like there was also a disabled vehicle. 680 has reopened, but 84 seeing more traffic. contra costa county will likely see some of the first slowing on highway 4, but that's not for 20 minutes and maybe half an hour. back to you. a north bay high school where a student lost his life will be closed today and tomorrow. the student in santa rosa was stabbed in the classroom in an altercation and later died. >> bob redell is live this morning. the student's family members say his death could have been avoided. >> correct. that was brought up to us at a memorial in santa rosa. the memorial was for the 16-year-old, and police say he and a friend walked into an art class and confronted a 15-year-old freshman in front of

two dozen students and four instructors, and the 15-year-old pulled out a knife and stabbed the two, and one died at the hospital. the 15-year-old suspect was found hiding in a river bed. jaden's family said the suspect slashed jaden's tires earlier this month. >> they slashed his tires, all four ties, and instead of suspending this kid -- >> when he was stabbed today nobody even called the parents. >> a student had to call 911! the school knew these two had problems beforehand. they didn't do anything. >> how is she going to get through this? how do you let her bury her baby? i don't understand.

>> the school superintendent released a statement that reads in part, i understand that people want to have a broader conversation about campus safety and that will happen, however right now our students, staff and families need our strength and positivity to rebuild and restore confidence in the community. the school eliminated the school resource officer in 2020, and santa rosa police say they responded to 97 service calls at this high school in the past 24 months. >> hard to hear this news. thank you, bob. one representative said he was saddened to hear the student was killed and another injured. a new district attorney meant to reduce sentences for

criminals. the new policy will require prosecutors instead to receive approval first. price believes this will lead to more balanced sentencing and reduced rearrest. exceptions may be made for human traffic, child or elder abuse crimes. the first openly transgender lutheran bishop will talk about a suit he filed against his former church. he later resigned under pressure tied to the removal of another church pastor. yesterday he filed a complaint accusing the church of harassment and defamation. he was accused of being a racist after he followed the directives.

we have a follow-up out of san francisco this morning. new calls from concerned residents about the city's deadly drug crisis. people packed the meeting last night in the mission district organized by the group. advocates are concerned about what they describe as open-air drug markets operating freely in places like the tenderloin. people are dying of overdoses at the rate of two per day, and many connected to fentanyl. >> the crime is also at its worse in the tenderloin. it should not continue to become sort of this open-air drug market, which it is. >> the group is calling for supervisors in the next two weeks to pass supplemental police funding to ensure enough staffing to combat drug dealing. today is world teen mental health day, and it comes as many are struggling following the

pandemic. a rescind cdc study showed the percentage of high school students that felt constantly sad increased. nearly 60% of female students and 70% of lgbtq plus students said they experienced feelings of sadness or hopelessness. we spoke with the ceo of a bay area health organization. >> we know there are other affects the internet is having, and among other things it's shortening sleep about 45 minutes a night, and that's leading to irability and anxiety among girls and aggression among boys. >> he adds it's important for parents to have real conversations with their kids. >> they need to model that talking about emotions and feelings and being able to say i am having a difficult time or i

help. >> makes you feel good. >> do you come out of the class with muscles like michael b. jordan? >> i think so. we are probably working inside again because of the cold temperatures. if you are on your way to the gym, it's going to be a cold one. 37 degrees in fremont. it's 34 in concord. even though the temperatures are higher, it feels just as cold here. look at gilroy. 27 degrees. well below freezing there. we still have a breeze in some spots, so as you are getting ready to get this day startedn fremont we have mid-30s and then 46 degrees at 9:00, and 54 degrees at lunchtime. another cool day as we only make it up to about 57 degrees. we have a lot of mid to upper 50s here today, and it will be about the same tomorrow as the

sunshine continues. going into the weekend, cooler on saturday, and only reaching the low to mid-50s. this is when we not only need the heavier coats but umbrellas, too. we will see the rain coming back on saturday, most likely sweeping through the bay before noon, and then move into the rest of the bay area around lunchtime. notice how fast its moving. by the afternoon, it's starting to clear, and there will be some breaks but spotty showers in the north bay for the afternoon. after that wave of rain quickly comes through, there will be another on sunday. that will be more widespread, lingering into monday and tuesday. we are going to see some off and on showers through at least the middle of next week. during that time, we are looking at about another inch of rainfall, which may total higher for some spots, like near the coastline as well as in parts of the north bay. i know we are looking forward to a warm-up in march.

california, and sfpd did report him missing last week, and he was last seen at his home in san francisco on king street. he's described as six foot, 180 pounds, bald with tattoos. there's still an ongoing investigation with sfpd. if you have any information about this case, contact sfpd. >> i have been listening to 94.4 in the car, and so many people are reaching out and talking about how he touched their lives. it's a sad time. san josé police are investigating at a home after finding explosives and drugs inside. one person was arrested for having explosive materials.

officers will be there all day collecting evidence. two bay area men who fire bombed the democratic headquarters in sacramento now know how long they will be in prison. it happened shortly after president trump lost his re-election bid. this is those two men. they pleaded guilty last year. rogers of napa will serve nine to seven years, and the other man received three years in prison. the pair also targeted other buildings, including facebook and twitter buildings. and then the city's budget and legislative analysis says downtown san francisco has about 150,000 fewer office workers than it did before the pandemic, and that impact is hitting the city's food and retail industry

hardest. the overall rate of office workers is 43% of what it was prior to the pandemic. here's a live look at the bay bridge where the lights here along the bay bridge that have delighted us for years will be going dark on sunday. the lights have 25,000 l.e.d.s, and the display is shutting down because repair costs have gotten too high and many of the lights have gone out. and a non-profit is trying to replace those lights. the capitol will remain lit today, and then one representative wants to introduce a bill that will make receipts digital. advocates say paper receipts are harmful for the environment

because of the toxic coating that makes them difficult to recycle. businesses will have to pay $25 per day if they don't comply, and usually they get warnings first. and then the chinook salmon population, spawning salmon is returning to california rivers at the lowest numbers in 15 years. it comes one year after an unusually high count. salmon season fishing may not happen this year. and experts believe in the long term, this year's rainy season bodes well for future salmon counts. and then avalanche fears are triggering a wave of evacuations, and some are

mandatory and some are warnings. this covers part of placer county where an avalanche happened on tuesday night in olympic valley. the slide temporarily trapped people in more than 100 homes and apartments. nobody was injured and everybody did make it out safely. governor newsom is declaring a new state of emergency for 13 counties affected by the ongoing winter storms. most are in southern california, including los angeles, san bernardino and santa barbara counties. >> hopefully we were going to get a little break from the rain and snow? >> no. not much. i want to show you the forecast because we are getting reports of people dealing with difficult travel conditions as well as more snow on the way. that's triggering the fears of more avalanches as well as it's trying to keep up with the snow that continues to come down.

starting on saturday, that rain changes over to snow and continues into sunday. we are looking at several feet more snow coming down over the weekend. if you are going to southern california, there we will see a break, although we will continue to see more active weather for some of the inland areas. if you are keeping it close to home, we are going to see rain returning this weekend but you might want to check out the 80,000 free tulips at union square, and our temperatures will be chilly, only in the mid-50s. mike, you are checking out the traffic across the bay bridge. >> yeah, and we can see the span from the emeryville camera. the volume is building, and i think they may have activated the metering lights. they may have had to because things were bogging down.

it's about the same tomorrow, so there's not much of a change. the sunshine continues. then on saturday once the rain gets here, we're only reaching the low to mid-50s all around the bay area. in fact, as we take a look at our six to ten-day temperature out look, i know it's march. when are we going to warm up? not anytime soon, we will have below average temperatures and above average precipitation. we are stuck in the pattern where the next round of rain comes in starting late on saturday morning into the afternoon. the good thing about our saturday plans is it looks like it's in and out fairly quickly. another round coming in on sunday. we could see more scattered showers in the forecast as well as low elevation snow going into the first part of next week before it tapers off for a brief break. additional rainfall will reach another inch to possibly about an inch half in some spots.

a look at our 7-day forecast shows more cold temperatures. we go from the low 60s today and tomorrow back to the low 50s and our mornings will be cold, even freezing towards the middle of next week. mike, you have that update on what is happening at the bay bridge? >> yeah, we had the disabled vehicle reported. i have been watching this closely. looks like things have smoothed out on the span. i believe the vehicle should be close to the san francisco side if not completely off the bridge. looking smoother because of the metering lights being turned on, and there's another issue on the east shore freeway approaching emeryville, and there's a disabled vehicle or mini crash there. the rest of the bay, the standard pattern. happening now, today is san mateo county's deadline to apply

welcome back to "today in the bay." turning to our climate in crisis, last year we saw a jump in renewable energy production in the u.s., and scientists found california and texas led the way in solar and wind power. california powered 5.5 million homes with wind energy, and that's a 10% increase compared
