which are expected to see the most significant surges. this is the third hour of today in the bay. thanks for joining us. i'm kris sanchez. >> i'm marcus washington. we have team coverage this morning. we are monitoring the flooding in santa cruz mountains. >> we start with our meteorologist vianey arana. vianey, what we are getting right now is not the bulk of it? this is the light to moderate with several inches of rain. we have a beautiful start. if you are out and about, take advantage of the hour or so. you can see the rain developing just off in the pacific with the moisture tap expected to take aim at the santa cruz mountains and into the overnight and

friday morning commute. storm ranger is scanning the skies. we have light rain moving in. you see the rain pushing in through san francisco. this is not the bulk of it. this is the beginning of it moving in. here is a closer look at the full forecast. i'll talk about the time going of this and excessive rain means big flood concerns. we are monitoring for landslides and debris potential. back to you. thanks, vianey. live look right now at lexington reservoir outside of los gatos. water levels are higher than normal. valley water is strategically releasing more water to make room for the coming rains. >> in the meantime, governor newsom issued a state of emergency with bay area and napa and san francisco and santa clara and santa cruz where communities are bracing for more flooding.

today in the bay's cinthia is here with more. a lot of the communities are taking action because they saw what happened with the last storms. >> good morning. they are preparing as best they can while recovering from the last series of storms. i want to introduce you to one family in felton in santa cruz county. they are cleaning up debris from the home they lost. the neighborhood was transformed by the january storms and amber and her family had to be rescued by canoe. they are living in rvs. they are getting out before the storms. they are hauling the trailers to higher ground this morning. >> anywhere there is a slight crack, water starts pouring in. >> powerful. the family lives between the creek and river and the san lorenzo river is forecast to go over flood stage and moderate to major flood stage. as the national weather service tells us, this is not the only

threat we are dealing with tonight. >> every place has an opportunity to flood. we are also expecting quite a bit of wind. trees will come down. >> county leaders are asking you to be prepared for what is coming. the santa cruz mountains are the bull's-eye with the storm. with the flood stage going on into the moderate flood stage in the overnight hours poses a threat. you have to think ahead in the overnight hours which is dark and the best evacuation route. >> they change because as we saw during the last round of storms, trees came down. a lot of rocks fell. make sure you have a plan and back-up plan. thank you, cinthia. the next few storms are heading our way. you can take us on the go with

the nbc in the bay area app. now to a live look at san francisco where immigrant rights supporters are applauding the announcement from the new district attorney brooke jenkins. she is reversing course on exceptions to the sanctuary city policy. it started when jenkins tried to extradite two suspecs who fled to mexico. this would violate san francisco sanctuary policy if she had to report them to i.c.e. she is saying she is still believing homeland security will cooperate. >> at this point, we are asking they respect our sanctuary city policy and they extradite them here. they are facing life in prison.

based on the facts of the cases, i expect them to be convicted. >> last month, jenkins asked supervisors for exceptions which they shot down earlier this week. happening today, contra costa leaders will hold a hearing on the ash release last fall which prompted warnings from the health department. martinez residents were warned to not eat anything from the gardens until the soil can be tested. the refinery spewed out 20 tons of toxic ash. the health department is trying to determine how far the ash cloud spread. test results are happening, but results are not expected until her. there are questions about how residents were notified and the case has been referred to the district attorney's office. a newly formed oversight committee will hold a meeting at 2:30 this afternoon. 6:05.

let's turn back to the micro climate weather alert and dangerous conditions in the sierra. i want to give you a live look at palisades tahoe. there has been an emergency proclamation issued. the emergency allows that city to use the tools from local, state and federal resources. these are also big concerns with the back-to-back storms we received as well as the snow melt and flooding. let's bring in vianey. the sierra is not getting a break with the storms. >> the window of opportunity is closed to get up there safely. judging by the latest model run until next thursday. that gives you a closer look. let's talk about the statewide

average. 192% is the snow. how much snow can we expect in we will see that snow really start to ramp up. remember, this is just one of two atmospheric rivers. by the time the next atmospheric river rolls through on monday, we could see 1100 inches of snowfall in kirkwood. that will translate to the potential for flooding, but also let's talk about snow weight to water content. here is the graphic. wet snow has a 5 to 1 ratio. that is equal to 18,720 pounds. the trucks are there for perspective. most roofs can hold 20 pounds per square footage. that means we could see a lot of snow loading concerns and structure damage as we inch closer to the first and second atmospheric river. be mindful.

gusty winds up to 150 miles per hour to the sierra crest. mike? the roads are fine as far as conditions. the issue is i-80. the bay bridge is moving smoothly. metering lights were turned on. same for highway 4. vallejo is standard. i-80 through vallejo with a problem and the crash blocking one lane in the eastbound direction which is unusual for the counter commute in the north bay. you are jammed up off the carquenez bridge. it is clear past the scene where one lane is open until the coroner arrives and conducts the investigation. westbound commute is typical build. maybe additional distraction. another crash at redwood on the shoulder. the rest of the bay has nothing major to talk about.

cuts. the company will make it in the robotic services area in the bay area. we'll get the president's 2024 fiscal budget today which will have money for medicare. taxes will go up on the rich. details ahead. it takes time to get through, but we get cliffs notes from janet yellen. she starts a series of congressional appearances to talk about the budget. if you make more than $400,000 a year, your taxes go up under the president's plan. if you make $1 billion, your tax rate will go to 25%. that is how he plans to pay for medicare and bring the budget deficit down as well. republicans, marcus and kris, are not happy with the proposal.

greater concern for the santa cruz mountains. that becomes the focus of the second line of intensity. that will bring heavy rain rates per hour and become more scattered by friday evening and continuing into the weekend. because we are getting a lot of rain at once, we have several storm issues for the san lorenzo river. it is expected to crest at 23.4 feet. this is going to happen tonight and early tomorrow morning. prepare for evacuations. we could see over 4 to 5 inches of rainfall in the santa cruz mountains. another area is the north bay russian river. the santa cruz area is an area

of concern. heading into tonight, we see that crest at 29 feet. heading into the moderate flood. not expecting major flood stage. when you look at the rain outlook, look at the time stamp. this is the span of 24 hours. in ben lomond, 5 inches of rain. take this all the way through sunday because we with will we will -- we will continue to see the scattered showers. the potential to get over the flood stage by the weekend where we are talking about the potential for debris and downed trees. by march 16th, potentially 12 inches by the time we get done with the rain in santa cruz and gusty conditions. pair that with the old trees and we're talking downed trees and power outages and gusts up to 60 plus miles per hour.

the seven-day forecast right now is rain and i hate to bring bad news, but the long-range outlook is bad weather into thursday and friday and a chance for a break and another system is lining up just in time for the 18th. i'll have more about that in a second. let's check in with mike. vianey, thank you. we are talking about the rain and impact of the wind as well. take this opportunity to prepare on the roads. that means your tires and windshield wipers as well. as we look at the roads, a calm commute for most of the day. i-80 in and out of vallejo. the trivalley here and one crew is late picking up from the work in pleasanton. this is the big problem here. we continue to alert for eastbound lanes across the

lot of that rain problem heading into the overnight hours. right now, closer look at mobile doppler radar. the rain is widespread and moving in the peninsula now. we have flood watches in effect. all areas you see highlighted in green and, of course, the winter storm warning in effect for the sierra. your travel window has closed to make it up there safely. the winds are also impactful. this is in place through friday. tomorrow, we are talking for the bay area. gusts up to 50 miles an hour. especially dangerous in the coastal areas where the winds could reach peaks of 60 plus. the impact of this will be downed trees and potential for power outages. preparation for this is key. right now, we are seeing an extended outlook of continuous active weather through the weekend. i'll have the ekts tended outlook in a an minute. we want to continue the coverage for you this morning.

this is from contra costa county. the public works team is getting ahead of the incoming rain. >> today in the bay's pete suratos is live. pete, these are the conditions people are bracing for as they did the same a few weeks ago. >> reporter: good morning, kris and marcus. it is never ending with the atmospheric rivers. one after the other. we are here at el capitan drive in danville. there was rain in january and pretty much the neighborhood was flooded which looked like a river. we showed you that video the past couple months. this is an area of concern with the heavy rainfall. of course, the potential with the street behind me flooding. i did get to talk to contra costa county public works employees off greenwood drive. that is another area in the county that is prone to flooding when we get the heavy rainfall.

it is also in part due to the debris in the nearby creek in the neighborhood. crews are placing sandbags and anticipating a similar scene if we get the rain in the coming days. public works spokesperson says they are trying their best to get ahead of the upcoming storm. >> we are preparing the storm drains and roadside ditches and monitoring the flood control channels and also making sure that all of our sandbag stations are stocked and ready with sand and sandbags. we know in the last storm they were in heavy demand. >> reporter: now i want to throw the number out from the county. they estimated $43 million in storm clean up from the january storms alone. a big impact. residents can apply for individual assistance through fema. that deadline is march 16th. public works says all hands are on deck for the next round of

rain. live in danville, pete suratos for live in the bay. >> thank you. >> just how serious can get so quickly. thank you, pete. a dangerous story in los angeles where three police officers were shot in a standoff. it is unclear who shot the suspect. the officers were searching for someone who took off running during a traffic stop last night. they caught up with the suspect outside the apartment building in lincoln heights. the man fired at the officers. they are expected to survive. the suspect was a wanted parolee who was at large. back here at home, santa rosa high school debating new security measures in the wake of the deadly stabbing and now police investigating a security scare at another secondary school in the county.

15-year-old student from santa rosa's academy alternative school is now in custody. administrators found a hunting night in the backpack. this is a district school and the policy there includes checking bags before students enter campus. police were called tuesday morning after the staff discovered the knife. the student was arrested and faces a felony charge. governor newsom will conduct business after contracts covid. he tested positive after a vacation in baja. the first battle was in may of 2022. this time, he is experiencing mild symptoms and plans to work remotely for five days. he is scheduled to hold a virtual news conference this morning to make what is being called a major announcement. this will be as close as anyone gets to the oakland zoo

today. we are thinking maybe not a bad way to experience it with the rain. the video is of ralph the turtle posted by the zoo on social media along with the message that the zoo will remain closed because of the weather headed our way. if you bought advanced tickets, you get an automatic refund. no word if the zoo opens tomorrow. ralph could take it or leave it. i don't know. ralph looks like he misses the kids. santa rosa closing parks ahead of the storms. they are all listed here. that includes junipero park. the parks will remain closed until sunday. >> we were talking about that. let's look outside right you -- right now in santa rosa. we want to get a check of the weather with meteorologist

vianey arana. vianey, it is looking wet. it is. the amount of rain we will see, especially with the santa cruz mountains will bring big concerns with the flood watches. all of the highlighted areas you see in green here will be under a flood watch. the pink is a storm warning in the sierra area all weekend long. i want to talk about the rivers. the san lorenzo river near felton is expected to crest at 23.4 feet. that is above the major flood stage of 21.8 feet. prepare for the possibility of evacuations. we are talking life threatening flooding. especially into the overnight and early morning hours. several inches of rain is expected along the stretch. right now, that is a little over five feet. another river we are watching as well is the russian river. this is not expected to go into the major flood stage.

it will get closer to the moderate flood cresting at 29.6 feet. be mindful of that. we have the long-range outlook with more rain on the way. i'll have more on that in a few minutes. mike. thank you, vianey. we have one key spot with the alert. i-80. this is looking great until the rain comes in and things get wet. watch the speeds. we are looking at speeds for highway 37 in vallejo. the reason i'm concerned about that is because of the alert that continues here in vallejo. eastbound is down to one lane because of the deadly crash. the coroner has to arrive for the investigation. westbound is a slower drive at the carquenez bridge. maybe additional distraction with the activity in the area. the benicia bridge with a similar route in the north bay.

backs as well. the president needs the money to protect medicare. medical insurance for the needy and the extra money the white house needs to help the budget deficit by $3 trillion over the next ten years. now it is the president who sets the budget, but congress approves and decides what should actually have money spent on it. republicans say they don't like the president's budget, but the white house complains republicans have not offered any ideas or budgets or numbers of their own. republicans have said they won't raise taxes, but in order to protect medicare and social security, they have to propose huge cuts somewhere else. the problem is we don't know where that would be. president biden offered a rare direct criticism of the television pundit in a tweet. taking aim at tucker carlson who ran a program this week using hundreds of hours of security footage from the capitol given

is a tap tapping into the tropics of hawaii. all of that water gets transported like a river in the sky. it sends it to the highest altitude layers in the early. tapping into us the next couple hours. it will boost the rainfall rates in the mountain areas especially. this is crucial in the san mateo mountains. we have the flood watch in effect through friday morning. these could be extended toward the weekend. the winter storm warning is in effect effect for the sierra. by 10:30, you will be okay as far as the heavy pockets. if you live in concord and fairfield and san jose, you will be all right. santa cruz will see rain ramp up. by 1:30, it is widespread. we see the heavy pockets, this is where we see the rain rates

per hour increase. the yellow and oranges here are increasing at dinner time at 5:00 to 7:00 and it continues to ramp up. friday morning into the commute, santa cruz will be the bull's-eye of the really strong cell. this is going to bring a lot of rain. i want to take you through the timing and how much rain you will see. the first 24 hours, notice the heavy focus which is in ben lomond. santa cruz with similar conditions. by parts of the interior, we will see scattered showers. the peak of the intensity is tonight into tomorrow. by saturday and sunday, that will bring additional rainfall in ben lomond. the rivers will continue to go up and the flood concerns are greater. by the time we hit monday and tuesday, we are talking 12 inches of rainfall from the atmospheric river. the second one rolls through

monday. the winds are gusty. a wind advisory is in place. the impact is gusty around the coastal area at 60 miles an hour. we are talking saturated soil. i want to give you a look at the extended run. i said we had a second storm system rolling through on monday. notice you can see it right here. there goes the second atmospheric river. you wonder about the break. when do we see a break from the rain? i took the time stamp forward on thursday and friday. here is the break. notice behind it what starts to line up in the pacific is saturday, march 18th is another active weather pattern with the potential of a wintry mix leading into saturday the 18th and 19th. spoiler alert. i looked at the extended run through the end of march. the active weather pattern means the flood concerns will remain and that will be a big deal in

addition to the snow loading concerns for the sierra. structure damage as well leading into all week long. the sierra. don't go up there. a winter storm warning in place. extremely dangerous conditions. flooding could be tonight through the weekend. mike, how are the roads? vianey, we have given the warnings of not going to tahoe. listen to what vianey is talking about. i-80 locally, slowdown in the north bay. it builds across the benicia bridge. the deadly crashed that happened in the 4:00 hour. we thought it would be cleared. i thought the coroner would take 90 minutes to get there. the back up continues to build. they are coming in to vallejo. that back up may be why they are
