had to say during some morning remarks in the white house and maintaining a resilient banking system. >> we'll break everything you need to know down, and we'll begin right here with stephanie gosk. good morning to you. >> reporter: good morning to you. the federal plan will also support depositors at new york-based signature bank, which the government says has also been closed. president biden addressed the nation this morning to assure us that the banking system is safe. this morning, the federal government taking extraordinary new steps to avert a major banking crisis, following the collapse of silicon valley bank. president biden speaking out from the white house. >> the banking system is safe. your deposits will be there when you need them. no losses will be borne by the taxpayers. >> reporter: the government will ensure all of the california bank's customers will have full access to their deposits today.

that includes 87% of deposits that are uninsured because they are above $250,000. the federal insurance limit. the government is also shoring up a second institution. new york-based signature bank, which has been closed, guaranteeing its customers will have access to their money. signature is one of the leading banks for cryptocurrency companies. in a joint statement, the head of the treasury department, federal reserve, and fdic said the move is designed to protect the u.s. economy by strengthening public confidence in our banking system. >> we want to make sure that the troubles that exist at one bank don't create contagion to others. >> reporter: unlike 2008 when government bailed out big banks to curb a meltdown, janet yellen is ruling out a bailout of svb. why did this happen? as a startup to airbnb and

pinterest, it invested in tech stocks, causing them to lose value. as some clients began to withdraw, they needed to raise $2 billion to shore up its balance sheet. that triggered a run on the bank with customers snagging just $42 billion in just 48 hours as regulators took control friday. among the bank customers, small business owner amanda babcock who says her lively hood is at stake. >> this is everything we have saved. >> reporter: president biden also vowing to hold those in charge responsible. >> the management of these banks will be fired. we must get the full accounting of what happened and no one is above the law. >> reporter: president biden also said he plans to ask congress to strengthen the rules for bank to make it less likely this kind of bank failure would happen again. he did not specify what it would look like, but it would be to be

bipartisan. >> stephanie, thank you. let's get more perspective on all of this from cnbc's andrew rossork. good morning to with you. let's start with where you are quite literally at the nasdaq. how are markets responding so far this morning? >> so far, they're actually holding up quite well. a number of banks still under pressure this morning in terms of their stock price, but the goal, of course, of what president biden just said trying to keep customers' deposits in banks across the country no matter how big or small those banks are, and effectively trying to avoid another run on the bank, and at least at the moment, it seems like it is holding people in place. the bigger question is what it's going to mean to the economy overall, and whether some of these smaller banks will be able to make loans at the kind of prices they used to. it's very likely this will start to cost businesses and customers more.

>> andrew, is there -- to use the word that secretary yellen used, contagion, is there concern, real concern this is the kind of contagion that might spread to larger banks as well? >> there's no question that was the concern over the weekend. less about the bigger banks, but in truth it was about all of the small and regional banks across the country and whether people were going to look at this silicon valley bank situation where you had a number of venture capitalists effectively scream fire in a crowded theater. everybody left in droves from that bank, and whether in an age of social media and how quickly you can use your banking apps, peel would just start taking money from small banks and moving them to jpmorgan, bank bank of america, and the bigger banks. the objective is to tell the american public, your deposits no matter what the size are now effectively guaranteed and completely safe. >> about an hour ago we heard president biden talk about the need to strengthen the rules to make sure something like this

doesn't happen again. perhaps dodd-frank 2.0, and what can be done to make sure something like this doesn't happen again? >> for the last 15 years since the financial crisis in 2008, all of the focus was actually on stabilizing and strengthening the big banks. nobody really focused on the smaller banks, and so the amount of risk that some of these smaller banks were allowed to take, and actually the size with which they grew went unnoticed, i hate to say and that left folks exposed in ways that i don't think people appreciated up until now. >> all right. andrew, from nasdaq helping us to understand what's happening. andrew, thank you. we turn now to even more severe weather across the west. an atmospheric river to slam into the region tonight. of course, parts of the golden state still recovering from last week's flooding that displaced hundreds of people and left thousands without power there.

so what can we expect? >> we had a major system move through. this time we'll call it moderate because it is going to be very intense with the flood watches already posted. the ground is totally saturated we're seeing light rain at this time, but that atmospheric river, that push of moisture off the pacific ocean is on the pacific right now, and we're going to see the rainfall intensify, especially across northern california today, and then as we go into overnight and tuesday, we're looking for more heavy rain across the bay area, and then eventually it makes its way into southern california as we go into tuesday night. so this is going to hit the whole state of california. now as far as rainfall totals are concerned, it doesn't look like we're going to see the 12 inches of rain we saw in the foothills of the sierra nevada mountain range last week, but when you get 3 to 7 inches of rain on top of a recent foot of rain, that is going to lead to that flooding potential. also, the possibility of more avalanches and mudslides. a lot of that rain still falling

on some of that very deep snow pack. we're looking at those totals through san francisco, and you go down through the foothills of l.a., and that's where we could end up with 3 to 6 inches of rain with some areas picking up closer to about 8 inches of rain. flooding is also going to be a concern for that part of california too. you go up into the mountains, and most of our snowfall, above 7,000 feet where we could get 9,000 in the highest mountains. we could see about 8 feet of snow, but flooding rain is going to be the biggest concern. back to you guys. all right. thank you so much. let us turn now to the 95th academy awards. of course, it was dded night and as we said the evening was historic for "everything everywhere all at once." it took home seven awards. kaylee hartung joins us now with the highlights girl, i know you had a late night. you look good this morning >> reporter: sleep is overrated,

apple, google, verizon, even tinder, and for now, the content of those warrants is being redacted or sealed but it is clear, investigators are trying to find out exactly where bryan kohberger went and what he was doing. new search warrants revealing dozens of major companies are being forced to turn over information in connection with the murder case against bryan kohberger. >> all rise. >> reporter: among those served, tech names like apple, amazon, google, and door dash. social media companies meta, snapchat, and tinder, and retailers walmart and knives, the brand of knife sheathe found at the crime scene with the single source of dna linked to bryan kohberger. not all of the warrants are focused on the suspect some are requesting bank and social media information about the victims. >> they are trying to find out if there is a hidden link that could explain a motive >> they will never be forgotten. >> reporter: the four college students were found stabbed to death in an off-campus home last november authorities have not publicly released a motive but alleged cell phone data shows bryan

kohberger starved their house hours before and went back to the crime scene hours after the murder it may help investigators piece together an even stronger digital footprint. >> they are going all in if you will, gathering every conceivable piece of evidence so if any doubt is raised, they will be ready. >> reporter: meanwhile, we're also learning new details about what officials say kohberger was doing the moment he was arrested at his parents' house across the country in pennsylvania. the 28-year-old wearing gloves while separating his trash >> mr. kohberger was found in the kitchen area, dressed in shorts and a shirt, and wearing latex medical-type gloves, and apparently was taking his personal trash and putting it into a separate ziploc baggy >> the monroe county district attorney calling that behavior significant for the investigation. >> to me, that is incredibly damning. it shows a consciousness of

guilt, that he was making sure that his dna did not end up in the trash. >> reporter: other newly-unsealed search warrants show what police did seize in pennsylvania including a gun and knife, black face masks, and gloves, cell phone, multiple laptops, and a book with underlying on page 118. investigators also say they found a shovel in kohberger's hyundai elantra and seized parts of the car itself, from the headrests to the seatbelt, to brake and gas pedals >> sure does seem like they have an awful lot of evidence kohberger's preliminary hearing set for june, how do we know what these new search warrants could mean for that hearing? >> reporter: well, at this point, the judge ordered them to stay sealed and redacted, saying that they contained highly intimate facts or statements or information that might threaten the safety or endanger the life or safety of individuals now, experts say that is likely to protect the prosecution's case, possibly prevent tainting of potential jury pool, given the national attention that this whole ordeal has received. meanwhile bryan kohberger's preliminary hearing, that is set

after a deadly incident earlier this month when authorities say four americans driving from south carolina into northeast mexico were mistakenly targeted and taken by cartel gunmen video showing their violent abduction, after authorities say the cartel members opened fire two of the four long-time friends were killed. the remaining two survivors returning home just last week. currently, more than 550 americans are reported missing in mexico. authorities say two sisters and their friend are still nowhere to be found after they crossed the border more than two weeks ago, from the small city of pinetas, texas, into northeast mexico police say the three women were last heading to a flea market in a green pick-up truck. their family now suspects they were kidnapped >> this is basically the first time i've heard of regular citizens going missing we've never had this issue before that i can remember >> reporter: with so many increased safety risks in the area, authorities say it's important to be prepared and remain vigilant. if you have plans to visit mexico this spring break,

nbc's business reporter brian chung joins us now to see how this impacts americans and their savings. people see bank failure and start to freak out and think, uh-oh. is my money safe whether i bank with them or not? >> their three banks that closed over the last week and that's stoking concern. okay, is my money safe at the bank? what you need to take away from this is these banks are not your banking. they were primarily businesses banks. they're not handling savings, deposits from your mom and pop house hold, right? it's also important to remember that anybody who has a savings account, they will be insured up to $250,000 per deposit or what should cover most savings. if you have more of that, consider splitting those up into separate accounts.

>> rain is a concern out west, but this snowstorm that's going to hit the northeast is going to be something we haven't seen much of this season. winter storm warnings in effect all across new england now the storm system that's moving through currently, that's just producing some light snow through new york, pennsylvania, through parts of michigan and ohio we also have some rain down through new jersey, long island, stretching down into delaware and to eastern virginia, but the storm system is really going to ramp up when this area of low pressure develops off the coast. later on tonight, that's when the intensity of the rain and snow picks up. we're also going to see wind gusts get very strong as well, especially across long island into southeastern massachusetts, cape cod, martha's vineyard, nantucket too, and then we'll see most of our snowfall across new york into states like connecticut and massachusetts too, and then the storm system pulls away as we go into wednesday evening. most of our higher snowfall totals will be through upstate new york you can see about 12 to 18 inches in the higher elevations new york city is right on the line

is dr. rebecca robbins, harvard medical school, brigham and women's hospital dr. robbins, good morning to you. thanks for being here. >> thank you for having me. >> daylight saving time. two little children. i'm a little sleepy myself this morning. >> as they always do. >> what about the first idea that if you sleep an extra hour on sunday, that's going to help your body readjust is that a fact or fiction? >> this is our first myth, because just sleeping in for an hour, first of all, not many of us are able to do that, because we have young kids but if you were age to get that one extra hour by sleeping, in you might feel a little bit groggy because our sleep is covered in part by our internal biological clock, our circadian rhythm, and that system doesn't change on a dime, so that one hour makes a big difference we have some data to show that this week, there's more, what's called cyber, where people show up at the office at work and underperforming and searching

the web and doing things other than work, so a lot of us are struggling two tips for all of the viewers out there if that is you, number one, get outside, even on a great day like today, natural sunlight is one of the best ways to help us get energy and power through the day. and make any sleep loss up with naps >> naps. i'm a firm believer. let's talk about myth number two here and i've read this before that that if you turn down the brightness on that cell phone that you probably keep on your night stand, or maybe your ipad, if you turn the brightness down on that, that's helpful. is that true >> our screens are emitting blue light and that has a strong kind of cue to our internal rhythm that we're trying to become awake exactly when we're trying to power down close to bedtime if you move the brightness down, it is lowering the amount of blue light and look into night shift mode and sleep mode, depending what type of phone you have, if you have to be on your because that will avoid the blue and make the colors warmer, like reds and yellows, and better yet, maybe opt for something a

little more relaxing. >> i've been known to occasionally have a glass of bourbon before bed maybe a glass of wine at dinner sometimes with my wife what is that doing for my sleep? >> one glass, one dose, maybe not too much of a problem but much more than that, alcohol will put to you sleep, it is a sedative but unfortunately it will ruin the quality of your sleep, it causes you to wake up multiple times and suppress some of the most important stages of sleep. >> what about this idea if that, if you fall asleep fast, that means that you're a good sleeper, is that a myth? >> this is another one it actually takes a well-rested person about 15 or 20 minutes to fall asleep, so falling asleep is really part of the process. you want to set yourself up for success, doing relaxing things before bedtime, all of that good stuff, to increase your chances of falling asleep quickly. >> all right, and then we've got some news to announce because you've actually put together, as i understand it, a seven-day sleep challenge, a sleep journal.
