fire at a home in redwood city. we have a live look at the scene. this is near cypress street and carlos avenue. there were reports of evacuations under way and we know there were ambulances on the scene as well. we don't know of any injuries just yet. our reporter, bob redell, is on the scene working to gather new information and will join us with a live report ahead at 5:00. let's get to our other top story this morning, those strong bay area winds. a wind advisory remains in effect this morning and some neighborhoods are dealing with downed trees. one tree fell in san bruno both directions between el camino real and cherry avenue a little after midnight. >> the whipping winds pushing sand from san francisco's oceanfront to the nearby great highway. small dunes are piling up along utility poles and signs and this is just the beginning of an active and potentially damaging week of weather. let's start with meteorologist

kari hall, tracking today's forecast for us. >> we have numerous watches, warnings and advisories in effect and we did have strongest wind gusts on the peninsula, and it's still gusty out there. and so there's the continuing possibility of more power outages, as well as downed trees. today our temperatures only reach into the low 50s, also highs in the upper 40s in some spots. we're going to see off and on rain as well as snow coming down to about 1,500 feet over the next 24 to 48 hours. there may be a wintery mix as we see wet weather coming in and small hail will be possible as we see rounds of rain coming in by the end of the week. today it's still dry and windy. we're seeing temperatures only reaching 50 degrees for many microclimates and the blustery conditions will continue, so stay bundled up and ready for those high winds. we're going to talk about when the rain comes in in a few minutes. this also had an impact on

the roads. >> it absolutely did. and i do have some good news. we do have complete clearance on the bay bridge toll plaza after a tree fell near treasure island going into the city yesterday afternoon, yesterday evening. you can see no issues there. no metering lights on just yet. we are seeing a couple of fender benders that popped up, but no major crashes. bridge drive times, westbound 80 toward the bay bridge, seven minutes. 92 toward the san mateo bridge, 12 minutes. through contra costa county i am starting to notice some slowing. this is from pittsburg to walnut creek, about 25 minutes. we'll have a closer look in just a few minutes. >> thank you. thousands of people across the bay area are waking up in the dark this morning. here is a look at the latest outage map. pg&e gave us an update, reporting 67,000 customers

without power right now. last night it was more than 100,000. the peninsula is feeling the brunt with more than 44,000 outages. south bay outages now number more than 13,000. you can see, comparatively, the rest of the bay area, there's just a handful of outages, "today in the bay's" terry mcsweeney has more from one of the hardest-hit areas along the peninsula. >> reporter: in the hills of redwood city the winds were howling so strong that they blew a roof right off of a house. it's about 25 by 50 feet and it just got picked up, flipped over on its head, onto the street here in the hills. and right now the winds are still continuing to blow. the crews are out here. they're taking it apart. they've got to get it out of the way of the street. the fire department is here as well. they tell us it was a second roof. there is a roof on top of a roof and this was the one on top, so the woman who lives in that house still has a place to stay.

the second roof, obviously, gone. a somewhat similar story in excelsior district where a neighbor heard a roof slam into his house. >> a loud bang and i thought the pole went down. i looked out and then part of the roof was on the sidewalk. >> reporter: no serious damage done there. on the dumbarton bridge, strong winds kept blowing over port a potties. crews decided to drag them along. near san francisco general, the wind pushed over a large tree, traffic had to be diverted and that caused a mess. pg&e crews are scrambling to keep the lights on. in redwood city a power line came down near jefferson and el camino. maybe a good time to remind drivers that an intersection where the traffic lights are out should be treated like a four-way stop. terry mcsweeney, "today in the

bay." >> you can track the wind and power outages from your phone. just download our free nbc bay area app. head to our weather tab and you can get personalized forecasts for your neighborhood. today teams break ground on a new south bay facility meant to focus on the behavioral health of young people. the new child, add lezant and adult behavioral health center will be located on the valley medical campus. it's been seven years in the making. when completed, the facility will have 77 beds, about half dedicated to minors, and it will make up part of santa clara county's commitment to have 500 new beds by 2025. according to the dashboard, there are currently no open beds for psychiatric treatment. leader say the new center will help unify available resources. >> by contracting for additional beds, by repurposes existing buildings and entering into leases to secure more spaces, to

offer their capacity, and this building, which has been years in the making. >> the facility likely will not open before the middle of 2025. a heated debate in the east bay where parents, teachers and students in one district are speaking out about a graphic novel that explores and depicts images of sexuality. >> "gender queer" brought parents and students and teachers to a meeting tuesday night. >> when i looked at the graphic novel i was taken back by what i considered pornographic imagery depicted. i have shared the pictures with educators at my school and they were also taken back. >> reporter: many voice the book, which is an illustrated memoir, made them feel seen and valued.

a quick check of the north bay drive times, southbound 101 from highway 37 to 580, eight minutes. no issues along the golden gate bridge. we'll have a closer look at how the east bay, peninsula and south bay are doing in a few minutes. let's check in with business and check. good morning. >> reporter: good morning, i'm silvana henao from cnbc. wall street is set for a flat open after stocks sold off yesterday. mounting concerns the federal reserve will continue hiking interest rates, push the yield on the ten-year treasury bond to the highest level since november, pressuring stocks. now, also impacting sentiment, disappointing earnings from home depot and a cautious outlook on the consumer from walmart. the dow, nasdaq and s&p 500 suffering their worst way of the year with all three dropping about 2%. in focus today we get minutes from this month's fed meeting which may provide clues on the future direction of interest rates. bentley plans to end production

of its 12 cylinder gas engine as they switch to electric vehicles. the 12 cylinder, common in high performance cars, gave bentley their signature power. the final batch of the current engine will roll off the production line in april of next year. bentley will make its first battery electric model in 2026. luxury automakers have been slower to switch as customers can afford several cars and don't want to compromise on range. >> and starbucks is launching a new line of coffee drinks infused with olive oil. the company says the line brings a velvety smooth, delicately sweet and lush coffee that uplifts each cup. they will launch first at starbucks reserve in milan, italy, and will expand to southern california this spring. they can be ordered for lattes

good wednesday morning. we are under a microclimate weather alert as we are dealing with some very high winds and now cold temperatures. we're starting out upper 30s and low 40s, as you get ready to head out the door. but it probably feels a lot colder than this because of the wind chill. as we're getting a live look outside in san jose, it's still clear and the temperature at 44 degrees. as we go into today, winds are still going to be high at times, we may have some of those higher wind gusts continuing, but it's also still dry and not much of a warm-up today. we're only going to make it up to 50 degrees for this afternoon, 50 in novato and 50 in san francisco. as we go into the day tomorrow, even colder in some spots, especially in the north bay, as well as the tri-valley, where we will stay in the 40s all day long. and then on friday it's about the same, so this cold weather continues, but we're getting ready to add in some moisture to

some of these very cold and bitterly cold temperatures that we're feeling right now, as well as gusty winds. there is a winter storm watch in effect for the santa cruz mountains, as well as the santa clara hills and the east bay, we'll see a couple of spotty showers. mostly the accumulating rain and snow is going to be coming in tomorrow afternoon. here we are at 2:30 tomorrow afternoon, we're seeing as you go up in elevation it switches over to snow, where we see the white it's know, green is rain. we're going to see the potential of rain and a wintery mix for the santa cruz summit, as well as mount hamilton and mount diablo as the valleys get rain. we'll see that continue at least into early friday, then we'll catch a short break before more storm systems come in. right now we're only seeing spotty showers off the coast, but we'll see it filling in for the inland areas tomorrow into

friday. we could also see some thunderstorms before this system wraps up on friday. and then on sunday the next storm system comes in with more cold temperatures. we're still looking at some snow in the north bay hills and that continues at least into the middle of next week. so very active storm pattern here. as far as rain over the next week, we could see 2 to 3 inches in rainfall totals for parts of the north bay, the east bay, and the south bay. we're also watching out for the potential of a wintery mix and our temperatures are going to be so cold. only a low of 50s today, upper 40s tomorrow, and our mornings start out in the 30s. the spotty rain continues in the forecast and at times it will be a little bit heavier. want to make sure you have the nbc bay area app so that you can get alerts as things change quickly over the next few days. vianey, it's still windy. have you seen any issues? >> no major accidents right now. but i do notice a lot of our traffic cameras are shaky, you

can see it right here, great shot of oakland. both directions already starting to fill up and we are expecting, of course, the typical morning buildup. chp right now did just pop this up near milpitas, eastbound lanes of 237. i'm not seeing any big delays behind that. so as of right now we're doing okay as far as timing goes. tri-valley drive times, it's starting to build along westbound 580 from grant line road to 680. you're looking at 23 minutes. southbound 680 from 580 to vargas road, about ten minutes. the fbi is getting involved in the ransomware attack that essentially froze all of oakland's online services. >> nearly two weeks after the attack the city says some computer systems are starting to come back online. "today in the bay's" audrey asistio explains why it is taking so long. >> reporter: we're told significant progress is finally being made but some critical systems are still frozen. we found long lines of people waiting for help at the oakland

police department. opd is still using pen and paper to take reports, forced to work offline after a cyberattack locked city workers out of many online services two weeks ago. >> on an hour-to-hour basis we're seeing a backlog of 911 calls. it's slower for us to get to them because it takes a while to process things. in addition, we now have a significant backlog when it comes to citizens filing reports online. >> reporter: the oakland police officers association says their warrant and arrest database is back online but you still can't fill out a police report online or by phone. so this gentleman was forced to come down to report his stolen car in person. >> it's frustrating. especially when you don't have a car to come down. it would have been easier to call from my house. >> reporter: city leaders claim the threat is contained and they're working in phases to bring back their network safely. they say they're focusing on immediate needs first like

getting taxes and permitting websites back online. >> we are demolition contractors and we can't work because we can't get a permit. it's very frustrating. it has taken about, over a week now. >> reporter: similar ransomware attacks have cost other cities millions, including baltimore, which spent $18 million back in 2019 after someone held their city's computers hostage for months. oakland hasn't given a timeline on when all services will be restored or any information on who might be responsible for the attack. >> i hope there's efforts put in place to protect the city's infrastructure so we don't face a complete catastrophe on the i.t. side again. >> reporter: the ransomware is affecting oakland's payroll systems and officials say they're implementing a con tin contingency plan to make sure all employees get paid. coming up next on "today in the bay," spring training is
