thank you for starting your day with us. i'm laura garcia. >> i'm marcus washington. let's get you started with a look at the forecast this morning. meteorologist kari hall has a look at what we can expect. it's going to be a nice one. >> yes, and we're starting out cool but it's going to be a nice day. we're starting out at 38 degrees right now in livermore, 41 in san jose, 46 in san mateo, and 45 in san rafael. but take a look at this afternoon, the temperatures really nice, spring-like. hopefully you do have the opportunity to enjoy some time outdoors today, and hopefully you haven't put away the winter clothes because we are going to see a blast of winter starting tomorrow and our high temperature only makes it up to about 60 degrees for some of our inland valleys across the bay area. even colder midweek. we'll talk more about that in the forecast coming up in a few minutes. 5:01. breaking overnight, president biden makes a surprise visit to ukraine. even though his visit was brief, it was packed with significance.

episcopal church. at one point the flames were massive. as of 3:30 this morning, the fire was contained but not fully under control. crews were still putting out active pockets of flames in the attic area. luckily, no one was hurt. telegraph is still closed between west macarthur and 34th. the cause of the fire is still under investigation, but firefighters do not think it is suspicious. our kris sanchez is in the newsroom gathering details on this active investigation. she'll join us at 5:30 with the very latest. you can also find updates online at nbcbayarea.com and on our free nbc bay area news app. thousands remain in the dark in oakland this morning following a fire at a pg&e substation. here is a look at that current outage map we have for you. it's now down to about 8,500 customers without power in the area near the coliseum. yesterday it reached about 50,000 shortly after that transformer blew at the substation on 50th avenue and

coliseum way. the outage led to delays and some cancellations at the oakland airport. concerned residents are worried about the food in their refrigerators and their elderly relatives. >> we can't do anything. we can't go to the store. everything is out. we can't make phone calls, our internet, everything is down. >> so far, there are no lingering disruptions at oakland international airport and pg&e experts say they should have full power restored by noon. east bay assembly woman mia bont am is opting out of overseeing the finances of her husband. she chairs an assembly budget subcommittee on public safety. as such, she was poised to oversee her husband's finances as it pertains to the department of justice, which raised eyebrows in sacramento. she's now promising to recuse herself from the matter. the subcommittee is set to hold its first meeting next week. 5:06 this morning, and new

for you, some south bay leaders are looking for new answers. this is after a recent survey found that san jose has the highest rate anywhere of homelessness among young people. among those 18 to 24, san jose has 85 people per 100,000 living on the streets. it's a much higher rate than new york city and los angeles, which each have 30 young adults per 100,000. san jose's first-time homeless rate in the age group has doubled over the past five years. the city's wilson center has been assisting families since 1973. leaders there, including the ceo, say that the cost of living and a large youth population are too factors behind the spike. the federal government's focus on older a results leads to the young people and their families slipping through the cracks. >> more and more we're seeing the homeless youth who come from homeless families, and like any teenager or young adult, they often leave home because their

family is homeless and they can't stay with them. so we forget those two are really tied together. >> harlan suggests eliminating all homelessness will never happen and the goal should be to move young people into transitional housing more quickly, with a focus on employment and education. she will also soon be retiring from her role at the bill wilson center after 40 years of service. i've worked with her. she does a great job. in contra costa county, one city is about to revamp a popular park with a recent tax that's generating tens of millions of dollars for the project. >> "today in the bay's" bob redell joins us live from walnut creek with details on what's next in the process. good morning, bob. >> reporter: good morning. we're talking about heather farm community park. if you're not familiar here in walnut creek, it's one of the most popular parks here in contra costa county. the city of walnut creek says it

attracts about 1 million visitors a year and soon it will be undergoing some serious change. city council approved a design for combining the swim center and community center. both buildings are more than 50 years old and are on opposite sides of the park. the new swim center would be north of the playground and it would reduce the size of the fishing pond to make room for the new pools. the project, which would be one of the largest in city history, would cost roughly $77 million. heavily funded by tax revenue generated from the half cent sales tax approved this past november, to address aging infrastructure. we spoke with the city's director of arts and rec about the next steps in the process. >> the city is next going to be engaged in a process to select an architect for this project. and once we have an architect on board, which will probably happen in the spring or summer, then there will be a fair amount of work about the specifics of visuals of how the facility might look, some of the specific

those notable people in the future. a lot, as much as $12 a month, $24 if you want to include instagram. now, paying facebook will also boost your posts. people with less money to spend don't get seen as often. twitter is apparently going to offer two-factor authentication only for people who pay for twitter blue. critics point out two-factor authentification keeps people from hacking your twitter. they say it's like paying chase bank to keep the hackers out. >> the young woman in the red dress, she was killed in the 2015 terror attacks in paris. her parents sued youtube, saying youtube's algorithm recommended violent videos to would-be terrorists who went on to become radicalized? is that youtube's fault or the fault of the people who uploaded

the video? it's a case the supreme court will take on this week dealing with internet content. at issue is a bit of law called section 230, which protects online sites like youtube, twitter or facebook or even ebay, from liability based on what people upload. it's the protection from liability that make youtube and craigslist work. craigslist can't be responsible for every single thing people upload. i think the courts are going to agree with that idea. what about the algorithm, though? when youtube starts feeding you things, is that youtube's responsibility? that's going to be the big question on tuesday's supreme court case. and then we've got another internet case on wednesday. >> really interesting. >> it is. it's going to be the future of the internet. >> thanks, scott. new this morning, for anyone who buys the bottled version of starbucks frappuccino drinks, the bottler, pepsi co is

marvel release to come out at number one. avatar and the re-release of titanic, disney has cleared $1 billion globally just six weeks into the new year. >> wow. >> my husband is a big comic book movie fan. he weekend over the weekend to see it. i said, how was the movie? he was, like, it was good. but his mind wasn't blown. he was just, like, it was good. >> okay. >> $104 million good. >> if i produced a film like that. let's get you started with a look at our forecast for today and we'll get a look at how the roads are moving as well. look at our high temperatures. it is going to be a nice one, reaching into the upper 60s for the east bay, 69 in napa today, 64 in san francisco and san mateo, and 68 degrees in san martin. now, as we go into tomorrow, you're going to notice it's going to be much colder, going

back to work, and it's going to be hard to get out of bed. we're only going to reach into the upper 50s and low 60s. it gets colder on wednesday. all of this coming with high wind that's going to make it feel even colder than the actual temperature. and so as the winds start to pick up with the cold front moving in, we'll start to see the winds increasing to 37 miles per hour at 7:00 in the morning, and then look at this, through the afternoon 30, 40, 50, 60-mile-per-hour winds. now, this is going to be a big system that's going to be blasting in with some much colder temperatures, and you may want to take some time today to look around the house and make sure everything will be ready for high winds. we are also going to see some spotty showers coming through. although between tomorrow and wednesday, it's going to be very hit or miss, and only capping some of our hills with some snow that may or may not move through. the model is still going back and forth with how much moisture

we could see. by thursday, it does look like we start to see a little bit more snow on some of our bay area elevations above about 2,000 feet, and then also some spotty showers, between thursday and friday, likely by the end of the week. we'll be able to fine-tune more how much moisture we could see. and there could be another one following behind that on sunday into the start of next week. overall, our rainfall outlook looks pretty significant, wrapping up the month with above-average rainfall, as we've seen a couple of weeks of really dry conditions. but look at the changes that we have ahead. we're going to mid to upper 60s today, to upper 40s by the end of the week. i am so not looking forward to the return of winter. but it would be nice to get a little bit of rain. and as we get a look at how the roads are moving this morning, just a heads-up we do still have the closure of 680 going

thank you for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. >> let's get things started with a look at the forecast this morning. meteorologist kari hall has been tracking what we can expect. i like these temperatures starting out in the morning. >> it's not freezing, so that's the good thing. it is still kind of chilly as we're getting started with some upper 30s and low 40s, even some mid-40s in hayward. as we go into today, much more sunshine and it's going to be warm, like the weather we had over the weekend reaching 68 degrees in dublin, 64 in san francisco. but then as we go into the day tomorrow, it's going to be cooler by about 10 degrees, and then another 10-degree dip going into wednesday. so big changes ahead with high winds. even a little bit of rain and possibly snow on the hills. so i'll have more on that in the forecast coming up in a few minutes. the devastating news this morning for one oakland community, the oldest black church in the east bay has gone

up in flames. fire overnight tore through the church known as first african methodist episcopal church. >> the pastor calls his church really the heart of the community. >> reporter: so this fire burned from the outside-in and so ferociously that after battling the fire for about an hour, firefighters had to get out of the building and fight it from the outside alone. this fire at the first african methodist episcopal church was first reported about 10:45 last night and when the first fir fighters arrived, saw it outside of the building, spreading into the eves and into the roof. within an hour and a half, the fire was at three alarms and there wasn't supposed to be anyone inside the church at the time because the last event ended at 1:00 in the afternoon yesterday. but the pastor of the church, saw the smoke from the freeway as he made his way to 37th and

telegraph and said this all feels like a bad dream. >> this is the oldest black church in the east bay. this church educated black and brown people 20 years before people were able to get education in this area. we have educated children and sent them to college. we've done all those things. we feed the community, those are in need of food. we go to the homeless shelters. this is a community church. >> reporter: there are still firefighters at the scene pumping water onto the building to make sure there are no hot spots flaring up. no one was hurt in the fire fight physically but this is a devastating blow to this community because the two-story church building is gone. the pastor says the church really is about the people and the community and he says that when they get a handle on the loss and how people can help, he'll let the community know. >> people, no doubt, will want

>> biden's trip is reminiscent of president bush's surprise trip to afghanistan back in 2006, and obama to baghdad in 2009. not only was it a morale booster, it was a presidential flex. bush, obama and biden saying we can go where we want, when we want, even to the capital of a country we support while it's under attack, and you can't do anything about it. it's a thumb in the eye for putin, who was scheduled to speak weeks ago today about the war. the white house certainly well aware this was in putin's plans today. the war has been a disaster for putin and russia, pundits pointing out the russian army, which the whole world feared for so many decades in the cold war, is not only not the most powerful army in europe, it's not even the most powerful army in ukraine. now, it could become more powerful if china sells russia weapons and other lethal aid

biden's trip to social media. you can find me at scott mcgrew on twitter. 5:36 this morning, and happening today in oakland, supporters plan to gather to demand fired police chief leronne armstrong be reinstated. that decision left some of those residents outraged when it came down last week. mayor sheng thao fired him after an patent report concluded that the department mishandled misconduct cases. the naacp is organizing today's rally for 10:00 this morning on the steps of city hall. also today, oakland police plan to step up the amount of officers on foot patrol in the city's business and shopping districts. this is part of a new safety measure announced last week by the mayor and acting police chief darren allison. the department dropped its foot patrol unit two years ago due to budget cuts, but will use a $2 million federal grant to bring it back. 5:37, new details in san jose where, for the second time in a matter of days, police are

investigating a violent attack targeting a street vendor. in this case the suspect is under arrest. it happened saturday morning. the vendor tells us he started recording when the suspect first approached him with a baseball bat. he says the bat struck him on the arm and hip. police say the suspect is now facing charges, including assault with a deadly weapon. the recent attack has san jose's new mayor vowing greater police response. >> our police department is tracking this closely, and where we know that there are vendors with larger crowds we are going to do our best to step up the police presence. >> this attack follows one last thursday outside s.a.p. center. the victim in that attack says a man bought some food and became angry when he asked for more food, but he says the vendor refused. the video ended up on social media. police have not yet made an arrest. some residents along san francisco's capp street are expressing mixed feelings about

the latest effort to deter the sex trade in the neighborhood. over the weekend, concrete barriers replaced wooden and metal barricades recently placed along several blocks in the mission district. drivers can still use the street, but they're unable to drive straight along multiple blocks. one neighbor who did not want to appear on camera says it's definitely making a difference, but there are some frustrations that come with it. >> the plus is it is nice not to have so much noise at night. the minuses are i'm concerned about what's happening to the women who aren't out here anymore. >> san francisco's firefighters union is raising some questions about emergency access along capp street. they're asking city leaders to work with them to come up with some solutions. let's take a live look at northbound interstate 680 in sunol because that's where all the traffic in that direction is being rerouted for a hard

closure through tomorrow. right now caltrans says crews should have it all finished in time for tomorrow's 5:00 a.m. deadline. the closure is part of a large-scale repaving project wen coopman road and sunol boulevard. this is the second of three weekend-long full closures, with the final closure set for next weekend. kari will have more on that in just a little bit. let's take a live look outside in san jose this morning. the city looks nice and beautiful. meteorologist kari hall is, of course, tracking the temperatures we're seeing this morning. nice start. it's mild as of now, but we are going to have another warm day. and we're also going to continue to enjoy the sunshine for one more day. take a look at our trend in san jose, starting out in the upper 40s. it will be 67 degrees at 2:00 and we'll also continue with upper 60s for much of the afternoon. then by tomorrow we'll have a wind advisory going into effect, especially for the afternoon.

we're going to see those winds picking up, possibly over 60 miles per hour, and we already start to see winds picking up for the coastline around sunny rise tomorrow. we could see along the coastline and san francisco 60-mile-per-hour winds and really high winds, even in the valleys, for tomorrow evening. so today is a good day to start prepping for that. we'll talk about how much colder it's going to be in just a few minutes. as you're getting on the roads this morning or also stepping out for work, mass transit, just a heads-up that b.a.r.t. is running a saturday schedule and they have a closure between lafayette and the rockridge stations. they're doing a bus bridge and they're saying plan for an extra 30 minutes on top of that commute. other mass transit agencies are not reporting any delays and we're also seeing a light flow of traffic at the bay bridge toll plaza. it is looking good there as we are seeing a light flow early

right now at 5:44, we take a look at walnut creek and the planner for today. starts out mild with sunshine and eventually we see a few clouds, but overall a mostly sunny day and temperatures reaching into the upper 60s. one more nice and mild day before we get a blast of cold air. we'll talk about that in the forecast and looking at the roads, overall this morning it is very light. we do still have a closure for 680 northbound near 84 and elsewhere. a couple of minor incidents, but overall a smooth commute. we'll get a look at everything coming up in a few minutes. in asia, tensions are escalating between u.s. allies and north korea. north korea this morning fired at least two more ballistic missiles off of its eastern

coast. japan's defense ministry says each missile landed in the waters between the korean peninsula and japan. the u.s., japan and south korea have been conducting military drills over the past few days. north korea is escalating its threats because it views those drills as an invasion rehearsal. michigan state university is set to reopen this morning. this is a week after three students were killed and five other people were wounded during a mass shooting. there will be increased police presence, as well as support for anyone who needs it. the buildings where the shootings happened where remain closed with classes moved to other rooms. professors are being urged to rethink goals for their courses and extend grace periods for students struggling. this weekend funerals were held for two of the three victims. all of the students who survived remain in the hospital. three of them are in critical condition. new signs making it in the bay may be getting a little easier for first-time home buyers. new data indicating more homes

are selling for less than their asking prices. for the first time in a decade, redfin says the so-called sales to list ratio for home prices is sitting below 100%. here is how prices are shifting compared to one year ago. san mateo and alameda counties are each seeing more than 10% median declines. realtors tell the "east bay times" that some factors include higher mortgage rates and more people leaving the bay area. >> spring is such a big time for homes to had hit the market. it will be interesting to see what happens. trending this morning, this is a cool story, an oakland librarian known for reuniting readers with their long-lost items. >> she's done it through her found in a library book project. she's found hundreds of items during her two decades on the job. >> i got, like, so many cool things. people leave all kinds of things in books.

towns and bahamas, hawaii and arizona. for those considering a stay innovation, experts say deals can be found at nearby hotels. they call it where hotels offer lower rates to nearby residents. sometimes a staycation can be quite nice. >> it's true. it's very, very nice. and of course so many people visit the bay area. we're gifted to live in such a wonderful place. >> so many places we can go with just a short drive, too. >> right. >> i could see that. the weather, that's always the issue. sometimes it can change just like that. and we are expecting big changes over the next few days, as our temperatures today reach into the mid to upper 60s. it's also going to reach up to 71 for a high today in santa rosa, 69 in napa, and 64 in san francisco. so nice and comfortable, but this is the last day of

temperatures like this in quite a while. tomorrow's high temperatures will struggle to make it out of the 50s and a few spots may reach the low 60s. take a look at how much colder it's going to be on wednesday. still with winds gusting and maybe a couple of spotty showers moving through. oakland will only see a high of 53 degrees. 50 in los gatos, and livermore on wednesday 50 degrees. now, we are going to once again see some spotty showers with this cold front, but we'll also see the possibility of some spotty snow on bay area hills. that may be the case going toward the end of the week as we see the system diving down. but a lot of it dissipating with some of the moisture coming in. we're going to see a big dip in the jet stream across the west and that's going to keep it cold and windy, at least through the beginning of next week. let me show you livermore and our temperatures over the next few days going from upper 60s today to upper 50s tomorrow, upper 40s for wednesday.

yeah, those are the high temperatures. and look even beyond the weekend into next week, we are not going to see a significant warm-up for quite a while. so hopefully you didn't over the weekend with the mild weather put the winter clothes away. it's going to be very chilly. and also we're going to see a mix of rain and snow as we go through the next several days. snow on our hills that we could see continue into the weekend. and our morning temperatures near freezing once again. for san francisco, we're going to see a significant cooldown here as well, going from low 60s today to 50 on wednesday, and 49 degrees for friday, and a cool weekend ahead as well. now, as you're getting out on the roads this morning on this holiday, it does seem like the commute is all smooth. we've seen a lot of green sensors, meaning that people are slowing at speed through the tri-valley. on westbound 580 going from grant line road to 680, it takes about 17 minutes, so really no

backups there. but you do want to plan for extra time if you're riding b.a.r.t. through the east bay, they're running a saturday schedule and there's still the closure between the lafayette and rockridge stations. elsewhere, we don't see any delays. check ahead to make sure everything is running on time. but as far as the roads, we are seeing a couple of minor incidents in the south bay that have yet to clear, but we're also looking at a backup as 84 is starting to jam up a little bit as people are going around that reroute from northbound 680, the closure through sunol. that will continue throughout today and they're expected to pick up the cones and then open it up once again for 5:00 tomorrow morning. so all throughout today you do need to make sure you're planning ahead for that closure on 680 northbound. and then for the south bay, a couple of minor incidents, but we're not seeing any backups as a result. so it looks pretty good for your drive and for the weather for
