5:00 am
right now at 5:00, our winter storm coverage continues as a mix of snow and rain moves through parts of the bay area. >> our team tracking it all with new images coming in of what was an unusual night of winter weather. this is "today in the bay," streaming live on roku, amazon fire, and online. it is friday, and certainly a lot going on this morning. want to thank you for joining us on "today in the bay." i'm marcus washington. >> i'm laura garcia. let's get right to the top story, the winter storm advisory in effect for the bay area. the last time that happened was 2011. we've got live team coverage. kris sanchez is live along highway 17, monitoring the hard road closure forcing drivers to turn around. vianey arana is monitoring that, and of course other commute issues we're seeing on the roadways. let's start out with kari and a look at the winter forecast. >> the radar is just lit up here as we're getting a look at stormranger. we have it parked on san bruno mountain and it's scanning
5:01 am
around. let's zoom in to the south bay where the rain is really coming down. we've seen some pockets of some heavy downpours in the past few hours, and now it's causing issues with standing water on the roadways. that's going to affect your commute as you're heading up either 101 or 280, even through the east bay we've had a lot of heavy rain for the past few hours. but a lot of colors here and we're seeing some pink, which indicates a wintery mix as you go up in elevation, and then the white and blue indicates that we are seeing some snow. we've had snow for several hours now and it is starting to add up, as we're looking at mount hamilton, as well as in parts of the east bay and the north bay mountains, even some of the valleys there in lake and mendocino counties. this storm system is still with us and spinning very close by and we'll continue to see impacts at least for the next several hours. we'll be tracking that hour-by-hour with our forecast coming up in just a few minutes.
5:02 am
vianey has been watching the impacts on the roadways and some closures. >> it's going to be a tough commute as we navigate through all of the weather conditions. we're seeing a lot of ponding water. 880 right now, no major accidents being reported along this stretch but the drive times are slowing down. i mentioned that ponding water and it's impacting both directions. also in the south bay, a tough commute as well. bay bridge toll plaza, notice as we head into the approach, no metering lights on just yet. i do want to tell you about big issues impacting us right now. chp is reporting icy conditions along the altamont pass in both directions, westbound and eastbound. the speed traveling at about 38 miles per hour. there were two earlier crashes that have now since cleared. but because of the weather conditions we're still seeing some backed up delays. also, 237, the on ramp to 1st street, we've got flooding issues as well as 87 in the south bay. as you approach the on ramps, it's still dark, slow it down.
5:03 am
and i do want to remind folks that highway 17 is closed in both directions. let's take a look at a tweet from chp regarding the situation in highway 17. take a look at this image right here. they tweeted out highway 17 is currently closed in both directions from scotts valley to bear creek road. here is what it looks like this morning near redwood estates. multiple trees down and a jackknifed big rig. we're going to turn to kris sanchez, live on highway 17 near bear creek. i hope you're dressed in layers. how is it looking out there? >> reporter: you know i come prepared, but honestly it's hard to compare for something like this. we're getting rain and it is really cold out here, so the roadways are really terrible. you see over my shoulder here, chp, this is where we are, at bear creek road where they are turning people around and you see the freeway closer sign,
5:04 am
closed in both directions. we drove up here about 3:30, 4:00 this morning, and before that the conditions were not much better. we can show you what the drive looked like at highway 17 a little earlier this morning. that was as one driver was making their way from the ben lomond area into san jose. it was a plot at granite creek road, you heard from our colleague, aaron kauffman. conditions have been bad with low visibility, rain, snow and wind as well. caltrans was out with snowplows this time yesterday, and today there are at least three snowplows ready at highway 17, three at highway 29 in napa and three at the tunnel near highway 24. caltrans and the chp and sheriff's department is calling this operation snowflake. >> any of our bridges that are going over water, we are keeping a close eye and have maintenance
5:05 am
staff and equipment ready to either add sand or clear anything out. >> reporter: so it might be tempting to get into the car to come out and take a look, but right now all you're going to see is rain. the roadways are sloppy and traffic is backed up. we have a line of semi trucks in both directions waiting to just get back on the roadway. so do avoid traffic, avoid going out if you can, work from home, and hopefully your kids are on ski week and you don't have to take them to school, either. maybe try and stay cozy because highway 17 is closed in both directions, at least for the time being. we don't have an estimated time of reopening. in los gatos, kris sanchez, "today in the bay." >> try to stay warm out there. it is really messy. people should just stay in. >> a lot of you are staying in and sharing photos and videos with us overnight of the hail and snow. from san francisco to calistoga, you can see the snow accumulating in a lot of areas. so if you have pictures or video
5:06 am
of what's going on in your neighborhood, we want to see it. you can see it possibly right here on nbc bay area. just tag us @nbc bay area on facebook, twitter and instagram. you can tag meteorologist kari hall on twitter. we have a follow-up this morning on the toddler nearly killed by a falling tree this week in boulder creek. his parents spoke publicly for the first time yesterday. the 2-year-old, milo smith, had been hospitalized since tuesday after a tree fell on his home, trapping him and five other family members. doctors are now treating him at valley medical center. his parents are calling it a miracle he survived. >> he's the luckiest unlucky kid in the entire world at this point. the chances of him to be struck by the tree like that, but to be in that particular position and particularly where it was, yeah, it's a miracle.
5:07 am
>> milo's parents say the boy will have to have more surgical procedures, followed by therapy, but they also say that he's in good spirits. >> glad to see he is okay. the winter weather we're experiencing is causing a lot of those injuries and damage across the bay area. this morning a live look for you in san francisco as well. meteorologist kari hall, of course, has been monitoring all of this for us. this weather, at least some aspect, is going to stick around for a while? >> we're going to see waves of it coming through, but we are getting the brunt with widespread rain and we're seeing in some areas where the snow levels are coming up just a little bit as some slightly warmer air comes in. it may be going back and forth from rain to snow. still creating hazardous conditions as we've also seen, some lightning strikes over the past few hours. but we're seeing the activity ramp up for the central coast into southern california where the blizzard warning continues for l.a. county, as well as in
5:08 am
santa barbara and some of the hills. and then we're still under this winter storm warning all the way through 11:00. we're looking at some spotty activity, at least through noon. there may be clearing for the afternoon for most of us, but the showers will still be in the area and we'll have another round going into tomorrow morning, especially for the north bay. so if you do have early morning saturday plans in some of those higher elevations in the north bay, heads up that there's still going to be snow coming down. we'll talk about the weekend forecast coming up. vianey, you've been watching the bay bridge toll plaza. it looks sloppy, but it is moving. >> it is sloppy. we have a new report coming in from chp, apparently the eastbound lanes of 880 approaching treasure island, there's a vehicle that could be blocking lanes, possibly stalled out. i'm not seeing anything approaching the toll plaza, but if i zoom in closer, the eastbound lanes you can see just a little bit of a yellow right
5:09 am
here approaching the toll plaza. aside from that, i'm not seeing any big impacts. but as the building commute starts to make its arrival, that's going to cause more delays. also a crash being reported behind this at the berkeley curve 580 stretch, blocking a lane long the eastbound 880 lanes as well. the altamont pass showing icy conditions. the blue is the weather overlay over the speed sensors. the green you see is the rain. so this mix of ice and snow is really impacting the speed sensors as well. 580, right now moving at about 34 miles per hour over the altamont pass in the westbound lanes. eastbound lanes slowing down. and then we're seeing some big impacts along 237 and 87. for a lot of the on ramps in the south bay, they tend to get puddled over, making it tough to see. we're seeing a lot of solo spinouts from the overnight hours. we've talked about highway 17, still being closed in both directions. a reminder, calistoga, 29, also
5:10 am
still closed in both directions because of weather conditions and earlier crashes. back to you. >> thank you. it is 5:09 right now. happening today, the man arrested in connection with the recent deadly house explosion in san francisco's sunset district is due back in court for his arraignment. investigators say darrin price was operate ago narcotics lab inside the home. the explosion killed his wife. he is facing charges, including involuntary manslaughter, child endangerment and drug charges. a new generation of passengers not rushing to the dmv. more are putting off the idea of getting behind the wheel and getting their license. we're going to show you the alternative instead. >> i was there on my 16th birthday. got milk? it depends on what you mean by milk. >> and even the tooth fairy can't escape inflation. you won't believe the cost these days for your average

good friday morning. it is 5:13. we're under this microclimate weather alert as we take a live look outside in oakland this morning. not as many people out so early in the day, but it's also very sloppy and temperatures in the low 40s. it's still pretty windy at about 60 miles per hour now, and that rain continues as our temperatures stay in the 40s. a look at the full microclimate
5:14 am
forecast coming up. and i do want to give you an update on mass transit. b.a.r.t. did send out a tweet saying that they would be running a lot of their service on slower speeds because of the weather, just as a safety precaution. also, you can expect to see some weather delays for cal tran and ac transit. vta not reporting any delays. b.a.r.t. is running at slower speeds because of weather. i'll have a if ul update on drive times coming up. happy friday to you. we get a key inflation reading today, the pce or personal consumption expenditures. wall street has been up and down, mostly down, worrying about what the fed is going to do next about inflation. target investing billions of dollars to build and improve warehouses so it can better deliver things to you more quickly, next day in most cases. right now most of the fulfillment is done in the store

by store employees. warehouses are more efficient and more similar to what amazon does. >> palo alto's most famous indicted person, sam bankman-fried, is facing more federal charges this morning. prosecutors have asked four more counts very similar to past counts, claiming sbf used customers' money to invest through alameda research and also for campaign donations totals up to $100 to democrats and republicans, through two other executives who acted as straw donors. >> the fda close to a final decision on what is and what is not milk. it sounds like oat and almond milk will win. they can still call themselves milk. the actual milk industry says milk comes from an animal and that's the only kind that should be called milk. the fda found consumers
5:16 am
generally understand that pbma, plant based milk alternatives, do not contain milk and choose to purchase pbma because they are not milk. in other words, they're buying almond milk because they don't want milk, and basically the fda is saying consumers are smart. they understand. >> they have to put clear labeling. >> they're going to add labeling that says oat milk and nut milk don't have the same nutrients that cow milk does. that has to go on the label. >> it's like a cauliflower steak. >> it's not actually a steak. >> what? [ laughter ] >> thanks, scott. another thing, it turns out that getting your driver's license at the age of 16 is not quite the rite of passage it once was. new federal data shows the majority of young adults now eligible to get their license actually don't. these days, only one-quarter of

16-year-olds can drive. that's a drop of nearly 50% since the mid-1990s. experts cite the growth of ride sharing apps and e-scooters and in some cases affordability is also an issue. >> it's too expensive, right? >> way too expensive. >> to get a car, take drivers lessons? >> and then if i were able to afford a car on top of my rent, do i have money for insurance? absolutely not. >> you can watch that full interview on the "today" show at 7:00 right after us here on "today in the bay." >> it's good some of them aren't driving. just saying. it is 5:17. trending this morning, it seems that the tooth fairy is getting hit hard by inflation, just like the rest of us. >> everyone, right? that's according to findings in delta dental's latest tooth fairy index. the company each year gets an update straight from the tooth fairy on the average under-the-pillow cost per tooth.
5:18 am
nationally the rates this year are higher by nearly a dollar. last year the average was right about $5.25. this year it's up nearly a full dollar at $6.23. a record high. the first poll 25 years ago averaged $1.30 per tooth, and ever since the index has mirrored the direction of the economy. at this rate, experts forecast $30 per tooth by the year 2048. >> wow. >> so the tooth fairy may have to find a side hustle. >> i think about two weeks ago, before coming to work in the morning, i slid $5 under k.j.'s pillow. >> for the tooth fairy? >> for the tooth fairy, and then you leave with a little glitter. >> i remember you telling me a few years ago and i was, like, $5? >> i haven't gone up in my inflation rates, so it's still $5. >> that's a lot to me. >> at my house, with triplets, a
5:19 am
lot of teeth. the tooth fairy needs a raise in our house. >> all right. let's move to weather, because we have so much going on outside of the window, and as you get ready to head out we are dealing with all of this rain, as well as snow. what i've seen in the past couple of hours, in some spots we're seeing temperatures kind of fluctuate a little bit. so that changes the type of precipitation that we are seeing right now. so there's a lot of green here in the valleys and it is also snow farther north. but as we zoom in to the santa cruz mountains, we've seen a lot more green here. but there's still some snow coming down for those highest elevations, and then for the east bay as well as around the fremont area, heading through sunol, it's been changing back and forth. so really heavy rain coming down at this point. but we've also seen some spots in the hills most likely where we don't have as many people living, there is some snow in
5:20 am
some of those hills. looking at the overall view of what's happened in the past three years, we're starting to see it tapering off for the north bay in some spots but still coming down pretty hard in terms of snow for lake county. it's also transitioning toward napa and solano county to snow. it's really going to cause a lot of problems in those areas. but recently we've also seen a couple of lightning strikes off the coast. here is the center of the low bringing in all of that moisture, so we have several more hours to deal with all of this wintery mess. our temperatures are at freezing in los gatos, but elsewhere we're above freezing. upper 30s and low 40s. as we go through the next couple of hours we are going to see waves of rain and potentially still some more snow flurries, but the higher elevations are still going to see that snow coming down, even into this evening, where we are going to see still some of the lingering showers moving through the valleys. tomorrow it looks like there's a little bit of a break during the
5:21 am
afternoon, so that's your time to get out there, kind of reassess, and then clean up for this next round of rain that's going to be coming in on sunday morning, sweeping through fairly quickly before we get another break with another storm on its heels on monday. so we are going to stay very busy here, round after round of rain coming through, as well as snow for much more of the sierra and also for areas to the north. rainfall totals on top of what we've already gotten is about another quarter of an inch and next week we could see another inch or two. the sierra could see the possibility of several feet of snow between now and the weekend and more next week. take a look at these temperatures. no warm-up possibly until next wednesday and thursday, and that's still in the 50s. so it's going to be cold. we have to keep those coats and rain jackets handy, and morning temperatures start in the 30s around the bay area. what's popping up on the roads? >> we have several issues, unfortunately. and of course a lot of these are weather related.
5:22 am
but notice the overall picture of the bay area, we saw this crash pop up along 280 and some issues through oakland. but first i want to get you started through morgan hill because there are two crashes being reported by the chp. this along pretty much both directions, but notice the speed sensors are moving, which is good. but as they work to clear that to the right-hand shoulder, you could have some slowing down. starting to notice slowing along the eastbound lanes on 80. a crash reported possibly blocking one of the lanes near treasure island. notice here on the westbound lanes, also as you approach treasure island as well, noticing some slowing. we do have the overlay of the weather map on top of the traffic sensors, and notice this blue and green. that's a wintery mix. chp is reporting icy conditions along the altamont pass. the eastbound directions as well. so take that extra time to head out. the south bay, the biggest issues going on through the south bay are the flooded on
5:23 am
ramps. along 237, right near 1st street, all are being reported as flooded and 87. keep in mind that b.a.r.t. will be running their trains at slower speeds because of weather and then caltrain and ac transit, possible weather delays as well. >> thanks, vianey. it is 5:23. turning life experiences into art. coming up next on "today in the bay," a nonprofit helping local young filmmakers translate their vision to the bi vision to the bi g when you stay at a vrbo

good friday morning. right now at 5:44, you might want to get out a few minutes early if you can. we're tracking where the rain is changing to snow for 680, just past vallejo. heading toward fairfield. off and on rain and snow showers as you are looking at some of the hills. it is really coming down. we're going to be tracking all of this throughout the morning and another update in just a few minutes. and take a look at your commute through the san mateo bridge, both directions moving along. but notice the wind kicking around that rain. chp has issued a wind advisory for the san mateo bridge. be cautious out there. we'll have a closer look at your drive times coming up. it is a quarter until 6:00. today marks one year since russia invaded ukraine. >> scott mcgrew is joining us
5:46 am
now. we could not have guessed on that first day where the world would be a year later. >> it's amazing. a year ago we were talking about the feared and powerful russian army with its military convoy miles long closing in on kyiv. we had no idea how weak the army would turn out to be, that russian convoy essentially break down on its own. russian invaders were repelled from the capital, russian president putin, who had been sowing seeds of doubt about nato, suddenly found a nato unified and angry. even germany, which struggled over the question a year ago as to whether to send helmets, is sending tanks today. the united states just committed to sending $2 billion more in military aid, including more ammunition for the feared american himars, which can hit russian troops at a distance. ukraine needs weapons, the military needs weapons, but it's
5:47 am
shooting so much so fast, its biggest need is ammunition. the war has created millions of refugees crossing into poland. jay gray says it's like a revolving door. jay is back at the border crossing on this one-year mark. did anyone there think this would last a year? >> reporter: yeah, scott, no, i don't believe anyone around the world believed. in fact, when this first started, a lot of people said this would be a three-day event and that kyiv would fall. certainly not the case. in fact, far from it. here at the border we do continue to see people going both ways. this is is the busiest and has been since the start of the war, hundreds of thousands pouring through here and into poland. close to 10 million refugees in all have left the country, fleeing the fighting. and, unfortunately, many in the region believe that number is going to continue to go up
5:48 am
significantly. we expect the fighting to intensify over the next several months, and of course that's going to push people out of the country. also, it's important to remember, right now there are more than 5 million displaced residents in ukraine, in the country, with no home, nowhere to go. so you've got to think that many of those are going to make the trip as well. >> jay, you talk about intense fighting that may be coming. i think every new war we're taken aback at the violence. war has always been violent. but technology is better at putting that violence into people's living rooms. we started with vietnam, the gulf war, now we're watching this war on tv and youtube. >> reporter: yeah, and, look, this war is a throwback, if you will. i was in afghanistan and you didn't see the enemy eye to eye. these were missiles being fired. here what we've seen is close infighting, and i think what
5:49 am
escalated this to a new level is the idea that so many civilian outposts have been targeted by the russians. we're talking about city centers, we're talking about hospitals, more than 700 medical facilities have been attacked in the last year. we're talking about apartment buildings and neighborhoods, and so that's changed the scope of what's happening here as well. and it's added, obviously, to the dire humanitarian crisis that continues. but i think you're absolutely right, we're getting a better look at what war is in this war, and it's been very difficult to watch. but it's also been something that, in viewing this, we see the unbelievable resilience and strength of the ukrainian people. >> and, jay gray, you've been documenting that, reporting from the border of poland and ukraine. you've been there from the start. jay gray on the border with poland and ukraine.

marcus and laura, the "today" show will have lots more ahead at 7:00 here on nbc bay area. we'll have a look at the battle between putin and zelenskyy. one of the first polls is out given californians a sense of the copping battle to replace u.s. senator dianne feinstein. uc berkeley conducted the poll. house democrat adam schiff and katie porter are getting the most support. schiff has a narrow edge. east bay lawmaker barbara lee is far back with just 6% of support. silicon valley's ro khanna has less than that if he decides to run. same poll shows 40% of registered democrats are undecided. 5:50 right now. turning back to our storm coverage this morning, giving you a live look outside. any guesses where that is? it's in the berkeley hills we're seeing the snow coming down. it's not sticking on the ground there. it's too warm on the ground, but cold enough in the air to make
5:51 am
it kind of slushy out there. >> yeah. this has been something. even just driving to work this morning it was raining so hard, and then i got to the sunol grade on 680 and it started to change over to snow. so we're seeing it going back and forth. our temperatures have been going up and down. and now we're seeing it go down, so that means the snow levels are coming down. we're starting to see it dropping down to about 1,500 feet in elevation, and in the valleys it is raining very hard in some spots. we continue to monitor parts of the santa cruz mountains where it's all of this blue, indicating snow. we've seen that for some of the upper elevations there, but really heavy rain coming through redwood city, as well as san mateo. don't be surprised if there's hail mixed in there as well. we're also seeing some of the snow coming down on the hills around mount allison, as well as around the mission hills in the east bay, and then looking at most of contra costa county,
5:52 am
dealing with some rain, but of course there's snow coming down on mount diablo. it is the upper elevations seeing the snow and all of us will see it once it clears up later this afternoon, at least seeing snow on the distance in the hills around the bay area. we're going to see the rain for the next few hours, some of the heavier rain, but it's starting to shift farther to the south. the center of the storm that's drawing in all of this moisture is still right over us and will continue to bring us high impact. in san jose, the bulk of the rain is coming down throughout the morning and these temperatures are going to stay very chilly. as we go into the afternoon we start to see the sun peeking out a little bit, but it's going to be cold and windy and it does look like we'll see a bit of a break. overall across the bay area at 4:30, the wind is tapering off but there may be snow coming down around mount hamilton and over the hills, as well as the
5:53 am
livermore hills into early tomorrow morning. parts of the north bay hills getting some snow into tomorrow morning. there will be a brief break tomorrow afternoon, and that's our time to try to clean up, because there will be another storm system arriving on sunday. first starting in the north bay, sweeping quickly across the bay area for the afternoon, and then again another break sunday night before we see yet, again, another storm coming in on monday. we're going to continue to see round after round of rain and we may have an additional quarter inch of rainfall, so it's not really heavy. what we'll see next week will be heavy and that's when we may see the impacts of more mudslides, as well as some flooding as we get another inch and a half to possibly over two inches of pain in spots. we are going to see cold weather continue, mornings in the upper 30s and highs reaching into the low 50s. breezy winds at times and we are going to see it finally starting to clear out for a little bit heading into late wednesday and
5:54 am
thursday. san francisco, cold, wet and changeable weather over the next few days. vianey, you're starting to see conditions slowing down at the bay bridge. >> i'm ready for the sun at the end of the week. bay bridge toll plaza, the metering lights are officially on. and i am noticing accidents right beyond the berkeley curve along 80, so as you approach the toll plaza you're going to hit a couple of spots of flooding as well. i do want to give you an update because chp now reporting some flooding along 680. now, this is heading in the northbound direction and this is expected to cause some delays as we inch closer to the 6:00 a.m. hour, as well as through the stretch along milpitas. the speed right now is moving at about 45 miles per hour, but because of that flooding you could start to notice some delays. i talked about that stretch approaching the berkeley curve. not only do we have a crash, but also we have what looks to be a stalled vehicle at university avenue, and both directions are
5:55 am
being impacted. there's also another crash unrelated to the opposite side of that. in the south bay, another area reporting some flooding. this time along highway 101. you can see it's starting to cause delays. the speed sensors moving at about 14 miles per hour. we've got a crash as well along the 280/101 interchange near williams street. that's going to cause backup beyond the interchange in the south bay. so drive times right now starting to slow down along northbound 101 from highway 85. 28 minutes. and also highway 85 is getting reports of some flooding as well as we approach the 101 interchange, 20 minutes. also expect flooding on the on ramps. back to you. >> thanks, vianey. happening now, storm related outages continue to be a big problem in parts of the bay area. pg&e yesterday reporting more than 20,000 outages. now, this is likely higher with the overnight storm activity. in an updated outage map, the vast majority of the outages still on the peninsula, and as
