to only 43 degrees and it's already breezy but will turn more windy at 8:00 right as the leading edge of the rain starts to move in. we're going to see heavy rain at times and even the possibility of thunderstorms for today. as it sweeps through much of the rest of the bay area, we are going to see a lot of colors here, green means rain, that pink is a wintery mix, and the white is snow. we're going to see that for a lot of our hills around the bay area, as some heavy rain continues to move in. off and on rain through the evening commute, but it does taper off before another round of rain comes in around the same time tomorrow morning. we're going to talk more about the total impacts and how much rain we could get. mike, you're talking about an important commute route that's blocked right now. >> yes, vasco road, a large stretch of vasco is closed right now between dalton, down here where the shops and homes are, and up here closer to basically marsh creek. that whole stretch, basically avoid that if that is your

commute. there is a deadly crash in between those two important points and chp has both directions impassable until they can clear the vehicles. and the coroner has to arrive to do the inspection and the report. i'm going to guess that's going to be about 6:30 where the coroner can get there. that does cut off discovery bay, brentwood, byron from 580 and folks could take highway 4 out of the area or byron highway if they're going east. the rest of the commute is pretty standard. we'll show that to you coming up. >> thanks, mike. the end of california's covid state of emergency happens tomorrow and it means winding down many benefits to help those struggling to make it in the bay. among the changes, eviction moratoriums everywhere will soon start to expire. "today in the bay's" kris sanchez is live in berkeley. i know they are considering a new measure to extend the rental protections. >> reporter: yeah, so this is a really big day for berkeley

renters who have been protected from eviction by that moratorium. a lot of these folks have been struggling to make ends meet since march of 2020 when this pandemic first started. the city of berkeley is covered by the alameda county eviction moratorium and that is may 1st, 60 days after the state of emergency. but tonight city council is set to hold a special meeting to consider extending the current moratorium until september to ease that transition. they don't want a flood of people looking for places to stay. now, under the mayor's proposal, landlords can still initiate evictions if tents don't pay rent and cannot justify under the city's policy. so a little protection for landlords as well. there's also an urgency item on the city council agenda for tomorrow for the council to add, possibly, $300,000 to the housing retention fund, which ran out of rental assistance dollars for low income residents

this month. now, it's not just alameda county talking about extending the eviction moratoriums or figuring out what's next in the months ahead. according to the marin ij, the county there, marin county, has run out of money, almost. they have just about a million left in their pandemic rental assistance fund, and that is to last for the next month or so. in berkeley, kris sanchez, "today in the bay." >> a lot of people trying to figure out what's going to happen, because a lot of people need that assistance and help right now. thank you. 6:03 right now. developing now in ukraine, new intelligence suggests china may be warming up to the idea of sending artillery and ammunition to russia's military. the white house still insists the idea is only under consideration, but the move could potentially dramatically escalate the conflict. laura. well, administration officials say they are monitoring developments and warn china that providing ammunition and weapons to russia would be against its interests. meanwhile, china responded this morning accusing the u.s. of disinformation and claiming that the u.s. is using the allegations to sanction russian enterprises. as russia's attacks enter year two, president biden is doubling down on support for ukraine. his administration pledging another $2 billion in aid. >> we find ourselves in a situation where the cost of walking away could be considerably higher than the cost of helping ukraine maintain its independence. >> reporter: u.s. officials raised new concerns that china is considering providing russia with weapons and ammunition, but say beijing has not done so yet and strongly warn against it. >> if it goes down that road, it will come at real cost to china. >> a lot of our partners in nato and europe have been a little bit reluctant to actually

pressure china in the way that we have seen a response to russia, but if china got involved in this war, i think that would change. >> reporter: as the fighting intensifies, the white house continues to rule out sending f-16 fighter jets, despite bipartisan calls. >> this phase is about ground combat and being able to have the tools in the hands of the ukrainians to take the territory back that the russians are occupying. >> i know the administration says as long as it takes. i think with the right weapons, it shouldn't take so long. >> reporter: despite major loss and setbacks, russian president vladimir putin is pushing forward. >> to wear down ukraine, to grind away. that's what he's giving every evidence he's determined to do right now. >> reporter: as hundreds gathered in washington, d.c. this weekend to mark one year of the war and call for russia to bring it to an end. and, laura, i want to make one quick clarification. during china's response they

claim that the u.s. is using the allegation to sanction chinese enterprises. i said russian enterprises, i meant chinese enterprises. either way, president zelenskyy says he wants to meet with his chinese counterpart, xi jingping, to discuss whether or not china is in fact planning to give russia weapons, but no word yet if that meeting is actually going to happen. >> we'll continue to follow. thanks for the very latest. 6:06 this morning, and happening today the man arrested in connection with the recent deadly house explosion in san francisco's sunset district is set to be arraigned, this after the judge last friday continued the hearing for darrin price. investigators say he operated a narcotics lab inside the home, which blew up on february 9th. the explosion killed his wife. price is facing charges, including involuntary manslaughter, child endangerment

and drug prices. a huge show of support for two street vendors recently attacked while trying to do their jobs. musicians, businesses, food vendors organized a vendor buyout event yet in san jose. proceeds are going to help the two men attacked in separate incidents earlier this month. one vendor says he was beaten after refusing to give his attacker a free hot dog outside s.a.p. center. two days later, police say the other vendor was assaulted by a worker at intex oughtintex auto. they're hoping the money raised will allow each victim the time they need to recover. >> street vendors don't get days off, so i think they deserve a little financial stability and the support of the community so they can get a few days off and deal with the trauma they just went through. >> the event was held in the same area where the attack happened near the auto parts store. police are still looking for the suspect in the s.a.p. center attack. let's take a live look

outside this morning. you can see the golden gate bridge there. what you can't see, those cold temperatures out there. and potential rain for our area. meteorologist kari hall, i know you've been monitoring what we're expecting to get. a storm is headed our way right now. >> we are starting to see light showers farther to the north as we track it with stormranger, our mobile doppler radar. that's the red scan you're seeing as it moves around the bay area, picking up on where we are already seeing this next storm having an impact. and for the north bay it's moving through lake and mendocino counties, and is going to be may being its way into the rest of the bay area with gusty winds and rain. there also will be the chance of thunderstorms today that could produce some hail and even some graupel, which is basically snow pellets. we'll see snow levels coming down to about 2,000 to 3,000 feet for today. let's talk about this wind. as we look at our wind forecast, this is the wind speeds in miles per hour.

31-mile-per-hour winds at 9:00 this morning as we go into the afternoon the winds pick up even more, 40 to possibly close to 50 miles per hour near the coastline. and even in some of the valleys we're looking at 25 to 30-mile-per-hour winds. so that could cause impacts to power, as well as bring down some tree limbs. and we'll have more on that. mike, you've been tracking the crash. >> this was the one alert in the east bay, the major issue. we may have more complications. around the bay, lighter traffic flow. the first slowing barely happened and cleared up. watch later in the commute because of the weather. now, we do have reports of a car fire around the 84/680 interchange that may cause a distraction and slowing. but there will be less traffic coming off of 580 because folks cannot take the connecter right now. right now we have another complication. there is a roadside fire for highway 4, which may be another alternate. this portion of vasco is cut off

[ laughter ] >> enough with the rain. especially after yesterday. we've got another storm coming in and it's starting out in the north bay with some light showers as of now. we've powered up stormranger, our mobile doppler radar. we can see what's happening all around the bay area and it is already snowing in some spots. we are seeing the blue there on the radar indicating the snow. light green elsewhere and this storm is not going to bring snow levels as low as what we saw

last week, but still we are going to see our hills getting another coating of snow. in the valleys, more rain coming in, starting out light. but it's going to start to pick up and we're looking at a winter weather advisory again for these hills over parts of the east bay, as well as the north bay. as you go up above 2,500 feet, we're looking at 1 to 3 inches of snow. above 3,000 feet it's more like 5 to 10 inches of additional snowfall. near mount hamilton and maybe mount diablo, up to over a foot of snow. and then in the valleys we're looking at thunderstorms and hail, a change in the wintery weather that's going to be coming in. the initial line of heavy rain starts to move through marin county at 9:30 this morning, approaching san francisco. quickly sweeping across much of the rest of the bay area between 9:00 and noon, and then we can see that there is going to be snow continuing for those upper elevations. but where we do see thunderstorms, there may be some

hail in some of the valleys. we're trying to help you decipher what type of precipitation you're seeing. if you can safely snap some pictures, tag us so that we can see what's happening where you live, as well as share it with the rest of the bay area. it's going to be all over the place for today into tomorrow with more waves of rain coming in. finally it looks like it does taper off heading into wednesday morning. between now and then, we're looking at another inch to over an inch and a half of rain in some spots, with the ground already saturated, gusty winds picking up, and another inch of rainfall. we could see more downed trees and more impacts to power, so be prepared for that. if you had planned on going to the sierra, cancel it. there is a blizzard warning in effect and we're going to see near zero visibility. they're saying travel may be impossible over the next few days because of the several feet of snow coming down and near

zero visibility with those high winds that could reach over 75 miles per hour. another 37 to 53 inches of snow between now and wednesday. that's coming down hard and fast. and we're also going to get a brief break for the middle to the end of the week. if you're making weekend outdoor plans, it's going to be raining again. we see another storm system in the forecast that's going to be coming in. and so as we take a look at this seven-day forecast, it's cold, it's mostly wet, but there will be a break. all of that wet weather between wednesday and friday. but the weekend we'll see it returning with highs only in the lower 50s. mike, you still have that important note about the roadway. >> it's not the bay bridge. the last five minutes, there's a lot more traffic. i know it's light for 6:21, but we're easing into the commute. you might want to squeeze it in now because earlier is better.

the one spot you do need to avoid, highway 4 has light slowing, but we might see more slowing because folks are avoiding this section, vasco road between byron, brentwood and 580, that section continues to be blocked by a deadly head-on collision. the coroner has not arrived so they cannot move the vehicles. there's lighter traffic volume through the altamont pass and the south bay, but avoid vasco road. back to you. it is 6:22, coming up next, "today in the bay" bay area responds. >> he paid 3 grand for new floors and immediately saw a troubling gap. he complained but the company didn't exactly roll out a red carpet. i'm consumer investigator

snow coming down in some of those areas. but this will be a storm where the snow is up a lot higher and we'll have a chance of thunderstorms as the system quickly sweeps through, through late morning into the afternoon a chance of thunderstorms that could bring some hail, as well as gusty winds that could top about 50 miles per hour for the coastline, and then scattered showers as we go into today, with another coating of snow. but mostly up above 2,000 feet, as well as some elevations that are higher compared to what we had last week. we are also going to see more rain in the forecast tomorrow, with another wave of heavy rain. i'm tracking that, as well as the impacts, and we'll also talk about when we get a little bit of a break in just a few minutes. >> we're going to need those when we can get them. the next storm soon to arrive, the morning commute may get dicey in parts of the bay area. >> "today in the bay's" bob redell is live in livermore. kari was just talking about the wintery condition we're seeing

may once again bring some more snow. >> reporter: correct. we're here in the southern part of livermore, where you can see the snow from this past weekend. that is in the upper elevations. that's where we normally see snow when we have cold weather. we are not expecting the snow to drop like we saw friday, which was much lower in the hills. in the upper elevations, you could see more snow accumulating there later this morning, and in other areas like mount hamilton and mount diablo, expected to get 1 to 3 inches, possibly several inches the higher you go up. depending on where you live, you might be able to drive to fresh snow. in spite of all of the snow and rain, all of california is still in a drought. the severity varies by region. most of the state, including the bay area, is in a moderate drought according to the u.s. drought monitor. the central coast is abnormally

dry. the central valley up north and way down south still severe. this is much better, however, than a year ago when many parts of the state were in an extreme drought. >> we've gotten a ton so far, so we can definitely be thankful for that. as far as the drought situation going forward, we need to keep a close eye and see how a lot of our reservoirs respond to not just the rain we received, but also a lot of the snowfall because eventually that will melt and make its way into our reservoirs so we can use more of it. >> reporter: now, for many of us, this storm just makes for a slippery ride into work. you can hear some of the commuters behind us here in livermore. but for a handful of people, this weather has been a major inconvenience. there are over 4,700 pg&e customers still without power, about 3,300 in the south bay, another 1,300 in the north bay, some on the peninsula and a few in the east bay.

reporting live in livermore, bob redell, "today in the bay." >> thanks, bob. if you haven't already done so, make sure you download our free nbc bay area news app so you have access to our radar, as well as the customized weather alerts. it's time to check out the commute. mike inouye is checking on that. >> so folks, if you do need to drive to the office today, you might want to leave sooner than later in most of the bay area because kari showed the rain coming in starting in the north bay around the 8:00 hour. most spots are moving smoothly and relatively light. but we do have vasco road, which is still closed because of a deadly head-on crash involving a big rig and another vehicle. i hear a tow truck is on scene but we're still waiting for the coroner to complete the report. as far as i can tell, they do see the tow truck may be clearing vehicles from the scene. we may have better news for the vasco commute. sadly, the deadly crash will not

change the status over there. we have another crash in university and we'll talk about the reason for slowing coming up. back to you. >> thanks, mike. happening today, the man police say was targeted in the shooting by mma star cain velasquez appears in court for a preliminary hearing died to molestation charges. last year velasquez shot at a car being driven by harry goulard. velasquez is out on bail, as is goulard. last june glfd entered a not guilty plea. long-time fans of the radio station wild 94.9 are growing more concerned about a beloved morning deejay who hasn't been seen for days. the 54-year-old, jeffrey vandergrift is known as jv on the air. he was last seen at his home near king street in oracle park.

police consider him at risk. last night fans gathered where they lit candles and shared hopes for his safe return. >> it shows the impact of his love and how people came to his place of work to celebrate him and let him know how much we care and we just want to find him safe. >> vandergrift is 6 feet tall, he has several tattoos on his arms and ave his right ear. if you see him, you're asked to contact police. zoo animals may or may not love the cold weather and rain. as for zoogoers it seems not so much because attendance is often low on days like this. oakland zoo has announced another closure for today after closing yesterday due to weather. tickets booked for today will be automatically refunded. for now, tonight's glowfari session is still scheduled to take place, although that could change as well. >> check ahead. maybe the forecast will help you in your planning as we're tracking another incoming storm. taking a live look outside in san jose right now.

iefore the next one comes in. i've noticed the temperatures are so cold, kari. >> and we can still see the snow on the hills. that's not going anywhere because it is so chilly out there. we have another coating for those upper elevations as we start out with some rain in parts of the north bay, the storm system is approaching and starting to fill in here on the radar as the rain returns once again to start out the workweek. you want to make sure you're prepared for all of this as you're getting the kids ready for school in san mateo. it starts out cloudy, only 45 degrees. look at the pickup temperature. it really doesn't rise that much so you need layers today, as well as the umbrella as showers move in for the end of the school day. but it's going to be breezy as the winds pick up near the coastline. at 9:30, it's anywhere from 15 miles per hour in fremont to 31 miles per hour in half moon bay. it gets even stronger as we go into the afternoon.

later on this evening the winds will calm down and we'll get another break before another round comes in for tomorrow. we'll time that out and i'll have a look at the hour-by-hour forecast. mike, you've been tracking the roadways that are still dry but it's already backing up. >> we're going to get more slowing as the rain comes in you were just talking about. we have one alert, the bay bridge toll plaza. i did want to show folks this, while we have a backup that continues to build and getting toward the bay bridge, this direction right here. we slowing away from the bay bridge, things are moving better on eastbound 80. around university, reports of rocks across the roadway. a lot of gravel and cars getting dinged up. i'm not sure how that got there, which turned to gravel as it was hit. that is away from the bay bridge around university. typical build, including in richmond and san rafael bridge. highway 4 is holding up with a relatively smooth drive, despite

a live look outside in san rafael. windshield wipers on. we're already seeing rain coming down in the area and it will continue throughout much of the morning. it's 41 degrees and not much of a warm-up here. we're going to see waves of rain today and possibly some thunderstorms. i'll have more on that in the forecast coming up in a few minutes. we're looking at 92, holding steady with volume and speeds. these cars with the taillights going toward the peninsula. it looks like they're going toward the ship. we'll show you the backup at the bay bridge coming up, as well as any progress we have for the closure for the deadly crash, the head-on collision on vasco road. the white house readying its argument about student loans for

tomorrow's big day at the supreme court. >> scott mcgrew, the white house wants to forgive $10,000 in federal loans but in some cases it's been blocked by courts. >> that's right, and in some cases $20,000 if you have a pell grant. there's a group that does not want student loans forgiven and have presented a variety of arguments. two major arguments. first one is simple, the president doesn't have the power to do that. the white house argues the exact opposite. not only, they say, does the president have that power, it's spelled out in the 2003 heroes act, which gives the president the power to modify student loans in a national emergency, covid. there is a second argument brought by the state of missouri which runs a loan servicing company. if you have a student loan you probably mow them well. missouri argues getting rid of loans would hurt its loan business. we'll have more detail tomorrow as the court gets under way. the case is one of several that

have had a real effect on americans lives. last week the high court heard arguments that could very much change what you can and cannot do on the internet. and of course last year the dobbs decision overturning roe. >> if first lady returned from her trip to africa over the weekend. she was talking about the fight against hiv/aids. her trip is part of a commitment president biden made to increase ties to the region. >> vice president kamala harris will talk about the bipartisan infrastructure bill today, which includes a rule that provides federal subsidies of up to $30 a month and discounts on computers and tablets to connect to the internet. americans say they don't know much about the infrastructure bill and all the things they can get out of it, so politically the white house wants to show this off. but also only about one in five americans who qualify for the new low cost internet have signed up. this is the website. there are a lot of people that qualify. you may be missing out and you

marin county and especially for those areas farther to the north we are picking up on rain and snow with our stormranger. that's our mobile doppler radar. where you see the blue shadings, that's snow. but it's not coming down as low as it did last week and that's what we're expecting, even though temperatures are cold, it's going to be mainly for some of our upper elevations where we see the biggest impact. here is another storm coming in covering much of northern california with snow. so we do have a winter weather advisory in effect for all of these areas shaded in purple. as you go up above 2,500 feet, we're looking at another 1 to 3 inches of snow. above 3,000 feet it could be more like 5 to 10 inches of snow. and around mount hamilton, possibly at the top of mount diablo, there could be over a foot of snow. for the valleys, we're going to see thunderstorms, as well as hail and possibly graupel, which is basically like snow pellets.

we're going to see the heavy rain sweeping through over the next few hours and then becoming more scattered for the rest of today. off and on showers and a bit of a break going into the evening. but there's still going to be a chance that we could see quick-moving rain and possibly thunderstorms moving through. and then another system approaches going into tomorrow morning at about the same time that will quickly sweep through before noon. but still it looks like even into the afternoon we're going to see waves of rain coming in before it clears out on wednesday. between now and late tomorrow night, we could see another 1 1/2 to possibly slightly higher amounts of rainfall. as we get a look at how this could impact the sierra, as a blizzard warning in effect, which basically means no visibility and also we'll have high winds that could gust as high as 75 miles per hour. it's for all of these areas shaded in red included in the blizzard warning. here is a look at the snowfall

forecast, between now and wednesday there could be another 2 to 3 feet, possibly even higher, and they're saying if you have travel plans to or through the sierra, cancel it. do not even try this. because it's going to be very dangerous and those roads will most likely close. once that moves out, you'll have a window on wednesday into thursday. if you're making weekend plans, there's going to be another storm system coming in. so whatever we didn't get done last weekend because of the rain, we won't get done this weekend, either, because it's still going to be raining and it's also going to be cold. we only see the sun on wednesday, thursday and friday for completely dry days. but we're going to be tracking all of the chances of the types of precipitation, i should say, for the next couple of days as we see those very cold temperatures continuing. mike, do you still have that alert? >> yeah, we have an update about an update. we're looking at most of the bay area, lighter traffic flow,

south bay is starting to kick in with 101 and 87. the alert continues for vasco road. if you're just joining us, there's been a deadly head-on crash that happened early this morning on vasco road. so this stretch has been cut off, basically cutting off 580 in brentwood, byron, discovery bay. the whole section is inaccessible because of a deadly head-on crash. the latest update from chp says they're going to hold the dump trucks because they're going to open the roadway soon. that does give us a little hope for that portion of the commute. right now there's still no estimated time of opening. so some folks are avoiding the area by going up to highway 4. it hasn't been an appreciable change from pittsberg to bay point. we have a pretty typical monday drive for the rest of the east bay. we are looking at the slowing that was eastbound 80 around university, the gravel, the rocks all seem to have broken

apart. there's no stoppage on the freeway. it slows here at the bay bridge toll plaza but there's noticeable movement. there's some more slowing on the decline, of course, and then getting up into the area around richmond bridge we have slowing. san mateo bridge, holding steady. back to you. happening now, the distributor of the popular dilbert comic strip is cutting ties with creator scott adams. this after racially charged comments he made last week on his youtube show. hundreds of media outlets across the nation have announced they will no longer publish the strip, including local papers. the chronicle stopped carrying dilbert last fall after controversial conversations. and extending eviction protections, next here on "today

it is 6:56 this morning. we want to welcome you back. we are moving you forward with a look at top stories here on "today in the bay." >> in just a few hours the man arrested in connection with a recent house explosion in san set district is set to be arraigned after the judge last friday continued the hearing for darryn price. investigators say he operated a narcotics lab inside the home, which blew up on february 9th. the explosion killed his wife. price is facing charges, including involuntary manslaughter, child endangerment and drug charges. >> also today, berkeley city leaders are set to hold a special meeting to consider extending the current rent moratorium until september. alameda county eviction moratorium covers berkeley residents. it's set to be in place until at least may 1st, but 60 days after the state of emergency ends tomorrow. meantime, the city council will

consider adding $300,000 in housing retention funds, which ran out of rental assistance this month. >> 6:57. now to a live look across the bay area. we're bracing for more storms to arrive any moment. rain, strong winds, even another chance of snow is expected. now we're not expecting the snow levels to drop below 1,000 feet like friday. upper elevations are expected to get 1 to 3 inches of snow, perhaps more the higher up you go. and as we head into this next storm, there are more than 4,700 pg&e customers still without power. about 3,300 in the south bay, another 1,300 in the north bay. some along the peninsula and few along the east bay. >> still cold out there. >> still cold and it's going to get windy again. we could see that number going up again today, especially for the peninsula. and we're also going to see the waves of rain coming in, already hitting the north bay. that's going to spread into the rest of the bay area by late

morning, possibly some thunderstorms, and as we mentioned, there's going to be snow on our upper elevations around the bay area. >> sadly, we still have this crash closure here for vasco road. the reason for that, as we've been talking about all morning, a deadly head-on crash involving a big rig. the larger vehicle has to be removed from the roadway and i haven't heard whether the coroner has arrived on scene. i don't think they can clear the vehicles until the report is complete. we'll continue to follow that. a lighter commute around most of the bay but it is seeing more traffic hitting highway 4 at the top of the screen as that is the longer re-route getting out of brentwood and byron, and into antioch and the long way around to the walnut creek interchange and back down to 580. if that is your normal route, you may want to call in and see if you can remote. the rest of the bay is looking lighter with the south bay just kicking in for the commute. >> mike is always given us the
