>> a good monday morning. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we want to get a look at the forecast. meteorologist kari hall has been tracking what we can expect. it's looking like the rain we see today will be heavier than we've seen recently and it's also because it's so cold going to bring snow for our higher elevations around the bay area. as of right now we're starting out with some dry conditions and it is mostly cloudy, but at least if you're up and out the door early you won't have to deal with all of this for. our later morning commuters will see the rain sweeping from north to south and also the chance of thunderstorms. we're already seeing lightning off the coast around eureka. we also will have gusty winds. with the ground saturated and gusty winds, that could bring down more trees and have impacts to power, as well as bring down some more tree limbs that could cause damage. and then for the thunderstorms, they could also reduce hail, but

not only that, graupel, which is basically snow pellets that's a little softer than hail. it melts faster, but it's part of that wintery mix we're seeing as the cold temperatures continue and the snow levels drop down to about 2,000 to 3,000 feet. we're going to talk more about this and go hour-by-hour in a few minutes. mike, you're tracking breaking news in parts of the east bay. >> we talked about that crash on vasco. the critical connecter getting out of the brentwood and discovery bay area and getting down more 580. there is a head-on crash that was confirmed. we also hear they've called the core coroner to the scene. community diablo is starting to back up. it sounds like what they're going to do is have traffic control in the northbound lanes, but that will restrict traffic, and it will be a distraction as crews arrive on scene. it is going to be a tough drive. now, the alternate, a long

re-route if you're going to take highway 4 toward pittsburg and down around the interchange. or byron ■highway, but you've gt to go back around and take a smaller route. be patient, just acknowledge that it's going to take a lot longer. call ahead and let those folks that are waiting for you know that, or stay back on this side, north of the crash, and continue to update with us. because they should have that chp arriving on scene and perhaps we'll have better traffic control in the area. very sad for the deadly crash on vasco road right now. >> not a good way to start a monday. thank you. it is 5:03. happening today, the man arrested in connection with the recent deadly house explosion in san francisco' sunset district is set to be arraigned after the judge last friday continued the hearing for darrin price. investigators say he operated a narcotics lab inside the home which blew up. the explosion killed his wife.

price is facing charges, including involuntary manslaughter, child endangerment and drug charges. developing now in ukraine, new intelligence suggests china may be warming up to the idea of sending artillery and ammunition to help russia. >> the white house still insists that idea is only under consideration, but that move could potentially dramatically escalate the conflict. "today in the bay's" brie jackson is live in washington. how is the administration responding to this? >> reporter: good morning, marcus, laura. administration officials say they are monitoring developments and warned china that providing weapons to russia would be against its interest. meanwhile, china responded today accusing the u.s. of disinformation and claiming that the u.s. is using the allegation to sanction chinese enterprises. as russia's attacks enter year two, president biden is doubling down on support for ukraine. his administration pledging another $2 billion in aid.

>> we find ourselves in a situation where the cost of walking away could be considerably higher than the cost of helping ukraine maintain its independence. >> reporter: u.s. officials raised new concerns that china is considering providing russia with weapons and ammunition, but say beijing has not done so yet and strongly warn against it. >> if it goes down that road, it will come at real cost to china. >> a lot of our partners in nato and europe have been a little bit reluctant to actually pressure china in the way that we have seen a response to russia. but if china got involved in this war, i think that would change. >> reporter: as the fighting intensifies, the white house continues to rule out sending f-16 fighter jets, despite bipartisan calls. >> this phase is about ground combat and being able to have the tools in hand for the ukrainians to take the territory back that the russians are occupying. >> i know the administration says as long as it takes.

i think with the right weapons it shouldn't take so long. >> reporter: despite major losses and setbacks on the battlefield, russian president vladimir putin is pushing forward. >> to wear down ukraine, to grind away, and that's what he's giving every evidence that he's determined to do right now. >> reporter: as hundreds gathered in washington, d.c. this weekend to mark one year of the war and call for russia to bring it to an end. and ukraine's president zelenskyy says he wants to meet with his chinese counterpart, xi jingping, to ensure that china has not provided any weapons to russia. but so far no word on whether that meeting will take place. marcus, laura. >> we'll be watching for that. brie jackson in washington this morning, thank you. it is 5:06 right now. a huge show of support in the south bay for two street vendors recently attacked while trying to do their jobs. businesses, food vendors and musicians organized a vendor buyout event yesterday in san

jose. proceeds are going to help the two men attacked in separate incidents earlier this month. one vender says he was beaten after refusing to give an attacker a free hot dog outside of the s.a.p. center. two days later police say another vendor was assaulted by a worker at on old bayshore highway. they're hoping the money will allow each victim the time they need to recover. >> most importantly, street vendors don't get days off, so i think they deserve a little financial stability and the support of the community so they can get a few days off and be able to deal with the trauma they just went through. >> the event was held in the same area where the attack happened near the auto parts store. police are still looking for the suspect in the s.a.p. center attack. 5:07 right now. let's take a live look at san mateo bridge. you can see folks moving along. mike inouye is tracking the drive times. he's going to have a closer look at that ahead this morning. first, we want to check in with meteorologist kari hall,

because the weather is something we're paying close attention to because we're going to have a system coming our way. >> we've got more changes coming in as this approaching storm moves in from the north. but we also already have all of the cold air in place and it's basically going to be a lot heavier than we've seen over the past couple of days. it first starts in the north bay at about 8:00 to 9:00, and even where you see the orange there, that's the possibility of thunderstorms. but i know there's a lot of colors on here, so we have pink, a wintery mix, and the white shows where it will be snowing and the green shows the rain that will be moving through. we have all kinds of precipitation once again. as you go above 2,000 feet it changes over to snow and that snow will continue into the afternoon as well as the evening. another coating of about 3 to 5 inches of snow up above 3,000 feet, while the valleys are going to see some rain, but it looks like this rain will add up to be a lot more than we've had

recently, with another wave coming in tomorrow morning and continuing off and on throughout the day. so we're looking at the possibility of another inch to inch and a half of rain across the bay area. we're going to talk more about the impacts, as well as what's coming up over the next few days in a few minutes. mike, you're still tracking that major crash in contra costa county. >> very serious situation and very important for folks traveling down vasco road because it is in the southbound direction. the crash was around vargas and looks like it may be completely cleared from 680, south bay peninsula, moving just fine. so is the majority of the east bay. this part of contra costa county very tough right now. there is a crash on vasco road. the southbound lanes are blocked just south of camino diablo. you can see it bogging down where the deadly head-on collision has happened. crews should be arriving on scene hopefully soon. we hope to have traffic control

on the northbound side. i'm going to guess that's the action being taken. right now no confirmation from chp. you might need to plan byron highway, if you're going eastbound, if you're going west you might have to take the longer route on highway 4 and walnut creek interchange. >> thanks, mike. the end of california's state of emergency happens tomorrow and it also means winding down the many benefits meant to help those struggling in the bay. >> among the change is the eviction moratoriums everywhere will start to expire. "today in the bay's" kris sanchez is live in berkeley. leaders are considering new measures to extend the renters' protections? >> reporter: right. this is kind of a hodgepodge of policies each municipality getting to decide how they wanted to handle their moratorium. there was a statewide one but then individual communities did that as well, dating all the way back to march of 2020 when so

many people had to stay home or got sick or lost their jobs and could not go to work. so starting tomorrow, the alameda county eviction moratorium which covers berkeley is set to be in place until may 1st, 60 days after the state emergency ends, but that means berkeley property owners can serve eviction notices beginning in may. however, tonight the city council is set to hold a special meeting to consider extending the current moratorium from may all the way to september. there is also an urgency item on the city council agenda for tomorrow. it could allow $300,000 for the housing retention fund, which ran out of rental assistance dollars for low income residents this month. not just alameda county is facing these issues. of course all of our counties around the bay area. we know that marin county says that pandemic rental assistance program is also going to end soon, so that's part of the conversation according to the

good monday morning. we are under a microclimate weather alert as we track yet again another storm coming in. in martinez it's 38 degrees, it's starting out cold, mostly cloudy. we'll see the rain starting up at about 9:00 and continuing throughout much of the day. i'll be tracking this hour-by-hour for all of our microclimates. an update in a few minutes. and we're getting all the information we can on this deadly crash blocking the southbound lanes of vasco road. the best locater i can give you is near flag barn, the american flag painted barn on the western side of southbound vasco road. we'll track the progress as reported by chp. they're in the middle of a shift change. we'll get more detail once they get back with the questions we've asked them. good morning. and happy monday to you. retailers have been trying to figure out what the consumer is doing. many predict recession, data

they did not. after minority groups raised concern of an increase in hate speech on twitter, he promised a community moderation council. no major content decisions like reinstating a council happened before that council convenes, he said. well, there is no council. even the idea of buying twitter in the first place, musk signed a document he would and then said he wouldn't. >> other news, the white house will be showing off a new american low cost internet plan today which it says so far has saved families more than a half a billion a month. vice president kamala harris will be talking about the bipartisan infrastructure bill today, which includes that rule that provides a federal subsidy of up to 30 bucks a month and discounts on computers and tablets. there are two motivations. americans say they don't know much about the infrastructure bill, so there's that idea of let's tell them what they can get out of it. politically they want to show it off. only about one in five americans

but we are seeing temperatures close to freezing in fairfield, as well as napa. it is a cold start and will turn windy as we go through the next few hours. as the storm system approaches, we're looking at 30 to 40-mile-per-hour winds. look at half moon bay. at 11:30 this morning, winds close to 50 miles per hour. with the saturated ground and high winds and the possibility of thunderstorms, be ready for the possibility of power outages, as well as downed trees and more damage. we're going to see this quickly racing through from the north bay all the way to the east bay, and also breaks as we go into the afternoon to evening hours. basically at any point today we could see some rain coming in, thunderstorms, we're looking at a wintery mix as you go up in elevation, and then also the possibility of hail and graupel. so we want to get your pictures of what you're seeing where you live, because we want to help you decipher what type of precipitation it is. and there will be another wave of some heavier rain by late tomorrow morning, off and on,

and throughout this whole period we're looking at the possibility of anywhere from about an inch to an inch and a half of rainfall. the ground, once again, pretty saturated at this point, and we are going to see more rain on top of that increasing our impacts. very big impact storm for the sierra as well. all of this lit up in red is a blizzard warning, and that means near zero visibility and high winds. that's going to blow around that snow. we're also looking at several feet of snow falling over the next few days between now and wednesday, there could be anywhere from 37 to 53 inches of snowfall in a very short period of time, with it coming down so hard we're also looking at the possibility of thunder snow. that's something we don't typically see. but with these thunderstorms in the area, we'll see a powerful storm moving through. for the weekend, we may be inside once again, or like we

with cold air in place. as we go into the rest of today, we're going to have winter weather advisories going up, starting at 10:00 for elevations above 2,500 feet where we could see snow totaling 1 to 3 inches, above 3,000 feet it could be more like 5 to 10 inches, and up to another foot of snow near mount hamilton and elevations above 4,000 feet. so this is going to be a heavy rainmaker and heavy snowmaker for our hills, but also we have the potential of some rumbles of thunder and small hail. we will also see more wintery mix as we go into late this morning into the afternoon. waves of rain coming in with some breaks later this evening. but we will also see another high impact storm coming in as we go into tomorrow morning. more widespread rain. this is when we could see more downed trees as the ground is already saturated. so we're monitoring for all of those impacts, and trying to get

you prepared. we'll have more on that, as well as the timeline for the rest of the week coming up in a few minutes. >> thanks, kari. 5:32 right now. with this next set of storms arriving in just a matter of hours, the morning commute may get dicey. >> "today in the bay's" bob redell live in livermore this morning. the wintery conditions may once again include some snow for us. >> reporter: as you heard kari mention, good morning to you, we're not expecting the snow to drop down to elevations below 1,000 feet like we saw last friday here in livermore. the upper elevations in livermore and other places like mount diablo, mount hamilton could see 1 to 3 inches, up to several inches, depending on how high up you go because of the new storm that is coming in. depending on where you live, you might be able to drive to the fresh snow like many people did this past friday. in spite of all the snow and

rain, all of california, believe it or not, is still in a drought. the severity varies by region. most of the state, including the bay area, is in a moderate drought. this is according to the u.s. drought monitor. the central coast is what is deemed as being abnormally dry. the central valley up north and way down south, still severe. and this is much better than a year ago when many parts of the state were in an extreme drought. >> we've gotten a ton of snow so we can be thankful for that. as far as the drought situation going forward, we need to keep a close eye and see how a lot of our reservoirs respond to not just the rain we received, but also a lot of the snowfall. because eventually that will melt and make its way into our reservoirs so we can finally use more of it. >> reporter: for many of us, the storm just makes for a slippery ride into work on the roads, but for a handful of people here in the bay area, this wet and windy

blocking the southbound lanes and the sensors showed it slowing near the flag barn. if you're traveling south, it's on your right. we do still have traffic starting to slow down right around that area. now, things overall have cleared up, but we are not hearing an update from chp regarding lanes. all i know is there was a tow truck heading over there and the coroner was called about 5:00. typically it takes about an hour and a half for the coroner to get to the scene. so that hasn't been that time elapsed yet. as an alternate, if you need to get eastbound, you might want to take byron highway, but that takes you into the backup. the other alternate is a long drive for highway 4 through walnut creek and toward the dublin interchange. that's a lot more mileage. you may try to stay home, call ahead and explain why you're going to be late because chp has to do their work safely on vasco road. outside of that area, everything

coming through contra costa county, alameda county moving nicely, the maze, a little bit of slowing on the incline. 5:36, we should see the volume start to build with metering lights in the next five to ten minutes. so far, nothing else outstanding beside the problem on vasco road. >> thanks, mike. happening today, the man police say was targeted in the shooting by mma star cain velasquez appears in court for a hearing tied to his molestation charges. investors say velasquez shot at a car driven by harry goulard. velasquez is out a bail. and goulard is accused of molesting a young family member of velasquez. >> radio station fans are growing more concerned about a beloved deejay who hasn't been seen for days.

jeffrey vandergrift was land seen on thursday at his home on king street near oracle park. police consider him at risk. last night fans of his gathered at the iheart radio station in san francisco where they lit candles and shared hopes for his safe return. >> it shows a lot of impact of his love and how people came to his place of work to celebrate him and let him know how much we all care and we just want to find him safe. >> vandergrift is 6 feet tall, 180 pounds, he has several tattoos on his arms a above his right ear. if you see him, you're asked to contact police. zoo animals may or may not love the cold and rainy weather. as for zoogoers it seems not so much. attendance pretty low on days like this. oakland zoo may announce another closure today after closing yesterday due to weather. zoo leaders will make the final call later this morning. if so, tickets booked for today will be automatically refunded.

for now, tonight's glowfari session is still scheduled to take place, although that could change as well. >> you need to find indoors activities, i guess, for the kids as well. because we're tracking yet another incoming storm. taking a live look outside at downtown san jose. all quiet right now. let's check in with kari. she's really keeping track of everything for us. >> the break between the storms coming in was so short, we already see the rain we had yesterday is moving closer to southern california and the next storm is moving in around eureka, with some lightning, and also some of the lighter showers moving in to parts of the north bay. now, we also for the sierra have blizzard warnings that will be in effect between now and wednesday, heavy snow at times, but blizzard basically means near zero visibility and blowing snow. we're also going to see gusts topping over5 miles per hour as we get a closer look, they're basically saying do not even attempt to travel in this area

over the next few days. look at how much snow we're going to see with the possibility of anywhere from 32 inches of snow in truckee, tahoe city reaching 39 inches of snow and kirkwood up to 53 inches of snow. so once again, near zero visibility in some of those areas as the storm comes in. we're also going to in the bay area see rain and the possibility of some thunderstorms. i'll be tracking that with more of the impacts and what you can expect over the next few days coming up in just a few minutes. mike, you've been tracking the commute through the east bay and you also have breaking news. >> that's right. first the bay bridge toll plaza, the volume is building, damp pavement. we do have more rain coming for later on in your commute and we should see that slowing. we s it on highway 37. highway 4 as well shows the typical build. we may see more on highway 4 because folks will have to avoid vasco road. this portion has a deadly crash

blocking what i'm told is both directions right now. some will go up to highway 4, and there will be more congestion toward pittsburg and bay point. others will go toward tracy, getting away from the area. this deadly crash, the scene is still active just around the flag barn where i see the slowing. it may be between there and a little farther down. whatever the case, you have to avoid this stretch of vasco road. chp says there's a deadly head-on collision between a large truck and a passenger vehicle. crews are not yet on scene. the coroner has been called, i'm going to guess about 6:30 where the coroner gets there and does the investigation that is necessary before they can clear the scene. that will be a major problem for that portion of contra costa county, getting into or out of byron and discovery bay. an easy build, north 101 just seeing a little slowing. back to you. >> thank you. this morning, we continue to discover black heritage. next here on "today in the bay,"

rain begins at 9:00 here. i'm timing it out for all of our microclimates. i'll have the complete forecast in about five minutes. >> and we see more traffic on the live shot since we showed the shot last time. we did have metering lights activated and now we do see folks slowing approaching the toll plaza. that alert continues for vasco road. we'll talk about the latest update coming up. it is quarter to 6:00 right now. the white house readying its argument about student loans for tomorrow's big day at the supreme court. >> scott mcgrew is joining us. the white house wants to forgive $10,000 in federal loans, $20,000 in some cases but it's been blocked by the court. >> that's right, as a group that does not want student loans forgiven. they've provided two major arguments. the first one is simple, the president doesn't have the power to forgive loans.

the white house, though, argues the exact opposite. not only does the president have that power, it's spelled out in the 2003 heroes act, which gave the president power to modify student loans in a national emergency, and of course we're talking about covid. there's a second argument brought by the state of missouri which runs a loan servicing company. if you have a student loan, you probably know them well. missourirgues getting rid of the loans would hurt its loan business. we're going to have more detail as the court gets under way tomorrow, but this is one of several cases this month that have very real effects on american lives. last week the high court heard arguments that could very much change what you can and cannot do on the internet. and of course last year the dobbs decision overturning rowe. u.s. officials worry china will provide russia with weapons, though those same officials say china has not made

we're looking at stormranger right now showing as of now for the most part much of the bay area is dry. the rain is starting to move farther to the north for coastal sonoma county, lake and mendocino counties, and once again we're dealing with snow, but it won't be as low as it was last week. but this is still going to be a cold storm coming in and the rain may be a little bit heavier than we saw last time. so also some gusty winds in the mix, where our winds could reach 30 to 40 miles per hour, even near 50 miles per hour near the coastline. and also watch out for thunderstorms and hailhich is b snow pellets. a little bit softer than hail and it melts a lot sooner. we're also going to see snow levels dropping to about 2,000 feet to 3,000 feet all around the bay area. so mostly in those upper elevations. in the valleys we're going to see the rain really getting going about 9:00 for much of the north bay and moving into the peninsula as well.

that will be sweeping through the east bay, as well as the south bay right around noon, so that's lunchtime. it's going to be really tough to get out there and get lunch. and we're going to see the spotty showers continue into the afternoon, although there may be breaks, we'll see some sunshine. but the north bay will have the highest chance of seeing rain into the evening. later on we are going t see it breaking up and becoming more light and scattered. and then tomorrow we've got another storm coming in, starting in the morning right at about the same time, moving through the bay area with some lingering showers continuing into the evening, and then on wednesday it's going to start to clear out during the morning with some cold temperatures remaining. we could see another inch to inch and a half of rainfall all across the bay area. some of the higher amounts may actually be across parts of the south bay. and then once we go into the middle of the week, we are going to see at least a few days of some clearing, but if you're already making plans for the weekend, saturday and sunday may

bring in another round of rain as well as more low elevation snow, and also snow for the sierra. our seven-day forecast shows temperatures only make it into the 50s this week, and for much of the week it's in the low 50s. our mornings start out near freezing. we're going to be watching out for all types of precipitation as we go into today, so keep checking in for updates. mike, you have an update for the alert on vasco road. >> it's not great. folks are going to be stopped in both directions, from what chp tells us. the sensors don't look dramatic, but don't let that deceive you. we have no traffic flow past the scene of a deadly head-on collision on vasco road. that means folks in byron and discovery bay who would be coming out of brentwood, that would be a problem, cutting off that area. the commute does travel down toward 580, but toward the area it's also cut off from what it sounds like. byron highway will take you into this section, so back and forth
