right now at 4:30, on damage control. strong winds wreak havoc across the bay area, from pass power outages to toppled trees and power lines. we're tracking it all. >> the condition cities south of the bay area are waking up to following the latest storm system. this is "today in the bay," streaming live on roku, xumo, and online. good morning to you, bay area. it is wednesday. i want to say i'm marcus washington. >> i'm gia vang. laura garcia is off this morning. you're watching us right now on your phone, maybe, if you're still without power because that is happening across the bay area. an update on the outages in just

a moment. first, we'll start with a look at the forecast with meteorologist vianey arana. >> we're making up blue, which means no microclimate weather alert. the system has made its exit and of course it left behind a lot of havoc. and we will see a beautiful day ahead. a live look in san francisco. no rain in sight. where is that system now? well, a lot of its emphasis and focus is in southern and central california now. if you're going to be heading along the grapevine today, expect delays through the grapevine stretch and through parts of monterey. they're still dealing with flooding as well. conditions are calm, we're going to start to see a nice, warmer day ahead as well. and look at the icons. through the north bay, it's about 40 degrees. we are expecting lots of sunshine. so we're seeing clear conditions up through the north bay right now in san jose. it's 45 degrees. we will get some areas of patchy fog, maybe a couple of clouds, but it's going to be a stunning,

dry day. this is going to allow us time to recover before we head into more changes ahead. i'll get to those in a few minutes. first, let's get a check on the roads. we get to recover and repair. that's what's going on here and it may be the greater part of the day if it goes until the 1:00 repair time listed in the chp report. southbound 880 at fruitvale, two right lanes are blocked because they have to repair what's called a hole in the road. now, i'm hoping and thinking it's going to clear a lot sooner than 1:00 p.m., but that is what they said they're going to clear the repair work, estimated time. no delays right now, but you're down half the freeway. meanwhile, westbound 13 did have slowing over the last few minutes, but i believe the earlier crash has cleared from the roadway. it should be a better flow of traffic toward 24. the rest of the bay shows a smooth drive. we don't have any of the colors,

but we still have closures, so watch 84, highway 9, 152, highway 1 as well through pajaro and that area. back to you. >> thank you. this morning there is some slow improvement when it comes to power outages in the bay area. more than 167,000 pg&e customers remain in the dark due to the strong and powerful winds. most of the outages are in the south bay, the area has more than 91,000 customers with their lights out. the peninsula has more than 40,000 outages, and the east bay, more than 31,000. the rest are scattered throughout the north bay and san francisco. in a lot of cases cleanup is just beginning. powerful winds toppled a tree in livermore and it caused damage to two nearby living units. the upturned base of the tree damaged the downstairs patio. in the upstairs unit, you can see a bunkbed where a young boy was sleeping and the tree came crashing through the wall.

>> one of my sons was sleeping on the bottom bunk. he jumped up because he heard the crackling and the hit and jumped up. my husband came in and grabbed him. so he was shook and a little scared, but he's okay and that's all that matters. >> that is the important thing. that tree also struck the carport, totaling an suv. elsewhere in the same neighborhood, another tree fell in a parking lot, cracking the windshield of one car. now to a similar story in union city where a row of eucalyptus trees ended up on several homes in starling drive. six units have been yellow tagged and residents tell us one is still uninhabitable. >> i was just relaxing in my bed and it felt like an earthquake because everything shook, and i came outside but i didn't see anything. but the wind was blowing real hard and the debris was flying everywhere. the tree landed on the bedroom of my neighbor's house.

>> wow. so city officials are still trying to determine how many people are impacted, and an evacuation center is set up nearby. crews working to repair a pleasanton church after a tree fell on it. the tree hit lighthouse baptist church. >> the south bay, it was every neighborhood for itself after city crews were too overwhelmed to answer every call for help. >> what happens next? neighbors banned together and saved a house from disaster themselves. "today in the bay's" stephanie magallon has the story. >> reporter: it's a mess, branches and fallen trees everywhere, smashing cars, homes, or in some cases, both throughout the south bay. in san jose, a neighborhood came together monday night as they saw a teetering tree inching closer and closer to this home. >> someone came into the side gate and said there's a tree out front that's going to fall on

your house any minute. so i got up and got out of the house and haven't been back. >> reporter: julia says she was working from a room she rents when she heard the fierce winds and saw this tree swaying. also inside the house was the owner's son, who was sleeping in the room right beneath the tree. >> it was, fortunately, a disaster, a tragedy that did not happen. >> reporter: as soon as she got home, sandy says she called the city, who she says placed her on a wait list due to the overwhelming number of calls they've been receiving. so she and neighbors took matters into their own hands, calling crane and tree companies. >> i'm paying thousands of dollars, many thousands of dollars out of pocket today for the tree service to come and do emergency tree removal. but it's a city tree. >> reporter: then there's outages, thousands in the dark across the south bay. >> i was on a call with a customer and all of a sudden the power went out and i go, uh-oh.

>> reporter: families are trying to make due with flashlights but it's been tough dealing with this and working from home. >> i would go to my mom's who lives five miles away, but her power is out, too. >> reporter: and according to pg&e, it may take a while to get it fixed. stephanie magallon, "today in the bay." in pajaro a broken levee is almost fixed. the levee broke last week and since then the city flooded. crews have been working around the clock to fix the problem. county leaders say there was another natural break which was good that is helping water levels in the river. meanwhile, thousands wait to assess the damage there. there's some growing anger, many say that this could have been avoided if congress funded a long overdue project to strengthen the levee years ago. the project is set to begin in 2025, but locals want that to speed up. >> well, the goal now is to

4:46, welcome back, you're watching "today in the bay." now, the recent winter storm didn't only bring major issues to the bay area. lake tahoe experiencing damage of their own. the snow is now causing roofs to collapse. a porch of a home in north lake tahoe and the damage wasn't just on the outside. here is a look at the home from the inside. it buckled one of the balls,

destroyed two doors, caused a mess in the kitchen. luckily, no one was hurt. here is a look at interstate 80 in silver springs. road conditions are still a challenge due to the most recent winter storm. we've seen traffic at this point at a complete standstill. in the higher elevations there are several feet of new snow. the snowfall led to damage yesterday, in south lake tahoe a gas station roof collapsed, and also at a rally's grocery store. concerns about heavy snow led to more closures and teams say they are working overtime to remove what they can prioritize. they're doing some prioritizing with some buildings first. look at that. wow. >> a roof collapse on the police department, that's a big deal. and that's why the corps members are in there making sure that gets taken care of so there are

public services that can still be delivered. >> the chain requirements are still in effect for most roadways, including interstate 80. here, a different picture than we've seen over the last few days. >> you showed that and the traffic was stopped on that live camera. i did hear about a crash stopping eastbound traffic. that live shot was from kingvale, so they might have stopped traffic while they clear the crash. it's tough to navigate, and then if they have to clear a tractor-trailer, which is what it sounds like, that could be the issue. it's not a great time to drive there. >> even though we're going from several feet of snow, now the flooding concerns are going to be there. which means avalanche warnings, and the roadways are prone to seeing snow topple on the road. one of our very own directors got a recording of that as she went to tahoe recently. let's get a look at where we're seeing the atmospheric river and the impacts. beautiful start to your day. i want to showcase it because notice there's no rain on the

lens. it's a pleasant sight, right? satellite radar is showing you where the atmospheric river is, now mainly focused in the l.a. area. they're going to see heavy pockets of rain. they've still got concerns for flooding as well through parts of southern california. but for us here, the picture is much calmer and the winds are much calmer, thankfully. right now pretty calm, a light breeze through san mateo. 14, 20 miles per hour there, but nothing compared to the wind gusts we saw yesterday. take a look at some of the highest 24-hour peak winds, which is the reason why we saw a lot of downed trees and power outages. a lot of folks still without power. loma prieta saw a 97 miles per hour wind gust. at san francisco, 77 miles per hour. mount diablo, 78, hayward 48 miles per hour. this is the reason we saw a lot of impacts and damage from the

wind. today it is going to be drying, a lot less windy, but also you're going to notice our daytime highs will be much more pleasant. the reason is as the subtropical moisture makes its exit, we get a little cooler air mass so it means less of that muggy humidity feeling that we've had. 60 degrees in martinez, 62 in concord, san jose 60 degrees. take a look at the long-range outlook. dry for friday, dry for thursday. and then into the weekend, really late friday, i should say into the north bay, but right now it actually looks like it's more of a saturday/sunday event, in the north bay it will start to move in first. this is a weaker system. i know, i was just talking about the sunshine. the good news is this looks like it's not an atmospheric river tap. however, it is going to bring more sierra snow, and as the system is a little warmer, the flooding concerns will continue for the sierra. we get another system that starts to line up on march 20th and i want to show you where we are right now with our water year rain update.

take a look at santa rosa. we are at a surplus of over 8 inches, oakland coming out on top with a surplus of over 12 inches, san francisco nearly 10 inches. and even a typical rain shadowed san jose is not in a deficit, it is in a surplus of nearly 2 inches. so so far right now we're at about 96% for oakland and san francisco, pretty much we have surpassed our seasonal rainfall average at this point. and i did want to bring up the sierra snowpack, because right now we are, get this, 260% of average for the south central, 223%, and the concern will be for elevated flood threat, especially for areas below 5,000 feet as the snowpack will potentially begin this melt. the roads are better this morning? >> definitely, the conditions are so much better this morning for your drive. it's a wednesday, after all that rain. some folks might have put off travel for a couple of days. typically it's a heavier drive

anyway, after this whole back to work at the office, we've seen wednesdays be the heavy travel day. we're watching for the commute to build. we still have closures, 84, highway 9, 152, just some of the major closures we've seen over the last week as the rain came in. it's not a closure, but there is a crash, vasco road as you're passing by there is a crash blocking part of one lane. it might be an issue for the early drive out of brentwood, byron, discovery bay. from that point down to 580, still under 20 minutes, 15 minutes. over here we are seeing some slower drives already showing up southbound 880. remember, we just heard from -- i just told you earlier that there are two lanes blocked, two right lanes blocked. that leaves only the two left lanes getting past fruitvale toward 29th. fruitvale is the stretch where they're doing repair work. a large hole reported in the roadway. over here, highway 13, an

earlier crash that did clear, the bay bridge, no problem, and same thing for the bridge toward san rafael. back to you. families in saratoga are cut off because of a landslide near a winery. this is just below the savannah winery and the owners say they've been essentially trapped in their home for two days. the slide blocking the only road in and out. if you want to leave, you have to hike through the vineyard. one owner tells us all the work it takes to get out just isn't worth it. >> it's a long hike, and then when you get down there you don't have a car, so we would have to uber out. in the case of emergency, we certainly would. but it isn't worth -- it really isn't worth the trouble at this point. >> not worth it, so the owner says after living in the mountains for a while, his family is prepared for moments like this and has stocked up on food. he's not sure when the road will be cleared up. happening today, bay area regional air regulators will debate new rules to ban the use

of natural gas water heaters and furnaces. it is considering what supporters call the most sweeping regulations anywhere in the u.s. that proposal will require all homeowners to go electric, replacing their current gas-powered units. if this is approved, it would apply to most of the bare except for northern solano and northern sonoma counties. the new rules would roll out over the next decade. overpriced tee time. surge pricing is being felt at certain places, including on the green. we're going to explain the reason it is going up. a pair of philanthropists are leading the rush to turn the lights back on on the bay bridge. they say if another donor agrees to put up a half a million dollars, they'll match it. the lights were put up in 2013 but have suffered wear and tear and were turned off. organizers are trying to raise
