right now at 4:30, lightning and thunder, just the start of this winter storm, and the snow taking center stage as well. we are tracking it all this morning. >> we have a live look at the radar as well. drivers dealing with more than just flooded roads. we're learning about snow forcing some overnight closures. vianey arana is monitoring the conditions for us. this is "today in the bay," streaming live on roku, amazon fire, and online. a busy friday morning as we wake

up. thanks for joining us. i'm laura garcia. >> i'm marcus washington. want to get you started with a look at new video we have this morning. this is from santa cruz. you can see the snow really coming down there. so a look at this right here, we want to show you the grass, completely covered in areas this morning. look at this. a beautiful look, but certainly not great for drivers. >> can be dangerous. also coming down in napa county, a lot of snow sticking overnight. for a closer look at some of the conditions, let's check in with meteorologist kari hall. a lot going on. >> yes, we have a lot going on and we are starting to see it taper off for parts of napa county. but the snow is still really coming down in some of those areas. also for solano county. and notice where you see the green change over to white and blue, that's snow, and a lot of our hills right now are dealing with snow. but really heavy rain moving through san jose, as well as much of the south bay, and then

we see it changing to snow as you go up in elevations in the santa cruz mountains, san francisco some heavy rain, and we're also seeing a steady rainfall for much of marin county. but we are once again starting to see north bay areas of the back edge of some of this rain. but it is still going to be quite heavy for the next few hours and we're also going to continue to see the snow building up on a lot of our bay area hills as temperatures drop over the next few hours. notice those lightning strikes. we had lightning over the santa cruz mountains this morning, woke a lot of people up. they looked out the window and saw all of that snow coming down. so a really interesting day. the kind of weather we probably haven't seen in a very long time, if ever. and now we're seeing temperatures very chilly in some spots, but only a few areas are below freezing and cold enough for it to snow. as we go hour-by-hour, we'll continue to see this activity through late morning into the afternoon.

there will be a brief break, but there may be one more round of rain and snow going into tomorrow morning, which means that we still are in for these big impacts. so i'll be tracking that for you. we'll talk more about this coming up in a few minutes. vianey, you have some road closures and accidents. >> unfortunately, as you know, when it starts to rain it gets really busy. right now the bay bridge toll plaza is moving along, but chp is reporting several spinouts. i want to give you a wide look. i have the radar overlaid over the speed sensors and you can see the areas of wintery mix, but of course some of the biggest issues include highway 17 with a hard closure in both directions, backed up all the way through redwood, lexington hills, and you can see beyond the stretch, you can see we're also seeing an additional problem area. that's going to be closer to the santa cruz highway brush road area where there's another stretch of closure because of the weather, and also there was

a big accident yesterday. another area that we've been monitoring is through the north bay. this one is further up north near calistoga, 29 in both directions, also closed right now. no estimated time of reopening, because concerns continue throughout the day. they're going to work to clear it out but it's hard to get up here. there's a lot of snow, the conditions are not permitting for crews to get up there. so no estimated time on reopening. another area showing some slowing is 580. chp is warning as well of difficult driving conditions right through the westbound lanes, through the altamont pass in both directions. there was an earlier crash. that has since cleared but we're seeing residual delays. speeds at about 63 miles per hour. i did take a look at some of the drive times to see if there were big impacts through the tri-valley. westbound 580 from grant line, 28 minutes. people are slowing down and that's going to cause a backup through 680 as well, 580 to

vargas road, that is moving alone. no issues from 84 to 680, nine minutes. no estimated time on reopening, back to you. >> you heard it right there. highway 17 is shut down, both directions right now. one of our "today in the bay" directors is actually stuck in the backup headed toward south bay. >> aaron, first of all, i hope you're in a safe spot. can you hear us? okay, looks like we're not able to get aaron this morning. the storm also, of course, toppling so many trees. caltrans had to close part of highway 101 on the peninsula yesterday in menlo park. this is video of 17 that we were talking about. the peninsula is certainly being hit very hard by power outages. parts of menlo park now going on four days without power. last night city leaders

russia's invasion created a humanitarian crisis that continues to grow. some 10 million ukrainians have left their homeland, most of them pouring into neighboring poland. "today in the bay's" jay gray was there one year ago. he is back along the poland/ukrainian border with the latest on the situation there. >> reporter: it's cold, dark and in places dirty, but for nearly 1,000 ukrainian refugees, scattered across this empty shopping mall, this is home. everything they known in a suitcase or just a few boxes, hundreds living here for the better part of a year. >> we are ready to house them as long as it will be necessary. >> reporter: since the russian invasion, 120,000 have passed through this shelter alone, and dozens continue to show up every day, almost 10 million ukrainians have crossed the polish border since the war began, with tens of thousands continuing to make that trip.

there's evidence of that influx most everywhere you look in warsaw. right now around 150,000 ukrainians are in the capital city. that number does fluctuate and has been as high as 300,000 in the last year. >> in sometimes of crisis people can come together. >> reporter: warsaw's mayor is proud of the city's response. >> we have granted ukrainians citizen-like rights. they've got rights to free education, free health care, free social services. we've enrolled more than 17,000 kids into our schools. >> reporter: but he acknowledges it has put a strain on his budget, city and social services, and understands that, like the war, the humanitarian effort will likely continue and intensify. >> it's not going to end today or tomorrow. >> reporter: back at the shelter -- >> translator: it is very hard. >> reporter: anastasia is grateful for a place, but dreams

right now at 4:41, as you're heading out, take a look at stormranger, where we are seeing some rain as well as snow on the hills. as you're heading out in union city, it's only 39 degrees. the rain is happening now, it's also very windy. allow extra time to get to your destination. we'll get a look at the weekend forecast coming up in a few minutes. and in addition to closures along highway 17 and 29, chp is now reporting flooded lanes, this in the south bay, north first street. the on ramp to eastbound 237. all on ramp lanes are flooded as of 4:00 a.m. no time on when it's expected to clear out. we've got more rain coming down. and also 87 is seeing impacts to on ramps as well in the south bay. we're seeing several spinouts. we'll have a traffic report coming up. good morning. i'm silvana henao from cnbc.

wall street is set to open lower after stocks rose yesterday. the s&p 500 breaking a four-day losing streak, but the dow, s&p and nasdaq are heading for a losing week with the s&p on track for its worst performance since december. investors worry about rising interest rates as inflation remains high. in focus today, we get the federal reserve's favorite measure of inflation, the core pce, or personal consumption expenditures index. it's expected to show prices fell last month, but just barely. we also get reports on income and spending and consumer sentiment. credit card debt is hurting americans' ability to stash money away for a rainy day. a new bank rate survey finds more than one-third of people say their debt is larger than their emergency savings and one in four say they have to use credit cards to cover a $1,000 expense. saving for an emergency has been challenging amid high inflation and rising interest rates. nearly 40% of people say they

good morning. welcome back. it is 4:47. check out this latest video of the snowfall in the north bay. this is north of santa rosa overnight. that snow really coming down in lake county. here is a look at santa rosa. this is where around midnight it was a mix of rain and snow. people are being advised to

avoid unnecessary travel if you can. >> look at this video our own kari hall shot on her drive into work this morning. everyone needs to slow it down. hopefully not a lot of people heading out the door today. >> that was 680 coming through sunol. it hadn't started to stick, but i'm sure conditions will change as the temperatures drop over the next couple of hours. so be ready for all kinds of weather during your drive this morning. we've seen a lot of rain, but also where you see the blue and white, that indicates snow, and that's happening for a lot of our hills. in some spots it's coming down to about 1,500 feet in terms of elevation where it changes from rain to snow. we're seeing a lot of heavy rain across the south bay. look at santa clara, where we are seeing a lot of yellows and oranges, sunnyvale as well. there may be some standing water on the roadways. and then as you're going up 101 or 280, either one is going to be very sloppy. we've also seen some of the rain changing over to snow in the berkeley hills and we're also

going to see some off and on showers continue there as well. as far as the north bay, up around lake and mendocino counties, it's starting to taper off and we're also starting to see it wrapping up for parts of northern napa county, and then look at the wide view where we had the lightning strikes over the santa cruz mountains, as well as san francisco. here is the center of the storm, so it's still in the area and it will continue to bring us more rain, as well as snow. here is what to expect as the rain and snow continues. our winds are gusting at about 25 to 35 miles per hour, and there still will be the chance that we could see lightning and small hail. all of that will start to taper off later tonight and we'll have times of rain throughout the weekend. so we're not done with these storm systems just yet. hour-by-hour, here we are at noon and we're still seeing a lot of activity in parts of the east bay. the pink shows the wintery mix,

the white shows snow. that's going to be happening in the santa cruz mountains, as well as mount hamilton. our north bay mountains, we'll see into this afternoon and into the evening our hills being coated with snow, while the valleys are going to be seeing times of rain. but just not as much. even tomorrow morning there will be a chance, especially in the north bay, but most of saturday afternoon is looking dry. on sunday, another round of rain starts to come in. we are going to first start to see it in the north bay at about 10:00 and then moving through the rest of the bay area by about 3:00 to 4:00, and then clearing out sunday night. so it's going to be wave after wave of rain, and of course that timing may shift just a bit. but our temperatures staying low. only in the upper 40s and low 50s today. and then going ahead into next week, there will be more storm systems coming in. so we have that one on sunday, another one right behind that on monday that may be slightly colder. we'll see that linger into

tuesday, possibly early wednesday before we catch a bigger break. as far as how much additional rain, maybe another quarter to half inch. but in total through next week we could see another 2 to 2 1/2 inches of rainfall in spots. and then the sierra is going to see another couple of feet of snow this weekend, and then going all the way out through next week there's going to be additional snowfall. in total, we could see another 95 inches of snow in kirkwood. so this has really been an amazing season in terms of our precipitation, and it looks like it continues at least into the start of march. vianey, you're seeing the wet roads have an impact on the commute. >> unfortunately, we've got several overnight crashes. in richmond, you can see the wet roads. i want to get to some of the trouble spots early this morning. aside from taking extra time, you've got to consider that it's still really dark and you can't see how much water is on the roadway. so right now chp is reporting

the on ramps along 1st street at 237 are pretty much flooded. a lot of the on ramps on 87 right now in the south bay are also being reported as flooded. so slow down as you approach. another area, of course, with a huge impact is highway 17. now, this is a hard closure for now. there are three major impacts right there. in addition to the weather conditions, with the snow, there was also a jackknifed big rig with an earlier crash, and that is not expected to reopen any time soon. it's backed up through lexington hills. behind that near the bear creek area, there's another stretch that's closed off because of weather related conditions. another stretch that's also closed is going to be up through the north bay. calistoga, 29, we had some issues relating to the weather up there. we saw several spinouts along that area because of the snow that was coming down. again, as of now, highway 17, no

eta on when that stretch will open. back to you. >> gosh, highway 17 is still shut down and right now one of our "today in the bay" directors is stuck in the backup headed toward the south bay. >> aaron, look, first of all, i can see you right now. you're safe, out of your car. certainly not the way you thought your morning was going to go. talk to us about when things changed for you on highway 17. >> about when i got to scotts valley you could see the snow coming down and the further up you got, the worse the conditions got. i mean, traffic, halfway up to the summit traffic just stopped. they were doing brakes every five, ten minutes. snowplows are only doing one lane at a time. only one lane was open the entire time. never stopped snowing once. it was incredible. it was amazing. >> not amazing to be in, no

doubt. was there a lot of traffic at that time? i know you come to work in the middle of the night, like all of us. >> there was a lot of cars stopped, and then keep in mind, every ten minutes they were stopping traffic for about 10 to 15 to let the plows go through. by the time i got to summit road, they just closed it down, wouldn't let any more cars through. turned us around over the summit. i thought once i would get through the summit, it would start to clear up. that was not the case. they just had us all turn back around. i would say going from santa cruz to the summit back to santa cruz is probably a two-hour trip. >> wow. >> just for that, yeah, a short drive. so now i'm in scotts valley. it's just rain. hail is still on the ground. but the wetter it gets, the more
