dramatic video of the moment it happened. this is "today in the bay," streaming live on roku, amazon fire, and online. good morning to you. thank you so much for starting your morning with us. i'm marcus washington. >> i'm laura garcia. let's start with a look outside. more wet weather today, ahead of what may be a larger system headed our way later this week. meteorologist kari hall is tracking what we can expect. >> we are seeing the rain off and on through the overnight hours. as of right now it's mostly off for much of us in the bay area. but the roads are still wet due to some early-morning showers that moved true. so as you get ready to head out, look at the sloppy conditions and we are also getting ready for heavier rain, as well as some high winds, starting on late thursday into friday, and we're also preparing for the enhanced risk of localized flooding and there will be more storms in the forecast into next week, as that flood risk continues. but we are seeing a bit of a

break for now. as we go into today we'll also see a mix of sun and clouds. another round of quick-moving showers in the forecast for tomorrow morning and then the rest of the day is looking dry. so nothing big in the next two days. but we are already prepping for bigger storms for the end of the week. we'll talk more about that. mike, you're seeing slowing in the tri-valley. >> yes, and expecting possibly more. the sensors are mostly green, but here is where there will likely be changes. a little slowing northbound 680 as the crew is clearing from the overnight road work, which is happening tonight, but we're not looking at this weekend. i think they're going to reschedule it. we'll talk more about that. but there is also reports of a crew that's going to do a traffic break and they need to do repair work on north 680 past vargas. i'll let you know as we get more details from chp. the bulk of the commute coming from contra costa county and heading toward the maze and richmond bridge, very smooth.

we're listening. that's the district's message to families following last week's deadly stabbing at a santa rosa high school and today school leaders will host a community meeting along with police to try to ease concerns. >> "today in the bay's" kris sanchez is with us right now. so far the students are clearly not satisfied. >> no, they've been very outspoken in person, virtually, really outraged. their calls for action they say are not going fully heard. two community meetings were held yesterday and that's the gist that we get. those two meetings happened on the same day that students returned to montgomery high school, only to walk out a few hours later, chanting and demanding better security. a 16-year-old junior was allegedly stabbed by a freshman student after pienta confronted him in the classroom last week. one meeting was held in person hosted by the community equity

foundation and much of the talk at that meeting was about a lack of communication between schools and the community. in this virtual meeting, also held yesterday at the same time by sonoma county school district officials, school leaders and sonoma police talked about increasing security measures, like locking classroom doors. the day jayden pienta died, he and another classmate confronted a freshman who allegedly stabbed him. the police chief say something similar happened in february when students interrupted a class to assault another student. the fueling conversation is bringing about more talk of bringing back school resource officers or sros to campus. >> i hope that we can increase rapport with our police department and bring sros back. it's scary to send your kids to school each day. >> i'm asking that we have the courage to create an intentional school climate that addresses

the conditions that lead to violence, not just put a band-aid of more police. >> there is another meeting today, this one is a santa rosa listening session at 4:30 at friedman event center. many community members plan to attend tomorrow's regularly scheduled school board meeting and the district already scheduled a study session for march 25th to discuss school resource officers. now, we can't forget in all of this there is another tragedy, that 15-year-old who is now facing homicide charges. he faces a count of involuntary manslaughter and bringing a knife to school. he was before a juvenile court yesterday. 15 years old. >> it's bad all around. >> it really is. >> thank you for the latest. new court filing indicates how elizabeth holmes' attorneys plan to fight her hefty court-ordered restitution. as part of her sentencing last

year, holmes was ordered to pay back close to $900 million, but the defense is claiming prosecutors did not establish holmes' criminal conduct was tied to the company's demise. the judge is expected to make a ruling ten days from now. holmes is scheduled to start serving her prison sentence in late april. new developments overnight in the search for four americans trapped and kidnapped in mexico at gunpoint, two of whom are now being identified. >> according to our local affiliate in south carolina, family members say latavia washington mcgee is among those kidnapped, and zindell brown is confirmed to be among the four. the women in the group were seeking a cosmetic medical procedure in mexico. >> drew, how is the white house responding? >> reporter: good morning. u.s. officials say this may be a

case of mistaken identity, but here in washington and at the white house there are major concerns over the safety of these four americans. video spreading on social media shows the terrifying moments when four americans were kidnapped at gunpoint. you can see a woman being forced into the bed of a pickup truck. others are dragged to the truck by men wearing bulletproof vests. >> the fbi is working closely with mexican counterparts in an effort to safely recover these americans. >> reporter: it happened in the mexican city just across the border from brownsville, texas. they are from south carolina and were traveling to mexico for a cosmetic surgery procedure. they were driving in a white mini-van and fire was opened and they were abducted. >> if you go back 10, 15 years,

it was a place where youth would go for spring break. but it's devolved over the years to the point where there is increasing drug related violence, criminal organizations, seeking to for ransom. >> the fbi now offering a $50,000 reward for the americans' safe return, as u.s. law enforcement and intelligence agencies work to find them. >> the best case scenario is that there's communication eventually with bad guys who will be given a rationale to give these people up. you've got the world's attention on you, there's a world of hurt coming if you don't release them safely. >> reporter: the white house promising to bring those responsible to justice and offering support for the families of the victims. now, this region in mexico is the site of a violent struggle between warring factions of the gulf drug cartel. it has been under a level 4 travel advisory from the state

department, meaning americans should not go there. >> so many people from california go to mexico. >> spring break and whatnot, in that area. thank you, drew, quite frightening. the critical shortage of teachers that started during the pandemic appears to be getting worse. new data shows the shortage is growing in all eight states covered by researchers. many states, including california, do not track teacher departures, but some states are seeing the highest number of resignations in decades. one former teacher in massachusetts tells the "today" show the job can be grueling. >> at the end of the teaching day i was so physically, emotionally exhausted and drained, i wasn't able to take care of myself. i just had to trust that little voice in my head saying, like, you need to get out of here. >> the "today" show is also looking into possible ways to end the crisis. catch the full story this morning at 7:00 a.m. on the

"today" show following "today in the bay." happening today, engineers will give marin leaders an update on plans for a new flood wall along a low-lying area prone to flooding. they want to build a new flood wall. the area is near san pablo bay and experts believe it's deteriorating from rising sea levels. images on the project's home page show deterioration of the reinforced berm and the county has not yet locked in funding for what's considered to be a $16 million project. it is 5:09 right now. we'll take a live look out in san francisco. beautiful sight there this morning. i love the way it's lit up. you see the cars on the road. what you can't see is what's going on weather-wise because it's still too dark. but there has been some rain throughout the bay area this morning. >> we've had rain off and on the last few days. i love to see the pictures you

send in. i got this one on twitter. the rainbow in san anselmo. it's been clear in some spots and then raining and then with the sun shining you do get rainbows. it's been off and on and that's the kind of conditions we've seen. look at how sloppy as we are seeing spotty showers move through. in san mateo we have wet roads to start. it will be a dryer day and temperatures only reaching into the low 50s. we'll talk about more rain ahead in the forecast. mike has a look at where you can find slightly lower gas prices. >> we usually try to stay below 4 bucks but we have not been able to the last few days. the arco on stanley boulevard in livermore, $4.19 today. santa clara, $4.09 at petro fuel on monroe street. and marin county, mill valley's

one crash cleared from eastbound 80, but we found this crash on westbound 80. we're looking at one lane slowing, backup and adjustments. i'll let you know what the chp report says on when we expect clearing as you approach the berkeley curve. good morning and a very happy tuesday to you as well. there are two big things happening as far as the american economy goes. you have the senate hearing today about the debt ceiling. we'll talk more about that as we talk politics at 5:45. then you have the head of the fed, jay powell, talking to a senate committee as well. powell will be asked about the fed's plans to raise rates further. powell and the fed are under pressure because many of the fed's attempts to slow down the economy have not slowed the economy down. now, recall last month we got the latest jobs figures and they showed unemployment still at a

53-year low, 3.4%. we get a new report this coming friday and in many ways the worst things the fed could see is that the economy continues to accelerate. now, locally we're seeing something entirely different. we're seeing layoffs. atlassian has seen better days and is planning to lay off 500. bloomberg says meta/facebook will cut thousands more. this after a 13% reduction in november. shares in meta are up more than 50% from their lows, but critics point out they're not doing well because they've accomplished anything, but simply because they cut jobs. the business itself may be in trouble. >> the business model for meta is dying. it's an insanely profitable business, but they have doubled, tripled down on a business that will eventually start dying,

while also putting billions of dollars into the metaverse, which nobody can define, let alone prove exists. >> now, bloomberg says ceo mark zuckerberg wants the thousands of new job cuts before he goes on maternity or paternity leave, rather, for the birth of his third child, which is said to be, quote, imminent. so those job cuts could come within maybe the next 48 hours. >> we'll be watching. i'm sure we'll hear when they come out. thank you, scott. 5:17 right now. this is a live look at sfo where new this morning, uber wants to make it easier for you to find your airport ride share. the company is rolling out a new app and those features include step-by-step directions so you can get from your gate to your pickup spot. it is going to estimate the amount of time it's going to take you to walk there. the same technology is now available at more than 30

wrong. >> i guess she stood out with her wedding gown. kari, how is the forecast? >> it's not exactly what we want to see. we've been saying we need rain, but this is getting a little ridiculous. >> too many people are asking for it. >> yes, there's a lot more on the way. and we're starting out with some soggy conditions this morning, but as we take a look at stormranger, there's not a whole lot going on, spotty light showers after some early morning rain, and as we widen out the view we are still seeing the storm system spinning just to our north and west. it's off the coast and it's also still bringing some waves of unsettled weather. so we had a lot of really cool looking pictures, william sent this picture of the clouds we had yesterday in san jose, heading into thunderstorm season. that's definitely what the clouds are going to look like

the next few days. send me your wedding pictures. this is a look at the golden gate bridge where we have showers coming down. it is also very sloppy. but we're going to see a strong storm coming in between thursday and friday, increasing the risk of flooding, as well as landslides and mudslides. winds may gust to 20 to 50 miles per hour, causing more power outages and more downed trees as well going into the weekend. the sierra is expected to start to melt below 4,000 feet and then above we'll have more dangerous snow above 6,000 feet. but once again, there is just some spotty rain in the near-term forecast going into tomorrow. as we head toward wednesday morning, a quick wave of showers passing by. then the rest of the day is looking mostly sunny. then we get ready for that storm coming in on thursday, which looks to tap into some subtropical moisture, meaning it's going to enhance the amount of rainfall we see and it's going to be an atmospheric

river. so we're going to be talking a lot more about that as we go into thursday, friday, as well as some lingering showers on saturday. and then another storm coming in next monday into tuesday. so the train of storms will continue. take a look at what some of our models are putting down in terms of rainfall, and this is just an estimate. but it is showing that in parts of the north bay we could see an additional 7 inches of rainfall, and then for the south bay it could be more like 2 to 3 inches, maybe even 3 to 4 inches of rainfall in spots. so with all of those storms in the forecast, we do need to take steps now to prepare as we are just seeing some spotty showers off and on for the next couple of days. and we're also going to see those temperatures warming up just slightly, but it's still going to be very cool. san francisco in the upper 50s into the weekend. mike, you saw a crash near the berkeley curve. >> our friends in the operation center, ben and jerry, getting toward the camera, we were

looking for a crash on this side. it cleared before they could get things lined up. then we saw the flashing lights and it looks like a car hit the side on the right and it's blocking the slow lane just past the on ramp to get toward the bay bridge. that is causing a slower drive. but the tow truck did arrive in the last few minutes and i hope they can clear that shortly. we have a bit of a backup starting, brake tapping as you're approaching the berkeley curve. there is an accident marker right here because the chp report says it's at the toll plaza. it's not, it's approaching the toll plaza. the rest of the east bay moves smoothly. the damp roadways could mean slicker conditions and some rainfall on your windshield, a little slowing across the san mateo bridge. back to you. >> thanks, mike. 5:22 right now. a spring break crackdown. next on "today in the bay," if

but this season police are cracking down on partygoers. sam brock with our team on the "today" show is on cocoa beach with the extra precautions being put in place to keep everyone safe. >> reporter: laura and marcus, good morning from sunny cocoa beach where i am right now. this is the historic pier behind me, certainly plenty of folks are expected to come down for eating and drinking and live music. many communities up and down florida's 800 miles of shoreline are bracing for larger crowds. many people when they think of spring break, they think of miami beach and some of the chaos that has unfolded the last few years. the mayor of miami beach says he has absolutely zero tolerance and they're putting all sorts of measures in place to keep people safe from fort lauderdale to cocoa beach, whether it's using cell phone technology to figure out how many people are around to elevated numbers of police officers. here is the mayor talking specifically about how there is a fine line that needs to be maintained, but safety is the

of the roads as puddles remain. we will see a break from the showers today, but there will be another round of rain coming in by tomorrow morning, and we're only headed for the mid-50s for today. not much of a warm-up. as we head toward the weekend, we are getting ready for a bigger storm system. i'll have more details on that and what that means for the sierra snowpack as well. mike, you're tracking a crash near the berkeley curve. >> in the last few minutes we've seen them put out flares. another tow truck arrived as well. hopefully that means the second tow truck can work along with the first tow truck on scene. the car hit the right side railing, the protective railing, so that will be an additional slowing. they may need to close a second lane as well. we're looking at the slower drive developing. the bigger build coming down out of berkeley and into emeryville, so that is an issue. folks might be exiting on powell, but when you enter,

that's where the backup is and there's not a great alternate. there's a crash on the san francisco side of the bay bridge but i believe that's clearing from the 5th street ramp. the commute is just starting to build. back to you. 5:33 right now. san francisco's district attorney is expected to take the last step today to dismiss manslaughter charges against a former police officer who shot and killed a carjacking suspect six years ago. >> the decision left family members outraged but the case has not yet closed, with another deadline looming today. "today in the bay's" pete suratos is live in san francisco this morning. today we may finally get some answers from the state prosecutors. >> reporter: yeah, good morning to you, marcus and laura. this could set up quite the showdown between san francisco's district attorney and the state attorney general. we know the suspect's family met with the attorney general yesterday. her name is april green, keita

o'neil, a carjacking suspect that was killed by former police officer christopher samayoa in 2017. she's unhappy with the decision to possibly dismiss the charges. jenkins stands by the decision saying the officer had reasonable fear for his life. here is green discussing her conversation with attorney general rob bonta and jenkins defending her position. >> he was very reassuring that he would look at this fairly and review everything and that he doesn't have an issue going against police. >> i can have a personal opinion about the facts of the case. this was a very difficult -- it's a very difficult scene to watch, but the law is the standard here, not brook jenkins' personal feelings. >> reporter: now, green said if the charges are dismissed, the attorney general says he has a three-year window to take on the case. we did reach out to the attorney

general for comment. they did confirm that meeting, but they did not elaborate on the details of what took place. reporting live, pete suratos for "today in the bay." >> pete, thank you. da jenkins spoke exclusively with our senior investigative reporter bigad shaban about the difficult decision and how she feels personally about the case. to watch the full interview, head to our website, nbcbayarea.com. police this morning are still not revealing much about a deadly shooting on the peninsula. investigators say that one person was killed on eastgate drive in daly city. it was first reported around 8:00 last night. we're still waiting on details on what led up to that shooting. police tell us that they plan to release more information later today. in the east bay, oakland's ransomware attack has taken a worrisome turn. after initially gaining access to city data, it appears the hackers are posting employee information online. it first happened last month.

it's not clear how many employees' information has been compromised, but there's word that hackers are holding onto it. council member reed says all of her team members received a letter notifying them that their personal information, including names, addresses, social security numbers may have been compromised. business owners have told her they received the same letter. >> it certainly is one of those things that you personally feel alarmed, not knowing what information, who has that information, to the extent of the information that was shared. >> the city is still not providing a timeline for how long this could last or any information on whether they plan to pay ransom for the stolen data. also in the east bay, utilities executives and wildfire experts from around the western part of the united states kick off a two-day conference on wildfire prevention and suppression. it takes place at the san ramon conference center and pg&e is a primary sponsor.

because of that, protesters promised to gather outside of the event. they're calling for greater accountability for pg&e and cite several concerns, including utility rates. yesterday we confirmed federal regulators are looking into whether anyone may have manipulated california's natural gas market. events are being held throughout the state to celebrate arbor week. this morning, one takes place in alameda. oakland mayor sheng thao is taking part in the news conference highlighting tree planting project funding aimed at helping combat extreme heat. it begins at 11:00 this morning at south prescott park. a live look at palisades ski resort. the snow is still coming down, a lot of it. at least 3 feet of new snow has fallen since sunday.

guess what? even more on tap this week. the snowfall continues to really be a challenge for people who live up there and first responders. the north tahoe fire district says it is seeing a lot more gas leaks and carbon monoxide poisonings from snow blocking vents. let's bring in meteorologist kari hall right now. this is pretty incredible to see, the start of spring, 13 days away. in tahoe, you would never know it. >> yeah, we do still have a lot more snow on the way. i wanted to show you a comparison what it looked like last year at this time, the average snow depth was only about 14 inches across the sierra. well, compare that to right now, we are now at 192% of our normal sierra snowpack and such a huge difference from last year. the average depth is now 65.2

inches and we, once again, have seen this be a very amazing season. the central sierra snow lab was saying their season average was 580 inches as of today. that's more than 48 feet of snow. can you imagine that? 48 feet of snow has fallen this season. but the all-time record now was in 1951-52, where there was 811 inches of snow. i can't even comprehend that. so we're going to have more snow on the way and hopefully we don't get those kinds of numbers. but as we look at the next week, there will be anywhere from 32 to possibly near 80 inches of snow over the course of the next week. so a lot of big impacts here. we'll continue to monitor that. we'll talk about bay area rain as well. mike, you're still tracking the crash approaching the bay bridge? >> while you're tracking the

snow count, my goodness, we're looking over here where we have one crash approaching the bay bring just past powell. here is the on ramp. if you join on at powell, you have to slow down and shift to the left as you're passing by this activity. i've seen the tow trucks resettle in new positions and i believe that they've hooked up that car, getting ready to clear. but still the flares are blocking the slow lane just at the point of the crash and the backup is starting to form, slowing by university all the way to powell. once you pass that, everything is backing up as you head up the incline. no metering lights just yet. the folks that are held back at the eastshore freeway, there may be a reason the lights are not turned on earlier because there is a crash and backup that ripples back. it looks like there's a crash at the 5th street on ramp that has recovered. the rest of the commute looks standard for highway 37, highway 4, standard build.

we'll look ahead to what may be an issue, it could be a problem if you don't get the fas trak flex. if you happen to get caught in the hov express lanes, you can be hit with a ticket. the highest level, if it says hov only and you're caught without the fas trak flex, that could be up to a $500 ticket. we're looking at the rest of the bay. no need for the flex lanes just yet. 101 has a little slowing and that will clear in the next 20 minutes. >> your dog doesn't count for hov, right? you don't even have a dog. >> i was talking about for you. i think about you a lot. 5:41 right now. concerns are soaring over airline safety. we're not just talking about close calls or emergency landings. there's new video showing an unruly passenger being subdued by other passengers. ahead, the charges he's facing and the new push to improve safety. the biden administration is

there's a child or children involved. both the obama and trump administrations used this family detention system. the biden administration put an end to it shortly after biden took office. now, the rumored return of this program has many on the left pretty concerned, though it's worthwhile remembering biden was never that left. the biggest criticism his fellow democrats gave him, including future vice president kamala harris, was that he was not liberal enough. a decision on bringing back family detention has not been made, according to two officials familiar with the matter. we'll be watching it. we'll be talking about it on social media as well. on twitter, you can find me @scott mcgrew. >> thank you. new video of a chaotic weekend incident onboard a united airlines plane that left

a massachusetts man facing criminal charges. the passenger onboard shot the video sunday night and authorities say a man tried to open an emergency exit door during the flight from l.a. to boston, then tried to stab a flight attendant several times with a broken spoon. other passengers tackled that man, restraining him until the flight landed 45 minutes later. no one was seriously hurt. yesterday the 33-year-old suspect made his first court appearance and is being held without bail. he could face life in prison if convicted. we have a live look at sfo, which has not experienced any recent issues but airplane safety is on the minds of many these days. a number of recent incidents are leading to heightened anxiety. that includes two planes clipping each other on the tarmac in boston yesterday and a florida-bound plane striking a large bird in cuba over the weekend, triggering an emergency landing. the "today" show's tom costello

i love when you send me weather pictures. i'm on facebook, twitter, as well as instagram. we may see more of those today. but it's more likely that you'll just see some breaks in the clouds. we're seeing some spotty showers here and there as we track it with stormranger. overall we had some rain earlier this morning that's starting to taper off. our temperatures today only reach into the low to mid-50s. it is going to be overall a cool day. but once again, a bit of a break from those showers and tomorrow it's about the same, only reaching the mid to upper 50s. we should also begin tomorrow morning with another round of rain. it's going to be sweeping through quickly. take a look at the timeframe. that's 1:00 in the morning, moving through the north bay, more snow for parts of lake county. and then as it moves into the rest of the bay area, it's a round of rain that most likely hits before sunrise, and then the rest of the day is nice and sunny. going ahead, we'll be turning our attention to an atmospheric river that's set to move in starting on thursday and continuing through friday, as

well as some lingering showers on saturday. this is going to have a big impact on the central parts of the sierra, as well as the central valley, as some of the snow melt starts to cause some flooding in those areas. but because of all the heavy rainfall, we're looking at the flooding potential and there is another big storm that's going to be coming in early next week. so very active weather pattern. running this computer model through monday, march 13th, look at how much rainfall it's estimating for parts of sonoma county, about 7 inches of rainfall, much of the rest of the bay area in the pink is showing 2 to possibly 4 inches of rainfall. once again, that could cause more mudslides, downed trees, as well as the flooding on creeks, rivers and streams. that's going to be coming in this weekend and we'll have more details on that as we get closer. make sure to keep checking back in for updates. mike, you're seeing a backup at the bay bridge.

welcome back to "today in the bay." in today's climate in crisis, we haven't gotten many breaks from the storms this season and we're seeing the most sierra snow in years. so with all of this rain, now water officials are releasing water to make way for more incoming storms. do we still need to conserve

water? that's been the question coming up time and time again. we talked to a valley water board member to find out if we do still need to take shorter showers and cut back our water usage by the current standard of 15%. >> we are holding as much water as we can through the end of the rain season for storage that can be used throughout the rest of the year. this is an unusual year for rain, as you know, after a five-year drought. so the amount of rain, and we have anticipated more storms coming in. march is anticipated to be a very wet month. so i'll be guessing april, may, june, we'll re-evaluate all our situations in regards to conservation levels. the last major flood we had was in 2017 and prior to that we were in a five-year drought. from 2017 to 2022, we were in another five-year drought. it's cyclical. so what we continue to ask our constituents, our retailers, all of us, to consider continuing
