the bay area, skimmers at everything from gas pumps to atms. they're harder to detect, meaning it is easier for you to become a victim. morgan hill police say they found six skimmers at just two atms. here's "today in the bay's" stephanie. >> reporter: skimmers at everything across the bay area. >> it's scary. we're not safe no more. >> reporter: in the last two weeks, morgan hill police found six skimmers and a tiny camera at two atms owned by bank of america. the latest bust was thursday next to a security camera, leaving several surprised. >> how did they do that? >> reporter: others angry at the crime keep happening. >> it's not the first time it's happened to us already. we have to watch out. >> reporter: another set of skimmers were at this same

location, and her card was declined after she says someone, somewhere, started making illegal transactions of over $100. >> it was quick. i don't know how they do it, but they're doing it so often that you don't feel safe. >> reporter: in a statement, bank of america confirms atms are regularly checked for skimmers. police are called if any are found. the bank says its clients are covered by a zero liability policy if they return the fraud quickly. morgan hill police recommend seeing if something wiggles or comes out of place. if it does, it most like means there was something installed illegally. they also say it is important to look at the alignment of the card reader before inserting any debit card or credit card. >> reporter: police say they'll be meeting with bank of america officials next week to discuss strengthening security measures. "today in the bay." now to fiery words from oakes okay land's ex-police chief. armstrong speaking publicly for the first time since his firing

is blasting the decision by oakland's mayor to fire him. his ousting comes on the heels of a recommendation by a federal monitor following an independent report. armstrong claims the long-time federal monitor twisted facts from the report to force him out. he argues the oakland mayor, thao, should have known better. mayor thao based her firing on that report, which found that armstrong failed to oversee the investigation into an officer misconduct case. the former chief says the monitor bullied the mayor and others into dismissing him to continue the department's oversight and keep the paycheck that comes with it. >> i was a kid that wasbullied, and now we are dealing with a bully again. but i'm dealing with the bully head on, and i ask oakland to stand up and deal with this bully. >> the mayor's office and federal monitor did not return our calls for comment on

armstrong's accusations. armstrong took over the city after the commission fired the former chief, kirkpatrick. we spoke with her on wednesday after the mayor fired armstrong. we asked kirkpatrick what she thought the future looks like for armstrong. >> the firing in oakland did -- was a huge barrier. i have not been able to get to cities i'd be interested in. i'm disappointed by that myself. i still would like to go back in, so he's going to have a hard, hard time. >> kirkpatrick ended up winning a wrongful termination suit against the city. armstrong says he is exploring his legal options. this week, we did speak with mayor thao about her decision to fire armstrong. watch the interview on nbcbayarea.com. the man charged with causing last week's deadly house explosion in san francisco is out of jail and on house arrest. in court yesterday, prosecutors

accused darren price of operating an unlicensed hash oil lab inside his home. they say that lab caused the home explosion in the sunset district two weeks ago. price's wife was killed in the blast. the judge says he doesn't believe price intended to hurt anyone and doesn't see him as a threat. as a result, price was released with some restrictions. he has to find a place to stay within 50 miles of the court, and he can only visit the charred remains of his home with his attorney present. a sheriff's deputy in contra costa county faces several felony charges. 41-year-old matthew buckley was arrested back in august. the d.a.'s office announced it is charging buckley with grand theft, unlawful possession of an assault weapon, filing a false report and filing false documentary evidence. he faces misdemeanor charges related to destroying or concealing evidence. the d.a. says this is all connected to incidents that

happened in 2020 and 2022. new this morning, one of the santa cruz county piers nearly destroyed by recent storms will be permanently removed. the pier at seacliff beach, which leads to the palo alto, that cement ship, will have its final good-bye today. during an inspection, engineers found the pier could collapse at any moment. a farewell ceremony will be held today at noon before demolition begins next week. the campgrounds at seacliff also took a beating and will be shut down for the rest of the year. after the farewell ceremony today, there will be a beyond the flood benefit concert. it's from noon until 6:00 p.m. everyone is invited to the park. 100% of the proceeds donated to the community foundation of santa cruz will held those in need following january's atmospheric river storm. a year of tense negotiations

between educators and staff at the east bay is finally over. the west contra costa unified school district and teachers union ratified a tentative contract. "today in the bay's" thom jensen explains how this not only benefits teachers but also their students. >> reporter: almost 73% of teachers and staff members voted in favor of the contract. 14.5% pay increases in the first five months and then 7% ra rais after that. a 7% lump sum retroactive to july 2022. the union's vice president says the pay was a big incentive to get the deal done. >> i think this was a real positive step in our district, in securing more educators to, you know, be attracted to our district and retain the educators we currently have, so we don't move to neighboring districts. >> reporter: it also gives students a better education gnat environment, which is the

ultimate goal. but the union's president says there's a lot more in the deal than just big pay increases. >> we increased pay up to three weeks, which is impressive. we are one of the first to have codified our processes in community schools, which is giving parents in the community power over what they see as a priority. >> reporter: the deal allows educators to take a mental health day and recognizes the burnout that many teachers are experiencing. the agreement also ends a possible strike by district teachers and other employees who threatened a walkout after a 97% vote in favor of a strike. in a statement, a district spokesperson said the agreement will hopefully allow the district, educators and community to move forward in a, quote, strong partnership, and it will strengthen education provided to students. thom jensen, "today in the bay." the mask mandate is over for some students in the south bay.

san jose's alum rock school district has been one of the last holdouts in all of california. kids have been wearing masks in the classroom for months. with california's covid state of emergency set to expire at the end of the month, the mandate is lifting. educators felt an extended mask requirement was necessary. the district is in an area with the highest covid contagion rates and lowest vaccination rates. it is 7:11 right now. we have much more ahead on "today in the bay." coming up, if you have a sweet tooth, today is the day to indulge. how you can participate in eat ice cream for breakfast day. and how it is bringing awareness to a great cause.

welcome back. a live look in san francisco this morning. a beautiful look at the city where, in a couple hours, hundreds of protesters are expected to gather to take a stand against the violence in iran. this is ahead of a european union meeting on monday to discuss deeming the islamic resolutionary guard core as a terrorist group. a woman was killed in september after refusing to wear a head scarf. it'll start at powell and market streets in downtown san francisco, and it'll end at embarcadero plaza. and expect more of this. this was last weekend's backup

caused by the closure of 680. it continues this holiday weekend, as well. it continues monday, with lanes reopening on tuesday. another closure is on bart's yellow line. passengers between rockridge and lafayette need to get a free bus for their ride. riders should plan on an up to 30-minute delay. the national lgbtq task force is celebrating 50 years of advocacy, and they will mark their milestone with a celebration right here in san francisco. the group's flagship conference called creating change began on friday, and it is taking place at the hilton union square. organizers say the conference is set to bring together philanthropists, elected officials and even people from the business world. this is the first conference in three years. it will run through tuesday. if you've heard the phrase

"life's short, eat dessert first," today is the day for you. that's because today is eat ice cream for breakfast day. it's all in celebration of a little girl named malia grace, who was born on this day, february 18th, back in 2001. joining me now is her mother, annette peterson. annette, good morning. thank you so much for joining us on what would have been your daughter's 22nd birthday. is that right? malia grace bravely battled cancer but passed away in 2010 when she was just 9. i want to take the viewers back. on the first anniversary of that date that she passed away, eating ice cream for breakfast became the way you all honored her memory? >> yeah. we needed to find a way to celebrate her life and still be able to be sad, be at home in our house if we needed to, but wanted to give people a way to support us. so we created this virtual

event, just on my personal facebook page, and asked people to eat ice cream for breakfast, take a picture of themselves and post it to my page. it was a huge encouragement to our family, and it was a way for my kids, who were little at the time, to talk about cancer and to talk about their sister. it gave us a safe place to share that experience with each other. so it was so good for us. we decided to invite the world and give the day away. >> it really did become a worldwide movement, didn't it? with the hashtag, with tagging you on facebook, twitter, instagram, and there's a bay area tie, as well. >> there is. so my brother-in-law, scott, lives in santa rosa, and it was actually his idea to start this thing. he was, like, we should make this an international thing. i was like, you can't just do that. he said, well, we could.

so my sister invited people on facebook, and it literally went viral the very first year we did it. it's gotten bigger every year. >> so wonderful to hear. you know, annette, what do you hope this movement does? >> our hope is that it encourages these families in the fight. it's a long haul. it's really hard. you can imagine, when your kids are sick, there's nothing that is closer to your heart than your kids. so we hope this day is a day of encouragement for kids who are still fighting. we hope it is a day of encouragement for the families who are missing their kids because they've gone on to heaven. we're hoping that this day is a day of celebration for those kids who are in survivorship. just letting them all know that we see them and know it has been hard, and that we're loving on them. i mean, that's really what this day is about. >> that's so really generous of

prepare as we are going to see some gusty winds, cold and even some bay area snow around the bay area and over on into tahoe. let's talk about tahoe and that beautiful forecast for this weekend. your window to take the kids up there for ski week is closing in. if you want a mid-week trip there, it'll be dicey, especially for tahoe city. tuesday, wednesday and thursday, you might want to extend your weekend up there if that is at all possible. bringing it back here into the bay area, be prepared for those changes ahead. the second half of the week, look at those high temperatures thursday and friday. not kidding, 48 is the high in san francisco, on into friday. it'll be cold, windy, rainy, just about everything. we have this treat. we have this treat. >> cihia,nt

gorgeous weekend. i'll talk about that in a few minutes. >> thanks. police in the east bay are investigating a shooting outside a tesla distribution center. it happened around 8:30 last night on challenger street and discovery drive, outside of the tesla property in livermore. police say the victim is a 26-year-old from stockton who has non-life threatening injuries. the gunman has not been caught. a carjacking in the east bay ended in gunfire. oakland police say they shot a man at the tail end of a pursuit after he crashed a stolen motorcycle. it happened on 105th and international yesterday afternoon in broad daylight. the man then reportedly went to a nearby car, brandished a gun and tried to steal the car. oakland pd says officers were forced to shoot him when he refused to drop the gun. police have not identified the suspected carjacker, but we do know he is expected to be okay. the driver of the car he targeted was not hurt.

we have a follow up to a story we first brought you on thursday. small business owners feeling that they're being unfairly targeted by the city of san francisco. with permit violation notices for things like awnings. this is happening in san francisco's chinatown. now, the city says no more. "today in the bay's" gia vang explains why. >> reporter: lily showed us her stack of violations. she is an advocate for the small businesses of sf chinatown, where violations for not having a permit for awnings were put on businesses. after the story aired, it was said, temporarily, no more violations would be plastered. late fees to comply for the businesses that already got an nov won't be exercised. >> at least the city is doing something. the last few weeks, nobody would tell me what to do. >> reporter: it began the end of january when the nov suddenly

began appearing in the historic neighborhood where awnings have existed for generations. the department of business said it wasn't targeting that specific area. a spokesperson said it is legally bound to respond to complaints. a number of the complaints were unusual. the same timeframe the previous year, five complaints. this time, 179. it was called extraordinarily high. >> really nothing to do. >> reporter: the permitting process could cost businesses operated by people like albert chang. instead of the awning, he and a few others got a violation during this time for their gate. he inquired about the first step in compliance, drawing a plan. >> $8,000 to $10,000. the second phase, you may be able to make a modification on the gate. you look at about $25,000 to $30,000. >> reporter: others say this would be challenging. the dbi office of small business

convicted kidnapper, is also a victim. ramirez is questioning who the real father is. she says baby brandon's biological father is her ex-husband. our sister station telemundo 48 spoke with the father who says that's not true. >> that's the reason why the father of baby brandon wanted to talk to me today, to set the record straight. he told me there is no doubt in his mind that he is the father of the baby. he also showed me a birth certificate that says, indeed, that he is the father of the kid. now, i saw them today. let me tell you something, they were just playing with each other, you know, playing games. he says he misses his kid so much because he was gone for a while when he was in jail. it was so good for him to be back at home and finally spend time with baby brandon. the kidnappers pled in the

kidnapping. it is now up to sentencing, and it'll happen next month. ramirez could be facing 14 years in prison. victor told me that he is going to be there that day in court along with his wife. we're going to turn now to vice president kamala harris in germany, accusing russia of committing crimes against humanity in ukraine. she made the remarks this morning at the munich security conference. harris says the u.s. has examined the evidence and she says there is no doubt that these are crimes against humanity. harris warned if russian president putin is successful in ukraine, other nations might feel emboldened to follow his, vote, violent example. the vice president called koreag weapons to russia and says the u.s. is troubled by china's closer relationship with russia since the war began. back here locally, affordable housing and affordable child care are two of the biggest obstacles for people

trying to make it in the bay. how to overcome them was part of the conversation at the annual state of the valley conference in the south bay. "today in the bay's" kris sanchez joins us with a look at the report that displays the strength of silicon valley. kris. >> reporter: hey, k rhode island -- kira. a third of silicon valley households are below income adequacy. this year's silicon valley index shows the income gap is growing. according to the report, silicon valley added 88,000 jobs between 2021 and 2022, while unemployment hit a historic low. however, the data shows black and african-americans are being left behind as they file almost 2.5 times the unemployment claims as white residents. that could be a factor in silicon valley's population decline. nearly 91,000 people left silicon valley over the last two years, about as many as during

the dot com bust. the birthrate declines. on the housing side, home prices went up 7%, setting the median home price at a record $1.53 million. that price is out 73% of first-time homebuyers and 86% of black and hispanic residents. renters say they're spending more than 30% of their income on housing. the median household is making about $550 less at a time that child care costs are outpacing the regional inflation rate. according to the children's council, one-year child care can cost $29,000. susan ellenburg says without affordable child care, parents leave the workforce, companies produce fewer goods, and consumers pump fewer into the economy. >> all ties back to this fundamental aspect of what makes an economic engine run.

gorgeous day to really soak up the sun and be prepared for our monday, presidents' day around the bay area. looking spespectacular. 68 in martinez. 66 in haywood. 71 in san jose. i'll take my dog out for a nice walk around the park that i just found out was there yesterday. there are some changes ahead after we do get through this weekend. i'm going to give you tomorrow and monday to prepare for these changes because the climate prediction center put the bay area in this dark green color. if you can take a look at the legend up there, it means well above average rainfall as we go into the 22nd on into the 26th. we are expecting some rain. those changes will start to be felt on tuesday as we get some soft wind ahead of this storm system. it'll be feeling gustyout there as we take it to the second half of the week. some changes feeling like winter for sure. we are almost out of winter, i

night on challenger street in discovery drive outside of the tesla distribution center in livermore. a 26-year-old victim from stockton was shot and has non-life threatening injuries. the gunman remains on the loose. police in the south bay have a warning about credit card skimmers. in just the last two weeks, morgan hill police say they found six skimmers and a tiny camera at two bank of america atms. the latest bust was thursday near cochran plaza. police plan to meet with bank of america next week to discuss strengthening security. in a statement, bofa confirms atms are regularly checked for skimmers, and police are called if any are found. the bank says its clients are covered by a zero liability policy if they quickly report the fraud. and you can expect more of this. this is video of last weekend's backup caused by the closure of

northbound 680. the same closure continues this presidents' day weekend, as well. this includes all day monday with lanes reopening 5:00 a.m. tuesday. another closure is along bart's yellow line. passengers traveling between rockridge and lafayette stations will need to transfer to a free bus to bridge their ride. crews are making track upgrades and riders should plan on 30-minute delays as a result. new this morning, video here shows one of the santa cruz county piers nearly destroyed will be permanently removed. seacliff beach pier which leads to the palo alto cement ship will have a final good-bye today. the pier could collapse at any moment. a farewell ceremony will be held today at noon before demolition begins next week. the campgrounds at seacliff took a beating and will be shut down the rest of the year.

in capitola, there will be a ceremony for the pier as well as a benefit concert from noon to 6:00 p.m. everyone is invited to the park for music and fun and sierra nevada beer. 100% of the proceeds donated will go to the community foundation of santa cruz to help those in need following january's atmospheric river storm. the man charged with causing last week's deadly house explosion in san francisco is out of jail and on house arrest. in court yesterday, prosecutors accused darren price of operating an unlicensed hash oil lab inside his home. they say that lab caused the home explosion in the sunset district. price's wife was killed in the blast. the judge said he doesn't believe price intended to hurt anyone and doesn't see him as a threat. as a result, price was released with some restrictions. he has to find a place to stay within 50 miles of the court, and he can only visit the
