5:00. good thursday morning. i am laura garcia. >> i am marcus washington. this is "today in the bay" streaming live on roku, amazon fire and online. we do have a busy morning for you this morning, starting with the winter storm moving across the bay area. some folks waking up to snow. >> kris sanchez is live along highway 17 monitoring the conditions there. kari, this is the start of the chances for more snow in the bay area, right? >> yeah, we are taking a lot of pictures the next few days. it's changing quickly as we get a look some of the rain on san bruno mountain. as we saw in kris sanchez's live

shot, it's snowing in the summit just above saratoga. around los gatos, we have also seen the snow coming down and spotty showers in parts of the south bay, and moving over to the east of milpitas, we have seen it changing over to snow. near the coastline just above the montara area, we are seeing some of the rain changing over to snow. once again, right over some of the hills in milpitas, we will see the change from rain to snow in the upper elevations. here's what to expect. a lot of heavy rain and snow possible as well as small hail and thunderstorms. we're going to see it changing once again minute by minute in all kinds of precipitation. let's turn to kris sanchez along

highway 17 that saw light snow overnight. you are seeing that snow really coming down, kris. >> reporter: kari, you were asking about, what, 15 minutes ago if we were seeing snow up here, and the answer was no. it just started coming down. the snow looks like little pieces of paper, like confetti. it started snowing 15 minutes ago, but it also snowed hours ago. this is what it looked like then. there was plenty of snow. we saw caltrans going up and down highway 17 with plows making sure it was safe enough to drive, and we just heard two more going by this morning. at the observatory, there was enough to stick.

our crew saw people ready with their cameras. >> it's snow. doesn't happen very often. it's cool. i got my camera out and took a little video of it. >> well, you obviously have to document it because it doesn't happen that often. we want to take you back to 2009 when we saw snow in parts of san francisco. you hear that? it's a snowplow going by right now. in 2011 we got another good dusting. that's pretty loud there. in 2018 the east bay foothills got snow and that was taken from reporter, bob redell on christmas day of 2021. you might remember, it really was a white christmas. not what you usually see, snow at a vineyard. and the summit ol highway 13,

the snow is still coming down. if you are headed out on your commute or because you want to take pictures, remember, the speed limit is the limit for perfect conditions. these are not perfect conditions, so make sure you slow down and give yourself enough room to stop, otherwise vianey will feature you in her report. >> something i don't want to see, kris. but maybe we will get enough snow that you can do a snow angle. a good bit of advice, when it starts to come down in the way of rain tomorrow morning, you need to factor that in. we are getting reports of a crash along northbound 880, and it's impacting both sides of this as people are slowing down. still moving with a good traffic flow of 69 degrees, but

you can customize your weather alerts sent straight to your phone on our app. this morning we are hearing the story of one woman that is now getting help here in the bay area. when russian troops moved in, she escaped ukraine with her 7-year-old daughter. her journey took her to kyiv and then western ukraine, followed by poland, france and eventually here in the u.s. jewish services is helping her now. but she is wondering what comes next. >> i don't know what to plan there or here. >> ukrainian refugees were just getting out of trauma when they were just fighting that storm and leaving the war zone that we were wrapping our arms around them, and as an agency that's our biggest thing.

>> families that make it to the u.s. from ukraine generally have limits on how long they can stay and the support they can receive. today and tomorrow, "today" is going to bring you the store storey about ukraine. the rain on the horizon, so the closure will be pushed out to next weekend, starting late the night of march 3rd between sunol boulevard and bernal avenue. this is where things are nice and calm for you, but this is also where the frost advisory is in place this morning.

meteorologist, kari hall, is tracking temperatures across the bay area this morning. certainly a cold start, kari. >> it certainly is. it's freezing as you head further to the south to san martin and gilroy. in the upper 30s in parts of the east bay and tri-valley. oakland at 42. look at santa rosa, we have dipped to 27 degrees. it's cold there. we have not seen any rain or snow showers in that area. it's around where we have our storm ranger parked on bruno mountain. we are also picking up the snow that kris sanchez is seeing in the santa cruz summit and the santa cruz mountains. around the south city we are seeing rain. in milpitas, once the sun rises and you look up the hills, you will be able to see snow there as well.

we will see this activity off and on throughout the day. vianey, you have been watching the roads. any issues popping up? >> we do have some issues. i have an overlay of the wintry mix. i am not seeing accidents being reported along highway 17. no delays. the commute seems to be moving along just fine. but you want to drive at a reduced speed when conditions are needed. chp is reporting that there's a trouble spot along southbound 880 now, so there's an additional crash unrelated. the speed limit, about 8 miles per hour near exit 36. i will make phone calls and see if chp has an update on that and bring them to you. coming up, would you eat warmer ice cream to help our

out in the east bay, it's only 41 degrees. we will dip in the upper 30s in hayward. be prepared to see just about anything. we're really seeing the snow come down in the santa cruz mountains. we will take you there live in a few minutes. and chp just issued a sig-alert for southbound 880 because of an earlier crash. we are seeing delays happening at 10 miles per hour. it appears two lanes are blocked. we will have an update in just a few minutes. good morning and happy thursday. we just got the fed minutes showing the committee wants to slow down interest rate hikes at its last meeting, but after that meeting, what did we learn? nothing. in the past demand for artificial burgers and what not

was not strong. they have had layoffs. intel said it will cut dividends to save money. google asking employees to share desks to save money on office space. if there's a bigger simple of high-tech need for space, i don't know what that is. here we see google headquarters -- there's elon musk and governor newsom. they are talking about a new headquarters in palo alto that will work together with the engineering division at tesla. tesla said bad things and musk said bad things about california, but about one-third of all tesla workers work in

we are seeing it coming down pretty hard there, but there are also other spots where snow is coming down. look at storm ranger. we can see it around half moon bay, and as we get a closer look, there's a lot of dark blue that indicates heavy snow fall around the lexington hills and we are also seeing the granada area seeing rain. really heavy downpours around half moon bay. that may be producing hail. we are also seeing rain showers in the alum rock area, and in the hills it's changing to snow there and it's so hit or miss not all of us are seeing this. in most of the valleys, we are not seeing rain or snow at all. this is the kind of activity we will see, changing minute by minute as the system drops in very cold air. we will start to add in more moisture later this evening, and that means more rain picking up and more snow in elevations

above 1,500 feet. and the rain is moving into san francisco and parts of the peninsula. it's going to move in the east bay and south bay. it will taper off on saturday. that's the reason we have a winter storm warning in effect for all of these areas shaded in pink. while most of the bay area lives in the areas not shaded, a lot of people living in the hills and mountains as well as in parts of the north bay are going to see snow coming down at times, and there's the potential that mount hamilton could get over a foot of snow, so definitely do not even try to travel up there. it's going to be very treacherous. we don't want to have to make rescues to people that did not need to be there in the first place. we are going to see this tapering off on saturday for a brief break, but another storm coming in on sunday and another

one on monday, and then another one on tuesday. this is going to turn quite busy. it may start to quiet down towards the end of next week, but between now and sunday, we could see over an inch of rain for much of the bay area, and in total, over 2 1/2 inches for a lot of the south bay peninsula as well as the east bay. turning back to very busy and active storm pattern here, we could see all types of precipitation because of how cold it is. we want to you take pictures of it because it may look like snow but it may be graupel. those are snow pellets. or it could be hail. tag us in your pictures so we can help to identify the precipitation and tell other people what is happening all around the bay area. vianey, you have been tracking the morning commute and you have a big issue popping up. >> we do. this is along 880. both directions are being impacted by unrelated crashes. the northbound lanes near

whipple along 880 being impacted. chp reporting another crash along 81 before the 61 interchange. two lanes are closed and they are issuing a sig-alert. you can see where the traffic starts here and then it backs up behind that. we don't know if there are injuries involved or an estimate of when it's opening. there's the earlier crash is that working to clear, so the south bay right now, also doing okay. if we check in from highway 85 to 101, you are looking at 19 minutes. aside from the wind advisories,

more complicated for some californians. >> yeah, the unrelenting storms costs tax preparation times, and there was the loss of the pandemic era credits as well. >> there are provisions that were only good of 2021 that were expanded through the american rescue plan. those provisions, they either reverted back to free american rescue plan or totally went away. for instance, the child tax credit, that was expanded up to $3,600 and that's going back to $2,000. >> here are a few options for free tax advice. turbotax has experts and some preparation for customers at no cost if you file by march 31st.

corner. good morning to you all. i am marcus washington. >> i am laura garcia. let's get over to meteorologist, kari hall. we are excited about the snow. >> yeah, this is something we will be talking about for a long time because this is a lot of snow for the hills around the bay area. no matter where you are you will be able to look up and see snow capping our hills over the next couple of days. as we look at storm ranger right now, we are showing you that live shot from the santa cruz mountains where it's snowing hard right now, and ready to lighten up in the next few minutes. as you go up, you are seeing the hills -- the san josé foothills, we are seeing rain changing over to snow. it's spotty. most of us are walking out the door and seeing the stars. it's all clear where you are. it's really isolated in the kind

of weather we are seeing, but we are all feeling cold. it's 27 degrees in santa rosa. it's in the upper 30s for san josé. freezing in the south county, so we are tracking all the changes. vianey, you are saying we are seeing impacts of the snow in the mountains. >> yeah, typically when we see rain it's an issue, and now we are getting reports from the chp of a solo crash possibly into the embankment near brush road on highway 17. it's backed up through lexington hills. the speed is at 27 miles per hour, and again, looks like this is a solo crash not impacting any lanes but because there are crews on the scene there could be, you know, a couple areas where it's blocked on the right-hand shoulder. we have the sig-alert along

southbound 880 and hagerburger road. expect delays backed up all the way through high street. back to you. >> thank you. we are talking about this winter storm bringing snow to the region, especially along highway 17. >> and that weather is causing thousands of people to be without power this morning. kris sanchez is live along the summit, and we can see the conditions there, snowy. >> reporter: yeah, the flakes are smaller than they were about half an hour ago, and we know that water is heavy and snow is water, so pg&e is bracing for possible outages for the heavy snow to be on tree limbs and power lines. a lot of folks are still without power as of this morning. last night that was the latest update pg&e gave us. we had 22,000 on the peninsula

alone without power. crews are working as quickly as they can to prepare and repair. we talked with a restaurant owner in redwood city who says he loses about $1,500 per day he is closed, and perishables like meat has to be thrown out after two hours. >> it took two days, almost. >> reporter: if you have flashlights, or if you know somebody that is vulnerable, check on them because it's very cold out here. in the santa cruz mountains,

monday. the 70-year-old man on the car is a disabled veteran. they set up a gofundme page to cover some of the medical expenses. here's a neighbor whose camera captured the incident. >> he was pleading for his life. it was, help, please, stop. it was kind of agonizing to hear, which is why i immediately ran outside to the front of my house, and that's when things really unfolded. >> he found the man on the ground further down the street and he said the victim told him with an erratic driver at the community gates. right now officers are still trying to learn how the situation escalated. so far no charges have been filed. in a surprise announcement from one of the most beloved faith leaders in the bay area. "the chronicle" reporting that glide's cecil william is leaving his post. he is now 93, and he says he

wants to focus on his family and health. nbc bay area has reached out for a response but have not heard back just yet. and then the blast is going on in the sierra. you don't normally hear the phrase blizzard warning in the bay area. >> cinthia, drivers headed down south, listen up. >> it's a cold and stormy end to february in our state. it's the dynamic weather pattern as we get into the thick of it, leaving families hopeful of weekend ski plans reconsidering their travel. in the sierra, heavy snow and gusty winds are possible with little to no break until maybe

sunday. cold windchills are in the forecast, too, which could cause frostbite on unexposed skin in as little as 30 minutes. let's not forget our neighbors to the south, and all eyes will be on the forecast tonight through at least saturday night as the storm system brings heavy rain and snow to the l.a. county mountains. this spells travel especially if you are traveling along the grapevine area. if there's one thing about the grapevine, you are sharing the road with a lot of big rigs. getting to your destination could be difficult to impossible in both regions. the best advice is don't go anywhere if you don't have to, but if you must, don't forget your emergency kit, food and blankets. >> this is going to be something. they are talking about 5 to 7 feet of snow in the hills above

los angeles and around the southern california area, those upper elevations, mount baldy covered with snow. we will see in the downtown area, temperatures chilly so travel will be an issue. for the lake tahoe area, we have a lot of people coming back to the bay area after being there all week for ski week, and i don't know if they have a good window to come back home. we are going to see the snow continuing there, and over the next couple days we could see 29 to 30 inches of snow around tahoe city, and up to 34 inches of snow this weekend in kingvale. if you are staying closer to home or along the coast, big sur will see cold temperatures, and then sunday the rain is returning. if you are going to the warriors game, it's going to be chilly. on friday, temperatures will be in the low to mid-40s.

vianey, you have been watching the commute. >> yeah, it's starting to get really busy. we have an issue that popped up for highway 17, and snow is coming down on the southbound lanes. there's a solo crash, and the speeds are slowing down to 39 miles per hour in both directions. as we see the weather conditions, remember to drive at a reduced speed. the sig-alert here, the speed backed up all the way through this area moving at 7 miles per hour. both directions are slow, stop and go. looks like ac tranit is delayed at the tracy station. so far the delay is at 15 or 20 minutes. in the weekend, cal train has a

following a homicide yesterday. he died while following up on a deadly shooting yesterday morning. investigators say the suspect in the first shooting returned to the scene and then went to a nearby home where he shot and killed a 9-year-old girl and a woman. it all unfolded in the pine hills neighborhood yesterday near orlando. the photographer that was there is also in critical condition. the suspect was identified as a 19-year-old keith moses. it's not clear if he knew the victims. the "today" show will have more. community leaders joined parents in concord to share concerns about what recently happened at one middle school

politics here. secretary buttigieg met with officials at the site of the chemical spill this morning. it has been 20 days since the 150-car train derailed spilling toxic and flammable chemicals. a number of republicans seized on the crash, not the least of whom is former president trump who visited the town yesterday. he is taking advantage of some of the confusion over fema's role in the cleanup. we think of fema as being involved in all emergencies, but in fact, in this case, the epa and ntsb taking lead roles. fema is tasked with disasters more where people lose homes. a fema team is on site. >> biden and fema said they would not send federal aid to east palestine under any

circumstance, they are not going to send aid. i thought that was a strange statement because i worked with fema for a long time, four years, and they were great with us with the hurricanes and tornadoes. >> that's because hurricanes and tornadoes knock down homes and businesses, and that's their expertise. then president trump spoke differently about fema back when california was on fire. take a look. >> president trump is ordering fema to not send anymore money to california to fight forest fires. >> the president is also once again threatening to withhold federal emergency funds for wildfire relief. >> president trump is threatening to cut federal funding to help california fight wildfires. >> president trump said he would hold fema aid until we cleaned the forest, criticizing how many leaves were on the forest floor.

president biden will also be back from ukraine and back to washington. trending this morning, celebrating one great shark. we're talking about an icon on the ice. >> yeah, the sharks and the city of san josé are paying tribute to a long-time legend. bob, the team is about to do something they have never done before. >> yeah, they have never retired a player's jersey, and this saturday before they take on the chicago blackhawks, they will be in the shark tank to retire number 12, patrick marleau, and he has the record for playing the most games in the nhl. we have the shark's color analyst. what do you think his legacy is going to be? >> what you just said, the

greatest shark of all-time. he came here when he was barely 18 years old, and he was 17 years old and turned 18 years old at training camp. patrick's legacy will be a guy that competed as hard as he could, and was always totally prepared. was a wonderful leader and teammate and was a true san joée shark. if you want to say this is how we want our players to be from here on in, they looked at this guy. so many young guys came up through the organization who were first in the nhl, where they grew up and matured and got to understand the game to see how patrick marleau became patrick marleau on and off the ice. >> what is he like individually, as a person? >> quiet. he was an even keel guy.

he said he got that by first of all, a farm boy, working the cows and chickens back home. had to get your chores done before you were able to go out to the rink. but he was a quiet guy. he got that even keelness from the veteran players he had, and always even keel. but there was a fire. when he played, you could see there was a fire. he was a guy that when you were around patrick, he was just -- you liked him. he was a regular kind of guy, but he was intensely professional about making sure he was ready to play before he even got on the ice. he was the epitome of be ready so you don't have to get ready. does that make sense? >> yeah. he will be at city hall with the

the south county with some rain as it goes down in elevation. we're also seeing snow in poor tell yo valley. we are also seeing spotty showers moving towards the evergreen area as well. once again, not all of us seeing the same kind of weather, so it's going to be changing minute by minute as we go into today with off and on rain and snow. temperatures only reach in the upper 40s and low 50s. we will have a chance of isolated thunderstorms especially later this evening into early tomorrow. small hail will be possible. we will have a mix of rain and snow. we want to get the pictures because we want to help decipher what kind of precipitation we are seeing, because it could be rain, hail, snow. we are going to continue to see this kind of a mixed bag of weather into the evening. it really does pick up. here we are at 8:00 tonight, and

the san francisco parts of the east bay as well. you notice we see a lot of white here indicating snow for elevations above 1,500 feet all around the bay area. we are expecting the highest snowfall accumulations around the mount hamilton area as the winter storm warning continues until 11:00 tomorrow. for all of lake and men seat yo counties as well. mount hamilton could see a foot of snow, but we do definitely advise you to not to try and travel up there. we will see a brief break on saturday. another storm system coming in, a very active storm pattern continuing through at least the middle of next week, and rainfall totals will be significant reaching about an inch to inch and a half with additional rainfall for next week. take a look at our 7-day

forecast. no warm-up until at least next tuesday or wednesday. we are also going to be seeing off and on showers and possibly thunderstorms at times as the snow comes down on the hills. vianey, you are seeing people sliding in some areas? >> yeah, as a california girl, i can say, californians we struggle with the rain on the roads and throw in the element of snow, hold on. and the metering lights are on, and i want to zoom in on the trouble spots. highway 17 where we are seeing the snow coming down, the speeds are picking up. there's an earlier crash off on the right-hand shoulder working to clear out completely. notice delays on both sides. reduce your speed when the weather conditions require. overall, we are seeing slowing along southbound 880, and this is from an earlier crash near
