>> we start with meteorologist vianey arana. vianey, people may say this doesn't seem bad. >> look what is in the pacific. this is where you have to be more concerned. that moisture tap will with bring a lot of rainfall within a short span of 24 hours. notice here the rain is starting to develop in the pacific. we do have our mobile doppler radar and storm ranger seeing that rain pushing through safe. -- through san francisco. it will start light and go moderate and be widespread. this includes extending to santa cruz and south bay. the temperatures in the 40s in san jose. 30s in los gatos. this is what you really have to make sure you consider within the next 24 hours. really extending into next week as well. all of that rain is going to translate to the possibility for

flood concerns and downed trees and landslides. we have gusty conditions with 30 to 60 plus miles an hour with the coastline and gustier in the higher peaks once the atmospheric river rolls through. i'll talk about the sierra impact coming up. back to you. thank you, vianey. a live look at the lexington reservoir outside los gatos. this is where water levels are higher than normal thanks to the recent winter storms. valley water is releasing more water to make room for the coming rains. >> in the meantime, governor newsom issued a state of emergency for santa cruz and san mateo where crews are placing for floods. we have cynthia here with the latest on the communities taking action ahead of the storm. they got a taste of it in

january. >> kris and marcus, some communities in the bay area are recovering from the storms. i want to tellyou about one family who is cleaning up piles of debris of the home they lost. the neighborhood was transformed by the january storms. amber and her family had to be rescued by canoe. they are now living in rvs. they will haul trailers to higher ground this morning. >> it is crazy how powerful water is. anywhere there is a slight crack, water comes in. >> the lived near the river and creek and now the river is forecast to go over flood stage tonight into the early hours of tomorrow. as the national weather service tells us, this is not the only threat tonight. >> it is more likely to flood than not with this event.

a live look at san francisco this morning. that is where immigrant right supporters are applauding the unexpected announcement from new district attorney jenkins. she is suddenly reversing course and making exceptions to the city sanctuary city policy. it all started when jenkins started to extradite two violent criminals who fled to mexico. yesterday, she announced she will not bow to federal pressure and saying she is still believing homeland security will cooperate. >> at this point, we are asking they respect our sanctuary city policy and they extradite them here. they are both facing life in prison and based on the fact of the cases, i expect them to be convicted and go to prison for life.

>> last month, jenkins asked supervisors for exceptions. happening today, contra costa leaders will hold a hearing on the ash release last fall which is prompting a warning from the county health department. martinez residents were warned to not eat anything grown in their gardens until the soil tests come back. last november, the refinery spewed out 20 tons of toxic ash. the health department is trying to determine how far that ash cloud spread. test results are expected back, but not until summer. there are still questions how residents were notified and the case has sense been referred to the district attorney's office. a newly formed oversight committee will have a meeting at 2:30 this afternoon. 5:06. we turn back to the micro climate weather alert and dangerous conditions in the sierra today. here is the live look at palisades tahoe. look at the wind gusts.

they issued an emergency as the snow levels are expected to rise quickly by tonight. the emergency allows the city to use tools from local and state and federal resources and it is in response to the back-to-back storms. there are concerns about possible snow melt and flooding. i want to bring in meteorologist vianey arana. the sierra has not gotten a break from the snow. the rain here and snow there. >> snow back of 190% right now. a lot of the snow on the roofs is going to be a concern. also the possibility of flooding. a lot of the sierra snow melt pops through and it rushes very quickly down all of the streams and, of course, roads impacting homes. let's look at the winter storm warning. it includes the northern california stretch all the way down, of course, through the sierra and tahoe. the winter storm warning is in

effect until monday. here is the thing. in addition to the road closures, it is chaos up there. we have shown you the conditions via the live cam. you have seen the folks who have gotten stuck up there. the gusts could be upwards of 150 miles per hour for the sierra crest. how much snow can we potentially see from the atmospheric rivers? i took the time stamp through monday, tuesday and into thursday and take a look at this. over 99 inches. nearly 100 inches of additional snowfall up in the kirkwood area. twin bridges is 95 inches. we could see 6 to 12 inches, but higher elevations could see 6 feet. this is just through tomorrow evening. basically, don't head up there. it is not worth it. the window of opportunity to travel up there, we don't have one. we with will take a closer look

coming up in a few minutes. first, here is a look at the roads right now. mike? i-80 is closed with the crash, not because of the snow. over eight feet over the summit, that is an issue as vianey showed you that for tomorrow. it is eastbound 80. that is coming from the north bay and east shore freeway. you cannot cross the bridge. i have seen the local camera in the area. it is not a great shot. it shows a stack of lights from the carquenes bridge up to high 28. there is a deadly crash reported there. the coroner has been called to the scene. they will not move the cars in the the coroner files the report. carquenez bridge is not an option to get across the bridge with the investigation. 680 is moving clearly. no problems with that crossing.

you see the rain developing with the doppler radar moving through santa rosa. it is about to move through san francisco. it is going to be widespread. let's talk timing here. this is going to be one of the most important aspects of this. 9:00 a.m. we say the winds will be gusty, you should tie down anything that could move. we mean it. look out for pets. if you have livestock, protect them under shelter. don't leave pets outside. the line of showers in santa rosa and napa and notice by 12:00, light to moderate at times. it starts to ramp up. when you see the yellow and orange glow on radar, that is the heavy pockets of rain. heading into the dinner time through calistoga and the north

bay which gets a break. the south bay is becoming more focused with the heavy downpours through santa cruz. highway 17 which is dangerous with the possibility of debris. think of the burn scars which are saturated. heading into the overnight hours with the trees kicking up. and we will see a lot of the instability. a lot of scattered showers through friday morning. let's talk about the flood watches in place. notice the green here and pink. then to lake ttahoe. don't go. a lot of snow and rain on the way. this is excessive rainfall. i took the gff model. look at the rainfall totals in santa cruz. over 4 inches of rain. if you look at the time stamp, this is the atmospheric river. look at saturday and sunday. we will see more rain, but the heavy rain is tonight and friday.

it will rain saturday and into sunday. by sunday, the ben lomand avenue with heavy snowfall. you could see close to 3 inches. that second atmospheric river will roll through and this expected to move in on monday. i put this out through thursday which is the rain expected for that area in the ben lomand area. if you look at the key here. that is a lot of pink you see here with the 6 plus inches. san francisco with nearly 6 inches of rainfall. that is definitely a lot of rainfall. you want to look out for the wind. gusty conditions and 35 to 50 miles per hour with the local gusts. big impact heading to the next couple hours. let's get a check of the roads with mike. vianey, the gusty winds are a concern.

the storm is going to stick around? >> we are not talking about a low pressure system, but a moisture tap known as the atmospheric river or pineapple express. we have the rain developing on satellite-radar. if i zoom in using the doppler radar, we have the rain moving through the north bay. it will start out light to moderate and quickly becoming intense. the atmospheric river outlook means the moisture tap stretching from hawaii. that is why it is referred to the pineapple express. a boost of the rain rates per hour. a lot of rain coming down all at once within the hour pan. especially for the mountain areas. this is a integrated water vapor transport. how much moisture and how long it lasts depends on the tap. this is the system that is moving in right now. this will last from friday

through saturday and sunday. i took the time stamp out to tuesday, march 14th. the second storm arrives on monday and you can clearly see that moisture tap stretching to hawaii. notice how long that stretch is. that will make the rain last beyond that tuesday mark into wednesday and thursday. potentially bringing the break on friday. i looked at the extended outlook. we will carry the weather pattern beyond the middle of march at this point. past the seasonal rainfall rates. i'll guide you through how many rainy days we had in 2023 compared to 2022. we had a record dry start year in january, february and march in 2022. we surpassed that now, mike. >> we have to go with the extremes. another extreme here is slow getting away from the carquenez bridge. this is the crash that continues

east 80. we heard about the crash and debris north of the carquenez bridge. we have one lane open. the westbound commute is slowing because of the volume and likely distraction heading across the span from valejo. the bridge here is slowing. also getting into san francisco, the decline of the bay bridge with metering lights. the rest of the bay is showing a lighter thursday. we are looking again at just north of the carquenez bridge jammed up. back to you. thanks, mike. we're continuing our storm coverage for you. this time in contra costa county. public works teams are getting ahead of the storm. >> they know this is coming. today in the bay's pete is here. this is one area that is bracing

for the conditions they experienced a few weeks ago. >> reporter: good morning. we are standing along el caitan drive. you had the heavy rainfall and flooding from the creek right behind me earlier this year. talking to folks, they are still recovering from the january storms. i was able to shadow a contra costa county crew across town just at the corner of greenwood drive. that area is prone to flooding caused by rainfall. folks in the area tell me it is usually a result of the debris and nearly creek. when you get a lot of rain, you get flooding there. they have storm drains clogged up. crews are placing sandbags and

anticipating the scene from all of the rain. a spokesperson says they are just trying to get ahead of the upcoming storm. >> we are maintaining and monitoring the flood control channels and making sure all of our sandbag stations are stocked with sand and sandbags. they were in heavy demand with the last storm. >> reporter: now they estimate $43 million in clean up from the january storms in the county. i want to point out, residents can apply for assistance from fema. the deadline is march 16th. all hands will be on deck for the next round of rain. live in danville, pete suratos, for today in the bay. thank you, pete. >> to the story in los angeles. three police officers were hospitalized after shot during an hours long standoff.

we know the suspect is dead after the shootout. it is unclear how he died. the officers were searching for someone who took off running during a traffic stop last night. they caught up with the suspect outside a building in the lincoln heights neighborhood. the man fired at the officers hitting three of them. they are expected to survive. authorities say the suspect was a wanted parolee. santa rosa high school is debaing new security measures in the wake of the deadly stabbing last week. now police investigating an incident from the secondary school. the suspect is in custody and police found a hunting knife in the backpack. the policies include checking bags before entering campus.

police were called after the discovery was made. the student is now facing a felony charge. governor newsom will conduct business despite contracting covid. he tested positive after the vacation in baja. the first battle of covid was may of 2022. he is experiencing mild symptoms and plans to work remotely for five days. he is scheduled for a news conference virtually this morning to make what is being called a major announcement. >> we'll be watching. this will be as close as anyone gets to the oakland zoo today. we are thinking it is not a bad way to experience it. video of half the turtle. posted by the zoo on social media along with with the message that the zoo will remain closed today because of the looming weather. anyone who bought advanced tickets will receive automatic

miles an hour at the sierra crest level. look at how much more snow is expected on the way. first atmospheric river today and the second one on monday. i extended the time stamp by march 16th. nearly 99 inches in kirkwood. when you look at this much snow, we have been talking about the snow melt will be dangerous. i want to talk about the snow by water content. fluffy snow is with 15 to 1 ratio. look at the weight. 6,240 pounds. by the time we get to 5 to 1 snow is for the weekend. that is 18,720 pounds. we could be talking about snow damage. that could cause damage for the local areas. in addition to that, homeowners will be mindful as we hit the

200% snow pack mark again. let's get a closer look at the roads. mike. vianey, we have i-80 area in the bay area. that is open right now. we have eastbound where it is jammed up and slow because of the crash blocking all but one lane. the coroner has been called. about 6:00 is the arrival time and briefing will be completed before they open everything. that distraction westbound which is around sonoma boulevard. in the background, you have a crash which will compound the north bay across the carquenez bridge. benicia bridge across the span for the bay bridge. we should see the metering lights. the typical thursday build. leaving no traffic because of

needy and the extra will reduce the budget or deficit by $3 trillion over the next ten years. it is the president that sets the budget, but congress actually decides whether or not to approve it. republicans say they don't like the president's budget. the white house complains republicans have not offered ideas or budgets or numbers of their own. republicans have said they will not raise taxes, but in order to protect medicare and social security, they have to propose huge cuts somewhere else. we don't know where those would be. president biden offered a criticism of the television pundit in a tweet taking aim at tucker carlson who aired a program this week using footage from the capitol given to him by kevin mccarthy. carlson comparing the january 6th to the common tourist visit

we will start out with the rain in the north bay. this system is not just going to move north/south. it is going to become widespread around lunchtime. san francisco, half moon bay and santa cruz and monterey county as well. we are monitoring flooding concerns. at 6:00 is where the instability plays a role. we see heavy pockets start to push through. now as we inch closer tonight into friday morning, these are the peak teams. notice what happens with the line of showers. especially focused over santa cruz. right now, we have the highest flood risk factor for the entire area. especially into early friday morning. because of the amount of rain that we get out of the system means by friday evening, the showers are scattered and expected through saturday and sunday. as we inch closer to the weekend, the model run is not

properly loading. there we go. let's look at the outlook in the ben lomand area. the bull's-eye here is 4 inches in the span of 24 hours. then take into account saturday and sunday and we are talking about 7 inches for that area alone. everywhere else is 2 to 3 inches. the excessive rain could bring life threatening flooding. by saturday and sunday, the concern is the russian river. all of our creeks for the potential risks of flooding. the rain outlook. i took this up through march 16th. we have another atmospheric river lining up right now for monday. look at the ben lomond area. nearly 12 inches of rain in the santa cruz area with 9 inches and san jose with 5 inches. a lot of rain and flood watches in effect through sunday. let's get a closer look at the
