and the future of free speech. this is "today in the bay," streaming live on roku, amazon fire, and online. a very good tuesday morning to you. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. well, the extreme cold and strong winds are expected in the next few days. we do have team coverage this morning as the bay area braces for the change. pete suratos is live for us in the north bay with a look at just how first responders are preparing. >> first, let's check in with meteorologist kari hall, she's been tracking the timeline for us. this morning so far, relatively mild. >> yeah, it's nice and mild. we have a few more hours to prepare for high winds that are going to be kicking up today and also producing some high waves and dangerous currents along the coastline. and it's also going to be much cooler today compared to yesterday, more clouds moving in. and we will have cold temperatures, along with a chance of showers and even snow on the bay area hills over the next couple of days. the rest of the week is just going to be off and on rain, very cold and also some wintery

weather, but we see the winds picking up at 10:00 along the coastline, areas in purple. those are 50 plus-mile-per-hour winds and we could see that across the bay area, especially in the hills today. it's going to continue to be gusty, even into this evening as some of those wind gusts for half moon bay and san francisco could top 60 miles per hour. we're also going to see that in the north bay where we find pete suratos live with a look at more of the impacts of the strong winds. >> reporter: yeah, good morning to you. you mentioned winds are the big story today. we know they can reach potentially 40 miles per hour in some of the higher elevations in the north bay and that's on top of the cooler temperatures we'll see in the region. we know that the county, of course, is keeping a close eye on this. we spoke with the marin county office of emergency management. they are familiar with a lot of these weather conditions, these weather events, considering what happened back in january with the series of storms. now, they're watching closely

the cold temperatures, the strong winds, as you mentioned there, but they're not anticipating, at least now, as much damage as we've seen in the previous storms. >> in terms of the trees coming down with the wind, we think, really, the danger is somewhat less because of the storms we had earlier this january and late in december, really weeded out a lot of the more fragile trees, particularly with the ground being so saturated. >> reporter: we'll see if the cooler temperatures provide any snow at some of the higher elevations in the north bay. we'll keep an eye on mount tam over the next couple of days. the county says if temperatures do go below 38 degrees for three consecutive nights, they will open up a shelter for the unhoused. we're live in the north bay, pete suratos for "today in the bay." >> thanks so much. and don't forget you can download our nbc bay area app straight to your smartphone. it is free and on that app you can get a personalized forecast for your neighborhood and a

check of the current temperatures. developing now, the deepening divide over ukraine ahead of the one-year mark since russia's invasion. president biden is in poland at this hour and russia's vladimir putin just wrapped up his state of the russian nation speech, arguing the blame for the conflict falls on the west, despite putin's comments, president biden today is expected to urge key allies to continue their support for ukraine. "today in the bay's" brie jackson joins us live in washington this morning. what else can we expect, brie? >> reporter: good morning. well, president biden met with the polish president today and thanked poland for their support of ukraine. president biden will be delivering a speech in a couple of hours from now and his speech will follow vladimir putin's remarks earlier today. we're expecting to hear two contrasting messages from two leaders with two very different points of view on this war. president biden in poland this

morning for more face-to-face meetings with western allies, including polish president duda. this comes as we learn more details about mr. biden's covert journey to ukraine. officials say it was months in the making and involved a ten-hour train ride across the polish border, entering a war zone to stand shoulder-to-shoulder with ukrainian president zelenskyy. >> translator: the result of this visit will surely be seen and will surely have a reflection on the battlefield. >> reporter: president biden says an additional aid package is on the way with more military equipment and weapons like anti-tank javelin missiles. >> the cost that ukraine has had to bear has been extraordinarily high and the sacrifices have been far too great. >> reporter: the surprise visit sends a strong message to the world. >> the west is unified and the united states is going to stand squarely behind ukraine.

>> reporter: with the war nearing the one-year mark, russian president vladimir putin addresses his country today. blaming the west for starting the war in ukraine and saying he's putting a hold on participation in the last nuclear treaty withhe u.s. president biden speaks later this morning in poland and is expected to echo his words from kyiv, reaffirming support for ukraine, while condemning russia. >> russia's aim was to wipe ukraine off the map. putin's war of conquest is failing. >> reporter: a sign of solidarity, a conflict with no end in sight. and since the war started, the united states has provided ukraine with more than $100 billion in aid. marcus, laura. >> so interested. brie jackson live from washington. thank you. of course the "today" show will have more as we approach the one-year mark of the invasion of ukraine. keir simmons will have the

latest report from moscow, coming up right after "today in the bay." happening now, oakland police are asking for your help trying to solve a deadly hit-and-run. that victim, a man who recently turned 100 years old. the incident happened around 7:00 a.m. sunday at 19th and harrison streets. this is near lake merritt. witnesses say the man was dragged more than 30 feet down the road after being hit. one nearby resident says drivers in the area routinely ignore traffic signals. >> it's scary, i've never seen an accident since living here, but i've definitely seen people blow through these lights. >> now, authorities so far have only released the victim's age, not his name. but police say that the car is believed to have been a white or tan mini cooper. happening today, two of three defendants accused in the death of a young girl during a church exorcism are due in court. renee hernandez and renee

hernandez santos are to appear before a judge. they helped claudia hernandez smother her daughter inside a san jose church more than one year ago. court documents suggest the trio did it because they believed she was possessed by an evil spirit. walnut creek leaders debate gender designations for public restrooms. the city does not allow people to use a restroom designated for people of the opposite sex, but opponents point out in 2016 the state passed a law requiring single occupancy restrooms to be universally accessible. council members will discuss that issue tonight at 6:00. it is 6:07 on your tuesday morning. a look at san francisco this morning. today is the warmest of all the days this week, is that right? >> we are past the warm weather. yesterday was so nice. we went to the park and enjoyed the sunshine. i'm looking at the forecast, and i don't know when we'll be able

to do that again. it's going to be very chilly over the next few days and we are starting out mild. but the front hasn't yet arrived. once we see the winds picking up, temperatures will hold steady going into the afternoon, but the winds will be very gusty. in santa rosa we're in the low 40s. we start to see winds picking up at noon and that's when we are going to see once again temperatures not rising anymore as we only head for the upper 50s and low 60s. even colder weather in the forecast, a little bit of rain, as well as some snow on our hills. we'll talk more about that in the forecast coming up. vianey, might have to stop at the gas station. >> if you do, we've got lower prices from gas buddy after a long presidents' day weekend. in concord, the world gas station is at $4.09 per gallon. things are more expensive in the south bay. the arco in san jose is at about $4.19. if your travels take you to the north bay, marin gas in

larkspur has it for $4.19. there's a sigalert, if you're traveling through this stretch, this is along northbound 880 just north of 66, it looks like we do have several lanes blocked. chp has issued a traffic alert for this. it looks like it's a crash involving a semi versus a vehicle. we don't know if there are any injuries but it does look like multiple lanes are blocked. speed sensors are picking up the distance at about 28 minutes. you're looking at about 17 miles per hour. we'll have an update coming up in a few minutes. let's check in with scott. >> good morning. and coming up on "today in the bay," a crucially important supreme court case argued today that could determine the future of the internet. let's take you out to the futures. these are going to be low. wall street just very worried that the fed is going to continue to be very aggressive. >> plus, what do a jellyfish and

at san jose. we're starting out at 46 degrees, but notice that we only make it into the upper 50s today. once the wind kicks in this afternoon, temperatures don't warm up anymore and it's also going to be possibly damaging winds as we go into the evening. we're going to talk more about this, as well as where we could see snow in the bay area. that's coming up in a few minutes. i do have an update on the sigalert northbound 880. it appears that they have opened one of the lanes. two lanes remain blocked on northbound 880 just north of 66 avenue off ramp. if you're going to be traveling north, you're looking at a drive time of 31 minutes. the sensors are showing stop and low go at about 8 miles per hour. so expect heavy delays as they work to clear the crash. we'll have more details in a few minutes. good morning. very happy tuesday to you. markets still trying to deal with all the data we've gotten recently showing inflation is still a threat, which may cause

the fed to take more severe action. walmart just told analysts that sales were up, it suspects more americans are shopping discounts. home depot says it's going to spend a billion dollars giving employees raises, at least 15 bucks an hour. it may not make a big difference here because that's below our minimum wage. >> a trial run of four-day workweeks just concluded in great britain and many of the 60 companies that took part say they'll stick with it. it's the largest experiment into the four-day workweek ever. 90% say they'll stay with the program for now. >> big day for the supreme court and the internet. the high court will hear a case brought by a california family against google. the family's daughter was killed in the 2015 terror attack in paris and the gonzalez family says youtube videos encouraged the attackers to radicalize. online platforms like youtube are protected by an important

rule called section 230. it says they're not responsible for what users post. you couldn't have youtube or craigslist or ebay if companies were legally liable for every single post. but this case argues youtube did take part, because it suggested videos to users through the algorithm. that's the key to the case. depending on how the court rules, the future of the internet could hang in the balance. here is a brief clip of the chat i had with a washington activist who lobbies on behalf of high-tech. >> the average american is interested in the supreme court but may not be following cases case-by-case. but this decision, the oral arguments today, tuesday, this decision has huge impacts. >> that's absolutely right. if you value the fact that youtube makes recommended videos that are useful to you, tiktok makes recommendations, spotify makes recommendations, etsy makes recommendations, that's

really what this case is about. it's about the platform's ability to be able to make those recommendations that are suited for you. and that's really important, because that makes all of those services more useful to you. if the court rules against google in this case today, i think you could see all of those recommendation services go away, which makes all of them far less useful for consumers. >> it's easy to see both sides of this 230 thing. obviously companies can't be responsible -- they can try to get the bad stuff off but can't be legally liable. on the other hand, they did take a part in pushing those out even if they didn't really know they were going them, it was the algorithm. >> interesting to follow. >> oral arguments today. we'll get a decision months from now. so if your dog absolutely loves sticking its head out of a car window, you may have to rethink any possible plans of moving to in regard because a

state lawmaker there is introducing a bill banning the practice. they say the measure would require dogs in cars to be crated if they're not belted or held in a proper way. so forget sitting shotgun or in the driver's lap. it's a reminder for us that there are other recent pet transit bans, the clever workarounds. in 2016 new york city banned dogs on subway trains if they were not enclosed in a container like a bag. you can see some of those passengers stretched the definition just a bit. >> i would say. >> it's funny to see those online. 6:17 this morning. also trending for you, the latest crop of emojis coming to apple's i messaging. >> this is part of the latest ios rollout happening later this week. 31 new emojis are included in the 16.4 update, including a new

>> we don't need that. we know one is probably coming sometime. we have so many changes coming up. big changes. i mean, this weekend was so nice and spring-like, everything started to bloom, and we thought we were done with winter. but no. here is a look at our live view in san francisco. we're going to see the winds picking up. gusts could reach 60 miles per hour for the coast, as well as the hills, even in the valleys it's going to be breezy. over the next couple of days our high temperatures will only reach the 40s and low 50s. we're going to see the rain off and on even through next week, and then we could see some snow coming down in elevation to about 1,500 feet, starting on tomorrow, continuing through thursday, and below that, even at 500 feet, we could see a wintery mix of rain and snow. we could also see hail possible over the next few days. we're going to have a real mixed

bag of weather and it starts today with our temperatures about 10 degrees cooler than yesterday at this time. and then as we go into tomorrow you can see the cooling trend that will continue. highs only reaching the low 50s. and even colder on thursday. that continues into friday as well. i don't know when the last time i've seen this, i don't know if i've ever seen this, a winter storm watch for our bay area hills. this includes the santa cruz mountains, as well as the santa clara hills. there could be dangerous travel and this is above 1,500 feet. we're also going to see more moisture coming in over the next few days. at surface level, sea level, around the bay area, we could see a lot of rain, as well as a little bit of hail mixed in. there appears to be a brief break on saturday, but then another storm system comes in on sunday and that continues through next week. so our rain outlook shows a lot

of rain over the next seven days, a potential of the areas of pink, 2 to 3 inches of rainfall. and our temperatures are going to be very chilly. we're in the mid-60s for fairfield today but then upper 40s for friday and it's going to be a chilly weekend at least into much of next week. we'll have much colder than normal temperatures. once again, the impacts of all of this rain, as well as the potential of snow on the hills, we're going to be watching and it's going to be changing day by day. vianey, you have a sigalert? >> 880 is going to be the trouble spot of the morning. if you're traveling northbound or southbound, we now have another crash popping up. first i do want to get to the sigalert on the northbound side. this is right near 66, but you can see it's now starting to cause delays all the way through san leandro. speeds at about 9 miles per hour, so it's definitely slow and go. we've got two lanes blocked as

good morning. this is the case of a company double charging a customer hundreds of bucks. eric in redwood city tells us he buys cannabis drops to help him fall asleep. he says he placed a $375 order on amuse.com. the company delivered but the driver alerted him that amuse charged him twice right there. that's a $375 mistake. eric says he contacted amuse, did an online chat, then talked to an agent who said they would fix it. three weeks later, guess what, they didn't fix it. >> i thought, shoot, i watch this program every morning, great program. nbc bay area responds, i thought, let's reach out. >> so we contacted amuse. within a few days eric says the company apologized, refunded his $375 and threw in a bonus $70 worth of extra drops. that is a $445 win for eric. here is what amuse told us. it offered store credit but

streaming live on roku, amazon fire, and online. 6:30 on your tuesday morning. thanks for starting your morning with us. i'm laura garcia. >> i'm marcus washington. a very busy morning. we want to head over to meteorologist kari hall because kari is monitoring the cold temperatures out there, and cold temperatures just moving in. >> it's going to come blasting in with some high winds today. we are under a wind advisory that begins at 1:00 this afternoon across the bay area. some of the highest wind gusts will be for the coast and hills reaching 60 miles per hour. let's take it hour-by-hour, right here at 10:30, we can see in the areas lit up in purple near the coast we're looking at 50 plus-mile-per-hour winds in those areas and it could get higher as we go into this afternoon and the evening. 60-mile-per-hour winds across the coastline, 30 to 40-mile-per-hour gusts. make sure your home is secure,

all of the patio furniture, garbage cans, all of the stuff around the house, make sure it's ready for this, as well as the potential for downed trees. make sure you're charging up your devices to make sure you're ready in case there's a power outage. we're going to talk more about the impacts in a few minutes. >> thanks, kari. 6:32 right now. president biden is in poland ahead of the one-year anniversary mark of the conflict in ukraine. >> he's meeting with his polish counterparts and will meet later today with key allies reaffirming support for ukraine while condemning russia. in the meantime, president putin used his station of the nation address to blame the west for the conflict. scott mcgrew will have a closer look at 5:45. >> friday marks a full year since russian troops invaded ukraine, forcing millions from their home. >> most refugees poured into poland. jay gray was there as the crisis

unfolded. you're with us live this morning and it's hard to believe that it's been almost a year. >> reporter: it really is, marcus, laura. and things are changed, but some things are staying exactly the same. we're at the train station, the first stop for many of these who make the trip from ukraine into poland, and they continue to do that. this is a continuing crisis. most of those who make that trip, of course, are women and children. men staying behind to fight. and for many of them, this is their last chance. we're going to take you inside to a very special place here. cameras have never been inside. it's a safe home for so many new mothers or expecting mothers, who otherwise, really, would have nowhere else to go. outside it looks like a typical suburban warsaw home but inside it's clear this place is

different. >> we ask is it boy or girl, what is the size and what do you need. >> reporter: piles of clothes, rows of toiletries, a room full of food, dozens of car seats and strollers, donated supplies, tucked into every closet, every corner of the house. >> it's not a shelter. it's home. it's a home for a very specific group. >> reporter: they call it mothers' house, a safe place for ukrainian refugees who are pregnant or moms with young children. >> it's the most important, not for a moment, not just give it, but have them for a long time. >> reporter: they can stay in the house for a full year and everything here is free. there are accommodations for 40 in the home. there's also a play room, a laundry room, even a family library. >> translator: this place has

police say terrified worshippers at a san francisco synagogue by firing a replica gun is scheduled to be back in court for a preliminary hearing. surveillance cameras captured that incident february 1st. dimitry mission last week pleaded not guilty to felony hate crime charges that could earn him ten years if he's convicted on all charges. he's being held without bail. 6:36 right now, and gun violence is a growing problem across the country and here in the bay area. one county is declaring it a public health issue and asking for people to help put an end to the crisis. >> "today in the bay's" bob redell joins us live from antioch. contra costa county is forming a new gun violence prevention coalition. tell us about it. >> reporter: correct, laura and marcus. they're asking residents of contra costa county to apply to be part of this new coalition. it's a coalition that will target young people in the western part of the county like richmond and the eastern parts

like antioch to try to convince them that bullets are not the way to solve disputes. now, contra costa health is the agency that is trying to put together this coalition. once formed, the coalition plans to sponsor silence the violence days of action. but more importantly, we'll reach out to middle and high schoolers at risk of using a firearm and encourage them to go into group counseling or cognitive behavioral therapy. the coalition will target young adults ages 18-24, out of school but with little to no direction. we'll work with them to develop skills to get jobs in trades or other professions. according to the institute of california, contra costa county is one of the only large california counties to see a drop in gun homicides in 2020, but did see a 10% rise in assaults involving guns during that time. and during the pandemic contra costa health says gun violence increased after covid related government assistance ran out.

we spoke with the manager of this new coalition. he was about to board a flight back from the doj convention in st. louis where he just received on behalf of the county $1.5 million in grant money from the federal government to fund this program. he says there are a litany of reasons why young people turn to guns. many are bullied at school or in their neighborhood and end up joining a gang. >> the issue of preventing gangs is critical, because a gang is really just -- it's a response to a lack of support. and it's critical for me to be the support and to help proliferate support systems and to be an incubator of training and i'm able to instill skills in people to convert them from, you know, maybe not seeing purpose for their life. >> reporter: contra costa residents with lived experience,

some wind gusts approaching 45 miles per hour. meteorologist kari hall, of course, has been monitoring this. there will be wind here as well. it's going to be windy across the bay area as we get colder temperatures coming in. let me tell you the snow forecast over the next several days. i know that we have a lot of people there still for presidents' day ski week. we are going to have snow over the next few days totaling several feet, up to possibly 40 inches for kingvale and about 2 feet for south tahoe, but then going beyond that, there could be in total about 98 inches of snow for kingvale, taking it to the middle of next week, up until march 1st. so we're going to see some big impact storms coming in. also colder temperatures for the bay area, high winds kicking up today. that's also going to create dangerous waves along the coastline. tomorrow we'll see the cold weather continuing and even a chance of snow on some of our bay area hills. the rest of the week is off and

on rain, it's cold, as well as windy. and we're going to go back to winter for several days as our temperatures drop each day. we're still reaching into the low 60s for a few spots but then take a look at tomorrow's high temperatures where we will only make it up to 50 degrees for much of the bay area. i'll talk more about the impacts over the next few days. vianey has a look at your commute. >> i have an update on the sigalert. the bay bridge toll plaza, the metering lights are on and we're seeing delays. i do have good news. we have an update, the earlier crash on 880 year 60th avenue, no more sigalert. there is a crash beyond that. we're expecting delays along the northbound lanes. everything else looks okay. i'll have another update in a few minutes. back to you. 6:41 right now.

good tuesday morning. right now at 6:45, as you're making plans for the day, in the north bay it's going to start out mild and partly cloudy. once those high winds kick in, our temperatures stop rising as the cold front arrives. winds could cause damage, gusts of 50 miles per hour by this afternoon. i'm tracking that, as well as when we could see rain and snow on the bay area hills. more on the forecast coming up. >> if you're travel lg from concord along the southbound lanes toward walnut creek, there is a lane blocked due to a crash

along southbound 680 just after exit 48. current speed sensors are picking up the delay at 30 miles per hour. expect heavy delays as they work to clear the crash. it is a quarter to 7:00. breaking news we're following this morning, representative barbara lee says she is run for the u.s. senate seat being vacated by retiring senator dianne feinstein. the announcement by the veteran oakland politician is not surprising, because she had told the congressional black caucus last month she planned to run. she filed paperwork creating a senate fundraising committee last week. this morning she made the announce. official and released this campaign ad. two other democrats have launched bids to replace senator feinstein as well. representative adam schiff and congresswoman katie porter. as we mentioned, president biden is in poland this morning, a day after his surprise visit to ukraine. >> scott mcgrew joins us.

i feel blessed with a lot of people helping me with money, with words. >> police say the victim in the other attack, carlos sanchez, was assaulted by the owner of a nearby automotive shop who told him to leave the area. that man is facing several charges. happening today, san francisco school leaders are update teachers on the troubled transition to a new payroll system. the change got off to a bad start last year when teachers protested paychecks, backpay and benefit issues that happened after payroll problems lingered for months. last fall the district declared an emergency and hired outside consultants. the changes made include a new 60-american command center. and the party is just getting started in new orleans. >> that's right. trending this morning, it's fat tuesday. we have a live look at the big easy. the city's celebration draws more than 1 million visitors

every year. a good time to indulge before you start fasting for lent. fat tuesday is the english translation of mardi gras, some countries know it as shrove tuesday, which encourages people to confess their sins. >> we still have time to catch our flight, right? >> we've got to be back tomorrow. i don't know how much fun you're going to have. >> it's always a lot of fun there. so we're going to see a lot of changes in the bay area with our weather. we've been talking about the return of winter. here is what to expect over the next couple of days. it's going to start to become windy and gusts reaching 60 miles per hour. now, over the next couple of days, after all of that nice spring weather, we'll only see highs reaching the 40s and 50s. we're also going to see some off and on rain, not only the next few days but it could possibly extend into next week. so overall changes in our weather pattern and we could see

snow in the hills, which could be coated by snow. 500 feet above sea level, we could see rain and a rain/snow mix, as well as small hail possible. we see cooler weather coming in today, so highs reach into the higher 50s and low 60s. tomorrow the high only makes it to 50 degrees for many of us and then low 40s and 50s on thursday. i don't know the last time i've seen this, i don't know if i've ever seen this, but we have a winter storm watch in effect for the hills in the santa cruz mountains, as well as mount hamilton, the santa clara hills. we're looking at about 1 to 3 inches of snowfall and it will be dangerous for travel. most of that coming in between wednesday and thursday. we'll get a lot more moisture coming in.

this continues into friday with some heavier rain and that's when we could see some thunderstorms possible with that small hail. it looks like there's a brief break on saturday but a new storm system will be arriving on sunday and more behind that throughout much of next week. throughout the next seven days, we're looking at the potential of getting about 2 to 3 inches of rainfall in these areas in pink. that includes parts of the north bay, as well as the east bay, and there is not much of a warm-up here. if you're looking ahead to see when are we going back to spring, it's going to be a while. upper 50s for highs today and 40s over the next few days. then low 50s at least into the middle of next week. we're going to see our precipitation changing back and forth from rain to snow in spots and we're also going to see the cold weather continuing. do you still have the sigalert going on? >> thankfully that has since been canceled, but we are seeing buildup, a live look in richmond. i want to show you slow spots.

it is 6:57 for you this morning. welcome back. here is a look at the top stories on "today in the bay." >> the search for a driver who police say is responsible for a deadly hit-and-run in oakland. it happened around 7:00 a.m. on sunday at 19th and harrison streets near lake merritt. authorities so far have only released the victim's age, not his name. police believe the car is believed to have been a white or tan mini cooper. >> today the man police say terrified worshippers at a san francisco synagogue by firing a replica gun is scheduled back in court. surveillance cameras captured the incident february 1st. dimitry mission last week pleaded not guilty to felony hate crime charges that could earn him ten years in prison if he's convicted on all charges. right now he's being held without bail. the cold front moving in as some bay area emergency crews responding. >> the marin office of emergency management is already on standby

ahead of the high wind advisory. the assistant manager is expecting less trouble from the winds compared to last month's storms. >> in terms of trees coming down, we think really the danger is somewhat less now because of the storms we had earlier in january and late in december, it weeded out a lot of the more fragile trees, particularly with the ground being so saturated. >> whenever lows average 38 degrees or less for three straight days, they open a shelter. take a look at our highs today, reaching 60 degrees, but only 50 tomorrow and then upper 40s for the end of the week. we are going to see rain off and on and even snow on elevations above 1,500 feet. that's a lot of our hills around the bay area. >> and the trouble spot is in the east bay. working to clear from an earlier crash. expect heavy delays along
