vladimir putin and president biden, raising the stakes on tensions over ukraine. we're live in washington with developments in the president's overseas trip and his key meeting today with key allies. >> also, reshaping online speech. the supreme court takes up a case some believe may change accountability on the internet and the future of free speech. this is "today in the bay" streaming live on roku, amazon fire, and online. a very good tuesday morning. thanks so much for starting your day with us. 5:00 right now. i'm laura garcia. >> i'm marcus washington. certainly a busy morning ahead for you. but first we want to get to our top story, which is the return of some of those cold temperatures. >> pete suratos is live in the north bay with a look at how first responders are preparing. first, let's check in with meteorologist kari hall, tracking the timeline for us here. this morning it's still relatively mild. >> nice and mild and the winds are calm, but we are expecting as we go into the afternoon the winds will pick up in the north bay, especially, but also along

the coastline. our temperatures start to warm up ahead of this system but then as the winds pick up our temperatures will start to drop and we could see some of those gusts along the coast and in the hills reach 50 to 60 miles per hour, starting later this afternoon. this wind advisory covers the entire bay area, including the valleys, but some of the higher wind gusts will be near the coastline and in the hills once again. we're looking at winds starting to increase. throbbing at all -- take a look at the bay area, this afternoon it will feel chilly and we'll see cold and windy air stay with us for quite a while. let's head to pete suratos live in the north bay with a look at how the high winds could impact us in the bay area. >> reporter: good morning to you. you mentioned the wind advisory in place. we know some of the higher elevations in the north bay could hit up to 40 miles per

hour. so that's something we'll be keeping track of throughout the day. that's on top of some of those colder temperatures we'll see in the region. so of course marin county officials are keeping a close eye on all of this. we did speak with the county's office of emergency management about how they're handling this. like many departments we're seeing around the bay area, they are familiar with these weather events following those january storms. they are going to watch closely the cold temperatures and the strong winds, but they're saying they're not anticipating, at least now, as much damage as those previous storms. >> in terms of the trees coming down with the wind, we think really the danger is somewhat less now because of the storms we had earlier in january and late in december, that weeded out a lot of the fragile trees, particularly with the ground being so saturated. >> reporter: we'll see if some of those cooler temperatures provide some snow at some of the higher elevations.

here in the north bay we'll keep an eye on mount tam to see if that snow comes down. the county says if temperatures fall below 38 degrees for three consecutive nights, the shelter will be open for the unhoused. we'll keep an eye on those conditions. pete suratos for "today in the bay." >> good info. thanks, pete. >> you can download our free nbc bay area app straight to your smartphone and get that personalized forecast. happening now, oakland police are asking for help trying to solve a deadly hit and run. the victim was a man who recently turned 100 years old. it happened sunday morning at 19th and harrison streets near lake merritt. witnesses say the man was dragged more than 30 feet down the road after being hit. a resident says drivers in that area routinely ignore traffic signals. >> i've never seen an accident since living here, but i've

definitely seen people blow through these lights. >> authorities have released the victim's age, not his name. police say the car is believed to have been a white or tan mini cooper. the pressure mounting in oakland, this is where more supporters are calling for the reinstatement of fired police chief leronne armstrong. we showed you yesterday at midday the city's naacp leaders holding a rally for armstrong at city hall. mayor sheng thao fired armstrong ten days ago after a report concluded the department did not adequately oversee officer misconduct. supporters maintain that he was unjustly fired. >> the chief was clearly ambushed and sabotaged by elements both in the police department and in this building. >> meantime, other city leaders and community groups released a statement supporting the decision of fired armstrong, saying in part, oakland needs to, quote, break the cycle of

corruption, abuse, cover-up and scandal that has prevented the department from focusing on addressing violent crime. happening today, two of three defendants accused in the death of a young girl during a church exorcism are in court. renee hernandez, who is 59, and renee hernandez santos are scheduled to appear before a judge. investigators say they helped claudia hernandez smother her daughter inside a san jose church more than a year ago. documents suggest the trio did it because they believed she was possessed by an evil spirit. also today, walnut creek leaders debate gender designations for some public restrooms. the city does not allow people to use the bathroom designated for people of the opposite sex. but opponents point out in 2016 the state passed a law requiring single occupancy restrooms to be universally acceptable. council members will discuss the issue tonight at 6:00 p.m. developing right now, the

deepening divide over ukraine ahead of the one-year mark since russia's invasion. >> president biden is in poland at this hour. meanwhile, russia's vladimir putin is just wrapping up his state of the russian nation speech, arguing blame for the conflict falls on the west. >> translator: the responsibility for starting the conflict for a growing number of victims lies totally with the west and with kyiv regime, for whom ukrainian people are not their own effectively. this regime is not serving the national interest, they're serving the interests of foreign powers. >> meantime, president biden today will urge key allies to continue their support for ukraine. vladimir putin's speech. today president biden will deliver remarks in poland and the two are expected to provide a split screen moment of two leaders with two vastly different views. president biden in poland this morning for more face-to-face meetings with western allies, including polish president duda. this comes as we learn more details about mr. biden's covert journey to ukraine. officials say it was months in the making and involved a ten-hour train ride across the polish border, entering a war zone to stand shoulder-to-shoulder with ukrainian president zelenskyy. >> translator: the result of this visit will surely be seen and will surely have a reflection on the battlefield. >> reporter: president biden says an additional aid package is on the way with more military equipment and weapons like anti-tank javelin missiles.

>> the cost that ukraine has had to bear has been extraordinarily high, and the sacrifices have been far too great. >> reporter: the surprise visit sends a strong message to the world. >> the west is unified and the united states is squarely behind ukraine. >> reporter: it drew sharp criticism by republicans. >> they have effectively a blank check policy with no clear strategic objective identified and these things can escalate. >> reporter: with the war nearing the one-year mark, russian president vladimir putin addressed his country today before president biden delivers remarks in poland. he's expected to echo his words from kyiv, reaffirming support for ukraine, while condemning russia. >> russia's aim was to wipe ukraine off the map. putin's war of conquest is failing. >> reporter: a sign of solidarity, a conflict with no end in sight. and since the war started, the united states has given ukraine

more than $100 billion in aid. >> thank you so much, brie. and the "today" show will have more on this as the world approaches that one-year mark of the invasion of ukraine. nbc news keir simmons will have the latest in the report from moscow coming up at 7:00 right after us here on "today in the bay." 5:09 this morning. we take a live look in san francisco. not as clear as we've been seeing over the past few days. meteorologist kari hall is tracking colder temperatures, but not too cold. we're going to see colder temperatures later this week. >> it's going to continue to get colder and colder as the days go along. it's going to feel much cooler, about 10 degrees today compared to yesterday as the winds pick up and that's going to churn up high waves. dangerous beach conditions this afternoon and the next several days. tomorrow it does stay mostly cloudy with a chance of showers, snow on the hills. the rest of the week it's going to be very chilly.

santa rosa, we are seeing clouds and milder temperatures as we head for the upper 50s. a spot shower possible, especially in the north bay. overall we're really going to notice it's cooler and windy. we'll talk about more impacts we'll see in a few minutes. vianey has a look at where we can find lower gas prices. let's take a look at some of those from gas buddy to kick off the first day back to work for some of you. a lot of you were probably working after the presidents' day weekend. the world gas station has prices at $4.09. things are more expensive in the south bay. the arco has it at $4.19 per gallon. if your travels take you to the north bay, the marin gas in larkspur has it more about $4.19. remember when we got to $7 at one point? let's take a look at traffic. good news. it looks like chp not reporting any major accidents. he had a couple of slow spots

good tuesday morning. right now at 5:14, as you're standing in front of the closet, be prepared for much colder temperatures today. in redwood city we're starting out with upper 40s, but once the wind picks up those temperatures will hold steady throughout late morning into the afternoon. so not as much of a warm-up. we'll talk about the high winds and what else is ahead in our forecast coming up. listen up, contra costa, i'm starting to notice slowing from pittsburg to walnut creek, about 26 minutes. no accidents along that stretch. could just be some overnight

construction. also from pittsburg to walnut creek, 21 minutes and no delays both directions, 680 from the wij to walnut creek, about ten minutes. a very happy tuesday to you. markets still trying to deal with all the data we've gotten recently, showing inflation is still a threat. that may cause the fed to take more severe action. walmart just told analysts sales were up. it suspects americans are shopping discounts. home depot says it's going to spend a billion giving employees raises, at least $15 an hour. that may not make a big difference here, that's actually below our minimum wage. >> a trial run of four-day workweeks just concluded in great britain. more than 60 companies that took part say they'll stick with it. it's the largest experiment into the four-day workweek ever. 90% say they will stay with the program for now. >> big day for the supreme court

and the internet. today the high court will hear a case brought by a california family against google. the family's daughter was killed in that 2015 terror attack in paris and the gonzalez family said youtube videos encouraged the attackers to radicalize. now, online programs right now like youtube are protected by the section 230 rule. this says they're not responsible for what users post. you couldn't have youtube or craigslist or ebay if those companies were liable for every single post. but this case argues youtube does play a part because it suggests videos to users through its algorithm. that's the key to the case. the terrorists getting terror videos suggested to them. depending on how the court rules, the future of the internet could hang in the balance. here is a brief clip of a chat i had with an activist. >> the average american is interested in the supreme court

but may not be following cases case by case. but this decision, the oral arguments are today, tuesday, but this decision has huge impacts. >> that's absolutely right. if you value the fact that youtube makes recommended videos that are useful to you, tiktok makes recommendations, spotify makes recommendations, etsy makes recommendations, that's what this case is about. it's about the platform's ability to be able to make the recommendations that are suited for you and that's really important because that makes all the services more useful to you. if the court rules against google in this case today, then i think you could see all of those recommendation services go away, which makes them far less useful for consumers. >> a critical day for the internet. we have seen the supreme court deal with internet-type things before. they're pretty good at it. congress is not.

>> you need to be educated. >> sometimes they have no idea what's happening. the supreme court, which is clerked by young people, has a pretty good grasp on it. >> our changing world. >> very much so. >> so interesting. thanks, scott. 5:18 right now. trending this morning we no longer have an excuse not to exercise. this is cassie, a canine dog who works for the san francisco fire department. there was an opening on the treadmill and cassie hopped right on. san francisco fire jokes that canine cassie has the best mile time. >> i bet your dog will start to go to bootcamp classes with you. >> i get on the treadmill and he's right there. i'm like, oh, watch it. he'll go flying. will i have an opportunity to take him out? >> it's going to be cooler, so you'll need to hold on.

it's going to be much colder. the walks may be a little shorter, too. we are looking at temperatures hitting the upper 50s and low 60s and the cooler trend continues over the next few days. as we go into tomorrow we'll struggle to make it into the low 50s for a high temperature up to 50 in hayward and 50 in novato, 53 in santa rosa tomorrow. thursday, these are the high temperatures, only 48 in dublin and 48 in los gatos. we're also going to see some off and on spotty showers starting to move in. not a lot of action today, but as we go into the day tomorrow, as well as thursday, we'll see spotty showers moving through. this is even showing that there could be some snow on spots like mount hamilton. we are expecting big changes ahead. it's going to be windy between now and tomorrow, but then a little bit less wind by wednesday night. but then as the winter blast comes in, our highs only reach

into the 40s and 50s, and then we'll see off and on rain chances for at least the next four days. we'll also see some low bay area snow, that means that we could see the above 1,000 feet some snow capping our hills. but there also could be a wintery mix at about 500 feet and below. so that's going to cause major problems as we go toward the end of the week and also small hail possible, especially on friday into saturday. we're going to see some off and on showers as well. big changes as we get these storm systems coming through, along with that cold air. it's just going to be wave after wave of rain coming through, even into next monday and tuesday. and our temperatures stay chilly. so as we take a look at fairfield in our ten-day forecast, low 60s today, low 50s tomorrow, and then a couple of days with highs in the 40s. there is not a significant warm-up here as we go into next week. once again, off and on showers in the forecast through the next

several days. we just need to be prepared for just about anything going on, and of course the nbc bay area app will help you stay ahead of what's coming down. vianey, you're tracking the roads. anything popping up? >> we're doing okay. it's 5:21, so we could see the metering lights come on at the bay bridge. what i do notice is the san mateo bridge is very busy. there are no accidents being reported either direction, but you can see lots of headlights and taillights. if this is a part of your morning commute, head out now. there could be impacts leading into the bridge that are causing slowing. i'm not noticing any big delays along 280, the earlier crash is officially cleared. let's get to the drive times. in the east bay, 58 to to vargas road, ten minutes. back to you. >> thank you. it is 5:21 right now.

welcome back, everyone. nbc bay area responds to a peninsula man who says a cannabis delivery site overcharged him. >> chris chmura's team stepped in to bring him some relief. >> reporter: good morning. this is a case of a company double charging a customer hundreds of bucks. eric in redwood city tells us he buys cannabis drops to help him fall asleep. he says he placed a $375 order on amuse.com. the company delivered but the driver alerted him that they charged him twice. that's a $375 mistake. he contacted amuse, did an online chat and talked to an

let's start out with a look a t that forecast. meteorologist kari hall is tracking what we can expect. >> big changes. we're going from nice, warm sunny weather to cold, windy and even wet weather over the next few days. and as of right now it's still pretty mild, the cold front has not yet arrived, and also a mainly calm wind as our temperatures are in the upper 40s to low 50s. you can see with our high temperatures today there's not much of a warm-up compared to where we are right now. san jose reaches 50 degrees, 59 in novato, as well as 57 in san francisco. we're also going to see the cold weather continuing to move in for tomorrow with highs only reaching 50 degrees for a lot of spots. and then upper 40s and low 50s for thursday's forecast. all of this cold air comes in with some high winds, a wind advisory in effect that kicks in at 1:00 today. it continues until 1:00 tomorrow along the coast and in the hills, we could see gusts 40 to

60 plus miles per hour. so be prepared for the potential of power outages, as well as tree damage. we're going to be following all of that, as well as rain in the forecast coming up in a few minutes. >> thank you, kari. president biden is in poland this morning ahead of the one-year anniversary of the conflict in ukraine. the president is meeting with his polish counterpart this morning ahead of delivering remarks. he's expected to echo his words during his trip to kyiv yet, reaffirming support for ukraine while condemning russia. president putin has used his state of the nation address in moscow this morning to blame the west and ukraine for the conflict. putin is announcing a fund to support veterans and families of fallen soldiers in response to what he describes as russia's so-called special military operation in ukraine. >> translator: i'm not going to talk about, but we understand that it is very hard for wives and daughters and sons of our

military personnel. they have brought up defenders, just like our ancestors were defending donbas. >> putin says they are suspending participation in the new treaty with the u.s. that limits the two sides's strategic arsenals. u.s. secretary of state blinken dubbed it deeply unfortunate and irresponsible while traveling in greece. scott mcgrew will have more on president biden and putin's comments coming up at 5:45. friday will mark a full year since russian troops invaded ukraine, forcing millions from their homes. most refugees poured into neighboring poland. "today in the bay's" jay gray was there as the crisis unfolded and this morning he is back along the border live for us with a very special story of

sacrifice and resilience. it's hard to believe it's almost been a year. >> reporter: it's stunning, marcus and laura. we're in the train station just a couple of miles from the border. last year or about a year ago when we were here you couldn't walk from the front door over to the platform, to the train tracks, because it was so crowded. still people continue to flee the violence in ukraine and this is the first stop for many of the refugees, this is where they stop the first time. and most, of course, women and children, the men staying behind to fight. today we're going to take you for the first time inside a very special place, a safe house for expecting and new mothers who otherwise would just have nowhere to go. outside it looks like a typical suburban warsaw home, but inside it's clear this place is different. >> we ask, is this boy and girl,

what is the size and what do you need. >> reporter: piles of clothes, rows of toiletries, a room full of foot, potatoes, dozens of car seats and strollers, donated supplies tucked into every closet and corner of the house. >> it's not a shelter, it's a home for a very specific group. >> reporter: they call it mothers' house, a safe place for ukrainian refugees, moms who are pregnant or who have young children. >> we want to help those women for a long time. >> reporter: they can stay in the house for a full year and everything here is free. there are accommodations for 40 in the home. there's also a play room, a laundry room, even a family library. >> translator: this place has become my second home. >> reporter: but for helena,

there's a pain that lingers, the heartache of leaving her home, her family and friends. >> translator: i was only planning on being gone for a few months. i was hoping to give birth to my third child when i returned to ukraine, but the way it worked out he was born in poland. >> reporter: she still hopes to raise him in her homeland. >> translator: i really want to go home, just like any mom. i am worried about my kids for their well-being. >> reporter: that concern keeps her here, uncertain, like millions, forced to leave ukraine, when or if she'll go home. jay gray, nbc news, along the poland/ukraine border. >> touching story there. thank you. happening today, the man police say terrified worshippers at a san francisco synagogue by firing a replica gun is scheduled to be back in court for a preliminary hearing. surveillance cameras captured the incident on february 1st. he pleaded not guilty to felony

hate crime charges that could earn him ten years in prison if he is convicted on all charges. right now he's being held without bail. we all know that gun violence is a growing problem across the country and right here in the bay area. one county is declaring a public health issue and is asking for your help to try to put an end to the crisis. "today in the bay's" bob redell joins us live from antioch. contra costa county is forming a new guns violence prevention coalition. tell us about it. >> reporter: good morning to you, laura. they are asking residents of the county to apply to be part of this new coalition that will target young people in the western parts of the county like richmond and eastern parts like antioch to try to convince them that bullets are not the solution to their disputes. contra costa health is the agency putting together this coalition, once formed the coalition plans to sponsor silence the violence days of action. but more importantly, they want

to reach out to middle and high schoolers at risk of using a firearm and encourage them to go to group counseling or cognitive behavioral therapy. the coalition will target young adults, 18-24, who are out of school but with little to no direction in life and will help them develop skills to get jobs. contra costa county is one of the only large california counties to see a drop in gun homicides in 2020, but they did see a 10% rise in assaults involving guns during that time and during the pandemic contra costa health says gun violence increased after covid related government assistance ran out. we spoke with the manager of this new coalition. you can see in the video he was about to board a flight back from a doj convention in st. louis where he just received on behalf of the county a $1.5 million grant from the federal government to fund this program. he says there are a litany of

reasons why young people turn to guns, many bullied at school or in their neighborhood and end up joining a gang. >> the issue of preventing gangs is critical, because a gang is really just -- it's a response to a lack of support and it's critical for me to be the support and to help proliferate support systems and to be an incubator of training and i'm able to instill skills in people to convert them from, you know, maybe not seeing purpose for their life. >> reporter: contra costa residents with lived experience, diverse backgrounds and perspectives are encouraged to apply to be members of the coalition. there's a link on your screen. you can find a link by googling contra costa gun violence application.

reporting live in antioch, bob redell, "today in the bay." >> thanks for the latest. happening today, san francisco school leaders will update teachers on the troubled transition to a new payroll system. the change got off to a bad start last year, you may remember when teachers protested paycheck, back pay and benefit issues after the payroll problems lingered for months. last fall the district declared an emergency and hired outside consultants. changed included a new 60-american command center. 5:40 this morning, and moving you forward to the end of the covid pandemic. one week from today, california will officially end its covid state of emergency. this comes one month shy of three years, this is since governor newsom made the declaration. it gave him the power to issue mandates to help slow the spread of the virus. it will mean an end to such things as mass vaccination and testing clinics. it also means starting in early

november health insurers will no longer have to cover covid and testing related costs. bay area infectious disease expert dr. peter chen hong believes that some may fall through the cracks. >> depending on where you live, in many parts of the bay area and in california there are safety nets, but that's very variable depending on where you live. >> california is one small step ahead of the nation. in may the federal government ends its covid public health emergency. it is 5:41 on your tuesday morning. taking a live look outside overlooking san jose. kari is tracking change in the forecast. colder temperatures are coming this week and some rain as well. >> we have a lot going on here in this forecast and it was so nice the past few days to enjoy the mild weather. now that's coming to an end as we get a cold front coming in. it's also going to increase our winds and we're starting out with mild weather this morning. but it's also going to hold steady once the winds pick up as

we go into today. our hour-by-hour wind forecast, at noon half moon bay is seeing 51-mile-per-hour wind gusts and 23 in some of the valleys. the coastal areas and hills will have those highest wind gusts, so be prepared for power outages and downed trees and we could see some rain coming in as well. we'll talk more about that coming up in a few minutes. how is it looking for the commute? >> richmond right now, great shot, shows not a lot of traffic. so this is good, considering it's about 5:42. that's typically when we see the commute build up. the bay area, we're doing okay, but i did see a report from the chp, good news, it looks like it has cleared out. there was an earlier crash near industrial parkway. the average speed is about 67 miles per hour, so it looks like that has cleared out nicely. we're not seeing any residual delays. mass transit, b.a.r.t. and caltrain are going to be running

[ speaking non-english ] >> i'm glad you said it. >> enjoy today. >> we're going to see big changes in the weather department today. i mean, some stuff i haven't seen since i've been here. so let's talk about these winds that are going to bring in these cold temperatures, and it's going to start to become very gusty as we go into later on this morning. here we are at noon. these are the wind gusts that we are going to see in miles per hour. half moon bay, 51-mile-per-hour wind gusts at noon and it's going to be breezy for other parts of the bay area. take a look at this afternoon. these are several hours of high winds, so you want to make sure that everything around the home is secure, you have everything charged up. there may be some downed trees, as well as power outages, especially this evening. and it continues into tonight, as well as early tomorrow. very high winds and temperatures will be dropping more and more

each day. this is what i haven't seen, a winter storm watch for the bay area. we're going to see the possibility of santa clara hills and santa cruz mountains getting 1 to 3 inches of snow between wednesday morning and thursday morning, so this is going to be causing dangerous travel, as well as downed trees, and possibly some power outages as well. now, we're looking at still mild weather today but it's going to feel much colder because of those high winds. and then the cold temperatures continue for tomorrow, with highs only reaching 50 degrees for dublin and fremont, and 50 in san jose. even colder on thursday. and this is when we could see some of that snow capping elevations above 1,500 feet and that continues into the weekend. there's not a lot of moisture initially, so it's just going to be windy and cold, a couple of very spotty showers. but there will be the possibility that as we start to see more moisture coming in with

these cold temperatures, we could start to see a wintery mix in some spots, possibly hail, as all of the system wraps up on friday. there's another one right behind it for the end of the weekend. we're entering into a very busy weather pattern, even into the start of next week. the next several days we have the possibility of getting about 2 to 3 inches of rainfall for parts of the north bay, the east bay, as well as san jose. and then for the sierra, i'm going to take this all the way to next week. there's the potential of getting 55 to 98 inches of snowfall. so these are some big juicy storms that are going to be coming in over the course of the next week, coming with some bitterly cold temperatures, where our highs only reach into the 40s and our mornings start out close to freezing for the inland areas. you'll want to keep checking in for more updates. we could see a little bit of everything over these next few days. as of right now things are

welcome back. you're watching "today in the bay." turning to our climate in crisis, scientists are finding that snow in some parts of the sierra is melting faster than ever, and warming temperatures are not the cause. in a study by the desert research institute in reno, scientists analyzed data from past seasons, most recently the 2021-22 season when they had the caldor fire in south lake tahoe. they found during mid-winter dry spells, burn scars in the sierra

had significantly higher snow melt. >> during these dry periods in the middle of winter, we found that you can lose through melt close to half of that snowpack, if not even more in some of the lower elevation places. in places higher in the mountains where we don't expect a big change to take place, even if it's dry, after the fires pass through, that caused snow to melt much faster in those higher elevation areas. >> the impacts of wildfire on snow melt include more sun exposure and the reduction in the snow's ability to reflect sunlight, and in the winter immediately following a fire, snow is dusted with black carbon from burnt vegetation, which can accelerate snow melt rates. scientists say while extreme weather may be our new normal, we have the ability to adapt and mitigate the impacts. >> we need good fire, low
