7:12 am
welcome back. please join me in welcoming moderator of "meet the press" chuck todd who has a preview of today's show. thanks for joining us this morning. i have to ask you about secretary of state antony blinken, who you happen to have on your show this morning. just yesterday, he met with china's senior foreign minister. i heard a little preview of your show that blinken says that foreign minister offered no apology for that chinese spy balloon. obviously, this is concerning to a lot of american people. what else is he saying about that meeting? >> well, he said that they levelled a new charge at the chinese, having to do with
7:13 am
warning them to not give lethal aid to russia for the war in ukraine. and they claim they have new evidence, new concerns that they might do that. china has been supporting russia's war indirectly, buying cheap oil, deepening export ties. but they have been staying away from direct military support. he is alleging that china may change its posture on that. i pressed him hard about evidence on that, and they didn't provide any. but they said they were sharing it with allies, and perhaps we will see that through the week. but it feels as if whatever the administration was saying early in the week they wanted to dial things back, not call this a cold war, this is not what's going on here. that meeting with china did not go well in munich, and it looks like we ratcheted things up, accusing them of helping russia, that amps it up. >> that definitely sounds
7:14 am
concerning. so basically china, if i understand correctly, china is saying stop pressuring us to apologize for that balloon. so there's a lot of back and forth. >> yeah. >> all right. chuck. >> like the old cold war days. >> yes, sounds scary indeed. we look forward to your pressing secretary of state blinken on that interview in a little bit. thanks for joining us this morning, chuck. we hope you stick right here for the rest of "today in the bay" and then "meet the press" at 8:00 a.m. he'll have that interview with secretary of state antony blinken, as well as an interview with former governor larry hogan of maryland. they are going to talk about his potential run against donald trump and nikki haley. tune in at 8:00 a.m. right after this news cast. coming up, we'll talk to nbc bay area and political analyst
7:15 am
larry gerston and will say whether or not nikki haley can gather enough support to beat president trump. there is a new twist in san francisco's effort to stop sex workers on cat street in the mission district. last week, san francisco set up roadblocks on the street before 18th and 22nd. the supervisor hillary ronan requested the blockades after receiving numerous complaints. crews replaced the wooden barriers with concrete ones yesterday. now the firefighter's union is raising concerns about emergency access. this tweet reads in part --
7:16 am
in another tweet, the firefighters asked city leaders to work with them on a solution. we did reach out to supervisor ronan and her office for comment but haven't heard back. that north bound 680 road closure continues through today. this is the second of three road closures. 680 is closed between coupman road. crews are repaving the road so if you're planning to drive north, if you have to, caltrans recommends taking 880. 680 is set to reopen at 5:00 a.m. tuesday just in time for work to resume. another closure to remember this weekend is along b.a.r.t.'s yellow line. crews are updating the tricks, so you will need to get on a transfer bus to bridge your

ride. it is free. the tracks are set to reopen tomorrow. another closure is planned for april. some parents may already be familiar with the term social emotional learning. but with the return to in-person schooling, more educators are calling it critical to a student's success. the skills have nothing to do with reading, writing or arithmetic, but instead it's concepts like empathy and goal setting. kris sanchez has more on how it's helping to boost test scores. >> reporter: good morning. as we saw students returning to classroom post pandemic, we saw a lot were struggling and not just academically. students were having trouble feeling a sense of belonging because of the years of distanced learning. teachers and families here found that taking the time to grow social emotional connections
7:18 am
helps students feel better and eventually perform better on tests. the principal says taking the time to i dress student's social emotional learning boosted reading scores by 13%, and math scores by 7%. >> having conflicts with others, how do they resolve those and how do they approach challenges and defeat and how do we develop the growth mindset? so that was our work for last year. of course, teaching, reading and math alongside it. >> we know that students experienced a lot of trauma. so it's helping teachers and school leaders to understand the language of trauma, and how to identify it. >> the nonprofit says you can support your child's social emotional learning at home by asking them to teach you how to do things that reinforces what
7:19 am
they know. when your child is working on homework, ask like what strategies they use or how they see using what they're learning in the real world. and partner with your child's school and teachers. they say that part is critical. according to the national education association, some activists have taken aim saying it's indoctrination. but the national education association points out that the research shows positive test outcomes and that have a lot of support among parenting. >> thank you, kris. as we continue to honor black history and discover black heritage, assembly member alex lee and state senator aisha wahab hosted the black history celebration yesterday in fremont. they honored six community members who might not otherwise be acknowledged for their work. >> acknowledging those change makers in our community that

7:22 am
don't want. at least i know several people don't, and these gorgeous temperatures are screaming spring, but we will have to deal with winter a little longer. here are the wind speeds on tuesday morning. hold on to your hats, because we're seeing from 30 to 40-mile-per-hour winds out there, continuing as we move into the day on wednesday, as well. here in the south bay, we will feel those wind gusts, making the temperatures feel even colder before we get into the thick of the coldest temperatures. as we go into the outlook for that rain, it's putting itself together, so we're not getting an estimate as to how much. but it could drop the snow levels around 1500 feet. even around mt. tam around 2,000 feet could see light snow. so feeling very blustery, but we might see a beautiful dusting of snow on the bay area mountain tops. prepare for the second half of the week.
7:23 am
i can't stress that enough. look at the highs, as i take it into the inland seven-day forecast. 49 degrees on thursday with those chilly morning lows. >> my older son is very focused on the return of the rain. he wanted to get home last night in time to avoid the rain. and i'm like, no, no. it's not coming until wednesday or thursday. he's ready. it is 7:23 right now. we have much more ahead on "today in the bay." coming up, a bay area native wins the nba three-point contest. and the d-league player that's only played two nba games stole the show last night with his performance in the slam dunk performance. it was unreal. sports is next.

welcome back. microsoft is putting some limits in police when it comes to its ai chat bot after some unsettling conversations with the ai. some beta testing found the chat bot gave some perplexing answers. the chat bot talked about violence, love, and insisted it was right, even when it factually was not. this also follows a "new york times" report in which a reporter said the chat bot declared its love for him, and insisted he did not love his wife. microsoft says it's now going to limit sessions to no more than 50 questions a day and no more than five answers per question. longer conversations can "confuse the chat bot." last week, nikki haley announced her candidacy for the 2024 republican nomination, with

a veiled swipe at joe biden. the 51-year-old former governor and u.n. ambassador under donald trump said it was time for a generational change in washington. nbc bay area political analyst larry gerston joins us. great to see you, larry. does nikki haley -- okay, i should preface this with the fact that this is just the beginning. i'm sure there will be many more republicans announcing their candidacy to come. but how does nikki haley fit the bill for what republicans are looking for? >> good morning, kira. you're right, this is just the beginning, and it's hard to believe since we just got out of another election, we ore starting to work on the next one. look, we're going to see a lot of characters running for the republican nomination, no question. it's open for them. we know about trump, of course. now we're seeing others. nikki haley is the first one to announce. she brings two very important
7:50 am
aspects to her taste, if you will, that will really make her a little different than anybody else. we're talking about her gender, we're talking about her race, being a person of color, being a woman. these things are not found very often when it comes to serious presidential candidates for the republican party. you know, these things become important. particularly since the republicans have not done well with women and people of color. you start with people of color, for example, and you see that latinos, blacks, asians, all of these folks have not voted republican in proportion to their race and to who they are. and because of that, it's been difficult for republicans to get over the hump and win that election. >> i want to go back just to what you touched on. people might not actually know that nikki haley was born to immigrant parents from india. her birth name, i hope i don't
7:51 am
want to ruin this, and as you mentioned, republicans have not done well with females and non-whites. so how do you think those attributes affect her chances? >> that's a good question. when you -- she says, i'm different. and she's right. she's different. the question is, will she be able to draw republicans? when it comes to the issues, she's there. she's -- as far as conservative republicans there, she's conservative on taxes, she's anti-abortion, as anti-abortion as any person can be. she claims she brought in 85,000 jobs, pro death penalty, wants tighter voter restrictions and wants to control, interestingly enough, immigrants at the border. these are all red meat issues for republicans. these are the kinds of things that republicans want to hear about.
7:52 am
