good morning. thank you so much for joining us on this sunday, february 26th, 7:00, as we take a live look outside. cloudy skies over the skyline of san francisco on yet another chilly morning, as we bid farewell to the month of february pretty soon. thank you for starting your sunday morning with us. i'm kira klapper. cinthia pimentel joins us with a quick look at the forecast this morning. it's a little bit drizzly again. >> it was, yeah. and we got a little bit of a break yesterday. but active weather is back on the picture on this final sunday of february. satellite and radar picking up

on that moisture, not only here in the bay area, but impacting our neighbors to the north, and that cloud cover blanketing the san francisco skyline as you saw there. we have storm ranger picking up on the moisture, mostly in parts of the north bay. that's where it will pick up in the next couple of hours. rain over napa, fairfield and vacaville. light rain in the east rain, parts of concord and walnut creek, and we have this cell pushing through the santa cruz mountains. san jose, beautiful snow-capped mountains. we're not going to see the rain until the second half of the day until lunchtime when we will see that activity. we do have a very active forecast, not only today, but the bigger storm returning tomorrow and tuesday going to impact your morning commute. i'm tell you all about that in a few minutes. we begin with breaking news this morning. police are investigating a deadly shooting in the east bay. it happened just before 2:00 this morning on eastbound 580

near the edwards avenue off ramp in oakland. the chp says a witness called police saying they saw a woman being assaulted on the off ramp. when the chp responded, they say they found a black adult woman, who was shot and killed. the shooter does remain on the loose. the off ramp on 580 remains closed while authorities investigate. we'll continue to update this story as we learn more. and we're going to turn back to the weather now, as the snow hangs around this weekend. people have been trying to take advantage of this rare winter weather across the bay area. we saw people doing what they could in hopes of getting a glimpse or maybe a little bit more than that. at one of the bay area's highest peaks, mt. diablo, many dealt with traffic to travel up the windy two-way roads to fete to the snow. that includes our alyssa goard. >> reporter: hard to believe we're here in the bay area and there is an actual snowman here.

people have been enjoying the park all day. we even saw folks with snowboards, traveling from all over the bay area to experience this. staff here had to close the roads in due to dangerous conditions. crews have been clearing snow and tree limbs and were able to open the roads to visitors again saturday morning. >> my brother went to a barbershop and my dad took a photo. there was snow in the distance, so we decided to go to the mountains. >> reporter: for those lucky enough to make it inside the park, it was a winter wonderland. but for others -- >> it's a nightmare. we're planning to head back now. we couldn't see the snow yet. >> reporter: people said it took one, sometimes two hours to make it through the line, snaking up the mountain. for many, it was their first-time ever seeing snow up

close in the bay area. >> it's a once-in-a-lifetime opportunity, so we felt the need to check it out. >> reporter: this group from the peninsula gave up on the line of cars and walked 40 minutes to get into the park. >> this is a little snowman. >> reporter: those still in line when the sun set got turned away before they made it to the snow. >> a walk up here, but the danger was closing the gate. so he said it's too dangerous for people to come in because they don't want anybody to go in the snow during the night. >> reporter: many say they'll be back to try again soon, and to take in these rare winter views. >> as we told you yesterday morning, the snowy weather isn't just here in northern california. southern california also is getting this rare winter blast. this is highway 14 through santa clarita, near six flags, magic mountain, if you know the area, covered in snow.

but in other areas, people are dealing with more severe impacts. in san bernardino county, people are feeling strong winds and torrential rains. for the first time, officials in that county issued a blizzard warning. while in ventura county, multiple rvs were swept into that raging river. and in san diego, lifeguards are on double duty conducting rescues in and out of water. >> two occupants of the vehicle that needed to be rescued and brought back to dry land. we anticipate doing this a few more times. >> once again, just like in january, people across california find themselves assessing the damages before the next storm hits. we want to show you the current conditions on interstate 5 in southern california. this is just south of the grapevine coming from the bay area before pyramid lake. you can see the difference from yesterday, which showed whiteout conditions. now you can see the road. the grapevine, though, is still

closed because of snow, ice, and poor visibility. this stretch of the 5 is expected to reopen around 11:00 this morning. until then, crews are working feverishly to keep things cleared. as we continue to track the storm's impacts in the bay, the power is still off for thousands of people in the bay area. we have a current look at the pg&e outage map. as of last night, 7800 customers are still without power. people in the south bay are experiencing the most outages. get this, folks who lost electricity over the last few days may qualify for discounts through pg&e. >> reporter: the power company says if you have an outage for more than 48 hours, you may qualify for a credit. thousands of pg&e customers kicked off their weekend in the dark. the company says it's because of the storms on thursday and

friday. if you were affected, you may qualify for the safety net program. it's a credit for those who lost power for more than 48 hours. pg&e will automatically apply the credits within the next two or three months. you can get $25 to $100, depending on how long the outage lasted. meanwhile, the storms are also bringing an unexpected benefit to some south bay stores. [ speaking non-english ] she works at this store here in san jose. she says construction uniforms are in high demand right now, following the need for more contractors to repair damages caused by this week's wind gusts and showers. she says the recent uptick in sales is helping offset the traffic during the cold weather and the pandemic. in san jose, natalie vera, nbc bay area news. >> if you have pictures or video

of the weather in your neighborhood, we want to see it. just tag nbc bay area on your social post to share them with us on twitter, facebook, and instagram. the recent violent attacks of two san jose street venn fors, both caught on camera, are prompting a big online response. you may recall one of the victims was attacked a week ago thursday outside of the s.a.p. center. he says a customer beat him after he refused to give them a free hot dog. police have not made arrests in this case. the other victim is carlos sanchez. he was assaulted a week ago saturday by the owner of a nearby automotive shop who wanted him to leave the area. that man is facing self-charges. one local influencer is hoping the community comes out to support those san jose vendors for a vendor buyout. both of the attacked vendors will be there cooking and

selling. it will be outside of intex auto parts in san jose at 1:00 p.m. today. in the east bay, police are investigating several more sideshows in oakland. take a look. that illegal street show happened friday night near keller avenue. another was on grand avenue, and a third happened near eddie's avenue and haydenberger. and take a look at that. a big rig was involved in one of the chaotic scenes. you can see the semi truck driving in donuts as people cheer and jump on the back. opd is now investigating. it is 7:09 right now. we do have much more ahead. coming up, we take you live to washington, d.c. for our weekly interview with chuck todd, who has a preview of

welcome back. please join me in welcoming political director and moderator of "meet the press" chuck todd who has a preview of today's show. thanks for joining us this morning. it has been one year since russia invaded ukraine. joe biden, as we all know by now, visited kyiv this past week, showing the world that the united states will stand with ukraine for as long as it takes, which is what he said. you have national security adviser jake sullivan on your show today. i read from warsaw this past week with the president, he said what's important is rules-based international order. clearly, putin and russia are not in line with that way of thinking. so what is next in this war as we enter the second year? where is the war headed if we stay in it for as long as it takes, if the u.s. has any say? >> well, look, i think the best

case scenario through the eyes of the u.s. is this -- that the next three months, ukraine has huge success pushing the russians back, breaking the land bridge between the donbas and crimea, and making the possibility that russia could lose crimea an option and russia comes to the table for perhaps peace talks. the question is, what is china going to do? are they going to aid russia the way we're aiding ukraine? then you're taking what is -- it's interesting why the president worded it that way. you know, china wants to rewrite the rules of the world order. the u.s. and western allies, post cold world war ii created this regime. the united nations is a reflection of that and china wants to rewrite those rules, so it is a fight to see who is

going to be in charge of leading whether we have a rules based system that's in place or whether we change it to something more authoritarian. so a lot of this depends on whether the chinese decide to weigh in and whether we see this collection of authoritarian regimes, iran, belarus, russia, china on one side. and then essentially everybody else on the other. 10 that's why i think there's so much intense pressure by the biden administration to spook china from getting involved. >> i'm glad you took us there. that was going to be my next question, russia and china do appear to be deepening their relationship. this is all happening as the u.s. plans to expand its own military presence on taiwan for what was said to be training against a chinese threat. i believe last week, you mentioned nbc news attained a memo by an air force general

predicting war with china in 2025. so what are we to make of this, is this them versus us? >> i think right now, the best historical comparison is what we saw in the '60s and '70s during the cold war with the u.s. and the soviet union. a lot of this tit for tat. if the soviets pushed somewhere, the u.s. would show up and vice versa. in some ways, as china tries to mess with the united states with ukraine and europe, the united states suddenly makes it clear that they're meeting with taiwanese officials, sending over military for training. so some of this is cold war diplomacy, but making moves to try to send a message back and forth. i do think we're in a dangerous period here with china and we don't seem to have an open dialogue with them right now, and that has to change. >> problematic indeed. chuck, we look forward to your

california's 12th district, which includes oakland, since back in 1998. she reflected on her progressive ideas and willingness to take a stand on her principles, even when no one stands with her. like her lone vote against the war in afghanistan. >> when 9/11 filled america's heart with sorrow and anger, i stood as an army of one and said no to endless wars. >> lee joins adam schiff and katie porter in the race. lee's endorsements include san francisco mayor london breed and the mayor of oakland. a long-time sunnyvale grocery store is closed after a driver trashed through the door front yesterday morning. it happened in fair oaks plaza. the owner says a woman accidently hit the gas instead of the brake. you can see that damage is expensive. two employees and at least one customer were in the store at the time.

fortunately, no one was hurt. the family-owned market has been here sense 1981. for now, it's closed indefinitely to make repairs and get things back in order. three people, including two young girls, are recovering from injuries after a driver ran into a girl scout cookie booth yesterday in granite bay, 30 minutes northeast of sacramento. the driver of the tesla crashed into the cookie booth that girl scouts had set up in front of a walmart. paramedics rushed the girls and a 76-year-old woman to the hospital. >> >> back here locally, if you are planning to head to the oakland zoo today, you'll need to make other plans. the zoo will be closed because of the rain. the zoo automatically refunded tickets for today, but right now, the safari is still on. the zoo will make an announcement by noon if that changes. well, it is the end of the

line for a hit show on nbc "the blacklist" is now in its final 10th season. the show has captivated fans for ten action packed years. it follows james bader, the notorious fugitive on the fbi's most wanted list, who exchanges immunity to catch criminals on his blacklist. it will introduce a new character with a link to someone from season one. >> people joining the 10th season, i think there's an opportunity with the introduction of a new character to learn about the world of the blacklist. >> episode two of the final season premieres tonight at 10:00 on nbc right here on nbc bay area, and will be available on peacock. we are continuing our coverage of discovering black

the forecast. >> if you can tell from that video, they had much better weather for that parade last year than what is in the forecast for today. a lot to talk about. let's take it to your microclimate forecast to tell you what is expected here in oakland today. bring your umbrella and your rain jacket. the rain is looking like it's staying through the early parts of this evening. now, this storm today that we are expecting is different in nature compared to what we have seen over the last couple of days. it's coming in from the pacific rather than dropping down from the north, so it will be warmer in nature. we have storm ranger scanning the skies. most of the rain has been staying to the north bay and heading over into parts of fairfield and vacaville. i'm going to show you that with storm ranger if you have any plans to travel along here this morning, keep both hands on the wheel. in the south bay, east bay, we see rain moving in. it will continue and intensify as we go through the next couple

of hours or so. so let's time it for you hour by hour on this sunday. north bay, 9:30, we see some of that rain, mixed in with snow. rain/snow mix around this area. going to see a few chances of snow on the mountains today. more on the way for tomorrow. right now at lunchtime, we see that rain intensifying over san francisco, the east bay, and down here in the south bay, we could see some sprinkles. look at 2:00, 3:00, the north bay gets a break and we start to see some of that rain intensify over the santa cruz mountains, san jose, fremont, into livermore, as well. by the evening time, looks good. morning commute on monday, looks sloppy. 7:30, we see some rain and snow in the north bay. oakland over the bay bridge, snan, going to see rain at 8:00, 9:00. then it picks up speed and the storm is different in nature as

this live look outside. cloudy skies over the bay, and a look at choppy bay waters towards alcatraz on a very chilly bay area morning. the last sunday of the month. thank you for starting it with us. i'm kira klapper. cinthia pimentel joins us with a quick look at our microclimate forecast. >> good morning, kira. good morning, everyone. this shot is too good not to share with you. the snow-capped mountains east of san jose. dana, my producer and i, were driving to gilroy yesterday and it felt like you were in a different part of the state when all of this beauty, when you look both ways of 101, beautiful mountains out there. this storm system that is rolling in, a little different and warmer. so you might not be feeling as cold. most of the temperatures running in the 40s. 37 in los gatos. and stop ranger, this rain pushing to the east, but another round of rain is right behind it. it's going to intensify in san

people dealing with a lot of traffic to reach the snow. the park roads reopened to visitors yesterday. people we spoke with said they spent one, even two hours in a line of cars to get to the top. some people gave up on the line of cars and opted to walk or bike for miles to get to the snow instead. >> it looked like a once-in-a-lifetime opportunity, so we felt the need to come and check it out. >> park staff says it will reopen to visitors at 8:00 this morning. so if you are going up, remember to pack warm and snow ready clothes. happening today, at a fema mobile disaster recovery center opening for people living in contra costa county. people impacted by the december and january winter storms. the mobile center will be in the richmond center parking lot between 24th and 25th streets at

8:00 this morning. it will be at that location until march 1st. that's this coming week. and then moved to pittsburgh. as we have been telling you, the story weather isn't just here in northern california. southern california is also dealing with it. this is a look at highway 14 through santa clarita. completely covered in snow, unusual for southern california. but other areas are dealing with more severe impacts than this. dana griffin is in l.a. with the latest. >> reporter: life threatening flooding in the golden state. multiple rvs swept into the river. watch this dramatic rescue, one of several in the region. a driver stuck in raging flood water, clinging to a rescue boat. they're both hoisted, swinging in the wind, before safely landing on solid ground.

near los angeles, a dangerous light show. a live wire well into the water, setting a car on fire. the historic winter weather walloped southern california with heavy snow. >> the snow is making it slippery. >> reporter: torrential rain in some areas, nearly an entire month's worth, in 48 hours. and strong wind gusts, creating blizzard-like conditions in the san bernardino mountains. with san francisco seeing its lowest temperatures in over a century. and los angeles experiencing its first blizzard warning in more than 30 years. san diego, several water rescues. >> we just had a vehicle that was in the deep water, unable to drive out. and two occupants of the vehicle that needed to be rescued and brought back to dry land. so we anticipate doing in a few more times. >> reporter: the stunning system headed east towards oklahoma

city, wichita and kansas city, where 9 million are at risk for large hail and tornadoes. in michigan, more than 400,000 remain without power from an ice storm earlier this week. back in southern california, the mess the storm left behind, and the dangers this system could still bring to the area. >> that was dana griffin reporting for us. the national park service yez yosemite will be closed through the next couple of days. park rangers say it's because of winter storm warnings and snow. the park is set to reopen wednesday, march 1. only park workers will be able to go in and out of yosemite. if you have pictures or video of this wild winter weather in your neighborhood, we want to see it. just tag nbc bay area to share them with us on twitter, facebook and instagram. the recent violent attacks of two san jose street vendors,

todd. the march yesterday stretched for blocks. many in the crowd holding ukraine's blue and gold flag. the ukrainian-american coordinating council hosted a rally before the march got underway. there were speeches from community leaders and performances, as well. organizers tell us they want to show solidarity and keep the war in the public eye. friday marked one year since the russian invasion of ukraine began. the u.n. estimates that at least 8,000 civilians have been killed. ukraine estimates that nearly 146,000 ukrainian troops have died so far. american officials meanwhile estimate 200,000 russian troops have been killed or wounded. back here locally -- actually, this is a different story. the comic "dilbert" is being dropped by newspapers across the

country, saying it wasn't a difficult decision. on wednesday, the creator of the cartoon made a racist remark on a live stream. the artist was speaking about racial relations in the u.s. and said that white people should essentially stay away from and not help black americans. most of the publications say the comic strip will be discontinued beginning tomorrow. now we'll go to that story where east bay police are investigating several more sideshows happening in oakland. this illegal street show happened friday night near keller avenue and mountain boulevard. another happened on grand avenue and yet another, a third, happened near eddie's avenue and hagenberger. and take a look at this. if you haven't seen it yet, a big rig involved in one of the chaotic scenes. you can see the semi doing

good morning. here we go with storm ranger picking up on more rain in the north bay. we can see some rain and some snow in parts of northern sonoma county up into cloverdale and into hidden valley lake. rain over the north day and east bay, too. starting to intensify over the santa cruz mountains. lunchtime today looks a little messy in parts of the central bay, as well as the east bay, down along the santa cruz mountains, as well. the north bay gets a break around 2:00, 3:00, while the rest of us in the south bay, peninsula, and east bay still see some of that moisture linger around. monday morning's commute looks dicey. i'll get to that in a few minutes. aside from the rain, we will see the rain picking up this afternoon. anywhere from around 20 to 30 miles per hour. that wind coming in from the south. so hold on to your hat, bring

your umbrella if you are headed anywhere this afternoon. back to monday morning's commute. 8:00 looks dicey in the north bay with that snow returning to the mountains along calistoga. and then light rain moving across the bay bridge, bringing us the opportunity for some thunderstorm chances, heavier downpours by around 9:00, 10:00. pushing through to the south bay and east baby about lunchtime, bringing snow around the mt. hamilton area, and some flurries along the oakland hills, berkeley area. this storm packing a punch as they move it into monday. then another round of rain, as we go into tuesday morning's commute. the next couple of days, very active in the bay area. might not get a break until we go into wednesday. speaking of breaks, no breaks for you if you are in the sierra. we're looking at another dusting of snow tonight through wednesday, as we co-see that

signed the colorado river compact. at that time, they were sharing 17 million acre feet annually. now, look at this. what happens after this is it went down and down and down. by 2020 or so, it was 12 million acre feet we were sharing. now in 2022, less than 10 million acre feet that we're sharing. this is a problem. this is a serious problem to all these states that are part of this compact. the fed said, please, go ahead, design a different plan to save 15% and 25% every year to make this stretch. california came up with a plan, the only state to deviate where we would save 9%. feds have not happy we will agree. so they will step in if we can't solve it. >> so we essentially left the seven states, made our own goal, but we aren't reaching that goal? >> we are not reaching that goal. we're not reaching that goal,

and there's one big reason why, agriculture. this water, 4.4 million acre feet that we get, it goes mostly to imperial valley. and they have just wonderful irrigation and lots of flowers and lots of food. so much so that imperial valley produces about 10% of the food we eat in california. you can't grow that food unless you have the water to do it. that's the problem that is affecting us. but the keel is, that 4.4 million is now almost half of the 10 million acre feet that are flowing. other states are not happy. >> it seems so often that people aren't happy with california. what is likely to happen here? >> if the states can't agree, the feds are going to step in. the good news is, california has seniority. when this compact was put together, we were first in line

area's highest peaks, mt. diablo, is reopening to visitors any minute now at 8:00 this morning. after a closure to allow staff to clean snow and trees off the roads, the park roads reopened to visitors yesterday. people in line spent up to two hours in traffic on the mountain waiting to get to the point. some people gave up and opted to walk or bike to get to the snow instead. >> it looked like a once-in-a-lifetime opportunity, so we felt the need to check it out. >> the park will reopen at 8:00 this morning. remember to pack warm clothes and snow-ready clothes, as well. as we continue to track the storm impacts on the bay area, the power is still out for thousands of people. here is a look at the latest pg&e outage map. we just got updated numbers a moment ago. 5300 customers are without power. it was 7800 overnight. the south bay is seeing the most
