good morning. thanks for starting your weekend with us. big parts of california dealing with massive flooding after rain and snow for weeks. >> atmospheric river is to blame and there is another one close behind it. it is march 11th. this is "today." under water. >> i have never seen it. >> nearly a foot of rain pounding california. walls of water engulfing homes and businesses. 16 million people out west worried about the potential for more flash flooding today with thousands forced to evacuate. we'll have the full forecast and

on the weather out west. punishing rain causing problems for californians leading to dangerous flash flooding. we will get to angie lassman's forecast in a minute. first, we get the latest from the storm zone with steve patterson in sanger, california. steve, good morning. >> reporter: peter, good morning. state of emergency here. you see the devastation rocked by the atmospheric river churning through the state. two people have been confirmed dead so far with another 10,000 under mandatory evacuation. the president authorizing federal aid. fema is on the ground. the national guard is on the ground. search and rescue teams are active in areas like this one. the threat, of course, is the possibility of more flash flooding. 90 warnings and watches across the state. historic snow pack in places like the san bernardino mountains where people remain

trapped. 13 people confirmed dead from those storms. now the race from officials on to release more water from the state reservoirs with the possibility that they may overflow and flood low-lying communities. the warning ahead of the next storm is expected in the next few days. if you don't have to be on the roads, of course, don't be. if you need to take shelter, do it. do not ignore the warnings in california. guys, back to you. >> steve patterson on the ground in california. thank you. >> images are unbelievable. let's bring in meteorologist angie lassman for a look at the threat still lingering from the storm. angie? >> it looks like another couple of days they will not catch a break. we will have brief breaks, but 16 million people included in the flood alerts. san francisco and monterey and fresno and bakersfield. after the rain they received yesterday, it is unbelievable.

a lot of places like san francisco and monterey and santa barbara getting a bit of a break. the rain is falling and snow falling in the higher elevations for the inland areas. let's get you set up from here. i mentioned there is no real break. as we get to the later part of today and overnight tonight, we see quieter conditions. it is a brief break. we see the breezy conditions at the higher elevations. once we head to tomorrow, more rain and snow on the way. how much? anywhere from 1 to 4 inches in the northern areas of california and focused to the coast. let's talk about the numbers you could see coming from the places. eureka and san francisco with another 1 to 2 inches. we likely will see more flooding. this is going to be something ongoing. we have seen the images like steve showed of washed out roads. we have more structure damage that is likely to come here as we go through the next couple

days. as far as the snow is concerned, higher elevations could see up to 8 feet. we have received rainfall amounts of 6 to 9 inches across southern california. we will see more rainfall and snowfall. as this system moves east, the rockies will be impacted. guys. >> angie lassman, thank you. we will get the rest of the forecast in a few minutes. we turn to the economy and stunning news on friday that silicon valley bank, the biggest bank collapsed. the first major bank to go down since the 2008 financial crisis. it quickly ignited fears that its collapse to lead to a ripple effect. we have global markets reporter seema mody here with more. seema, good morning. this is one of the top 20 biggest banks in the country. it served the start-up and venture capital communities. in 48 hours, it basically went

belly up. how did this happen and why so quickly? >> reporter: peter, good morning. it happened at alarming speed. it started wednesday when silicon valley bank needed to raise $2 billion to shore up the balance sheet due in part to a bad bet it made on bonds. that pushed customers to run to the exits. simultaneously, capital investors were telling clientsz clients to get the money out. $42 billion of money sent the stock lower. and the federal regulators took control of the bank. the powerful name in california which plays a role in the tech industry. >> seema, it is the second largest failure ever in banking history. a lot of americans are looking at this and it is making them concerned about their own savings. there will be some ripple effect or a so-called contagion in

other banks. how worried should people be about their money? >> reporter: kristen, so far, silicon valley bank does seem to be unique in that. it is heavily exposed to the technology industry versus diversified like larger banks. it is vulnerable to higher interest rates. of course, wall street will be watching to see if there are ripple effects across the industry. there are, of course, a number of startups warning employees in the past two days, that they may not be able to make payroll and they are unsure when they get it out. secretary of treasury janet yellen saying she is monitoring the developments. >> seema, i want to ask about the job numbers on friday. 300,000 new jobs across the country. that exceeded expectations. but it's also causing some

concern it could mean higher interest rates ahead what does jerome powell do about this are we paying a bit more again soon >> that's right. that is the big question it's another hot jobs report, we saw robust gains across hospitality, leisure, restaurants, and now we'll be looking to the next inflation report, the consumer price index, on tuesday. that, along with this february jobs report, will give investors a much more informed view as to what the federal reserve could do next at their meeting on march 21st we did hear jerome powell, the chair, at congressional testimony this week saying he's leaving the door open to higher interest rates to get inflation down inflation has been stubbornly high for a couple months that will give wall street a better view as to whether it could be a quarter of a point hike or oa half a percent >> the white house keeping a close eye on this, inflation having a big impact on so many

americans. seema mody, thank you. florida governor decron desantis to declare his run for president, but he's sounding more and more like a candidate this visit in iowa coming days ahead of former president trump. dasha burns was at the event and spoke to voters in the hawkeye state. she's in des moines. dasha, good morning. >> reporter: kristen, good morning. the florida governor drew jam-packed audiences at both of his iowa events on friday. an early indication of at the very least voter interest in desantis in the hawkeye state. the question is will that curiosity translate to caucuses for the iowa newcomer. this morning, iowa in the spotlight. the first republican presidential caucus state drawing multiple hopefuls within days of each other ron desantis made his debut in friday in davenport and des

now to a group of another story of a group of americans in mexico two sisters and their friend travelled ther ali, the news comes after a week after four americans were kidnapped, two of them killed in mexico >> reporter: peter, that's right. there are no signs of the sisters and their friend after the fbi and customs and border patrol said they left mcallen on the 24th crossing into mexico to sell clothes at a flea market. their family spoke with them over the phone while they were in mexico but grew concerned when they couldn't reach them afterwards texas officials have been investigating the disappearance of the women since monday and

their family bs have been in touch with mexican authorities four americans were shot at and kidnapped after crossing the border into northern mexico for a medical procedure. a law enforcement official told nbc news cartel gunmen targeted the group in a case of mistaken identity two americans were killed, and two returned to the u.s. earlier this week. the cartel apologizing in a handwritten letter thursday and turning over five members who were arrested friday peter? >> thank you so much the state department is warning americans not to go to that area. we appreciate your report. thanks and also this morning, the man convicted in the high-profile s 1996 murder of ch kristen smart has been sentenced to 25 years of life in prison. the judge handed the sen tes to paul flores on friday calling him a, quote, cancer to society. prosecutors alleged flores, who was a fellow first-year student

good morning. thanks for joining us on this saturday, march 4th -- march 11. i'm kira clapper. crews have been working non-stop trying to repair soquel's main road after it was washed out. the massive hole is part of what was north main street. it washed out friday morning after a six foot culvert gave in to the powerful currents. overnight rain taking a water main with it. hundreds of people were stranded in their homes and received a water boil notice. many had no choice but to walk

to stock up on supplies only accessible thanks to a neighbor with a private bridge over the creek. >> we asked family members to pick us up over on the side of the road because there's a bridge to get our groceries and stuff. >> the goal is to have part of the road restored by this morning. if that does not work out, the city will be putting up a temporary bridge which could take days to assemble. a handful of sonoma county roads are under water. we found two roads were just not passable near river road. most drivers followed the advice and turned around. if you decided to risk it, who a delivery driver who we found needed to be rescued. what's in store for the weekend. let's check in with cynthia pimentel.
