right now at 5:00, another round of rain set to move into the bay area. meteorologist kari hall is timing out the weekend washout as you make your plans. >> not over yet, a san jose home is still the focus of an ongoing investigation this morning. police say the home was filled with explosives and drugs, triggering evacuations. the reason some neighbors tell us they might have to leave their homes once again. >> plus, traveling to the bay area, vice president kamala harris is expected to touch down in a matter of hours. what we know about her visit and who she plans to meet with. this is "today in the bay," streaming live on roku, amazon fire, and online. a good friday morning. thanks for allowing us to be a part of your morning.

i'm marcus washington. >> i'm kris sanchez. laura garcia is off. we have a big change for express lanes, but we want to start with a look at the forecast because we know more rain is coming. >> we are going to see rain starting tomorrow. we have one more dry day in the forecast as temperatures start out in the upper 30s in parts of the north bay. we're at 37 in mountain view as well and 47 across the bay in hayward, 46 in san francisco. now, heading into the afternoon, it's going to be very much like yesterday where it's nice and sunny, temperatures start to feel a little milder, at least during the middle of the day, reaching into the upper 50s. but i am tracking rain. we are going to see it coming in waves, but there will be a opportunity to get outside. we see it for saturday morning, clearing out for saturday afternoon, and then more spotty rain on sunday. we'll talk more about that coming up. mike, you're still looking pretty calm out there. >> it's friday, so lighter volume of traffic. we expect that for the morning

commute. we are looking at a couple of incidents, none presenting any slowing. one on the eastshore freeway is opposite your main commute and so is the one on eastbound 580. we are looking at no major closure for the tri-valley northbound. remember, they've postponed that closure over the weekend so that will not be the case for sunol. that will remain open and it's open right now. on the peninsula, these lanes have been opened through san mateo county. fees will start to be charged. let's take a live look along 101, starting this morning you can cruise in the new express lanes, but you need a fas trak flex. if you're riding solo, you'll be charged the full price. if you're driving with three or more people, you'll be charged for that, but you need to set it to three. if you have two or more, a little discount there. you'll be fined without the fas

trak pass. a spokesperson says the bottom line is you have to make sure you have it before you get into the lanes when you're leaving the house this morning. >> it's really important that anyone who uses the lane, whether it's a single or multiple occupancy, that they have one of those -- basically a toll tag. >> the new project is 22 miles more with express lanes in both directions of highway 101. the new lanes run between i-380 over by the airport, south san francisco to north matilda avenue/whipple. "today in the bay's" pete suratos and i are taking a closer look at the changes and we'll have a deeper dive coming in our next half hour. we do have some breaking news into our newsroom right now. here on your screen, a motorcyclist is in the hospital this morning following a police chase that ended in a crash. this happened in san mateo about 2:00 this morning, just east of the el camino real off ramp.

chp tells us the driver was transported to the hospital with minor injuries. we don't yet know what led to that chase, but we are asking. families might have to evacuate a san jose neighborhood once again due to ongoing explosive investigation. police say the home on potomac court is filled with explosives and illegal drugs. 35-year-old now faces charges in connection with the discovery. neighbors were forced to evacuate yesterday due to the investigation. they are back inside now but neighbors say they saw, even heard suspicious activity like bombs going off inside the home, but never imagined the magnitude of the situation. >> just all night, he would start this drilling and banging. it would keep us up all night. >> one time it was so bad that we felt like our house kind of moved a little, just felt a sensation in the home. that's how bad it was. >> one neighbor tells us, although they were allowed back inside their home, police told her to be ready to leave the

house by 8:00 this morning. they believe that's when agents will resume the removal process. students are planning to walk out of montgomery high school in santa rosa on monday. a 16-year-old was killed there this week. people are blaming the school for not doing enough to stop a campus feud from turning deadly. the 16-year-old jayden pienta was fatally stabbed when another student stabbed him during art class. another student was also stabbed in the hand but survived. her aunt is speaking out about the family's anguish. >> i was at the funeral home all morning trying to make arrangements to have a 16-year-old boy buried. it's tragic and there's no words that can explain how horrible it is. >> nbc bay area reached out to the school district but they have not responded. the students do not have class

today. the man who fired blanks inside a san francisco synagogue will be back in court. he's facing several felonies, including a hate crime charge. police say he did something similar at the balboa theatre. the attorney is hoping the judge will approve a request to strip him of all of his firearms for at least five years. also today, vice president kamala harris is heading back home here to the bay area. air force 2 is expected to touch down later this morning in san francisco. shee plans to participate in a roundtable discussion with small business leaders and will then attend a political fundraiser. harris is set to visit denver on monday. her trip comes as president joe biden is still not confirming if he will run for re-election. this weekend a few presidential hopefuls will speak at the annual conservative political action conference. happy friday. let's take a live look outside in san jose. we can see the clouds overhead, but overall we will see more sunshine today, and temperatures in the mid-40s to start, headed for the upper 50s. overall a cool day, but at least we don't have to deal with rain. we'll talk about when it's coming back in our forecast in just a few minutes. and they are clearing, folks for caltrans heading away, clearing the last of the cones and getting ready to clear the bridge. they're almost ready for their weekend. backing up to get those cones. that's what's going on on the golden gate bridge. we'll talk about the money world and check in with pippa. good morning. wall street is set for a flat open after stocks rallied yesterday. the dow had its best day in more

than two weeks, closing up 231 points, while the s&p and in both rose 1%. the gains coming amid conflicting comments from two individuals at the federal reserve, one suggesting that they can keep raising in smaller increments, while the other is raising the possibility rates could go higher than expected if inflation doesn't cool off. in focus today, data on the services or non manufacturing sector. mortgage rates have jumped back over 7% as inflation worries drive bond yields higher. the average rate on the 30-year fixed loan hitting 7.1% yesterday. mortgage rates loosely follow the yield on the ten-year treasury bond. rates topped 7% in oak, the highest level in more than 20 years. a monthly payment for someone buying a $400,000 home with 20% down is $230 more than a month ago.

citigroup is reportedly cutting hundreds of jobs across the country and the investment banking division is among those most affected. bloomberg said it could amount to 1% of the workforce. the move is part of normal business planning and there's been no broad mandate for managers to cut staff. marcus and kris, back to you. >> thank you very much, pippa. 5:15 this morning, we take a live look in san jose. this is a city that has seen a major economic decline during the first few years of the pandemic. this is all according to a new report by brookings institute. so between 2011 and 2019, san francisco was ranked fourth. but between 2019 and 2021 the region dropped to 109th based on the pandemic toll on the job market, new businesses and the city's strict health measures. the city saw more than 6% loss in jobs and a 3.4% decline in employment rates in the first

two years of the pandemic. >> i mean, from fourth to 109th, that's a big drop. you know what? you may have heard this phrase before, dinner is better when you eat together. well, the internet is up in arms about this one. >> so trending this morning, a presidential dinner date and a debate over two identical bowls of pasta. let's set the stage. we're bringing out the bread basket. it's saturday night, date night. president biden and first led dr. jill biden go out to have a nice dinner. here is the issue, they both order the same exact meal. it seems like an uncontroversial thing to do. but a lot of people are chiming in about whether couples should order the same dish or different dishes so that you can have a bite and try as much of the menu as possible. i put up a poll on twitter, when you go out with your date is it cool to order the same thing or do you order different dishes so that everybody can have a taste of something different?

as snow levels coming down, our hills getting ood coating of snow. and then if you're going to the sierra, winter storm warning goes up tomorrow, as we get another 1 to 4 feet of snow. our temperatures today reach into the upper 50s, a few spots reaching 60 degrees. we'll see that in concord, fairfield, as well as santa rosa. elsewhere we're in the 50s today. and it will be cooler tomorrow as rain comes in. let's go hour-by-hour. we start to see rain in the north bay, at 9:00 tomorrow. but this will be sweeping through fairly quickly. clearing the north bay by noon and then also quickly pushing into the south bay right about 11:00 to 12:00, but already giving us sunshine going into the rest of the day. there will be another round coming in late saturday night into early sunday, and we could see all the colors there, that indicates that we could see snow on mount hamilton, mount diablo, as well as some of our north bay mountains, and once again it won't be raining all weekend. there will be some breaks,

especially for saturday afternoon and then sunday afternoon. looking into next week, we are going to see more widespread rain on monday and tuesday, but we're not looking at significant storms. they're just going to bring in waves of showers. and our additional rainfall totals could reach anywhere from about a half inch of rain in palo alto to over an inch of rain farther to the north, with closer to an inch-and-half in ukiah. let's take a look at morgan hill, what to expect temperature-wise over the next ten days. it will be a while before we warm up. for much of next week we're still in the 50s. it's not until next saturday or sunday that we make it into the mid-60s, which is normal for early march. temperatures cooler than former for the next several days but we'll see waves of rain and snow through the weekend. so far, it seems like the commute is pretty calm. >> there was all that action at the golden gate bridge, meaning the crew was clearing cones.

>> we're not going to talk about that. let's get started. temperatures in the upper 30s and low 40s. it is 39 in livermore and santa rosa, one of the colder spots around the bay area, 36 in san martin, as well as los gatos. we will start out with a few clouds this morning, but we are back to sunshine and slowly warming temperatures as we head for the upper 50s. a few spots reaching the low 60s. we're enjoying the break from the rain. we'll talk about the timeline of when that rain comes back. mike, you have a predictable friday commute at the bay bridge. >> right, which for us means friday light. we're looking toward the span itself and no major delays getting across. there's a blip here and there. there's one here at the incline. we're looking at a smooth flow of traffic. there's a little slowing coming through the concord area, just a blip. no problems for 37. northbound 680, the note here,

we will not have the full closure because that has been pushed back because of rain. this weekend we will have this portion of 680 open and this portion on the freeway for the peninsula is open, but the change is for the express lanes. the signs you've seen overhead all along this part of highway 101 for quite some time. today marks a significant change. "today in the bay's" pete suratos is out there. he wants to save drivers from a very costly mistake. so, pete, what do you got? >> reporter: yeah, good morning to you, mike. if you don't have a fas trak, you can get a $500 ticket if you're traveling along those express lanes along 101. you can see the lanes behind me, just off of whipple avenue. this is from whipple avenue to about south san francisco that we're talking about. of course, this was not the case during the testing phase of these lanes, but that all changes this morning, mike. >> pete, so the lanes, we've seen the overhead signs, the activation, that's the new

thing. the need for the fas trak. we've been through the same thing in other parts of the bay farther down 101. we've talked about this testing and activation phase before. >> reporter: yeah, mike, when we talked about it, it was the santa clara phase. so this would be the san mateo phase. we got a chance to speak to tasha barthalomew. here's what she had to say. >> for those that use that portion of the highway, we had partially opened up the express lanes about a year ago, mostly in the southern section of the county going into santa clara county. but now, you know, because this project is complete, they are able to use the 22-mile stretch, so not just using the express lanes from the southern portion, but now being able to fully use it all the way on up to south san francisco near interstate 380. >> for that stretch, we're talking about possibly a speedier commute, we hope, but

then that comes with new tolls in the area, so maybe additional cost. anything else that you need to add? >> reporter: you know, tasha talked about a program that can help residents with the cost of commuting when using these lanes. here she is talking a bit about that program. >> the san mateo county 101 express lanes community transportation benefits program helps cover transportation costs for qualifying individuals in san mateo county, by leveraging revenue from the new express lanes to help low income individuals in san mateo county get where they need to go. we can provide participants with either a $100 transit credit on a clipper card or a $100 toll credit on a fas trak transponder, depending on if they want to take public transportation. >> that's great info, because this is a new charge possibly for some, but an existing program might help. pete, thanks for that information. kris and marcus, we're hoping we

can save some time on the peninsula as well. so how about that? >> i'm looking forward to saving some time on any commute any time of day. thanks. if you're still a little muddled about these express lanes, mike did share a great video on facebook, it's from nbc bay area's jonathan bloom, who explains how all the bay area express lanes work. well, new for you this morning, a follow-up for hundreds of south bay students. they'll have to find a new school to attend this upcoming school year. according to "the mercury news," the school board voted last night to close summit denali after the semester ends. the charter school serves more than 600 middle and high school students. officials say they just can't afford to keep up with the cost of running the school. this is after losing funding they received during the pandemic. they say they were facing a $4.5 million deficit. to continuing coverage of a dangerous tiktok challenge

involving people stealing kias and hyundais. we've told you about this before and now it's becoming an even bigger problem in some east bay cities. this all started with how-to videos on social. those show people how to steal hyundai or kia vehicles that are not equipped with an engine immobilizer by using a usb cord to hotwire the car. berkeley police say since december, those vehicles made up 38% of their stolen car reports. that is triple the normal amount. bob berry, a tow truck driver, says he usually gets those calls to pick up those stolen vehicles. >> we just got notice the other day, actually i think yesterday morning, that our insurance is going to increase by 25%. we're already paying a boatload of money for insurance. and so where do we go for the money? the people that we tow have to pay for. >> the national highway traffic safety administration says that both hyundai and kia are now

developing theft deterrent software for vehicles that lack the immobilizer and they will provide the fix for free. senator dianne feinstein is waking up this morning in a san francisco hospital. she is expected to make a full recovery following treatment for shingles. shingles is caused by the same virus that causes chicken pox. it's more common in older people but everyone can get it. ucsf dr. chin-hong says you can get treatments. >> earlier treatment can help cause the rash to go away faster and cause less pain later on. >> senator feinstein's spokesperson expects her to get back to washington, d.c. soon. the senator announced last month that she is retiring at the end of her term, which is in 2024. members of congress, katie porter, adam schiff and barbara lee, all have announced their intentions to fill her seat. to a live look this morning

from palisades tahoe, more than 12 feet of snow has piled up in some parts of the sierra nevada. and later today the third snow survey of the season gets under way to measure water content in the snowpack. this will give us an insight into our future water supply here in california. take a look at the side-by-side view of last week's drought update compared to this week's. you can see some parts of california are in white, which means we're no longer in a drought in those areas. >> it's amazing to see how far we've come in just a few minutes. >> yeah, think back to october when there was a lot of red on there, which was extreme to even exceptional drought. and we do have more snow on the way. so just a heads-up if you are going to the sierra that there is now a winter storm warning that will go up at 10:00 tomorrow morning. so we have a small window to get there, but also a winter storm warning for lake county as well if you're going toward that area, that there will be more snow coming in. and then for much of the sierra,

there will be off and on snow, road closures likely and also winds gusting over 50 miles per hour. so if you are going today, it's going to be a nice travel day. hopefully all the roads are clear. but the temperatures have been so cold that the roads kind of ice over during the early hours. today we're headed for 42 degrees, and then rain changing over to snow going into tomorrow. that snow will continue into sunday, as well as monday and tuesday. so maybe you're going to stay at home. there's a warriors game going on tonight, and later this evening our temperatures will be in the upper 40s and we're still enjoying the dry weather. there will be a quick round of rain, if you're going to union square we are going to see a break if you're going there to pick up some free tulips. this is to honor the important women in your life and women's herstory month. rain comes back late tomorrow evening. if your weekend plans take you to paso robles, we'll see

right now at 5:43 on this friday morning, we get a look at walnut creek and check out the forecast for much of the east bay, starting out partly cloudy. there will be more clouds moving in this evening, but we will see the sun peeking out. overall a pretty pleasant day. but we do still have to bundle up as highs reach into the upper 50s. we'll need the umbrellas tomorrow. i'll have a look at the forecast in a few minutes. san mateo bridge on the span is fine, but the taillights go west past the toll plaza where there may be a pothole being addressed on the approach. somewhere around industrial, i'm told. no sensors slowing, but we'll monitor that.

security guard in oakland when three men tried to rob him. he was shot and killed. oakland police say shadihia mitchell, hershel heal and laron gilbert were charged with murder and assault. new this morning, more people in california could be detained. this is against their will, because of mental illness. this is a newly proposed bipartisan bill. current laws allow courts to order people into treatment if they are a danger to themselves or others. the new proposal will expand the definition to include people who are not capable of caring for themselves due to mental illness or addiction to illegal drugs. some oppose the bill because they believe it will lead to more unnecessary arrests. but lawmakers think that they have enough support to get the bill passed. our investigative unit has been taking a closer look at mental health, safety and crime in our streaming series "saving san

mostly clear in the bay area, so you can make those outdoor/evening plans, and then on sunday we've got another round of rain coming in very early in the morning. but it looks like most of sunday is pretty dry. so we're getting the rain early saturday morning and then again during the overnight hours, between saturday and early sunday, and there will be some waves of rain in the forecast for next week as well. not a big warm-up here. we're going to continue with cool temperatures over the next few days. mike, you had a crash reported in oakland. >> ben was spinning the camera around trying to locate it, near 66, perhaps just south toward 98. we didn't see the crash, but i saw the traffic pretty much stopped for a couple of seconds. i think it's farther back before you get to 66 as you're heading down from downtown oakland past the coliseum. there's a little slowing that does show up on one of our sensors approaching 66. should be a quick traffic break to move the vehicle to the shoulder. the rest of the bay with a lighter commute, 37, highway 4
