>> had all of us in tears the other night. she's up early with us this morning. we're going to talk about that moment and how she's feeling about everything. >> she's cradling that oscar. can't wait to visit with her. let's start with this wild weather including the monster storm. it's intensifying here on the east coast. >> more than 20 meal people on alert from west virginia to maine. the conditions in windsor locks, connecticut, you can see even hard to even kind of make out the airport in this shot. the storm's going to cause a lot of travel problems if you're coming out east today. >> meantime, it is more rain for you guys out west, for already hard-hit areas. flood watches in effect for nearly 30 million people including l.a. and san francisco. dylan is tracking it all, and we're going to start in the elements in albany, new york. hey, morning. >> reporter: new york's governor warned that this storm would hit the northeast like a brick, and this is why. right now temperatures are hovering around freezing, so that makes this snow very wet, very heavy.

that can take down tree branches, can bring down power lines. the last couple of hours we saw the people without power more than triple, exceeding 240,000 household. dangerous conditions on roads and causing this semi to jackknife. the storm bringing wet snow, rain, and blizzard-like winds. it's expected to impact more than a dozen states through wednesday and canceling hundreds of flights. governors declaring states of emergency in parts of new jersey and new york. >> we're cautioning people that this could be deadly. >> reporter: governor hochul deploying the national guard and some 8,000 power crews to areas upstate expecting snowfall in the double digits. >> heavy, dense snow means one thing -- it's going to take down the wires. >> reporter: in neighboring connecticut, a rush to stock up on forgotten winter necessities ahead of the storm. >> i think people thought that

winter was going to be done and over with, and we're getting hit. >> this is new england, you know. hey, it's about time. >> reporter: in massachusetts, waves churning on the coast. driven by wind gust that could reach up to 60 miles per hour. salt trucks loading up farther inland, preparing for difficult driving up and down the i-95 corridor. the storm prompting a rare snow day today for dozens of school districts statewide. it comes as california braces for american extreme weather and catastrophic flooding as the state still recovers from a deadly storm. thousands under evacuation orders and warnings in communities along rivers due to rising floodwaters. overnight, one person still missing after firefighters saved six people in the san gabriel valley. the individual were stuck on an island surrounded by rivers swollen from recent storms. there have also been more than 200 rescues in monterey county following a levee breach on the pajaro river that caused major

flooding. >> nice and easy. >> reporter: back here in new york, officials are urging people to avoid travel. you can see why. nearly 700 flights have been canceled in the u.s. so far today. laguardia airport in new york saw a groundstop earlier morning. now they're reporting roughly two-hour delegates because of de-icing the plane. these treacherous conditions could continue into tomorrow. >> all right. emily, thank you. >> that brings us to dylan in for al this morning with a look at what folks are facing today. good morning. it's interesting a ground stop at laguardia because the weather's not that bad yet we have to into very gusty winds. most of the winter storm warnings are north of new york city upstate new york, vermont, new hampshire, massachusetts, northern connecticut that's where the snow falling. you go into boston and follow this line right into new york, that's where that rain/snow line is you go north of that line we have significant amounts of snow south of that line, we have a lot of rain. although as the storm pulls away we'll transition from rain to heavy, wet snow. that's the key here.

wet snow with wind gusts up to 35 to nearly 65 miles per hour across parts of southeastern massachusetts, that could cause widespread power outages all throughout the northeast and also create those delays at the airports in the northeast, too. you go to the higher elevations, the berkshires, the catskills, that's where we're looking for two to three feet of snow. and that's where most of your trouble areas will be. although you go into boston, three to seven inches, hartford, one to four. new york less than an inch of rain, but it makes it sloppy when it's that heavy, slushy me? falls. it -- slushy snow that falls it will look worse on the roads. want to touch on the storm system out west. this is a 5,000-mile-long plume of moisture. these clouds just picking up all that moisture off the pacific ocean and dumping it in california this is going to lead to a major flog event including areas like los angeles which we'll get into detail in a few minutes. hoda >> thank you so much the federal reserve has been raising interest rates for the

last year. the bank collapse is something we've been talking about a lot >> that has a big impact on what we just happen -- saw with the silicon valley bank and its failure. we've got brian chung from cnbc here let's talk what happened, the bank silicon valley collapsed, another bank the same thing. now the federal government has said we will shore up deposits if you had money at these banks, don't worry. even if it's over $250,000 we've got you. how did that remedy affect the markets? do we feel like the fever has broken and we're on safer footing now? >> yeah, well, the stock market yesterday closed mixed it seems like it stopped the bleeding that we saw at the understand of the last week. it hasn't necessarily taken away all the concern bank industry-wide. last night we saw moody's, one of the big ratings agencies, put on review for crowd to six other -- down grade six other regional banks. there's concern this could spread to other banks, although we're not seeing the same liquidity issues that we saw at

the silicon valley bank yet. it's important to remember for every average american watching that the banks that went under last week are not the banks that we keep our money at it's very different. >> they're not mom and pop -- >> they're taking deposits from large businesses, right. small businesses, as well, but essentially they're all business accounts specifically in the tech sector and also in the crypto sector. that's not where you and i have our savings accounts those banks that are consumer facing largely appear okay for now. again, a lot of concern out there. investors, average americans are jittery now. again, deposit insurance covers up to $250,000 per depositor, that has not changed at all. >> the government has stepped in to send the signal that we're not going to let the banking system fail. >> exactly started because i think there's a certain fundamental understanding of banks that we all kind of have to have you think you put money in the bank and it sits in the box with your name on it, that's your money and it's protected >> no. >> that's not how banking works.

they take that money, buy, sell, trade, securitize, move it around because they know that unless everyone comes in at one time trying to pull out their money you will be able to get your money back. that's -- the run on the bank is what happened to silicon valley bank >> exactly for the record, what makes this different than 2008 is that after 2008 there were more regulations put in place under dodd-frank to increase the amount of money that banks need to have ready and available and liquid if a large amount of depositors were to come at one time to pull money out that hasn't changed the fact that since 2008 even post crisis regulations that banks are doing other things with the money that's being deposited with them that the average depositors aren't aware of. but essentially those regulations made is stronger in terms of how much capital and liquidity the banks have available at hand after any sort of event like perhaps the beginnings of a burbank run. it's never going to be 100% which has raised concerns on capitol hill, do they need to revisit some of those rules after what we saw over the past few days

it's early to say what's going to happen, but it's a reminder for americans out there that when you put your money into a bank, it's not, as you mentioned, just sitting in a box. that doesn't mean it's not safe because of that deposit insurance up to $250,000 per depends. >> brian -- per deposit. >> brian, thank you so much. we'll have answers to some of your top questions that you sent in, concerns about making sure that money is safe speaking of money, guys, americans lost more than $10 billion to internet scams last year that's according to a new report from the fbi it is a $3 billion increase from the previous year. the spike is largely blamed on an increase in cryptocurrency investment fraud still, most frequently reported scams were phishing expeditions with more than 300,000 victims last year. that's when somebody uses emails or texts, your phone, to try and obtain your personal information. much more to get to as we welcome in craig this morning. just getting his microphone on hello.

>> hey, savannah, hoda good morning good morning to you, as well we are learning more this morning about senate republican leader mitch mcconnell's fall at a washington hotel and his road to recovery, as well the senator from kentucky now discharged from the hospital he's receiving treatment at an inpatient rehab facility nbc's ryan nobles joins us with the latest on senator mcconnell's condition. let's start there, ryan. what are we hearing about just how senator mcconnell's doing? >> reporter: yeah, good morning. the senator's staff for the first time revealing that in additions to that concussion he suffered after a fall last week, the powerful republican also fractured a rib. that's part of why instead of coming home after leaving the hospital he's been transferred to an inpatient rehab facility mcconnell, of course, is 81. he'd been in the hospital since last week and had problems with his legs before. it's the lingering effects of his battle with childhood polio. in 2019 a fall led to a fractured shoulder

the spokesman described his con ku concussion recovery, quote, proceeding well. and his wife and elaine chow are concerned with the skilled medical care, kindness, and prayers they've received >> he is back on the mend. any idea when we can expect him back in the upper chamber? >> reporter: at this point, there isn't a timeline while his staff is really encouraged by his progress, an aide told nbc news it's not uncommon for a patient like mcconnell to go through rehab in order to regain their strength, and they did not put a specific timeline on how long it will be before mcconnell returns to work but the rehab process takes anywhere between one to two weeks. and there isn't any urgent rush for mcconnell to get back to work he can still monitor senate business during his rehabilitation and from home if he get to that point with two democratic senators out with health issues, as well, his absence will have a minimal impact on the partisan breakdown in the senate. it will be an issue, though, for republicans if his recovery goes from weeks to months

there are some major legislative showdowns on tap related to the debt ceiling and the budget. and of course mcconnell will be the most important player for senate republicans as those talks ramp up. craig? >> all right ryan nobles for us in washington thank you. let's get to an inspiring story from the world baseball classic. a 21-year-old pitcher from nicaragua turned heads during a game against the dominican republic check this out he struck out three major league superstars in one inning a scout for the detroit tigers was so impressed, he approached him after the game and signed him right then and there to a minor league - >> boom. wow. >> watch this space. >> congratulations all right. it is 7:14 let's check the rest of the weather from dylan >> exciting. hey, guys. we are going to focus on the next storm on the west coast we've covered the east coast storm. let's get into the rain that's going to impact all of california, even into los angeles, into san diego, too the rain has been heavy at

times, although we're waiting for the next batch of heavy rain to move in san francisco, you'll see that shortly. monterey, you'll see that shortly. eventually as we go into tonight and tomorrow, the heavy rain will approach the los angeles area again, it's that plume of moisture that's going to stream in off the pacific ocean it's that moisture that's originating from hawaii. so it's got a long course of -- long path that it's going to take over the pacific ocean before it makes its way into california as it does so, all those clouds contain just a lot of water. we could see up to eight inches in parts of central california, and then as we look down to through the los angeles area, we could see rainfall totals up to about six to eight inches, too that could lead to flooding. the ground is really already saturated. we have that snow melt that's going to cause rapid river rise, mudslide, as well. we have a high risk of impact of these storms winds will be very gusty they could be as high as 50 to 60 miles per hour. so power outages will be a major concern, as well, once that rain continues. that's a look at the weather across the country

"today in the bay's" kris sanchez is live for us in one area that can hardly take more rain. that flood zone is in the pajaro, south of the bay area. talk about the situation this morning. how is it going? >> reporter: now that we're getting a little bit of daylight you can see how far the flooding extends. this is one of the main roadways in pajaro, but almost all of the community is under some level of

water. and before people were evacuated from their homes, some of them had kind of gotten trapped because of those floodwaters. at this point, about 8,500 people were evacuated from this disaster area. this is in part because of the atmospheric river that vianey has been talking about, but also because of a levee breach that has been made worse by the atmospheric river. the folks here are getting more rain and they really don't need it. >> and that's the thing with atmospheric rivers, we always have to monitor very closely how long it sits over a specific time and area. the good news, it does look like the system is going to move out rather quickly. before it does, let's look at the impacts on stormranger. you can see heavier pockets through the interior. you can see it in concord and through san ramon as well. the impacts of this will continue to be the gusty winds. so once the rain passes through, the winds will start to ramp up.

herman's nondisclosure agreement and resolve the dispute in arbitration, woods' attorneys called herman a jilted ex-girlfriend who wanted to publicly litigate specious claims in court. >> it is pretty strong and inflammatory language, but they need to be careful, depend what she has by way of evidence. >> woods and herman dated for six years. >> i want to say thank you. my mom, sam, erica, charlie. >> reporter: they're on opposite sides of a $30 million civil suit filed by herman in october. following the breakup, herman says woods violated a verbal tenancy agreement that should have allowed her to continue to live at the florida mansion. under the federal speak out law, she wants to invalidate th nondisclosure agreement she signed in 2017 to share her own experiences, photographs, and recordings related to various legal claims she believes she has. but woods' attorneys argue she has no right, their response is she has never asserted any claims for sexual assault or sexual harassment against mr. woods, does not do so in this

case and cannot do so truthfully. >> these are unchartered waters. these laws are recent, and they were passed last year and we have not seen them protected in a case as high profile as this. >> the return to glory [ cheers ] >> reporter: woods is considered by many to b the greatest golfer of all time but his reputation off the course hasn't always been up to par. with personal scandals and a drunk driving arrest on his record this morning, just two years afte this near fatal crash, woods' legal battle against his most recent girlfriend is spilling into public view >> the woods' legal team has responded. what happens next? >> according to legal experts, this motion from tiger's attorneys will put ut pressure on herman's team to be more specific about possible sexual assault or harassment, or else, they will face a greater risk of this case being dismissed in arbitration the original nda was tightly worded so the court would want to look at the context behind

good morning to you. it is 7:56. i'm marcus washington. happening now, we are in another microclimate weather alert and the latest storm already causing some new damage in the north bay. we want to get to the latest with "today in the bay's" bob redell live for us in santa rosa this morning. >> reporter: good morning to you, marcus. we're here at the intersection of orchard street and spencer avenue, where you see this large tree has come down in the middle of orchard street. did not cause any damage to cars, homes or didn't hurt anyone, but it did take down a power pole. as a result, santa rosa fire department believes there are about 700 people without power right now and they've been without it for the past few hours. pg&e is out here, so is the city with their tree trimming crews.

are power outages and cancellaations as a messy winter storm wallops the northeast a live look at what is going on in the boston area. check that out and then on the west coast, more rain and flooding for california dylan will have the forecast in just a moment. but first, nbc's emilie ikeda joins us now from albany she's got the very latest there. >> reporter: hey there, hoda you know, we're just a few days out from the official start of spring, but this winter wallop is packing a punch, bulldozing through more than a dozen state, bringing rain, snow, and wind gusts potentially up to 60 miles an hour. the dangerous combination, according to officials, because you look at the consistency of the snow, it is wet and heavy, and so that makes those tree branches really heavy, and they could potentially break, cause widespread power outages, already more than 70,000 households in the northeast waking up in the dark, without power. not to mention the treacherous travel conditions we're seeing, more than 300 flights have been canceled in the u.s., and that's just so far today. it comes as california is

bracing for more catastrophic flooding, and extreme weather, remember, this is an already water-logged state it is going to be hit again with a major storm event. there are thousands of people there under evacuation orders and warnings overnight one person still missing after firefighters rescued a handful of people from the san gabriel valley, surrounded by rising floodwaters. so hoda, really from coast to coast, we're seeing some severe weather threats. >> yes, emilie ikeda there in albany for us, thanks. that brings us to dylan dreyer she's going to let us know how long this is going to stick around. it's going to stick around for most of the day today. especially across new england. parts of massachusetts, 15 to 20 inches of snow out of this storm system and that's where it is going to stay a snow throughout the duration of this event where it's rain, it should end as snow, as we go into this afternoon and evening. on the back side of the storm, as the colder air gets worked in even in new york city, we'll change over to snow, not long enough for it to accumulate, in boston, you'll see snow, long enough to get up to four to six,

and maybe even eight inches and then the storm system will pull away it is very, very windy on the when we come back side of this storm, so yo have that heavy wet snow, a very soaked ground, and with wind gusts up to 35 to nearly 65 miles per hour for parts of the coast, that could lead to widespread power outages most of the highest snowfall totals, the two to three feet would be in the higher elevations, the catskill, the berkshires out across massachusetts through upstate new york albany eight to 16 inches. and in new york, less than an inch because it is going to take a while before we transition over to that snow. savannah >> dylan, thank you. long-time colorado congressman pat schroeder a fierce advocate for the rights of women and families died last night at a florida hospital. she recently suffered a stroke when schroeder was first elected in 1972 she was one of only 11 women in the u.s. house. and over the next 24 years, the democrat became an icon for feminist causes. she helped to win protections for pregnant women in the workplace. one of her greatest legacies was passage of the 1993 family and medical leave act.

of these big banks that have literally billions of dollars fail and you wonder how the heck did that happen and we talked to plan financial planner, we talked to experts and they say this is not the time to pull your money out of the bank and here is why. the average american family ha about $41,600 dollars in savings, that's according to the federal reserve and we have this program by the fdic that insures up to $250,000 of your money per individual per bank. and a couple with a joint account it is $500,000 and food for thought this program started in 1934, insuring your money and since then no depositor has never lost any of their insured funds when a bank went under. that is a pretty good track record. >> your money is safe. and everyone pulling out their money is what causes the problems and it is not reality. >> it is panic and they worry about that spreading remember tha your mutual funds, your stocks, your bonds, and crypto are not insured. >> a viewer question for you, vicky.

let's take a listen. >> hi, my name is jeremy from new york city, and my question is, as someone with a signature bank business account, will i be able to continue using my account as normal to make payments and receive payments? or will i have to make alternative arrangements thank you. >> jeremy, great question. and i have great news for you, because of the emergency backstop by the federal government, you have full access to your money, that goes for silicon valley bank customers as well and the concern here is what about in the future? what happens next? the government within the last 48 hours developed a bank term funding program. what that basically means is they're making funds available to loan to banks over the next year, to make sure they can service their customers, they have enough cash flow and liquidity so they're not panicking, and people are not making a run on the bank the idea is to calm the waters and make sure everybody knows, we've got your back. >> everything is okay. so a lot of people were choosing internet banks because they were getting a good interest rate on

their savings account. are these internet banks - what are some of the names, not calling anyone out, but internet banks and are they safe? >> i've gotten these requests from american express, through pay pal, partnering up with the internet banks, completely legitimate, the idea is they can give you a better interest rate on your savings account, 3, 4%, because they don't have all of the overhead of a brick and mortar bank. want to do the same due diligence you would with a regular bank and make sure that bank online is fdic insured. there are two ways to do it. you can go online and call that fdic number, 877-275-3342, or quickly, you can go on fdic.gov/bank find, this works for regular traditional banks and internet banks, and enter in the name of the bank in the little search bar, there it is, and enter the exact name of the bank a lot of banks hav similar names. it will tell you is the open, closed, fdic insured. make sure the name is exact and correct. >> and check with the fdic, not with the bank. you got to double check and make sure.

back side of this storm as things start to cool off as well, so that means we could see a significant amount of snow also, the power outages with those strong winds gusting up to 45 to 55 miles per hour, maybe even 65 across nantucket flooding and damaging winds and power outages also a concern out west, too. certainly the middle of the country, you're enjoying a really nice day. temperatures look good a little cool. 30s and 40s. but when we have 50s and 60s we do have that storm system moving through right now. if i zoom this in, you can see heavier pockets starting to make their way through san francisco, approaching central california. this will impact all the way down through l.a. next up, once this rain does make its way through, it's going to be the concern for high winds. a high wind warning will kick into place, expiring at 11:00 p.m.
