response and new details on rescues. >> damaging winds whipping across the bay area. one toppled tree sends a toddler to the hospital. we'll update his condition, along with the latest on power outages. >> and for the second day in a row, high-tech is on trial at the supreme court. we'll walk you through the cases. this is "today in the bay," streaming live on roku, amazon fire, and online. a very good morning to you. 5:00 right now. i'm laura garcia. >> i'm marcus washington. first we want to get to the breaking news this morning. first responders at the scene of a fire at a care home. >> let's check in with "today in the bay's" bob redell. he's live at the scene in redwood city this morning. what are you learning? >> reporter: well, good morning to you, marcus and laura. we've learned that, unfortunately, one person who lives in this home, an elderly man, has been taken to the hospital with life-threatening burns. we're on cypress street, a residential area not far from the intersection of 84 and el

camino real in redwood city. you're looking at the home with the green and the white garage. this looks like a regular house, but it's an eldercare home. so inside there were five people, two caregivers and the three elderly people. four of them got out when the fire broke out around 3:00 this morning, two caregivers and two of the elderly people. but the fifth person, the elderly man, was still stuck inside, and the fire department knew this when they arrived. we just spoke with a battalion chief who described what happened next. >> so they got inside, found severe smoke conditions, so pretty much blind completely as they went in. so they went in knowing that we did get a report that there was perhaps somebody still in the building as we were arriving. they went looking for him and found him right away, went to him and got him out of there. >> reporter: again, they had to take that man out. he was unconscious, had severe burns, possible smoke

inhalation. taken to the hospital with what the battalion chief described to us as life-threatening conditions. the man was found in the bathroom which leads them to believe that he was trying to get away from the fire, if not escape, but he wasn't able to get out. another thing of note, the fire department, you heard it was smoky inside so they had to use infrared cameras to see the walls and find their way to the back part of the house where this fire was located at the time. so that's a bit of technology that the fire department uses which helps them get in and out, they said within about two minutes, which is crucial when you're dealing with someone like the man who was in that sort of condition. they've called out a second investigator to determine the cause of this fire. it happened overnight. right now there is nothing to indicate this is suspicious. reporting live in redwood city, bob redell, "today in the bay." >> we hope that man is okay. thanks for the latest, bob. now to our other story, the top story for you this morning, that intense wind across the bay

area. >> everybody was talking about it. the damage done hurt a child. first we'll get to that story in a little bit, but let's talk about these current gusts that we're seeing right now. kari is tracking it all. >> still windy this morning after the peak wind gusts yesterday afternoon topped 50 to 60 miles per hour. some of those highest wind gusts were near the coast, as well as in a lot of our hills and we're still currently seeing those winds gusting anywhere from 35 miles per hour in mount diablo, the altamont pass at about 44 miles per hour. the high wind warning for the coastline will continue until 9:00 for areas in yellow. that includes the wind advisory, still going to have gusty winds and they could possibly reach 60 miles per hour. right now in san jose, the winds are at about 10 miles per hour, starting to calm down a bit as our temperatures start out in the mid-40s. there will be the chance of a couple of spotty showers as well going into the afternoon, but

definitely a bigger chill today compared to yesterday now that the cold front has arrived and we're also still looking at gusty winds throughout today. we'll talk more about the impacts in a few minutes. vianey has been tracking the commute. >> so far the good news is we're not seeing issues on the bay bridge. the toll plaza yesterday was an absolute nightmare because of a tree that fell near treasure island, but that has since been cleared and this is what we're looking at now. no metering lights on just yet. typically those come on at about 5:25. overall, a wide look at the bay area, i did want to point out i do have the weather radar overlaid over the speed sensor maps in traffic in morgan hill, and it looks like there's a wintery mix near the hills in morgan hill. and this, of course, will bring some conditions in through the next couple of days where we could see frost on the roads. good day to get your tires checked before the rain moves in. also notice some slowing,

typical for the altamont pass, westbound lanes through the 580 stretch. back to you. >> thanks so much. well, to our microclimate weather alert and those strong winds, which in one case is leaving a toddler fighting for his life. we told you about that at the top of the show. this happened when a tree fell on his boulder creek home last night. first responders say the redwood tree came down, trapping six people, including the 1-year-old boy. >> the patient wasn't going to be able to be removed without removing that tree. so we had crews on top of the roof and inside the structure in the living room where they were ultimately cutting away the weight and removing that off the patient. >> so firefighters say that child was conscious and breathing on his own, this is when they transported him to the hospital. he is now in the san jose trauma care facility. no one else was injured. >> let's hope he's okay. thousands of people across the bay area are waking up in

the dark this morning. this is a look at the latest outage map. pg&e just gave us an update, reporting some 67,000 customers without power right now. last night it was more than 100,000. the peninsula really feeling the brunt of it, with more than 44,000 outages. south bay outages now number more than 13,000. you can see comparatively the rest of the bay area, there's just a handful of outages. and, remember, if you are not at home, you can always stream us on the go on roku, amazon fire tv, and on our website, nbcbayarea.com. if your power is still out, you can watch our newscast live on our free nbc bay area app. one person is critically injured after a shooting near a south bay high school. it happened around 4:30 yesterday arch on rancho drive in east san jose near andrew pete hill high school. so far, there are no details about the victim other than they

suffered life-threatening injuries and so far there's no word of an arrest. in oakland police are offering a reward to track down the hit-and-run driver who killed a man who recently turned 100. the man now identified, died at about 7:00 a.m. on monday. that's when witnesses say a car struck him in the crosswalk at 19th and harrison street, then dragged him some 30 feet. opd is now offering $10,000 for information leading to the driver of this car, captured by surveillance images at the scene. it is a tan or white mini cooper. if you know anything, contact the department's traffic investigation unit. 5:07 this morning. for the second day in a row, the supreme court will hear an important case about the internet. our scott mcgrew is here. this one is called twitter versus panama, but it's more than twitter. >> courts use shorthand when they do case titles. this is twitter, et al, and others. that includes facebook.

you could call this the google case or the facebook case. at issue is a family who lost a son and brother in a terror attack on a nightclub in istanbul in 2017. they say isis terrorists were able to use social media to encourage each other in their terrorist ways, and thus twitter was culpable under american laws that forbid people and organizations from aiding terrorists. this could be a tough argument, though, for the family. we were talking about american law and section 230, which protects online platforms from liability. the plaintiffs are going to have to show that 230 doesn't apply and that twitter directly aided terrorists. it's not clear the people who bombed the nightclub used twitter at all. i can't find it in the legal arguments. >> it's so tough to deal with the internet and everything. yesterday was almost entirely about section 230. how did it turn out? >> not very well for the plaintiffs. the argument there was that youtube encouraged videos that

encouraged terror, section 230 says youtube is not responsible for what terrorists upload or anyone uploads. the plaintiff argued that youtube was liable because it was suggesting videos to users. that's the way they were involved. and it didn't give them any protection. and it really did not go well for the plaintiffs. the lawyer in the case very experienced, had a tough time explaining his argument to justices. the justices understood the technical parts, they just didn't follow his argument. justice alito saying, quote, i'm completely confused by whatever argument you're making, and new justice jackson, i guess i'm thoroughly confused. timothy wu, a colombia professor, said on twitter, the family's lawyer was way out of his league and threw away every lifeline thrown to him. painful to watch such an issue be argued. >> i guess it was good for the

clients because the lawyer, not his first time up. >> it's surprising he did so poorly because he's been in front of the supreme court dozens of times. doesn't normally try tech cases. i think part of the other problem, and other reporters see this, too, is that the family had trouble finding a tech lawyer because google and facebook and twitter employ so many lawyers in washington, conflict of interest, they can't even use that whole office. so that same lawyer, by the way, who argued yesterday's case, is arguing the twitter case today. >> we'll take a look at that and other business and tech news coming up at 5:15. >> thanks, scott. right now let's take a live look at the golden gate bridge this morning. nice and clear. not too much traffic to report so far. across those bridges, across the bay area, the winds have been so high. let's check in with meteorologist kari hall right now. she's tracking this -- i want to call it a very busy forecast. >> yeah, there's a lot going on. we're going to see a mixed bag

of weather over the next several days. we're seeing gusty winds, 30 to 40-mile-per-hour winds, and it only reaches into the low 50s for highs today, upper 40s for the next couple of days. we'll see off and on rain through the next week and we'll also see some snow coming down our hills up to about 1,500 feet. below that there could be a mix of rain and snow, especially by tomorrow morning and then going into friday morning as well. small hail will be possible as we can see rumbles of thunder, especially on friday. so things will be changing quickly and we are under a winter storm watch. we'll continue to monitor for the potential snow in our hills and talk more about the timeline coming up. vianey has a look at the morning commute. >> the cameras are shaky, we're still seeing gusty winds you're mentioning. this is a live look in oakland. both directions very busy. i did check to see if there were any crashes being reported along this stretch. no, it looks like it's just a lot of people hitting the road early this morning.

oakland stretch 880 both directions, starting to build up. that earlier crash along milpitas, that's also now on the right-hand shoulder, so not causing any delays. i do want to show you your east bay drive times. i showed you the camera and it looks good from 238 to the bay bridge. you're looking at about 13 minutes along 880. in through westbound 580 from 238 to the bay bridge, also about 15 minutes. let's check in on the south bay drive times as well. northbound 580 from highway 101, starting to slow, 20 minutes. no big impacts on any of our bridges. those are a smooth commute for now. >> thanks, v. it is 5:12. the hot new concept in the world of dining, how about pay per chew? coming up, some eateries on looking into offering a subscription service to regulars. we'll give you the optio somens

right now at 5:15 on this wednesday morning, it's been windy and dry, but stormranger is about to get a little more busy in the next couple of days. we're already tracking spotty showers as you move toward the south bay, and even some snow as you climb elevation going up those hills just to the east of morgan hill, as well as the santa cruz summit. we're going to be watching more of this activity over the next few days and details in the forecast coming up. and we had the wind impacting our major bridges

yesterday as we had a tree come down along the bay bridge stretch in the westbound lanes. right now, good news, no impacts. westbound 80 toward the bay bridge, about seven minutes. no slowing on the san mateo bridge or dumbarton bridge. high-profile vehicles need to be careful. happy wednesday to you. markets hit hard yesterday. we've talked about this up-and-down cycle. wall street thinks the fed is done raising rates, and so it goes up. then we get discouraging news about inflation and it reverses itself. bottom line, when investors think the fed will take action they push stocks much lower. we get the minutes from the last fed meeting today. yelp releasing some interesting data about whether its employees are going. they don't have to work in the san francisco office. they don't have to work in san francisco. so they're moving east and then down the map to florida and

texas. yelp says 70% of workers who were living in san francisco left. the number of employees living in the south quadrupled. we're headed toward the one-year anniversary of russia's invasion of ukraine, and as you know, there are a lot of high-tech workers in ukraine, often employed by companies here in silicon valley. last year we spoke to the ceo of just answer, as he got ready to sneak into ukraine to bring his employees there badly needed supplies. now, andy is planning another trip, i got a chance to reach him before he left. >> imagine that your friend had a baby and in the first month everybody is rushing to help and bring food and help out, and that's how this war was in the beginning. it was all over the news and we were all talking about it and wearing our flags and showing

then you get free unlimited drinks. >> doordash got the best of me during the pandemic. >> got the best of a lot of us. >> if you go there a lot and order the same appetizer, it probably would make sense if you go at least three times a month. >> but the pay per chew thing. >> you were thinking little. >> it's a clever name. let's get a look at our forecast, because things have really been changing around here. those winds are gusting, the temperatures dropped and right now we're feeling the chill as we are headed for 50 degrees for our high today. in santa rosa, it's headed to 53 degrees, and 50 in san jose, 50 for a high in mountain view. you do need to wear layers today. it's going to be about the same tomorrow. in fact, i don't really see much of a warm-up in sight here, at least through the next week or so. even friday is going to be chilly. we're also going to start to see more precipitation, especially

as we go into this afternoon. here we are at 4:00 today and we're starting to see showers passing by san francisco into the peninsula, and then where you see the pink, that's wintery mix. a mix of rain and snow. we'll see that near the santa cruz summit later tonight, the snow coming down and it's going to be hit or miss into the day tomorrow. but i do see much more rain and snow coming in by tomorrow afternoon. this is when the activity starts to pick up and there may be thunderstorms that could bring in some small hail. we're also still going to see for those upper elevations around the bay area some heavy snow between thursday night and friday morning, and then a bit of a break on saturday. so we're looking at the estimated snow for the bay area between now and friday that could reach 1 inch of snow, even up to 3 for parts of the north bay hills and mountains. so it's definitely going to be a sight to see anywhere across the bay area.

you'll be able to look up and see snow capping our mountains. we're also going to see much more rain coming in. the activity ramps up on thursday into friday. it does taper off on saturday, but then there will be another storm system coming in on sunday. then another one right behind that on monday. so it does look busy, at least for the start of next week in terms of some more heavier rain coming in. and then take a look at the sierra between now and sunday, we could see anywhere from 33 inches of snow in south tahoe, up to 50 in kingvale. next week, additional snowfall goes off the charts as far as my color contours and the potential of getting over 100 inches of snow in the sierra over the next week to week and a half. we are going to see a lot of activity here, and quickly changing precipitation, so we do need to make sure that we are closely monitoring all that's going on, because we may see something very unusual, very

rare weather event here over the next few days, including that wintery mix, rain and snow, and it will be changing minute-by-minute and day-by-day. thankfully, we're doing okay as far as any accidents. the chp reports look quiet. we're doing okay in the east bay, starting to build through 880. peninsula is okay. and down through the south bay stretch it's doing good. so let's take a look at some of the drive times for the peninsula. southbound 101 to van ness, no delays. contra costa, this is pretty typical. i'm not seeing any slowing because of crashes. they like to do some overnight construction along some of the stretches. pittsburg to walnut creek, 27 minutes. through southbound 680 from the benicia bridge, about nine minutes. no delays on b.a.r.t., ac,

is playing out right in your own back yard. parents, students and teachers packed a meeting of the san ramon valley school board to debate the book gender queer, a memoir. the book is a graphic novel exploring and depicting sexuality. their copies at three of four high schools. some argue it should be removed, some students believe it makes them feel seen and validated. >> when i looked at the graphic novel "gender queer" i was taken aback by what i consider pornographic imagery. >> as a gay student i'm terrified at the prospect of our community beginning to censor lgbtq authors. >> they say the book has been checked out just twice since landing on shelves two and a half years ago. last night's meeting was informational only, outlining the steps that must be taken to have the book removed. it will be up to opponents to

right now at 5:30, whipping winds wreak havoc across the bay area, tumbling trees and knocking out power. an update on outages and the timeline for even colder temperatures. this is "today in the bay" streaming on roku, amazon fire, and online. a very good wednesday morning to you. 5:30 right now. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we have a busy morning ahead. first, we want to get to our top stories. >> we've got coverage on the windy weather and deepening cold conditions. pete suratos is live in the north bay with issues you'll likely deal with as you head out the door. first, meteorologist kari hall is monitoring this wind advisory. >> it is still gusty out there. in the last hour we're still getting a 40-mile-per-hour wind gusts at ocean beach and 30-mile-per-hour winds elsewhere, especially for the hills and near the coastline. and the high wind warning for the coast and those areas shaded

in red, that continues until 9:00, and then for the rest of the bay area a wind advisory, which is basically a step below where we could see winds at 30 to 40 miles per hour that continues until 1:00 today. and as we go hour-by-hour with our wind speed forecast, spots like oakland getting a 22-mile-per-hour wind this morning, but san francisco and half moon bay with 43-mile-per-hour winds, and those gusts that are going to increase as we go into this afternoon. but our temperatures will not warm up much more from where we are right now. so we're still going to deal with some gusty winds, but also the bitterly cold air is coming in and eventually we'll have a wintery mix with rain, as well as snow on some of our bay area hills. i'll be tracking all of that and have a look at the forecast in a few minutes. >> thank you very much. she's talking about the wind and so is everyone else. no doubt you heard and felt those winds over the past 24 hours, in some cases toppling

trees into homes. >> you'll certainly feel it if this morning your commute includes crossing a bay area bridge. "today in the bay's" pete suratos is live from sausalito with a look at damage there. pete, that includes a close call for some of the folks that live up north. >> reporter: yeah. good morning to you, marcus and laura. definitely a close call for a homeowner where the tree came down in sonoma county. we've got video into the newsroom this morning. you can see this large redwood pretty much split this home from the rooftop in what appears to be the living room area. we talked about those winds and we're seeing some of the damage really across the entire bay area overnight. thankfully when you look at that video, no one was hurt. folks were able to get out safely. we did hear from one neighbor who had this to say about the moment that tree came crashing down on his neighbor's home. >> i heard a crack and then i seen the tree and it looked like

it was coming this way, but it hit his house and it was a big old bang. >> reporter: scary stuff there. now, let's talk about the impacts to some of the bay area bridges. now, if you're on the bay area bridge yesterday, there was a tree that got knocked down by winds blocking the westbound lanes. as you can imagine, it caused quite the traffic backup yesterday. the dumbarton bridge, crews are trying to clear what appears to be port-o-potties over the bridge. there's always going to be strong winds on that specific bridge. in redwood city, the winds knocking down power lines over at jefferson and el camino. pg&e were there last night working to get those power lines back up. updates on school districts being impacted, we know the montgomery school district are closed today due to the weather and marin county are going to

other schools in the district. one mother tells us that this disruption will harm her daughter. >> there's no guarantee that the teachers will move because they're going to be reshuffling the classrooms. they could end up with a new teacher, new aides. she'll have to get used to the new people. it's a new physical space, which is a huge thing for her. >> another reason parents are upset, it is a choice school that is harder to get into. we did reach out to palo alto unified for comment but have not heard back. this week the world is marking one year since russia's invasion of ukraine, which happens this friday. neither side appears to be anywhere close to budging on the conflict. some experts say a new round of military offenses may alter the trajectory of the war. this morning we want to check in with a journalist and author, joe harper, on the ground in

warsaw poland. thank you for joining us. it's a pleasure to talk to you. it's hard to believe, but we're at this one-year mark that has really changed from when the conflict began. what have you seen, what is the biggest difference you've seen in the change so far? >> i think it's been a change within europe in terms of poland's role in relation to germany. i think there's been a shift toward the east. that's probably one of the most important things on the geopolitical level. biden's visit to kyiv and then to warsaw this week was a confirmation of that shift. rather than going to berlin or paris or to london, he came to warsaw. i think this is interesting in germany, also, because germany has traditionally had a strong relationship with both the

soviet union and then the russian federation after that. so in some sense germany's role has become secondary to that of poland and ukraine. i think since the war started, the main thing, i think, that you see from this part of the world is that fears about the immediate capitulation of ukraine turned out not to happen. so putin's expectation was that it would take three weeks, some were saying less to take kyiv, and then there would be a march into the west of the country. and that obviously didn't happen. and corollary to that is also the fact that closing down -- the russian closing down energy supplies to western europe was also intended as a part of this hybrid strategy that putin was employing, has been employing, to create havoc in western

european economies, and particularly germany and also in france. but across the board in terms of inflation and other things. and that hasn't really happened, either. that hasn't changed the unity of most europeans, i think, in support of ukraine. >> so some of the expectations haven't changed -- haven't been met. so you are in warsaw where president biden, you mentioned him as well, delivered that fiery speech yesterday. it's interesting because back here in the states, the president vowing to back ukraine as long as it takes, even though a recent nbc news poll from americans here indicates that americans actually disagree with how he's handling the conflict. what stuck out to you during that address? >> the address was very short on details. so i think that the symbolic nature, obviously, was the most important thing. i think the fact that he came to warsaw, he also, obviously, went

to kyiv, was intended as a sign that america will stand behind its nato allies, and it also may be seen in contrast to berlin, that berlin may need to get its act together in terms of providing more support down the line. one of the commentators i was reading this morning in poland was talking about the most concrete, the most important part of biden's speech was actually related to belarus, which it's not often reported, but it's obviously a key part of the regional kind of security matrix, and he said that ukraine won't be safe until belarus is free. so that has people talking a little bit. >> it's interesting. it's interesting hearing the perspective from the different countries as well, and you have great perspective on it. i wish we had so much more time

facility meant to focus on young people's behavioral health. the new child, adolescent and adult behavioral health center will be located on the valley medical campus in san jose, and this has been seven years in the making. when completed, the facility will have 77 beds, about half dedicated to minors, and it will make up part of santa clara county's commitment to have 500 new behavioral health treatment beds by the year 2025. according to the county dashboard, there are currently no beds available for psychiatric treatment. leaders say this new center will also help unify available resources. >> by contracting for additional beds, by repurposing existing buildings, by entering into leases to secure more spaces, to offer more capacity, and this building, which has been years in the making. >> that facility, likely, will not open before the middle of 2025. trending this morning,

bay hills. and there's a winter storm warning for lake and mendocino counties as we go toward tomorrow. it's one of those once in a generation storms we're seeing for southern california, they've issued a blizzard warning. when that was scrolling, everybody was, like, what? it's one of those things going on. this storm system is going to definitely cause a lot of big headlines across the country. and we're starting out with some very spotty showers right now, but we'll start to see more activity as we go into today. not all of us will see rain or snow. the snow will mostly be on the hills and moving through as we go into this evening. we really do start to see much more activity ramping up tomorrow, here we are at 3:30 tomorrow afternoon. rain, as well as snow as you climb elevation, once again, above 1,500 feet. we're going to see that continue into tomorrow evening. that's when we get the brunt of the storm and it does taper off

a little bit on saturday morning before the next storm system comes in. a lot of our models are showing the possibility of about 1 to 3 inches of snowfall and around mount st. helena up to 7 or 8 inches of snow. that will cause difficult travel, as well as possibly more downed trees and power outages. and then going into the weekend we start to see this first storm sinking to the south, another one coming in on sunday. and then there's going to be another storm right behind that on monday. so lots to watch out for here. and we could see all kinds of precipitation here from rain to snow, as well as hail and also maybe even some gropple. our temperatures reach into the upper 40s and low 50s. mornings starting out near freezing and we see more of this cold and wet weather at least through the beginning of next week. vianey, any issues popping up for the early morning

commute? >> we're getting closer to the 6:00 a.m. hour and the thing i'm noticing is building traffic. we've got a smooth commute, but the bay bridge toll plaza, the metering lights are definitely on. so you can expect to see those delays start to stretch beyond the toll span through berkeley as well and the oakland interchange along 580. here is a closer look at how the rest of the bay area is doing. a lot of green. green on the traffic map means traffic is slowing, except for if you're going to be traveling through the tri-valley westbound on 580. i did notice slowing. it doesn't look like there are any accidents but the speed is moving at about 12 miles per hour. so from the 205 interchange on 580, about a 23-minute commute through the tri-valley. a quick reminder for this weekend, we will be seeing the closure of 680 northbound through sunol as they work to repave some of those stretches for the weekend. so that could be something of impact if you're going to be
