upper 30s in the south county, as well as the tri-valley, as well as 36 degrees right now in santa rosa, 46 in san rafael. as we go into today, our temperatures make it back into what we had yesterday and the day before, upper 60s, and even reaching 71 degrees in santa rosa. in oakland, look for a high of 68 degrees and 68 in fremont. and livermore reaching 68 degrees. then tomorrow it drops about 10 degrees across the bay area. that coming along with some high winds. that's going to make it feel a lot colder. and then even colder on wednesday, as we only reach into 50 degrees for the middle of the week. we'll talk more about this blast of cold air coming up in a few minutes. >> thank you, kari. 6:00 right now, and breaking overnight, president biden makes a surprise visit to ukraine and even though his visit was brief, it was definitely packed with a lot of significance. >> so it comes just days short of the one-year mark since russia's invasion, and amidst

new white house concerns about china considering providing lethal aid to russia's military. "today in the bay's" brie jackson is live on capitol hill. white house leaders say that china would be crossing that red line. >> reporter: good morning. that's correct. the white house sending a clear message to china as well as russia, but as laura mentioned, president biden's trip was filled with significance or packed with significance as well as being packed with secrecy. we're told that it was meticulously planned over a period of months and the president says he wanted to make this trip to reaffirm the united states' commitment to ukraine. president biden making a surprise trip to ukraine and meeting with ukrainian president zelenskyy in kyiv as russia's war against the country nears the one-year mark. >> one year later, kyiv stands,

ukraine stands, democracy stands. america stands with you. >> reporter: the president's trip comes as the u.s. is expected to announce another large military aid package for ukraine in the coming days. however, it is not expected to include the f-16 fighter jets ukraine's president and some lawmakers have pushed for. >> the longer they wait, the longer this conflict will prevail. >> reporter: as the violence rages on, white house officials say they've determined russia has committed war crimes. >> we believe that this is a systemic, deliberate effort by the kremlin. >> reporter: the u.s. warns that china may be considering providing lethal aid to russia. >> we've made clear to the chinese that there will be consequences should they make that unfortunate decision. >> reporter: secretary of state blinken met with his chinese counterpart over the weekend. diplomatic tensions between the two countries have risen since the u.s. shot down a suspected chinese spy balloon in u.s. airspace. >> i told him quite simply that

methodist episcopal church. as of 3:30 this morning, the fire was fully contained but not fully under control. at last check, crews were still putting out active pockets of flames in the attic area. the good news is that no one was hurt. telegraph is still closed between west macarthur and 34th. the cause of the fire is under investigation, but firefighters do not believe it is suspicious. our kris sanchez is in the newsroom gathering details on the active ongoing investigation. she'll join us at 6:30 with the latest. you'll also hear from the pastor of the church. you can find updates online at nbcbayarea.com and on our free nbc bay area news app. thousands remain in the dark in oakland following a fire at a pg&e substation. here is a look at the current outage map. it's now down to about 8,500 customers without power in the area around the coliseum. yesterday the outage reached

about 50,000 shortly after the transformer blew at the substation on 50th avenue and coliseum way. the outage led to delays and some cancellations at oakland airport. we did speak to concerned residents worried about food in their refrigerators and some of their elderly relatives. >> we can't do anything. can't go to the store, everything is out. we can't make phone calls. our internet, everything is down. >> so far, there are no lingering disruptions at the oakland airport. some of the lights are still out at those intersections across west oakland. pg&e expects to have power fully restored by noon. 6:05 right now. east day assembly woman mia bonta is opting out of overseeing the finances of her husband, rob bonta. she chairs a subcommittee on public safety. as such, she was poised to oversee her husband's finances as it pertains to the department of justice, which raised some eyebrows in sacramento.

she's now promising to recuse herself from those matters. that subcommittee is set to hold its first meeting next week. new this morning, some south bay leaders are looking for new answers. this is after a recent survey found that san jose has the highest rate anywhere of homelessness among young people. among those 18 to 24, san jose has an 85 people per 100,000 living on the streets. that's a much higher rate than new york city and los angeles, which each has about 30 young adults per 100,000. san jose first-time homeless rate in this age group has doubled over the past five years. the city's bill wilson center has been assisting families since 1973 and leaders there, including the ceo say that the cost of living and the large youth population are the factors behind that spike. and the federal government's focus on older adults leads to the young people and families slipping through the cracks. >> more and more we're seeing

the homeless youth who come from homeless families, and like any teenager or young adult, they often leave home because their family is homeless and they can't stay with them. so we forget those two are really tied together. >> now, harlan suggests eliminating all homelessness will never happen and the goal should be to move young people into transitional housing more quickly with the focus on employment and education. now, she will also soon be retiring from her role at bill wilson center. this is after 40 years of service. also new this morning, in contra costa county, one city is about to revamp a very popular park with a recent voter-approved tax that's generating tens of millions for the project. >> "today in the bay's" bob redell is joining us live from walnut creek with the details on what the next process is. >> reporter: yeah, good morning. we're outside heather farms community park here in walnut creek. if you're not familiar, this is

one of the more popular parks in contra costa county. the city of walnut creek says they get about 1 million people who visit here each year. there's going to be some major changes coming to this park. the city council here in walnut creek recently approved a conceptual design for combining the swim center and community center. both buildings are more than 50 years old and are on opposite sides of the park. the new swim center would be north of the central playground. that would change the topography of the park but reduce the size of the fishing pond to make room. the project, which would be one of the largest in city history, would cost roughly $77 million, which would be heavily funded by tax revenue generated from measure o. that's a half cent sales tax approved by voters past november to address aging infrastructure. we spoke with the city's director of arts and rec about the next steps in the process. >> the city is next going to be engaging in a process to select an architect for this project.

and once we have an architect, which will probably happen in the spring or summer, there will be a fair amount of work about the specifics of visuals, of how the facility might look, some of the specific components. there will be opportunities for the public to weigh in. it will come to some of our commission meetings and then ultimately to city council. >> reporter: the city of walnut creek says the new pool could bring additional swim meets to town, which means more people staying at hotels, eating at local restaurants. the current pool will remain open during construction but the community center will be closed during that time. the goal is to start construction in 2025, so in a couple of years, have that complete by 2027. so there could be impacts during that time for people coming to heather farm community park. reporting live, bob redell, "today in the bay." >> thanks. >> such a fun place for families and kids. let's take a live look outside. look at the water and the fountains glistening. this is in san jose on this

monday morning. kari has a look at our forecast. coming off a really spring-like weekend. today we can enjoy more sunshine? >> yes, it's still going to be really nice today. it's all clear as you're waking up. if you're working on this holiday, it's going to be one where you want to take your breaks and go outside, and also this evening try to make some plans to get out there. a little bit more today before our weather changes. we're going to start out with mid-40s in san jose. at lunchtime it's 64 degrees. reaching into the upper 60s with sunshine. but then tomorrow the winds start to pick up. a wind advisory in effect starting at 1:00 tomorrow afternoon, continuing through wednesday. and you may also want to make some time to look around the house to make sure everything is secure for a high wind event we're expecting for tomorrow. we'll talk more about that in a few minutes. i want to get you out on the roads with a look at what to expect as you're driving through the south bay, from northbound 101 from 85 in san jose to mountain view, takes you about

around the bay area. no major issues, but i'm also watching to see if anything pops up. of course, 680 northbound near sunol still closed. i'll have a look at the impacts coming up. good morning. happy monday to you. stock markets are closed technically for washington's birthday. there's a long story about how today is really washington's birthday, not presidents' day. we are not going to get into it. facebook is going to start offering verification for a price. a blue checkmark next to your name if you provide them with a copy of your government i.d., showing them you are you. facebook already offers this for free to certain notable people like kari hall, but will charge those notable people in the future. a lot, as much as 12 bucks a month, 24 if you want to include instagram. now, paying facebook will boost your posts. people with less money to spend don't get seen as often. twitter, apparently, is going to offer text-based two-factor

authentification only to people who pay for twitter blue. critics point out two-factor authentification is that thing that keeps people from hacking your twitter. you get that message on your phone, are you trying to get into your account. paying for it, they say, would be like paying chase bank to keep hackers out. you kind of expect them to do that for free. >> the young woman in the red dress here was killed in the 2015 terror attacks in paris. her parents sued youtube, saying youtube's algorithm recommended violent videos to would-be terrorists who went on to become radicalized. now, is that youtube's fault or is that the fault with the people who uploaded the video? it's one of two cases the supreme court will take on this week, dealing with internet content. at issue is a bit of law called section 230, which protects

online sites like youtube, twitter, facebook, even ebay, from liability based on what people upload. now, it's that protection from liability that really makes the whole internet work when it comes to youtube and twitter and craigslist. they're not responsible directly for what a user uploads because how could twitter or ebay or craigslist possibly monitor every post. so that is section 230, that's established law. what the court is going to have to decide tomorrow, or at least it's going to listen to arguments tomorrow, is when algorithms start recommending things, is that when youtube starts to take some fault on. so that will be argued tomorrow. then there's another case on wednesday as well. >> so many new issues for the court that we didn't think of 30 years ago. >> the constitution could not possibly have thought about this. >> think of our forefathers on presidents' day. >> what is the internet?

ralphie is now back at the animal shelter that he can't seem to get out of. the niagara scpa says he proved too much for his new owner to handle. the shelter billed him as a jerk of a bulldog and a terror in a somewhat small package. he looks so cute. supposedly he lives up in the billing. the shelter jokingly calls him the good-looking bad boy everyone's mama warns them about. he and his recent owner split on good terms. the shelter is committed to getting him adopted, even enlisting the help of a trainer for a six-week rehab program. so fingers and paws crossed that he finds that forever home. >> i could see him going to, like, some young person who just likes to wrestle with him a little bit. >> he was probably never trained. >> why didn't they just take him to a trainer before they just gave him back?

>> that costs money, too. >> dogs cost money. >> they sure do. >> that's why some people say, not yet. >> next animal shelter announcement. >> we'll see. it really does keep you active, getting out there with your dog, and if you're getting out early this morning, it's nice weather. at least for this afternoon. a little cool to start as we take a live look outside in san francisco. it is all clear and our temperatures will reach into the upper 60s and low 70s. not bad, right? this is, like, spring for us. we had this over the weekend and it does continue today, but this is the last day we'll see temperatures like this in quite a while. tomorrow the high temperatures drop about 10 degrees. take a look at these highs. tomorrow afternoon mountain view reaching the upper 50s, 60 for martinez and 59 in dublin. it doesn't stop there. it gets even colder on

wednesday, and only reaching 50 degrees for hayward, 50 degrees in san francisco, and 50 in novato. and we're going to see these cold temperatures coming in with a blast of some high winds. take a look at this wind gust forecast. we'll have wind advisories in effect, it first starts on the coastline at 8:00 in the morning with 20 to 30-mile-per-hour wind, but then going into the afternoon 50, 60-mile-per-hour winds tomorrow. so it's going to feel much colder and you want to make sure that everything around your home is secure and ready for those high winds. we may also see a couple of spotty showers. it doesn't look like we'll see a lot of it, but some of our bay area hills may get a wintery mix. as you go up above at least 2,000 feet, that could change over to snow. and we could see more of that in the forecast as the cold air dives in around that high pressure that's kept it warm and dry. things are about to change, and by the end of the week we may

see more widespread showers and possibly snow over some areas, especially for those upper elevations around the bay area, some of our hills, and there will only be a brief break in the activity before another round could move in possibly late on sunday into next week. so it's definitely going to get much colder and possibly much more active in terms of the storm systems coming in. morgan hill today, upper 60s, look at thursday and friday, mid-40s for highs. we'll see highs in the low 50s through at least the middle of next week. winter doesn't want to get out of here. and it's going to be windy as our highs this weekend reach into the mid-50s. >> thanks, kari. 6:22 right now. coming up next on "today in the bay," nbc bay area responds. >> reporter: an everyday car rental takes an unexpected turn for a peninsula woman. the company refuses to rent to

good morning. katherine reserved a hertz rental car but it was refused and she was told she was on the do not rent list. she found her account inactive and tried again. hertz turned her away. she was turned over to a collection agency for a $78 debt she didn't know about. hertz said she undercharged her months ago. katherine paid the $78 and wanted her rental privileges back. we reached out to hertz, the next day hertz told katherine her account was clear and she could rent again. it appears there was a delay in removing katherine from rental suspensions after she paid her

this is "today in the bay," streaming live on roku. a very good monday morning to you. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we have a lot to get two, including two breaking stories. first we want to turn things over to meteorologist kari hall. she is monitoring a cold start to the morning. if this is cold for you, you're not going to like the rest of the week. >> the rest of the week is looking miserable. but we are going to enjoy today with our temperatures starting out in the upper 30s, low 40s. and it's going to warm up nicely. but we're at 38 right now in napa, 43 in san jose, and 46 in gilroy. as we take a look at this beautiful sunrise, we had a lot of these over the weekend, sunrises and sunsets. our temperatures today will warm up into the upper 60s. it's going to be a comfortable afternoon all around the bay area. once again, big changes ahead. i'll show you that as we get a blast of winter that's coming up

in a few minutes. >> thank you very much. many stories we're covering this morning, including devastating news for one oakland community. the oldest black church in the east bay has gone up in flames. there was a fire overnight that tore through the church known as first african methodist episcopal church. >> the pastor calls this church the heart of the community. >> reporter: yeah, and this is a big community. the fire burned from outside-in and so ferociously, that after battling the fire for about an hour, the firefighters had to get out of the building and fight it from the outside alone. the fire was first reported about 10:45 last night. when the first firefighters arrived, they say they saw a fire outside the building that was spreading up to the eves of the church and into the roof. within an hour and a half, the fire was at three alarms. there wasn't supposed to be anyone inside the church at the

time as the last event ended at 1:00 yesterday afternoon. so no injuries reported. but the pastor of the church, also known as first ame, said he saw the smoke from the freeway as he rushed to get to the church. he said this is like a nightmare. >> this is the oldest black church in the east bay. this church educated black and brown people years before people were able to get education in this area. we started schools and sent children to college. we've done all those things. we feed the community, those who are in need of food. we go to the homeless shelters. this is a community church. >> reporter: there are still firefighters at the scene pumping water onto the building to make sure no hot spots flare up. but the two-story church is gutted. even as the pastor watched the church burn, he reached out to

it's been nearly one year exactly since russia invaded its neighbor. our president promising more funding and more weapons. >> that announcement includes artillery ammunition for himars and howitzers, javelins, air surveillance radars that will protect the ukrainian people from aerial bombardments. later this week, we will announce additional sanctions against elites and companies that are trying to evade sanctions and backfill russia's war machine. >> biden's trip is reminiscent of president bush's surprise trip to afghanistan in 2006, obama to baghdad in 2009. not only were they morale boosters. it was presidential flexing. bush, obama, biden, saying we can go where we want when we want. now, biden's trip a bit different than bush and obama. bush and obama went into territory controlled by the u.s.

military. this is the first trip of a u.s. president into a war zone not occupied by u.s. forces. the pentagon just briefed reporters on some of the detail. russia was warned a few hours beforehand that the president would be traveling to kyiv. we don't know how he got there. other leaders have come by train from poland. the pentagon says it will be several days before they release that detail. this trip comes on the same day putin is scheduled to speak about ukraine. the white house is well aware of that coincidence. the war has been a disaster for putin and russia. pundits pointing out the russian army, which the world feared for so many decades, is not only not the most powerful army in europe, it's not even the most powerful army in ukraine. now, it could become more powerful if china were to sell it weapons or other lethal aid like targeting information, and there's fear that could happen, which could really divide the world into two, russia, china, north korea, iran, versus the

leronne armstrong be reinstated. that decision left some residents outraged when it came down last week. mayor sheng thao fired him after an independent report concluded that the department mishandled conduct cases. they're organizing the rally for 10:00 this morning on the steps of city hall. also in oakland today, police plan to start upping the amount of officers on foot patrol in the city's business and shopping districts. this is part of a new safety plan announced last week by the mayor and acting police chief darren allison. the department dropped its foot patrol unit two years ago due to budget cuts but will use a $2 million federal grant to bring it back. new details in san jose where for the second time in a matter of days police are investigating a violent attack targeting a street vendor. in this case, the suspect is now under arrest. it happened saturday morning, the chicken vendor tells us he started recording when the suspect first approached him with a baseball bat. he says the bat struck him on

the arm and hip. police say the suspect is now facing charges, including assault with a deadly weapon. the recent attack has the mayor vowing greater police response. >> our police department is tracking this very closely and where we know that there are vendors with larger crowds, we are going to do our best to step up the police presence. >> this attack follows one last thursday outside the s.a.p. center. the victim in that attack says the man bought some food and became angry when i asked for more food but the vendor refused. the video ended up on social media. in that inciden police have not yet made an arrest. some residents along san francisco's capp street are expressing mixed feelings about the latest effort to deter the sex trade in their neighborhood. over the end, concrete barriers were replaced along several blocks in the mission district. drivers can use the street but

they're unable to drive straight along multiple blocks. one neighbor says it's definitely making a difference, but there are some frustrations that come with it. >> the plus is it is nice not to have so much noise at night. the minuses are i'm concerned about what's happening to the women who, you know, aren't out here anymore. >> san francisco firefighters union also raising some questions about emergency access along capp street. they're asking city leaders to work with them to come up with a solution. 6:40 on your monday morning. taking a live look at northbound interstate 680 in sunol. did you get caught in the traffic? that's where all traffic in that direction is being rerouted for a hard closure through tomorrow. right now caltrans says crews should have it all finished in time for tomorrow's 5:00 a.m. deadline. the closure is part of a repaving project between coopman

road and sunol boulevard. this is the second of three weekend-long closures with final closure set for next weekend. kari will have more on that in just a bit. let's talk about this beautiful shot here in san francisco, getting you up this morning, as we start this monday. meteorologist kari hall is tracking what we can expect weather-wise. this picture almost looks like the temperatures we're going to see today. really nice. >> really nice out there today. and hopefully you have a chance to enjoy it and go for a long walk or eat lunch outside, whatever you can do to take in the milder weather. tomorrow we'll see winds picking up, a blast of cold air coming in, and all around the bay area there will be a wind advisory going up, starting in the afternoon and continuing through wednesday as well. let's go through this hour-by-hour wind forecast, starting tomorrow morning at 8:30. it's going to start to become windy near the coastline with half moon bay 37-mile-per-hour winds. and then going into the

afternoon, take a look at this. i mean, just unreal. 30, 40, 50, 60-mile-per-hour winds, so this could cost a lot of damage here as that cold air comes in. we're also going to have high winds and also the potential of more downed trees, as well as power impacts. so prepare today for that. as you're getting out on the roads this morning, you don't want to be distracted by this beautiful sunrise. but there's not a lot of traffic out there as we get a look at the bay bridge, as well as the golden gate bridge. it is overall a light flow of traffic. i haven't seen any major issues, but we are still watching that closure of northbound 680 through sunol, and it's starting to back up as people are trying to get onto 84. so plan some extra time to get through this area. marcus and laura? >> thanks, kari. new signs making it in the bay may be a little easier for people hoping to buy a home. the new data suggesting home

happy presidents' day to you. it is 6:45, and as you're getting ready to head out for work in oakland, it's in the low 40s. you do need a light jacket for the start of the day but it's really going to be a comfortable afternoon as the sunshine continues. this week's weather is going to be interesting, to say the least. we're going to talk about big changes ahead in a few minutes. and if you are riding on b.a.r.t., i want to give you a look at the overall traffic view for mass transit. b.a.r.t. is running a weekend schedule today and for the lafayette to rockridge stations, there's a bus bridge. so plan on an extra 30 minutes. we'll get a look at more weather and traffic in the forecast coming up in a few minutes. >> thanks, kari. 6:46 right now. michigan state university is set to reopen this morning, this after a week after those three students were killed and five other people were wounded during a mass shooting. there will be increased police presence on campus, as well as support for anyone who needs it.

the buildings where those shootings happened will all remain closed, with classes moved to other rooms. professors are being urged to rethink goals for their courses and extend grace periods for students struggling. this weekend funerals were held for two of the three victims. all of the students who survived remain in the hospital, three of them remain in critical condition. time to get a look at the forecast. i am happy because this is going to be a day we need to take advantage of the nice weather. >> you do want to make sure whatever you can do to take more time outside, you're doing that today. because we have a lot of changes ahead going throughout the week. nice, warm highs near 70 degrees. we had that over the weekend, it continues into our holiday. but then tomorrow as more people are heading back to work, you'll need more layers. it's not only going to be windy, but much colder. and the rest of the week we'll see some rain, as well as some low elevation snow and cold temperatures. so take a look at these highs for today. concord hitting 68 degrees, 68 in novato, 71 in santa rosa and san jose reaching 69 degrees. but a dip of about 10 degrees across much of the bay area tomorrow and it's going to be windy, so that makes it feel colder. and then these are the high temperatures on wednesday. we're staying in the low 50s all across the bay area. and we'll also see gusty winds

and some spotty showers, although it doesn't look like we'll see a lot of rain tomorrow. where we see pink and white, that shows a wintery mix and we'll see that on the hills across the bay area as the system dives in with some very cold temperatures. so as it moves in, gusty winds tomorrow, 50, 60-mile-per-hour winds, and then look at thursday. it does show that there could be a wintery mix, as well as some snow on some of the hills, as well as a lot of snow for the sierra. and that's if we do get all of this moisture coming in. that rain on friday into saturday. and then it does take a brief break before another storm system comes in on sunday through early next week. overall, major changes in our weather pattern. take a look at livermore. today we're hitting the upper 60s. it's nice, sunny, feels like spring. bam, it's winter, and we're going to see that wednesday through friday, highs only in the 40s here. so it's going to be a big change and there is not a warm-up in

sight, even though the middle of next week. so we're going to to see also some spotty showers, as well as some snow on the hills. and the blast of cold air comes with high winds tomorrow and we can see the forecast for the rest of the week into the weekend, possibly some rain late sunday evening. we'll be watching that as well. i want to show you east bay drive times for westbound 80, from highway 4 to the bay bridge, about 14 minutes. we're seeing a smooth drive across the bay area because of the holiday, even a look at the san mateo bridge you can see that it really doesn't normally look like this as we approach 7:00. it's a smooth drive getting westbound across the bridge. and we're also not seeing any major incidents, except for the closure on northbound 680 near sunol. that's really caution a slow go in that area, marcus and laura. >> thank you very much. happening now, walnut creek leaders will consider changing rules when it comes to using toilets in parks and open

look at our top stories on "today in the bay," including a beloved east bay church goes up in flames. >> "today in the bay's" kris sanchez is in the newsroom. the devastating news for just an entire community. >> reporter: yeah, you don't know right now at this point why the fire started or how it started. we just know the fire started on the outside of the building and spread to the eves and roof. the fire was first reported, the fire there, about 10:45 sunday night. within an hour and a half, the fire was at three alarms. the pastor of the church also known as the first african methodist episcopal church saw the flames from the freeway. >> i'm at a loss for words. i feel like it's a bad dream. >> reporter: pastor rodney says they will rise again and when there's a way for the community to help, he'll reach out and get the message out.
