nearly 1,000 flight cancelations already today and hundreds more delays, and minneapolis bracing for the biggest snowfall in more than a decade. already pummelling minnesota. with what could have been two feet of snow. the governor here issuing emergency executive orders to prepare the national guard. >> we don't overreact, but we also understand that weather can be dangerous. >> reporter: the winter blast marching across the country. from washington state, to idaho, to north dakota where icy roads snarled semis. in colorado and wyoming, whiteout conditions. at least 27 states under winter weather alerts. even in the twin cities, a region used to the winter weather, this snowfall could be among the top five largest ever. >> we are preparing for what will likely be an historic snow

event. >> it all comes during a wild week of weather extremes. overnight, hundreds of thousands without power in california. heavy wind gusts topping 60 miles an hour, caused significant damage. a 1-year-old critically injured in santa cruz after being pinned down by a redwood tree inside the family's home. >> it was a big team effort and everyone did the best they could. >> reporter: meanwhile a new jersey neighborhood is cleaning up debris this morning after a possible tornado. now as airports coast to coast prepare for widespread delays and cancellations, the upper midwest is bracing for a blizzard. again, we are expecting that second wave of snow here later today. the national weather service is warning of impossible travel throughout much of minnesota tonight and into tomorrow. savannah. >> impossible travel. you do not hear that every day. all right, gabe, thank you. while tens of millions deal with that snow and ice, heat is the big story in the south. record highs are set to fall

across the region. nbc's sam brock joins us from already-warm miami beach. sam, good morning. >> reporter: yes, sheinelle, good morning. i feel kind of bad, seeing gabe, wrapped up in a parka, so much of the country right now is in a deep freeze, and in florida, it's february, and it feels like summer. now it's 70 degrees at the moment in miami beach, expected to reach the mid-80s later today. in orlando, sheinelle, 90 degrees today, in february. so heck, why not, just take a little stroll into the ocean, the sea temperatures, i'm sorry for folks who are watching in minneapolis and chicago, i know, this is not nice, people are taking a nice jog in the morning, the sea temperature is 77 degrees right now, three or four degrees warmer than normal. as we go bigger picture, let's look at the map from texas and louisiana, stretching all the way through tennessee, and the carolinas, virginia and washington, d.c., all of those places expected to meet or potentially break records for february. into louisiana, mardi gras right

now, revelers are out, costumes, eating crawfish and it's 80 something degrees during the afternoon, 15 degrees above normal. as we look at records, let's start with orlando as we mentioned, if it reaches 90 degrees, the last time that happened in february, 1962. as for washington, d.c., if it hits 80 today, it has only happened three times in recorded history. the last few times in the 1930s and '40s. come down to florida, and as a tribute to a good friend here, you might be able to tell, i'm wearing wet shorts at the moment. this is for you, kerry, wherever you may be watching, the tradition lives on. back to you guys. >> kerry sanders is proud somewhere. probably sitting on a beach somewhere. sam feels so guilty for gabe. you know what helps with the guilt? >> what? >> sand between your toes, sunshine and the waves. you'll get through it sam. >> i don't feel that guilty, i'll be honest. >> save a dolphin while you're at it. >> exactly. >> save a turtle.

winter weather alerts, 69 million people stretching from new england all the way to california, and we've got 72 million people under wind alerts from new orleans to cincinnati, out to the coast between san francisco and los angeles. take a look at this. we've got wind gusts as strong as 85 miles per hour, san francisco yesterday, saw a wind gust at the golden gate bridge, 76 miles an hour. the wind warnings extend from indianapolis all the way down to new orleans. now, take a look at this. we've got winter storm warnings, winter weather advisories, ice storm warnings, stretching from wisconsin on into, i should say michigan, wisconsin, into iowa, blizzard warnings right now for much of minnesota, the dakotas, into wyoming. and look at jason, come on into here, this is something we don't see very often. ten miles north of los angeles, we've got a blizzard warning for late tonight on into tomorrow. that's crazy stuff right now. and we've got 8 million people at risk for severe weather, into the evening, from st. louis,

port smith, oklahoma city, back on into little rock. we will be watching that very closely. rainfall amounts, the heaviest will be up into northern illinois, indiana, parts of ohio, northeast, southeastern ohio, and then we've got ice conditions to worry about. stretching from new england, across syracuse, buffalo, look at this, upwards of a half of an inch of ice, we could see power outages, trees down, treacherous travel, and then the heaviest snow, we're talking about minneapolis, looking at 14 to 22 inches, burlington, 8-12, buffalo, 2-4. if they get upwards of 17 inches of snow for minneapolis, that would get it into the top five. the last time they had more than 17 inches, 2010. that was the dome buster. the metrodome. the snow collapsed the roof. so this could be devastating over the next 24 hours. guys? >> al, we'll get back to you soon. we want to turn now to the escalating tensions between the u.s. and russia. president biden wrapping up his overseas trip today meeting with

key eastern european allies, and high on the agenda, vladimir putin's vow to press on in ukraine and his disturbing suspension of russia's participation in a key nuclear weapons treaty. nbc's chief white house correspondent kristen welker joins us from warsaw, poland, with the latest on all of it. good morning. >> reporter: savannah, good morning to you. the president's meeting with the critical nato allies in the region, the president has cast this moment as an inflexion moment in the fight for democracy, and this morning responding for the first time to putin's announcement he plans to suspend russia's participation in the new start treaty. one day after high stakes split screen speeches between presidents biden and putin, tensions between the u.s. and russia escalating, two u.s. officials tell nbc news moscow notified the united states it was going to launch an

intercontinental ballistic missile test before president biden's trip to ukraine. one of the officials said the test, which is thought to have failed, was routine, and was not a threat to the u.s. but this morning, stark rhetoric from russia. top putin ally and security officials dmitry medvedev, if the u.s. wants to defeat russia, we have the right to defend ourselves with any weapon including of the nuclear kind. it comes as putin announced a major surprise in his speech yesterday, that russia will suspend its participation in the new start treaty, its last remaining nuclear arms control agreement with the u.s. president biden making new comments this morning taking aim at putin's move. we pressed the white house, what does the move mean for america's safety and security? >> we see no indication that mr. putin plans to use nuclear weapons or weapons of mass destruction of any kind. >> reporter: meanwhile in poland

this morning, president biden meeting with key nato allies bordering russia. on tuesday, the president delivering a searing indictment of vladimir putin before a crowd of thousands, praising ukraine's resolve in the face of putin's brutal onslaught. >> kyiv stands strong. and most importantly, it stands free. >> reporter: mr. biden's speech in warsaw coming just hours after russian president vladimir putin addressed the russian people in moscow. announcing an escalation of the war while falsely accusing the west of triggering the invasion, a charge president biden blasted head-on. >> president putin chose this war. every day the war continues is his choice. >> reporter: with russia's latest offensive in eastern ukraine picking up speed, the president warned the war could be far from over.

vowing the u.s. and its nato allies will have ukraine's back for as long as it takes. now the white house is responding to russia's latest threat of using nuclear weapons. one official saying, quote, russian rhetoric around the potential use of nuclear weapons remains as unwarranted as it is irresponsible. this official adding the president's focus remains on helping ukraine defend itself. now, as you can imagine the white house is viewing such a president with skepticism particularly after the secretary of state said china is considering sending lethal aid to russia, something that would be a major escalation. savannah. >> thank you. the epa ordering the transoperator to pay for the

cleanup while health officials try to reassure residents fearful of the short and long-term impacts of the disaster. nbc's jesse kirsch has the details. >> reporter: the potential legal battle here intensifying. and now the epa is vowing it will literally make norfolk southern pay for the damage it's done. >> norfolk southern will be held accountable. >> reporter: the epa's new legally-binding order also requiring norfolk southern to reimburse epa for cleaning homes and businesses. >> we are making it very clear that norfolk southern will clean up the soil, will clean up the water. >> reporter: in a rare interview, tuesday, with cnbc, norfolk southern's ceo promising his company is working with government officials, and will

clean up the area. >> we have made a lot of progress so far. we have moved about 450 cubic yards of contaminated soil. we're going to continue our financial assistance to the residents of this community. >> reporter: the company says it has reimbursed or committed $6.5 million so far. the ramped-up enforcement comes nearly three weeks after the derailment, which sent toxic material into this small community about 50 miles from pittsburgh. >> it is my view that norfolk southern wasn't going to do this out of the goodness of their own heart. there is not a lot of goodness in there. they needed to be compelled to act. >> reporter: meanwhile, the department of transportation calling for freight rail reform, including increased staffing requirements, higher maximum fines, and safety inspections on routes with high hazard flammable trains. president biden speaking with officials on the ground while in europe saying he reaffirmed his commitment to making sure they have everything they need and calling the devastation, years of opposition to safety measures, coming home to roost. as a new medical clinic opens,

"today in the bay's" bob redell is live in redwood city, as he has been all morning long. what do you know from firefighters at the scene? >> reporter: good morning. right now we know at least two investigators are the redwood city fire department are inside this home on cypress street trying to determine the cause of this fire that started around 3:00 this morning. sadly, it sent an elderly man who lived here in the hospital who is being treated for

life-threatening burns. he lived here with four other people and the other four people, two caregivers and two other elderly people, they did get out okay. when the fire department arrived the elderly man was inside in the back of the house. they had to go in with infrared cameras, they found him in a bathroom. it appears he might have been trying to find shelter or trying to get out of the house, but he was unconscious and taken to the hospital. they are trying to determine the cause. the chief says on the surface it does not appear to be suspicious. reporting live, bob redell, nbc bay area news. we are getting gusty winds, especially for the peninsula, but elsewhere winds are calming down. we will have gusty winds for the coastline and hills. our temperatures much cooler. we do have off and on rain in the forecast starting to move in today. we are already starting to see snow on mount hamilton and also some of the upper elevations

hearing dozens of witnesses share painful details about the murder of his mother maggie and younger brother paul on tuesday, it was his turn on the stand. >> i was in shock. >> what kind of condition was he in what was his demeanor? >> his demeanor, he was destroyed, heart broken, i walked through the door and saw him and gave him a hug he was broken down. >> the defense hoping buster's testimony could poke holes in the state's evidence including video showing alex wearing different clothing in the hours just before and after maggie and paul's murders. >> how frequently did your dad take a shower or bath? >> he could take them a lot. working out there, he goes outside and sweats a lot. >> buster also disagreeing with investigators who say they heard his father say in an interview, quote, i did him so bad. referring to paul. >> i did him so bad. i did him so bad >> what did your dad say >> he said they did him so bad. >> the jury hearing from a forensic engineer hired by the

defense, who discussed the trajectory of bullets used in paul and maggie's murders, using 3d computer scanning technology, depicting a shooter with a gun at their hip and telling the court they would have been between 5'2" and 5'4", a foot shorter than alex murdaugh. >> in my opinion, it is very unlikely that he fired that shot. >> prosecutors taking direct aim at the witness's credibility. >> no pathology, no firearms, no shotgun specific training, other than anecdotal shooting a shotgun, none of that, no formal training, is that correct? >> i would disagree. >> even using a tape measure and the engineer's own trajectories to question the assessment of the shooter's height suggesting the person could have been crouching or standing further away >> yes. >> right there >> i'm glad we could demonstrate those heights to the jury. thank you. >> buster murdaugh also testified that he was aware of his father's opioid addiction, and that alex murdaugh actually

checked into a detox facility in 2018 to try and get clean. the defense expected to have more expert witnesses today, they say they hope to wrap their case by the end of the week. savannah >> thank you. we want to turn to today's legal expert, lisa, good morning. interesting to have the surviving son testify on his father's behalf, partly what he said and what he testifies to and part of it is that the fact that he is there and supporting his father >> yesterday was a hearts and minds day for this jury. and we can talk about the minds later. that's the expert witness. but on the heart side, we're all children, and to see this young man in court, he's very young, supporting his father every day, taking the stand, in a way clearing up some of the discrepancies in the testimony, i know a lot of people think he wasn't that emotional, i think for the jury, that's going to matter much less than the fact that this son has lost his mother, his only brother, supports his father, who is, you know, accused of murder in this case. >> let's talk about the investigator that the defense put on, an expert, and the key

testimony is that someone as tall as alex murdaugh, according to this expert, could not have fired the shots that killed the victims in this case did they make any headway there? >> i mean i think they made some, but as many people have pointed out, we all have knees, right? so everybody can crouch and murdaugh himself could have crouched and fired these shots but savannah, what these defense experts are trying to do is chip away and create reasonable doubt in the mind of one juror so the standard isn't for the defense to create its own bullet-proof, if you will, narrative. it's simply to give the jurors food for thought so when they're in the jury room, if one juror says i know they chipped away at the defense's expert but it seems plausible to me, the prosecution has a real problem. >> it only takes one has the prosecution been able to pull some of these strands together, in terms of the time line, in terms of the voice on the tape that was at the kennels when alex murdaugh says he was nowhere near that, at the very moment, moments before the killings occurred.

but let's get started with gabe gutierrez, he joins us from minneapolis this morning, which is really going to get it. gabe, good morning. >> reporter: hi, savannah. good morning brutal conditions here we've got that first wave of snow overnight, and now, we're expecting a much more intense wave of snow later on today. the governor here in minnesota has issued emergency executive orders to prepare the national guard. now, travel has already been treacherous in parts of the pacific northwest as well as well as north dakota, at least 27 states are under winter weather alerts, and we're seeing wild weather across much of the country. overnight, high winds, knocked out power to hundreds of thousands of people in california but here in the twin cities, of course, savannah, this is an area very used to wicked weather, they're expecting that this could be one of the top five snowstorms ever travel is expected to get worse throughout the day

and into tomorrow. and the national weather service saying that parts of minnesota, there could be impossible travel conditions later on today, savannah. >> gabe gutierrez in minneapolis, thank you. a rough couple of days in a lot of places. where are the biggest concerns >> we've got concerns for the winter weather wind alerts, 72 million people from the ohio river valley out west and in fact, you can see, we've got high wind warnings, for parts of the southwest, with wind gusts up to 85 miles per hour and look at these winter storm warnings winter weather advisories. ice storm warnings, stretching from michigan, into wisconsin, parts of illinois, iowa, out into the dakotas, and minnesota, and we've got blizzard warnings, and even a blizzard warning to the north of los angeles, about 10 miles north of los angeles, for friday, into saturday, so we're going to be watching that very closely, plus the risk of severe weather, from st. louis, springfield, fort smith, wichita fall, wind gusts of 60 miles an hour, tornadoes can't be ruled out. the heaviest rain in northern illinois, indiana, into parts of northwestern ohio.

were a mechanic, shy never kick the tires. >> of course kicking the tires. when tires first came on to the cars, they were weak rubber and if you kicked the tires, you could see the quality of that tire today, the tires are like the shoes on your feet, they are your car's first line of defense on the road. so i would never neglect to do a tire rotation because it is so easy to do, and it will maximize the lifespan of the tire with that, i would also take a look at the side wall and the tread of the tire. the tread is what rides on the ground that's what grips the ground and the side wall is the weakest part of the tire where all of that information is, if you see any bulges, tears or cracks, i would never neglect that, because that is a potential blowout waiting to happen >> so smart. so never drive with bad wiper blades talk to me about this one. >> visibility, you need to see when you're driving and if your visibility is obstructed in any way, well, that affects the way you're driving that's how accidents happen.

wiper blades are easy to replace, they're inexpensive, and an important safety factor that i would never skip. >> okay, the next one is putting fluids in the wrong place and i always sort of have a heart attack every time i go to a gas station making sure i don't put diesel into my car how do you make sure due put the wrong fluid, oil, water, anything else? >> take a look at the dashboard lights there are fluid icons on the dashboard. and make sure that you never make this mistake, use your owner's manual as a reference, and then you'll see that on the dashboard, that icon has a matching reservoir underneath the hood different manufacturers have different icons, so again, using your manual, and then keeping in mind, there is a construction saying that says, measure twice, cut once, in our case, it is check the fluids twice before pouring it in. >> and this is one that i learned about from you, you never ignore the red or yellow lights on the dashboard, and the lights actually, the colors signify something. >> of course just like the stoplight that is on the road, there is red, yellow, and green, for example,

that red brake light, it is letting you know that there is a potential breakdown or mechanical failure that will happen with your car i would never ignore those red lights the yellow lights are triggered by maintenance and something you're not in immediate danger for, but the red lights don't have to be a mechanical problem, it could be something like the seatbelt, letting you know, driver, be aware, something potentially dangerous could happen. >> and this is surprising. people try to save money and buy their own parts and go to the mechanic, but as a real mechanic, you say never bring in your own parts >> there are a few reasons never to bring in your own parts one is that you actually lose the guarantee for the parts that you're putting into that car, so you're putting the liability on yourself and the seconds thing is oftentimes people are like self diagnosing their car, going to the store, buying the parts themselves, only to final out that it was misdiagnosed in the first place, by yourself and then you wasted your time and you wasted your money. i would never neglect that i would always bring my car to a

strong winds in one case have left a toddler fighting for his life. it happened when a tree fell on to the home last night in santa cruz mountains. six people including the 1-year-old boy were trapped. as the child was transported to the hospital, he was conscious and breathing on his own. he is now in a trauma care facility. kari hall has a look at what we can expect with the weather. >> still pretty breezy, but

think it gives me, discipline has always been important for me in life, once i started getting in movies and transitioned from music, i realized i needed a lot of discipline in my life and that discipline has afforded me so many other things and i have been aawarded for is so much and shire with other people, fasting, detaching from other things, and just spending more time with god in prayer or thoughtful reflections, and those things are important >> your faith means so much to you. have you always talked about it? or did you - >> i have. >> or did you get to a point like okay, i have a platform here, and i just want to share this part of my life with you. >> i have. it is a balance. i don't want to jam it down anybody's faith but i do not deny my faith. that's a bigger sin. it is not popular in my try but i cannot deny my faith, it is important to share that with people but i have friends from all walks of life and all different types of faith and regions and it is important to respect and honor them as well. >> what does it mean to you, your faith >> it's everything it really has. it has afforded me so many

sometimes you have to use it if you're in a pinch and you got to turn on the oven and you don't have an hour to bake your sweet potato take a damp paper towel and roll it up and then cook it in the microwave. >> if you peel it, it peels easily it is a great little snack. >> pro tip baby. >> when i was in college, i used to eat sweet potatoes as a snack all the time it's a wonder i ended up in the food world how did we know? >> we will chop them up. a nice rough chop and end up in our sauce later on we got to build the foundation of our sauce a good mac and cheese typically starts with a roux and instead of flour, we will use miso paste. >> it is a fermented soybean paste and it gives you all of

that bold edamame taste. >> it is my favorite way to add depth to whatever you're making. this is butter, a little brown sugar and you will add that miso paste, add milk. that is our flavor booster and our thickening agent you will keep whisking that around whisk, whisk, whisk. use an immersion blender or high speed blender. we have the sweet potato we will use that as well. >> and then we will do that. >> all right all blended up. >> we've got some more butter here, more butter. my favorite, the bread crumbs. >> the panko style bread crumbs. >> white sesame seeds. add that in there, for a little nuttiness. >> who doesn't like a little nuttiness. >> we love that. >> and it is going to get nice

and golden and give us a little extra texture in the mac and cheese. >> yum >> a little crunch. >> and take our shells, these are already cooked, we're popping them into the sauce, we will give them a good old-fashioned stir and then you know my favorite ingredient, al, pasta water. >> a little pasta water. >> we add in some of the pasta water and that has all of the starches from the pasta which is going to make sure that the sauce sticks to the noodles. >> okay. and you let it cook down. >> you let it cook down a little let it thicken up. here we go we've got our miso sweet potato mac and cheese. >> top it with bread crumbs. >> top it with bread crumbs. >> a little bit of cheese. >> wait, so it doesn't have as much cheese in it. there is a little bit of cheese in it mixed in but it is nice, because the sweet potato is making you feel like you're enjoying all of that cheese. >> and it is a sweet potato. >> there is an uprising going on here. >> how does it taste >> delicious >> delicious >> i'm so happy.
