it's certainly busy. we have more rain coming in, and after the rain we had yesterday, we're going to see a new storm approaching as we go into late morning into the afternoon. so we don't see it on the close view, so i'll widen out the shot to show you the next system that's going to be approaching, bringing in more rain, as well as snow in the upper elevations around the bay area. right now those temperatures are cold enough for it to snow in fairfield. it is 32 degrees. it's 34 degrees in napa and 43 right now in san francisco. as you head over toward the east bay, temperatures are in the mid to upper 30s, a cold start. and we will see that rain coming in along with some gusty winds later on this morning. but we'll also have a chance of some thunderstorms that could produce some hail and graupel, which is basically like those snow pellets that is a little softer than hail. then we'll also see snow coming down to about 2,000 feet. for a lot of our hills that will

continue to accumulate as we go into today. the initial line of the heavy rain makes it through the north bay at 9:00 this morning, so that is the time that there's going to be a lot of people up and out there, and we're also going to see that sweeping through much of the rest of the bay area by 10:00 to 11:00 this morning, but notice all the colors. we are going to have a wintery mix and snow for our hills around the bay area. so we'll talk more about what's ahead and how much we may s up. mike, it seems like as of now it's a quiet start. >> so far. you talked about the rain coming in. we want folks to know about that having a later drive. good morning. we're looking at a light slowing that just started over the last few minutes out of the altamont pas. we did have metal bars reported in the opposite direction and it looks like they were cleared without any disruption. vasco road, i see a little slowing off camino diablo.

"today in the bay's" natalie vera was there and has more. >> reporter: not even the rain could stop community members from showing up. the vendors tell me they never

expected this level of solidarity. some people driving up all the way from l.a. live music, good eats and long lines. that's what the corner of old bayshore highway looked like sunday afternoon. but just a week ago at this very spot -- carlos sanchez filmed as an employee from a nearby business attacked him with a baseball bat. he's feeling the love from the south bay community. saul reconco is thankful, too. he was targeted while selling hot dogs outside the s.a.p. center earlier this month. since then, activists decided to step in, driving all the way from l.a. to promote sunday's buyout event. >> street vendors don't get days off, so i think they deserve a

little financial stability and the support of the community. >> reporter: other vendors pitched in. >> i sold five gallons of fresca and 180 cups. from all the proceeds i made today, which was about $900, i broke it in half and gave it to them. >> reporter: meanwhile, carlos and saul admit they worry they could be targeted again. but they say the bills don't wait. now, activists and lawyers are also trying to work with them to petition for a visa as immigrant victims of a crime. reporting in san jose, natalie vera, nbc bay area news. meantime, the auto shop employee charged in the attack posted another apology on facebook, along with some photos. he appears to have made the post saying he's embarrassed and regretful. he said he and his family cleaned the area for the event

and put up signs. he knows it doesn't, quote, change what i did. 4:35 this morning, and moving you forward, california getting ready to take a big step into our post-pandemic world. the state's emergency covid declaration is lifting tomorrow. and while the battle against covid continues, we are getting better in fighting the virus. "today in the bay's" marianne favro has a look at what the end of the state of emergency means. >> reporter: that state emergency declaration ends tuesday and this is where you'll see one of the biggest changes. all of the county's mass vaccination and testing sites will close. in fact, this site here at the santa clara county fairgrounds has shut down. since 2020, santa clara county has given 1.9 million covid vaccines. but now with the state ending its emergency covid declaration you'll have to work harder to get a vaccine or booster or

testing, because you'll need to make an appointment with your local health care provider or a retail pharmacy. >> valley medical center will continue offering vaccinations, including to those patients who receive care at valley medical center. as always, we will continue to serve the uninsured. >> reporter: and depending on your insurance provider, you may have to pay. the same with testing. ucsf infectious disease specialist dr. peter chen hong says you may also see changes at hospitals, especially when the federal emergency declaration ends on may 11th. >> i think another change coming up in may would be possibly not being able to bill for covid services. that may lead to some subtle changes where hospitals may discriminate based on insurance status the ability to take care of patients. >> reporter: another concern, millions of californians who get government-sponsored health care coverage through medical may be

at risk of losing it as states begin checking everyone's eligibility for the first time since the pandemic began. >> that may mean they may go into the uninsured group and the uninsured group may have a higher co-pay, eventually for medication they'll have to pay full cost. they may not be eligible for vaccines. >> reporter: plans to rescind state and federal emergency declarations mark a turning point in the three-year battle against covid and a shift in focus. >> i think the legacy of covid will probably be long covid because millions and millions of americans are still suffering with that. >> reporter: marianne favro, "today in the bay." 4:38 right now, and san jose small businesses will be able to apply for covid related debt relief. the city set aside $2.75 million in federal american rescue plan act funds, so the goal is to give out 400 grants of up to $15,000 each to struggling small

good monday morning. right now at 4:41, the winter weather advisory is back for elevations in the east bay, as well as the north bay, above 2,000 feet. we're going to see about 1 to 3 inches of snow above 3,000 feet it could be 5 to 10 inches of snow. that goes into effect at 10:00. we'll talk about the impact of that and thunderstorms around the valleys. that's coming up in a few minutes. still looking at the golden gate bridge live shot. the roadways are damp. it looks like kari has more coming in. pay attention to her report. looking at an easy drive from the north bay, but the east bay we're checking out a couple of incidents popping up. first let's check in with silvana. good morning. i'm silvana henao from cnbc. wall street is set to open higher as markets come off of

their worst week of the year. stocks closing in the red on friday following a bigger than expected rise on the referred reading for inflation and that's adding to worries that interest rates will need to be higher for longer. the dow dropping 3% last week, the worst performance since september. the s&p 500 losing 2.7% and the nasdaq more than 3%. in focus this week, reports on durable goods, consumer confidence and manufacturing, and earnings from costco, target, lowe's and macy's. amazon is expanding ultra fast delivery options. the "wall street journal" reports a central part of the strategy is the network of warehouses it calls same-day sites. they're a fraction of the site of the large fulfillment centers and are designed to fill products for immediate delivery. they could expand to at least 150 in the next several years.

welcome back. in our series discover black heritage, we're looking at what is often called the way to someone's heart and soul, food. this morning, we're focusing on a bay area restaurant gumbo social. the owner, dante ball, says that gumbo should be an american national dish. it originated from west africa, brought by people who were enslaved. the word gumbo is from a west african word that means okra.

gumbo social has been a big part of building community and bringing people back together and providing meals to those without access to consistent nourishment. >> giving me an opportunity to do something special, so i always say give a little bit more than you take and we'll leave the world in a better place. >> he says the gumbo that he makes and the work of gumbo social continues as they are getting ready to get their first brick and mortar in san francisco. this is going to happen in the spring and they will take over the old frisco fried building on 3rd street. i cannot wait to taste some of that. look at the cuisine. just great. and they give back, too. so it's even better. >> do we have some samples? >> i was working on that. >> we're already all hungry looking at that video. >> you do make gumbo.

>> yeah, i made some yesterday. well, it's definitely gumbo weather. you do that when it's cold and raining outside and we're going to have that today, once again. we are under a microclimate weather alert. we had all of the showers yesterday. only a brief break before this next storm system comes in. it's starting to approach from the north and we're also going to see another cold storm system dropping in as we go into the next few hours. the seven-day forecast is coming up at the bottom of the screen. not much of a warm-up this week. in fact, in reasoner park as you're getting started in the north bay, it's in the 30s right now. it is mostly cloudy, the weather is dry. we'll keep the dry continues through 6:00 and then we'll start to see the rain coming in and temperatures in the 40s. as we take it hour-by-hour for all of the bay area, keep an eye on where you live. at 9:00 we're seeing a lot of heavy rain moving through san rafael, as well as napa. as you go into the hills, the

hills around mount st. helena will see it changing to snow. it will be sweeping through the bay area with a lot of the mountains and hills getting in on some rain and snow. and then the valleys are going to see some rain. but there's also the possibility that we could hear some rumbles of thunder, some lightning through late morning, as well as the possibility of some hail and graupel as we see kind of a wintery mix around the bay area for some spots. going into the afternoon, we're not seeing as much of that activity, but there's still the chance that there could be some hit or miss showers in your area. another wave of widespread rain coming in for tomorrow, late morning, where we start to see some very heavy rain at times, and it just continues to add up. we're also going to be watching out for the impacts of the heavy rain and high winds between now and wednesday. we could see another inch and a half to possibly slightly higher

amounts for parts of the santa cruz mountains. while we're getting all of this rain, there is a blizzard warning in effect for the sierra, and this is where we could see gusts to 75 miles per hour or greater and several feet of snow. now, they're saying do not even attempt to travel in this area between now and wednesday as there could be very low visibility, as well as several feet of snow. we're looking at anywhere from 37 to 50 inches of snow for kingvale, and even higher for kirkwood, as well as twin bridges. now, finally on wednesday, we'll start to see our weather quieting down for a while. this weekend we'll see more wet weather coming in as we go into saturday and sunday. the showers will return. so there's only a brief break here between wednesday and friday, with sunshine in the forecast. between now and tuesday we're going to see waves of rain, the potential of thunderstorms, and

really just a mixed bag of weather. so you want to make sure you're continuing to check in for all of the updates as things change day by day. mike, you were checking on crashes in the east bay. >> and also checking on the slowing for 580. it looks like that's calmed down. lighter traffic throughout the east bay right now. starting to build, out of the altamont a little more slowing for west 580. vasco we had two spots highlighted by our traffic partners. vasco road, two crashes, but the slowing is between the two. it's dipping below 10 miles per hour. i am reading that closer to camino diablo there is a head-on crash involving a truck. we'll keep monitoring. right now the southbound lanes have been stopped and that's likely one crash between those two landmarks. that is a delay for brentwood and discovery bay getting toward
