off. first, both lanes on 880 in fremont are opened. it was closed yesterday after it flooded. the railroad crossing passes over the freeway and a slide-out carried mud and debris onto the road. commuters had major headaches as northbound and southbound lanes were closed most of sunday while crews suctioned up the mud and water. >> right before the dumbarton exit is just stopped and everybody started merging because they realized we're not moving anywhere, let's just get off. >> this morning there is flooding nearby on the ramp causing problems. we want to check in with mike inouye. you're tracking that issue. what are we talking about? >> let's clarify what you guys just reported. if you're just waking up, we're looking at 880. 880 itself has reopened.

i posted that update at 11:45 last night, both directions have reopened after yesterday's mud caused all that flooding yesterday. this morning there is flooding reported at the stevenson on ramp to northbound 880. the on ramp is currently closed. nearby is the thornton on ramp that's open. we're looking at 880 itself. with that type of problem rearing its head on our reports, and it's calm right now, we're looking at potential issues. the reminder that whatever problems we had over the weekend, prepare for those coming ahead. 880 is open, but the stevenson boulevard on ramp is closed. we had 84 closed in this area of unincorporated san mateo county. if you know where alice's restaurant is, it's south of there. little blochs of green, that means damp roadways. a crystal clear view of the traffic flowing smoothly across the bay bridge. the crystal clear might not last

for long. this is the calmness, because here's what we've got in store. you can see the atmospheric river setting up with the rain beginning to really develop over the pacific. we're going to start to notice a little rain early on, and then the intensity will definitely increase heading into the overnight early morning hours. there's scattered showers, it might be around during the first half of your commute. aside from that, though, the impacts of this are really going to be felt throughout. but you still have time to prepare. we're talking high wind warnings, flood watches and of course the possibility of power outages. we're going to bump up into the 60s, so this is a warmer system. but the rain rates per hour really have us concerned, especially if you live north of the golden gate bridge, we're talking about streams and creeks and, of course, the russian river, which has been one to watch. flood watches do begin starting tonight at 10:00 p.m. high wind warnings start to kick up tonight at 11:00 p.m. because of the high wind, we're

talking gusts upwards of 50 plus. there is a potential for downed trees. we've got a lot of saturated soil and a lot of older trees have nothing left when it comes to holding on with the roots. i'll talk about the exact timing and how much rain we're getting in just a few minutes. back to you. >> thank you. in the north bay, santa rosa crews are doing what they can to stop the slide from damaging homes on cooper drive. two homes have been red tagged. more buildings are at risk, including a synagogue. the city is evaluating the slide and using sandbags to slow it down before the next storm rolls in tonight. also in the north bay, the army corps of engineers are keeping an eye from lake sonoma and minute seat oh. authorities say only 20% of the watershed end up in the lakes, which is why a lot of heavy rain comes with a big problem. >> only 20% behind the dams,

there's a lot of natural flow that is free to go to the river, causing localized flooding or even major flooding. in this water year, holding back some of that water during january and now obviously helps to keep the maximum stage of the river from coming as high as it could be. >> that's the chief of operations here in the bay area. he says he and a lot of the team live on the lower end of the river, so they know personally how important those water levels are. south of the bay area, new drone video shows how under water this town remains near watsonville. you can see why they were put under emergency evacuation orders on saturday when a nearby levy broke. some houses are submerged up to their roof lines. leaders reported a levy breach has grown to 300 feet with more rain forecast for tonight, things are expected to get

worse. county officials are watching the salinas river. video over the weekend showing when officials had to rescue a man after his car was swept into the waters. the county is warning that it could flood roadways between the monterey peninsula and the rest of the county, essentially turning it into an island. half of all counties in the state are under an emergency declaration. you can track the incoming rain through our free nbc bay area app, get access to the mobile radar and we'll send you alerts. president biden is headed to california. he's expected to meet with the prime ministers of britain and australia. tomorrow he'll go to monterey park where a gunman killed 11 people in january. the president will discuss efforts to reduce gun violence. it's not clear if he plans to tour any storm damage while he is in california.

the president is set to deliver remarks about the banking system and he's expected to speak shortly here at 5:00 a.m. this comes in the wake of the collapse of silicon valley bank. this is an announcement from the feds about how they are going to help customers. "today in the bay's" marianne favro reports on what it means for wall street. >> the treasury, federal reserve and fdic announced they'll be making additional funding available to make sure that silicon valley bank deposits, both insured and uninsured, will be paid in full. starting monday, depositors should be able to get their money out of failed silicon valley bank. >> that is going to be extremely calming for the valley, extremely calming for any company that banks at silicon valley bank. it now means that any lender will lend to them with complete safety because they will eventually get paid. >> reporter: bay area venture capitalist says the move will help tech companies with money

as they pay suppliers. >> this is going to be extremely reassuring. >> reporter: in a statement, congressman ro khanna said i'm glad the department of treasury listened and moved to protect workers, the innovation pipeline and the economy at large. but the work doesn't end here. we've known since 2008 that stronger regulations are needed to prevent exactly this type of crisis. the move comes as u.s. regulators shut down new york-based signature bank and announced clients in that bank would also have full access to their money. but with two u.s. banks now closed, the question now is, how will it impact financial markets? markets in asia may be feeling jittery. they dropped slightly in morning trading. >> i think it will induce more volatility in the market and that's typically not a great thing for the general investor.

that happened and we're going to consider that. we'll talk about what's happening on the peninsula coming up. first let's talk about business. good morning. i'm silvana henao from cnbc. wall street is set to open slightly lower to mixed after u.s. regulators take steps to avert a potential banking crisis following the collapse of silicon valley bank last week. the government also shutting down new york-based signature bank that's a big lender to the crypto industry. regulators say depositors will have access to all of their money in a timely fashion. the announcement coming amid fears the factors that caused svb to fail could spread to other financial institutions. the government is still seeking a potential buyer for silicon valley bank. for silicon valley bank, the federal reserve is creating an emergency program to offer loans up to one year to financial institutions affected by svb. >> meta platforms is planning additional layoffs to be announced at multiple rounds in

the coming month. the "wall street journal" reports it would be roughly the same magnitude as the cuts made last year. the new round will likely hit non-engineering roles and meta is expected to shut down projects and teams, including wearable devices. >> general motors is exploring uses for chatgpt, an executive telling reuters last week chatgpt could be used for information normally found in the owners manual and it could program a garage door code or integrate schedules from a calendar. reports say gm is working on a virtual personal assistant that uses the same ai technology behind chatgpt. i thought i would like it without the owners manual because whenever i need to figure something out, i'm going

good morning. it is 4:47. we are under a microclimate weather alert. things are pretty calm right now, but the reason we are under a microclimate weather alert is because we want to make sure you are prepared heading into tonight and tomorrow. here are the things you need to know, especially if you live anywhere near a creek or river or any levy, it's going to get really intense into the overnight hours. we've got that atmospheric river tap that we've been talking about since last week and it's already starting to bring some scattered shower activity. the intensity of this kicks up a notch. so the timing will be critical. i put this all the way forward to 7:00 p.m., and if you notice, we're going to see rain at times. but in the evening the rain really starts to increase starting in the north bay

initially, calistoga and then midnight it becomes widespread, so everyone is going to get pounded by this rain. into the early morning hours, the rain rates intensify. so your tuesday morning commute, especially for those north of the golden gate bridge, we're going to see heavy downpours during that time. the higher elevations into the santa cruz mountains as well. this will remain dangerous into tuesday. where you see the pinks and purples, over 3 inches of rain for the north bay, likely could see that potential for santa cruz, and this is on top of extremely saturated soil. so a flood watch will go into effect starting tonight at 10:00 p.m. and it's going to remain in place through 4:00 a.m. on wednesday. the big concern in addition to the creeks and streams is going

to be the potential for debris flow and flash flooding in some of our larger rivers, like the russian river in the north bay is going to be an area for concern. now, wind gusts, this is another big impact as well. if you have anything in your yard that could potentially fly away or be carried off, look in your surroundings and see if you have any tree limbs in the area where you park, where your home is. we're talking gusts of 40 to 50 plus miles per hour for the entire bay area, also at the lower elevation areas, which is a reason why this is now a high wind warning, which means that the threat of high winds is imminent at this point. so please be mindful of that. i'm going to take you through the seven-day forecast in a few minutes. first, we've got to get a check of the roads. >> i saw the intense colors you were talking about. the gilroy area, we had some flooding that cut off 101 a couple of times over the last week. we're watching out for that.

101 is just damp as we've had some rain at the golden gate bridge. it's fine as far as the traffic goes. driving is very light right now as far as the volume. we are watching the north bay, there's flooding on some surface streets. i did see slowing for the last five minutes on eastbound 37. as i researched the issue, there was no issue to be found and the slowing cleared up. probably just a couple of slower vehicles. traffic needs to know that over the weekend we had this continued problem over here. alice's restaurant is right around here, for those who know the area, north and south of that, the stretch of 84 is blocked by a slide-out landslide. 880 also reopened. no delays for your drive out of contra costa county. back to you. >> thanks, mike. trending, hollywood's biggest night, historic to say
