taking aim at the bay area. crews are scrambling during an ever-so-brief break in the rain. meteorologist vianey arana is tracking the timeline for the next atmospheric river. >> what i'm reading into that, they are all coordinating an acquisition of silicon valley bank. >> what's next after the collapse of silicon valley bank? we're live in washington with a plan from federal regulate skprs the ripple effect being felt nationally. this is "today in the bay," on roku, xumo, and online. good morning. i'm gia vang. laura garcia has the day off. >> i'm marcus washington. this morning we are tracking the next incoming storm as many places are dealing with lingering storm-related problems from the weekend. vianey, you have been tracking this. how soon are we expecting the atmospheric river to roll in? >> it's going to be tricky

because people are going to see the rain and think, oh, this is nothing. but the intensity will pick up overnight into tomorrow morning. so a lot of what we've seen in the patterns is exactly that. while people are sleeping the biggest impacts really play a critical role in this, the gusty winds and how much rain we get at once. let's take a closer look at what we showed you at the top of the show, which was the satellite image of the atmospheric river tap and this is going to carry a lot of moisture. we could see anywhere from 3 to 4 inches in parts of the north bay, less than that throughout. this is just in the span of 24 hours. so that's quite a significant amount of rainfall. plus, we've already seen a lot of rain, which is why storm drains and everything is overwhelmed at this point. we've got scattered shower activity. we'll continue to see that pretty much for the first half of the day. san jose is at about 55 degrees. one thing you'll notice is even though we're not gusty, the winds are going to increase.

daytime highs will be in the 60s. because this is a warmer system, we're concerned about the impacts in the sierra with the snowmelt. we've got flood watches going into place and high wind warnings. we'll guide you through that and the timing in a few minutes. let's check in with the north bay. let me show you the live shot we have. we have a nice look at the drive southbound. there was a little glow in the air, some moisture and damp roads. you could see sheen on the northbound side. this is the commute direction, southbound heading toward lincoln. now, the earlier slowing on 37 has held off, so i'm going to take the arrow away. the commute direction goes that way and doesn't typically show slowing for a little longer. meanwhile, we're looking at vallejo, a smooth flow of traffic out of -- i'm sorry, to vasco road, moving at speed as well. vasco, vallejo, very different areas. on the peninsula side, part of 84 does have a closure, but the

commute across the dumbarton bridge is fine. 880 has reopened. "today in the bay's" bob redell, you know 880 opened, but we're still talking about the road conditions this morning. >> reporter: and one closure. good morning to you, mike. we're here along stevenson boulevard in fremont. as you can see behind me, the on ramp to northbound 880, both on ramps from stevenson are still shut down because of flooding yesterday. as you mentioned, this does not impact the drive along northbound 880. i drove through about an hour ago, i didn't see any flooding and traffic was at the limit. yesterday caltrans shut down both directions of 880 just north of our location because of a slide-out at a railroad over-crossing which carried mud and debris onto the road.

the people driving had major traffic headaches because the northbound and southbound lanes were closed for much of the day while crews suctioned up the water and mud. >> right before the dumbarton exit, it's just stopped and everybody started merging because they realized we're not moving anywhere. let's just get off. >> reporter: so, again, caltrans reopened all northbound lanes sunday night and overnight, they opened the northbound lanes in time for this morning's commute. caltrans says the workers are on standby with equipment as the bay area braces for another round of storms. on the peninsula, a big stretch of highway 84 remains closed. this weekend's storm triggered a landslide and caused the road to crack. yesterday's rain only made things worse. 84 closed in both directions near skyline boulevard.

reporting live in fremont, bob redell, "today in the bay." >> bob, thank you. 5:04 right now. and this next storm, this is in the town of pajaro south of the bay area where the entire neighborhoods are still submerged after a lev oh broke over the weekend. thousands were forced to evacuate in the middle of the night. highway 1 near watsonville is now closed because of the levy breach. floodwaters turned part of the area into a river and evacuation orders remain in effect. there are concerns about the salinas river. video over the weekend shows the moment first responders rescued a man whose car was flushed into floodwaters. people are fearing it could flood the rest of the county, essentially turning it into an island. over half of all california counties are under an emergency

declaration, with the governor adding six more ahead of the storm. a reminder, you can keep an eye on the storm when we're not on air. download our free nbc bay area app, and you can watch us on the go. 5:03 right now. the silicon valley bank of menlo park, which is expected to reopen at 9:00 a.m. for the first time since last week's surprise collapse. it has, no doubt, been a nerve-racking weekend for many of those svb customers with no access to their money. >> here is a live look at futures ahead of opening bell. the dow is trading lower after having spent the weekend higher with investors growing optimistic about the svb rescue plan. we're learning president biden is being briefed on all the uncertainty. administration is that american taxpayers and businesses will be protected. federal regulators say customers will have access to all of their money this morning, and president biden, he's vowing to hold those responsible for this mess accountable. the collapse of silicon valley bank set off panic. >> we have went to two other banks and have started withdrawing the funds. >> reporter: the federal government is stepping in to ensure consumers have access to their money today, but treasury secretary janet yellin insists there will be no bank bailouts like there were in 2008. >> the reforms that have been put in place means that we're not going to do that again. >> reporter: instead, regulators plan to back all svb deposits and those at signature bank in new york, which shuttered sunday. they'll cover those costs, in part, by using the fdic's

deposit insurance fund. >> it's not going to cost taxpayers money. >> reporter: the extraordinary move also aims to calm financial markets before trading resumes this morning. experts weighed in on what they believe is the root cause of the failure. >> banks are free to fail when you have a change in interest rates like we've had over the past several months, the most aggressive rate cycle in two generations, some banks' business models are not going to work anymore. >> reporter: the white house hopes to ease fears that more banks could follow. about an hour from now, president biden is scheduled to deliver remarks about maintaining resilient banking systems. >> before you go, what other steps did officials take to boost silicon valley bank? >> reporter: all senior management at svb will be removed, but that still leaves the fate of the nearly 8,000 people there up in the air.

>> i think that makes a lot of people not very trusting of banks on top of what we've already been through in the past. brie jackson, thank you so much. a man police believe was targeted by mma star cane velazquez is scheduled to be charged today. the judge decided there was enough to move forward with a trial against harry goularte. his accuser took the stan and testified about being touched inappropriately. they may set a date for his felony trial. velasquez is related to the victim and investigators say he shot a truck goularte was in. another man was hit by gunfire. we take a live look out in san jose. looking nice and clear, but that will change later today. meteorologist vianey arana is tracking when we can expect the rain to make its way into our area. >> it's going to be quite an

impactful storm system because, in addition to the amount of rain we're going to get, the gusty conditions are going to be a big factor because as the system passes through, take a look at the red zones here, where you see all of the red. this includes calistoga, san rafael, all the way through gilroy and into monterey, a high wind warning, which means it is going to happen, the threat is imminent. gusts could reach upwards of 50, maybe 70 miles per hour in some areas. valleys 35 to 50 miles per hour. this goes into effect starting at 11:00 p.m. tonight and then it's going to stay in place through wednesday where we see the yellow areas. those are high wind watches. in addition to that, flood watches will also be going into effect starting at 10:00 tonight. we're going to be dealing with high rates per hour, which could mean a concern for run just and localized flooding. let's get a check of how the roads are doing. >> pretty well. one on ramp that bob redell told us about, he's at the stevenson

on ramp to northbound 880. that is flooded out in the same area the whole freeway was flooded yesterday. so mowry to the north, accessing the freeway, no problem. the nimitz moves smoothly throughout the area. the closure has cleared up through fremont. a little build on a monday schedule over here. a smooth drive around the bay through contra costa county. traffic is just starting to wake up for a lot of folks. vallejo toward the north bay, and a smooth drive across the bridge. back to you. >> thanks, mike. 5:11 right now. more layoffs? still ahead on "today in the bay," one bay area tech giant getting ready to announce additional cuts and that team reportedly said to be effected. >> and hollywood's biggest night may be over, but some of the oscar's buzz-worthy moments are being talked about this

right now in the north bay, already seeing light rain coming down in santa rosa. it's about 53 degrees. you'll be the first to see the rain and also where the rain will intensify. i'll take you through the timing and what to expect in a few minutes. the traffic across the san mateo bridge, right now not so intense. a smooth, easy drive. everyone is going at speed both directions. taillights over the high-rise to the peninsula, where things move

smoothly. i'll show you where it may be slowing down a bit on the early commute in a couple of minutes. meta is planning additional layoffs to be announced in multiple rounds over the coming months. the "wall street journal" reporting that they would roughly be the same magnitude as the cuts meta made last year. meta is also expected to shut down some projects and teams, including some wearable devices that were in the works. trending this morning, hollywood's biggest night is now in the history books. there are some moments that have many people calling it one of the shadiest nights. >> actor hugh grant getting flack following this exchange you're about to see with red carpet host and model ashley graham. take a look. >> what are you most excited to see tonight? >> to see? >> i know that you probably watched a few of the movies. are you excited to see anybody win? do you have your hopes up for

>> is it dry? >> not at all. in fact, you can actually see it on satellite radar. look at this. wow, this moisture tap is going to bring a heavy rain rates, gusty conditions, sierra snow and big impacts across the state of california. it starts with us here in the bay area. especially in the north bay. we're already seeing light scattered showers after santa rosa. notice a little bit of rain moving in through san francisco, and the timing of this right up here, i'm going to take this through, because for most of your monday, light and scattered. you have plenty of time to prepare for what's to come because the system moves in late overnight into tomorrow. i don't want anybody to get caught off guard. by 7:30 p.m., through parts of santa rosa, calistoga, ukiah, you'll see the heavier pockets, becoming widespread by late tonight. the wind will start to kick it

up a notch, 30, 40, 50 plus miles per hour. you see the oranges, yellows, notice in the key, that's where we're going to see the heavier pockets of rain. the difference between this storm and the storm we saw on friday is a lot of this heavier emphasis and focus will be on areas north of the golden gate bridge, but still seeing pockets of rain pushing through santa cruz. friday's storm stopped for a period of time. rainfall totals are impressive, considering this is only going to be within a span of pretty much 24 hours. look at this. santa rosa, where the purple/red color hues are, 2, 3, 4 plus inches of rain in less than 24 hours. same for santa cruz mountains. typically this is normal for san jose. likely less than an inch of rain through there. but everywhere else, we could see a little over an inch. the winds will be another big concern aside from how much rain we're getting.

this is throughout the entire bay area, not just the high elevations. lower elevations as well. 30, 40, 50 plus around the coastline, and that's going to intensify as the system passes through, which is why there is a high wind warning. where you see the red colors, gusts upwards of 70 plus. for the valleys, 35 to 50 plus miles per hour. this could mean the potential for power outages and downed trees, debris flows, what we've seen in the past, which cause big issues not just for mountain areas, but also for our roads as well. flood watches will begin starting tonight at 10:00 p.m., runoff will be likely, especially for the levies. expect creeks and streams to be flooding, at least rushing quickly with quick rises into some of the larger rivers, like the russian river we'll monitor closely. i want to show you the long-range outlook. the initial system that moves in starting tonight is the first of another system to come.

if you notice, i took this through monday, march 20th. we'll get a brief break and then the storm pattern returns heading into friday, saturday, sunday and, yes, even extending to next monday. your seven-day forecast, unfortunately, remains pretty active, with just a quick short break for thursday. so at this point i know we're storm fatigued, but i hope we're getting prepared for what's to come. in addition to the wind and flooding, we're talking about more rain into next week. this is only going to also impact our sierra storms as well. there's avalanche warnings and winter storm warnings in effect. not a good idea to travel, especially tomorrow, when we'll see some of the heavier impacts. we've been talking about how this is a warmer storm system. our daytime highs will be in the mid to lower 60s. because of this system, we're going to see the potential for snowmelt through parts of the

sierra. let's get a check of the roads. >> i was focusing on the middle of that seven-day. that short break, i was living for that. here, a short wait, in fact no wait for the metering lights. the bay bridge is moving smoothly. we go from about 20 lanes to 10 as you cross the bridge, and so that will be a major compression point. we'll see that on the map, but it hasn't kicked in just yet. you also saw a damp roadway in the live shot. we see those in patches around the bay. there is light rain traveling down 101. not a major problem because the commute is very light right now. you don't see any problems out of the altamont pass. speeds come close to 10 miles per hour at the worst point, just before things open up out of the altamont pass. right here vasco road, an easy drive, still under 20 minutes as you're getting out of brentwood and toward 580. that's a major commute for

contra costa county heading to alameda. we still have 152 with the closure because of the landslide and part of highway 101. this is watsonville, so it's not a major issue for most viewers, but it is there, nonetheless. we have rain heading through the area of highway 9, a little closure out of scotts valley. >> thanks, mike. next here on "today in the bay," nbc bay area responds. >> we've got a shady case today. shady because it's about window blinds. plus, $2,000 all twisted up. i'm consumer iestigatornv

good morning. back in october, margaret paid blinds and designs in walnut crude $2,000 to install window shades. margaret changed her mind within a few hours and canceled before any work started. she shared emails showing the company had committed to give her her money back. but that didn't happen. margaret contacted us in january. we contacted plumb designs and blinds. the company said it was going to refund margaret by check, but it didn't because margaret started a credit card dispute to get her money back. in the end, plum designs and blinds won the dispute. plum told us it wanted to make good. it refunded margaret her $2,000 anyway. the company said the refund was

right now at 5:30, cleanup ahead of the next big storm. work under way as another atmospheric river is set to arrive. meteorologist vianey arana is tracking the latest timeline for your neighborhood. >> plus, all eyes on wall street and the fallout from the collapse of the silicon valley bank. other regional banks are also showing signs of weakness. ahead in a live report, the new white house push to make sure that customers recover full access to their accounts in a matter of hours. this is "today in the bay," streaming live on roku, xumo, and online. good morning to you on this monday. i'm marcus washington. >> and i'm gia vang. laura garcia has the morning off. this morning time is of the essence as many cities take advantage of the break in the rain to prepare for the next

downpour. crews are trying to stop this slide from damaging homes on cooper drive. two homes are red tagged, but there are more at risk, along with a synagogue. teams are using sandbags to slow it down. in the north bay, the army corps of engineers are keeping an eye on lakes. the russian river is a frequent problem for communities. engineers say only 20% of watershed ends up in lakes, which why a lot of heavy rain comes with big dangers. >> only 20% behind the dams, there's a lot of natural flow that's free to go to the river, causing localized flooding or even major flooding. in this water year, holding back some of that water during january and now obviously helped

to keep the maximum stage of the river from coming as high as it could be. >> that's the chief of operations for the army corps of engineers. he says he and a lot of the team live on the lower end of the river and know how important the water levels are. >> for a timeline on when the rain will get here, let's get to meteorologist vianey arana. >> it's very light and scattered, but the intensity of this ramps up overnight into tomorrow morning. so i want to show you where the system currently is and what to expect. it's right here in the pacific, but the rain is beginning to develop. because this is a warmer system, it is going to be dropping sierra snow, but the caveat is that as the system passes through, behind that it's going to be a mix of rain and snow. so wet snow that could cause some of that snowmelt, leading to flood concerns. taking a closer look at where we're seeing scattered shower activity, you can see through

parts of the north bay, san francisco, santa rosa getting a little bit of rain. that's going to be on and off throughout the day. temperatures are in the 50s. snow still pretty dry. notice the daytime highs are going to be a little warmer. once the system passes through, here is what to expect. some of your headlines will include flood watches that go into effect starting tonight. a high wind warning as well. and of course we'll talk about the impacts, how long the system is going to last and what to expect for the next stretch of seven days. there's a lot to talk about. today we're waking up a little dry. >> calmer right now, a little damp at the golden gate bridge. we talked about the north bay getting light rain. i want to mention as you look at the cars, you see the water kicking up just a bit. that's the tread that, of course, makes a water channel away from the tires. make sure your tires are good in condition. make sure your windshield wipers are in good condition as well. the bay bridge, we have a little more slowing on the incline.

no metering lights yet. metering lights, probably another seven minutes or so. a little bit of slowing, just a brake tap into concord on highway 4, and we're looking at no major problems for the rest of the bay. we talked about a little bit of light rain in the north bay. travel times are looking great. we're in the green. back to you. >> thanks, mike. new overnight, an officer-involved shooting in brentwood is under investigation. around 9:30 last night police say someone approached them and said a woman was being held against her will at the brentwood apartments along sycamore avenue. they heard gunshots and found the victim and suspect outside the apartment. the suspect fired shots at police officers, police officers returned fire. the suspect was injured in the shooting. both the suspect and victim were taken to the hospital and are expected to survive. police say several unoccupied vehicles were also hit by

bullets. new concerns about regional banks are weighing on investors ahead of the opening bell. here is a live look at the futures and you can see the dow is lower by more than 200 points right now. this is the lowest we've seen it all morning and a really far cry from what had been a mostly positive weekend. >> this crisis really hitting home on sand hill road after the collapse of silicon valley bank. some customers still unable to gain access to their money. "today in the bay's" kris sanchez is live with what's happening there and in washington at this hour. >> reporter: good morning to you. silicon valley bank quiet behind me in menlo park, but washington is three hours ahead and members of congress and the president are already starting to talk about the collapse of the nation's 16th largest bank, that is silicon valley bank. president biden is expected to speak about the bank and banking

in general in about a half hour from now, but today investors are expected to be able to finally access their money and get it out of silicon valley bank that is insured and uninsured deposits alike. for leaders in washington, this is about making sure no other business fails just because the bank did. >> these are my constituents, there's probably a few districts that have more bank customers and employees who are affected by silicon valley bank, and so they will rest assured today they will be able to meet their payrolls on wednesday and these are people working in biotech, tech, the wine industry, the entertainment industry, the drivers of the california economy, which the governor has said is the pinnacle. >> reporter: now, in a statement, congressman ro khanna said i am glad that the department of treasury listened and moved to protect workers,

the innovation pipeline and the economy at large. but the work does not end here. we've known since 2008 that stronger regulations are needed to prevent exactly this type of crisis. now, silicon valley is not the only one in trouble. u.s. regulators shut down new york-based signature bank and announced clients would be able to access their money there as well. we talked with the san jose state professor of finance. he says that if you have a quarter million dollars or more in the bank, you really need to split it up into multiple accounts so that you can take advantage of the fdic insurance. and not only that, shares in san francisco's first republic bank are tanking over similar liquidity concerns. when the president speaks, we expect that to be in the next half hour, we'll bring it to you live. in menlo park, kris sanchez, "today in the bay." >> thank you for that. the developments on the story have moved quickly. it began wednesday when silicon valley bank told investors it

would need $2 billion to shore up its balancing sheet. customers began rushing to move their money, withdrawing $42 billion by thursday and that was far more than the bank could handle. with a negative cash balance of close to $1 billion, it could no longer pay its depositors. on friday they tried to find a buyer. when that failed, federal regulators shut down the bank and seized assets, leaving uninsured deposits frozen. president biden heads to san diego today. he is set to meet with the prime ministers of britain and australia. the trio plan to announce the purchase of u.s. manufactured nuclear powered attack sub marines by australia. the move comes amid growing concerns over china's influence in the indo-pacific region. tomorrow the president plans to discuss his efforts to reduce gun violence while in monterey park. a gunman there killed 11 people back in january.

5:38 on this monday. turning back to our weather coverage. people are fine yesterday after being trapped in a cove north of half moon bay. first responders repelled down to get the pair after they were swept off. take a look at a live picture over san francisco. beautiful shot for us early in the morning. 5:39 right now. but later today we're expecting that rain to move in, and a lot of it, too, as well as some wind, vianey. >> with this system, of course the rain is going to be impactful. but the wind is going to be another big component of this, because the wind gusts are going to be upwards of 50 plus miles per hour. you can see a beautiful shot there of downtown san jose. but let's talk timing. this is where you're going to notice that the rain is going to be really scattered throughout, so we're going to start our day for the most part pretty calm. but then this intensifies around

dinnertime. if you live north of the golden gate bridge you'll notice the rain rates start to really ramp up and then it becomes completely widespread into the overnight hours. by midnight, everyone is going to be seeing rain from ukiah all the way down through santa cruz. by 5:00 a.m., so right smack dab in the middle of your morning commute, notice some of these heavier pockets, the yellows and oranges, calistoga through parts of the coastline, and even santa cruz, this is going to be widespread and those heavy downpours are going to be impactful. then we're going to line up into the -- i want to say the coastline area is going to see gusts first, then the north bay and then 50 plus pretty much throughout the entire bay area. let's get a closer look at how the roads are doing. >> the roads are fine, the backup is forming at the bay bridge. the metering lights have been turned on for about five minutes and we see a little slowing

approaching the mini toll plaza. a smooth flow of traffic, but i was a little concerned. we see folks in the hov lanes slowing down. that usually indicates an incident. as we look at the pattern of traffic across the span, we see there is an incident reported in the area that just popped up on our map. i'll double-check with chp. over here we see the slowing, we talked about highway 37. highway 4 a little more pronounced as you come into concord, and right on schedule for that portion of contra costa county. pretty much what you expect around the bay. in the city tonight, more traffic. the warriors have a game, 7:00 game time. if you're fortunate enough to go to the game, note there will be traffic on 280. the rest of the bay shows a smooth drive. we have a closer of 84 and we also have a little slowing for san jose, back to you. 5:41 this morning.

to act for first-time home buyers. joining us, real estate experts john and leslie foster from john and leslie foster real estate group. i want to start with you, john. why should first-time home buyers try to capitalize on the current market? >> the market is starting to pick back up again and we know historically when the market activity picks up, as we've seen a slight dip in interest rates, that prices will start to go up. while we don't predict any large price increases, the price drop that buyers have been waiting for really has already happened. so that's really the great news for anybody looking to purchase a home right now. >> the thing about it for first-time home buyers, they sometimes don't know where to start. should you look for somebody who is knowledgeable of the area you're looking for, say if i want to buy a home in san francisco, get someone who is focused on san francisco, as opposed to someone you may know? >> absolutely. you definitely want to find an

bay. a bit of celebration at stanford ahead of college basketball. the most important time of the year. oh, yes! the stanford women yesterday celebrated, receiving the top seed for the ncaa tournament's western region. their first game is friday at home against the winner of a play-in game. this is stanford's 35th consecutive tournament bid. congrats. the st. mary's men's team for the second year in a row earned a five seed and an at-large bid. they beat 12th seeded virginia on friday. they're going dancing for the 12th time in school history. trending this morning, an oscar ceremony with drama in all the right places. >> it didn't take long for host jimmy kimmel to address the elephant in the room or, maybe we should say, not in the room. >> we have strict policies in place.

stunning in the sky. once this starts to make its inland impact, that's when we'll see heavy rain and gusty winds. just a couple of scattered showers, this is pretty much what we'll see for the majority of the day. the temperatures are going to be a little warmer, so the showers are going to be on and off. there's a chance we could see isolated thunder activity as well start to pop up. you'll see the daytime highs starting in the 50s. we're not really that cold. we're tapping into the subtropical moisture so it might feel muggy. by noon we'll see some sunshine at times, so it will be a nice mix of clouds and sunshine. then we'll see the winds ramp up. by the afternoon we're going to see it turning breezy and also a rainy night ahead. we're going to max out in the upper 50s and 60s. your hourly forecast, notice the scattered showers pretty much all day. it isn't until late tonight, early tomorrow morning, we see

that really start to pick up, especially in the north bay. that's where we're going to see a lot of focus. the interesting thing about atmospheric rivers is the timing and where they stall out matters, which means if an atmospheric river is passing through, it could sit over one area for an extended period of time, dropping a lot of rain all at once. right now it looks like it has a focus primarily over the north bay, but also the santa cruz mountains as well. a lot of the rain rates will be a lot heavier through parts of the north bay, as we look at the key and the index scale, anywhere from about 3 to 4 inches for the north bay, could even see that as well, 2 to 3 inches for the santa cruz mountains and everywhere else a little under an inch. sierra snow, yes, we're going to see a couple more inches out of the system. this is going to be wet snow because we're expecting to see a warmer system start to melt. so be mindful of that as flood watches take effect tonight. let's see how the roads are doing. >> the bay bridge is continuing
