right now at 5:00, assessing the damage. thousands of people across the bay area are still feeling the impact from the latest winter storm. not just power outages, but many of those residents are dealing with the damage of their homes from downed trees. we're live in one south bay neighborhood faced with a lot of cleanup. accelerate and intensify this work to save more lives more quickly. >> president biden with a new mission to keep americans safe. we're live in washington with reaction to the new executive order expanding mandatory background checks. this is "today in the bay," streaming live on roku, xumo, and online. good wednesday morning to you. i'm gia vang. laura garcia is off. >> i'm marcus washington. we're going to get to the forecast with vianey coming up in just a bit. we want to share with you what mike has going on because you're tracking a big problem in the

middle of 880 for a lot of drivers. >> chp says it's a hole in the freeway. we've got to fix that, they have to fix it. i'm doing the easy work telling you what's going on. southbound 880 slows already between 29th and fruitvale. light traffic flow. we have only half the freeway open in this southbound direction. so this will be a problem. folks joining from the bay bridge coming through the area or even after the maze, a slower drive here. once you pass by fruitvale and get toward high street, everything is fine in the southbound direction. but caltrans information says it may take until this afternoon to clear those two lanes, so this could be a big delay for folks traveling through that portion of oakland for the morning commute. meanwhile, the rest of your morning commute outside of that portion of oakland looking just fine. we're looking at the bigger view, no major problems. we have green sensors all around the bay. keep in mind we still have closures where the red lights up in the lower left, we have highway 9 and highway 84, 152,

closures, including 101. but we don't have any rain on the road weather index. that's a welcome sight. nice, clear radar. we are seeing that the system is still impacting parts of california all the way down through l.a., but for us here, you can see where the movement is right over the los angeles area. the wind speeds are calm and also our temperatures are much cooler to start our day. not as humid as well. notice we've even got a couple of 30s through santa rosa, 38 degrees. dublin 41, livermore 42. i want to show you the temperature difference because it's pretty significant. we've seen this subtropical moisture make its exit and we're getting a little colder air. napa, 17 degrees cooler at this hour compared to the past 24 hours. we could see some areas of patchy fog through livermore. you can see through san jose. san jose is running about 10 degrees cooler right now. let's get a closer look at headlines because heading into today we are going to see mostly

sunshine and then tomorrow we're going to be seeing the break from the rain continue. but into the weekend we do have some spotty rain chances making their return. i'll take you through the timing in just a few minutes. thanks, vianey. weary residents are finally going to get a break from the winter storm we've been dealing with. many of them this morning are still waking up in the dark or out of their homes entirely. >> that's right. "today in the bay's" kris sanchez is live in cupertino where one woman had a way too close call from one of the many trees that fell during the latest storm. good morning, kris. >> reporter: good morning to you. she says she was going to stay in her home, though there's a tree that fell right into it. she still has no power and that is the same case for about 170,000 pg&e customers all around the bay area. they are in the dark and that could impact whether or not your student goes to school. let's start there. this morning we know that there

are some kids who are going to be out of class today. fremont union high school district is canceling classes for some schools, including fremont high, lynbrook, and all classes are canceled for de anza college because they have no power and they're anticipating they would have no power later today. 167,000 customers are in the dark. that includes 91,000 in the south bay, 41,000 on the peninsula, and the rest are sprinkled throughout the bay area. yesterday's high winds brought down so many power lines and trees, including this one behind me at the home where i am this morning. the woman who lives here is on a wait list to get the tree removed and get her power restored. she was near tears when we talked with her last night. >> i was so afraid. and when it came down, the whole

house shook and the whole house shook and my dog and i, my dog was, like, screaming. he was crying. and i had a parrot in this room, the branch that came into the room there fell onto her cage and demolished her cage. >> reporter: now, in san jose, neighbors banded together to keep a compromised tree from falling into a home there. they tried to reach out to the city. they were put on a wait list as well. so they did their own thing, they called in a tree company and they called in tree experts to take that tree down before it hurt anybody, because they just couldn't afford to wait. they said the situation was just too scary. >> i'm paying thousands of dollars, many thousands of dollars out of pocket today for the tree service to come and do emergency tree removal.

but it's a city tree. >> reporter: now, i think chris chmura would advise her and anyone like her to keep your receipts just in case the city can reimburse. i'll ask him later on today whether or not that is a possibility. but i know that there are so many trees that people were being told by their local agencies to not call 911 and just hold tight, because there was a backlog of tree services being distributed throughout the city. when we had a tree fall at our house, we had to pay for it to be removed on our own and it took quite some time. in cupertino, kris sanchez, "today in the bay." >> what a headache for so many folks. kris, thank you. >> the effects of the storm are widespread. the window came flying down from the iconic bank of america building in downtown san francisco yesterday, so the traffic on the ground came to a stop. that's when the glass came crashing down from the 43rd floor. san francisco fire department

accused in a murder for hire plot that left an oakland woman dead is scheduled to appear in court for a preliminary hearing. the shooting happened last oakland in little saigon. the suspected hitman pleaded not guilty last november. meane, the south bay, mma star cane velazquez is due in court. investigators say last year he shot into a truck carrying a man suspected of molesting one of his young relatives, hitting another man. police officers promise to beef up their presence this morning at petaluma high school. this is in response to a series of online threats with at least one of them threatening violence. police are also investigating the post and interviewed several students yesterday. 5:08 this morning. president biden with a new extreme measure to halt gun violence. he's hoping his new executive order can halt the latest wave

of mass shootings. >> the president visited yesterday. brie jackson is live in washington with a look at the plan and the reaction this morning. good morning. >> reporter: good morning. well, among other things, president biden's executive order aims to increase the number od checks done, but president biden acknowledges that his actions are largely symbolic and says that significant changes must come from congress. it's been nearly two months since a gunman opened fire at a lunar new year celebration in california. >> multiple victims, gunshot wounds. >> reporter: killing 11 people. president biden honored those victims tuesday and unveiled his latest efforts to keep americans safe. >> we'll accelerate and intensify this work to save more lives, more quickly. >> reporter: the president signed an executive order that directs the attorney general to move the u.s. as close to universal background checks as possible, without additional

legislation. it also ramps up efforts to hold the gun industry accountable. >> it does that by calling for an independent government study that analyzes and exposes how gun manufacturers aggressively market firearms to civilians, especially minors. >> reporter: gun safety advocates praised the president's actions, while stressing there's still more work. >> this is a lot more than any previous president has done on this issue, especially, you know, with a divided congress. >> reporter: republicans argue legislation won't solve the problem and point to gun violence in california, a state with some of the strictest gun laws in the country. >> what he calls universal background checks wouldn't have stopped a mass public shooting in this century. >> reporter: according to the gun violence archives, there have been 110 mass shootings in the u.s. so far this year. the president says it's time

congress take action to stop gun violence. and president biden is, again, demanding an assault weapons ban, but with a divided congress getting gun legislation is going to be an uphill battle. marcus, gia. >> certainly a hot topic. brie, thank you. 5:11 now. we're taking a live look at san jose right here, and look at that clear sky, the lens not wet at all right now. let's get to vianey arana, tracking the storm and where it is. it's moved out of our area. >> finally we'll get drying in the forecast today and it's going to be a lot less windy. wind warnings have expired, which is great news, especially after the gusty conditions we saw yesterday. upper 50s on the map for oakland, livermore 60 degrees. i'm going to let mike take this because i've got to clear my throat. go ahead, mike. we did want to hear about

the great forecast. a little less wind today, and that's a relief. we've got to recover from all the trees down we've been reporting. we've got to repair the roadways and that's unfortunately why it's unexpectedly slow. an alert issued by chp, we still have two right lanes blocked for repair work, south 880 from 29th to fruitvale, the zone where you find the slowing in the southbound direction. that may prove to be a big problem if it continues throughout the entire morning commute. an earlier crash at the dublin interchange has cleared from 580, but there are vehicles on the shoulder. coming up on "today in the bay," more news about artificial intelligence, it's getting even intelligence, it's getting even smarter.

good morning. it is 5:15 right now in san jose. we're seeing a mix of a little bit of cloud cover through parts of the south bay. 47 degrees. aside from that, conditions are dry and daytime highs will be comfortable, in the upper 50s, low 60s. we'll let you know what to expect for the remainder of your week in a few minutes. and right here we're looking at the san mateo bridge, westbound toward the peninsula. taillights move smoothly. you might get caught with a gust or two as you hit the high-rise. coming from the nimitz, we have the nimitz itself unusually slow through oakland. we'll continue to follow the emergency repair work coming up.

good morning. very happy wednesday. credit suisse is the new bank to worry about. a saudi-backer, the bank's biggest investor says they will not invest further. markets could be very rough today. >> meta, the stock is up more than 7% after it announced more layoffs. meta's stock keeps going up-and-up, not because it's developed anything new or did anything interesting, but because it keeps cutting costs. >> you've heard a lot about layoffs. the numbers are astounding, but jobs data shows us jobs all over silicon valley are still plentiful. i was just talking to an expert about this. she calls this loud layoffs, quiet hiring. >> in silicon valley, i think we're seeing a lot of news of these big layoffs, the metas and the whatnot, but it gives the opportunity for other companies to snap up some of these tech workers. they are getting other jobs. >> that's absolutely right.

so we've been studying and researching the data, talking to lots of our networks, and we're finding 81% are landing jobs within 90 days. so it's a wonderful reshuffling of technology and we aren't seeing such a significant impact, even though it's loud. it's all about gender equity. while we're seeing that the job market is strong and that people are bouncing back very quickly, unfortunately for women the story is not as beautiful. >> here's what she means. take a look. women tech workers found 86% of men found new jobs within 90 days, but fewer women were able to do the same, 71%. these are still incredibly strong numbers and prove the point layoffs don't usually lead to unemployment. but gender inequity is definitely there. >> open ai in san francisco has released gpt-4, which if you

know nothing about artificial intelligence, i can tell you it's better than gpt-3. a lot of people stayed up all night playing with it, posting examples of what it can do on social media. one striking example, somebody drew a website on a white board, just a sketch of a website, and the machine, gpt-4, created that website. it's going to replace an amazing number of jobs and it's going to create amazing opportunities for humans. >> have you tested it out? >> i haven't yet. i did ask gpt-3 about it and because they haven't trained past a certain point, he or she doesn't know about it. >> confused. >> yeah, don't tell them. >> thank you. well, you might be tempted to take a nap to recover from the time change. i sure am. but there is a right way to nap so you don't mess up your sleep schedule. an expert in behavioral sleep medicine says a perfect nap is 20 to 30 minutes. okay, i guess my two-hour naps

system bringing humidity and the subtropical moisture. now we're getting a little bit of cooler air effect through napa. 17 degrees cooler, concord 12 degrees cooler, san jose around 10 degrees cooler compared to the past 24 hours. good news on the wind front. this was extremely problematic but in the past 24 hours it has significantly tapered down and no wind warnings are in effect. let's take a look at some of the areas that saw the gustiest conditions, loma prieta, 97 miles per hour, sfo 77 miles per hour, mount diablo 78 miles per hour, hayward 48 miles per hour. now, again we're going to see a much calmer day today, we're going to dry out. daytime highs in the upper 50s, a couple of low 60s. long-range outlook, we're going to stay dry today, tomorrow, and mostly into friday.

leading into late friday, early saturday, it does look now like the system is going to bring just a scattered chance into the weekend. but it is going to bring more sierra snow. so what this means for the sierra folks is the potential for a lot of that snowmelt. a system that's going to line up, set up for a little more rain or intensity into next week. so how much snow can we expect? let's take a look at this. i took this through the weekend storm, including monday's storm as well. so this is not just saturday and sunday. it's all the way through tuesday. twin bridges, over 24 inches, this on top of a very impactful, over 200% sierra snowpack. so the seven-day outlook is looking like this, today, tomorrow dry, spotty chance on friday, and then saturday and sunday not completely widespread, but enough to where you could see it through parts of the north bay, parts of the south bay. and then notice the more

impactful rain will move in on monday. that one could see more of an accumulation compared to the weekend storm. and also spring starts. yay! it will be raining a little but spring on monday. we do have repair work over in oakland and that is a big problem. unexpectedly slow stretch past 29, approaching 29th, people are funneling down to two lanes as you're passing by fruitvale. there's damage to the roadway and basically a hole in the road. they've got to fix that. until they do, only two lanes are available for your commute direction down out of the area past the bay bridge and then down toward the coliseum. a smooth drive south of the coliseum. 580, 13, all clear. same thing with highway 4 and 37. wednesday does see a heavier volume of traffic so i do expect to see much more traffic on the roadway. but the bay bridge toll plaza and the bay bridge are moving

good morning. the close calls are alarming and under investigation. we recently explained how investigators are often missing a key piece of evidence, audio from the cockpit. when the planes nearly collided in new york, burbank, austin, boston and other places, safety investigators had access to radio transmissions, but no tape of what the pilots said to one another in the cockpit. that's because the so-called black box only records for two hours, on a loop that records over itself. a close call at sfo in 2017 exposed this gap. the national transportation safety board recommended cockpit

>> i'm gia vang. laura garcia has the morning off. we start with meteorologist vianey arana. the storm has finally moved out of our area. >> i'll take credit or the sunshine and the rain because it helped with the drought. i think it is a nice and needed break after what we've seen and the major impacts we've had because of these atmospheric rivers. san jose, beautiful shot there. i want to show you current temperatures because we're getting less of the muggy feeling this morning, which is nice. yesterday we were waking up in the 50s. we had subtropical moisture bringing humidity. right now we're seeing a nice cooldown in napa, about a 17 degrees difference. san jose, about a 10 degree difference. daytime highs today will be in the upper 50s, a couple of low 60s. a closer look at headlines i'll be going over in the full forecast, we're going to talk about the daytime highs and our weekend forecast, but what's the latest on 880? >> you're going to be late. but not the latest, hopefully, because you know about this. delay southbound 880, the issue is 880 goes over fruitvale

avenue, but there's a hole in 880, the right two lanes are blocked for emergency repair work until they can fix the roadway. they don't want anything to fall through that hole, damage cars below or going over that hole. again, southbound 880 is down to two lanes as you're passing by fruitvale. we're looking at the rest of the bay area and everything else looks pretty smooth. an earlier crash near the dublin interchange does have a distraction and slowing, but no lanes blocked approaching 680. back to you. >> thanks, mike. as the bay area marks three years since the start of the covid lockdown, we're moving you forward. >> "today in the bay's" bob redell is live in the east bay. a prominent bay area doctor warning the next pandemic may be harder to fight. >> reporter: yeah, you are correct. good morning to you. you'll recall three years ago here in the bay area is when the mask mandates and the covid lockdowns started, and there was a lot of -- there was little

pushback back then. the chair of medicine at ucsf, he thinks nationwide hundreds of thousands of lives were saved as a result. he's worried if there is another pandemic in, let's say, five to ten years, there will be a lot of people who remember covid and they will push back on mandates and closures on day one. and more people will be killed as a result, more than necessary. three years into covid, he thinks the time for mandates has passed, but he points out that covid is still here, it's currently at a moderate spread in our area. at ucsf, only about 20 to 25 patients are in the hospital with covid right now and that's less than the 150 covid patients about a year ago. he worries that people aren't getting good information about where to mask up. he still masks up on airplanes, crowded places. he's concerned about misinformation about vaccines. studies and research show the shots are safe and effective. >> i think for covid we're settling into a rhythm that will probably be the rhythm maybe forever, which is that the

vaccines provide relatively little protection, maybe for a couple of months, against getting an infection, but really quite good protection against getting very, very sick, and moderate protection against long covid. and so unless you're at super high risk, by which i mean you're probably over 75 or you have other medical comorbidities or immuno suppression, getting a yearly shot will probably be good enough. >> reporter: young children now have access to more protection against covid-19. yesterda u.s. federal drug administration -- food and drug administration authorized pfizer's omicron booster for kids under 5 years of age, 6 months through 4 years, who received the three-dose primary series more than two months ago. reporting live, bob redell, "today in the bay." >> thank you. well, this morning there is some slow improvement when it comes to power outages in the

bay area following recent storms. more than 167,000 pg&e customers remain in the dark due to the powerful winds. most of the outages are in the south bay. the bay area has more than 91,000 customers with their lights out and the peninsula has more than 40,000 outages. the east bay has more than 31,000. the rest are scattered through the north bay and san francisco. in a lot of cases cleanup is just beginning from the latest storm. powerful winds toppled a tree in livermore causing damage to two nearby living units. the upturned base of the tree heavily damaged the downstairs patio. in the upstairs unit, you can see a bunkbed where one young man, we're told, was sleeping. residents say the massive pine tree came crashing through that wall. >> one of my sons was sleeping on the bottom bunk. thank god it was the bottom bunk. he jumped up because he heard the crackling and the hit, and my husband came in and grabbed him. so he was shook and a little

scared, but he's okay, and that's all that matters. >> scary moments for that family. that tree also struck the carport, totaling that suv right there. elsewhere in the same neighborhood, another tree fell in a parking lot, cracking the windshield of one car. and crews are working to repair a pleasanton church after a tree fell on it. the tree hit the lighthouse baptist church, no word on the extent of the damage there. in pajaro a broken levee is almost fixed, but flooding is still a huge issue. the levee broke last week, and since then that entire city has flooded. crews have been working around the clock to fix the problem. county leaders there say that there was a second natural levee break late monday, which is a good thing. that breach is closer to the ocean and it's really helping lower the water levels in the pajaro river. meanwhile, as thousands wait to assess the damage, there's some growing anger. many say this could have been avoided if congress funded a long overdue project to lengthen the levee years ago.

the project is now set to begin in 2025. locals want it to speed up. >> the goal now is to remove as many administrative barriers as we possibly can to start construction earlier than that and to implement the project in a much more condensed timeframe. >> another key question, how badly will farms and crops be impacted. the head of the local farm bureau says that it is still two to three months away from making that determination. and there is an official gofundme set up to help the farmworkers of pajaro. head to nbcbayarea.com. we have a link and the latest story on the flooding. making it in the bay, a follow-up, santa clara leaders have approved a land swap. some units will be offered exclusively to teachers. that's one of several new housing items supervisors approved yesterday. others include a new rental assistance partnership with south bay nonprofits, more affordable housing in mountain view and a new housing

development in milpitas. happening today, bay area regional air regulators will debate a new rule to ban the use of natural gas, water heaters and furnaces. so it is considering what supporters call the most sweeping regulations anywhere in the u.s. the proposal would require all homeowners to go electric when replacing their gas-powered units to reduce emissions. if it's approved, that would apply to most bay area places, except for northern solano and northern sonoma counties. those rules would roll out over the next decade. 5:38 on this wednesday, a live look at san francisco right now. and we're going to bring in vann vann, because this time yesterday we were showing these traffic cameras and weather cameras because they were all wet. >> one of the most impactful things that came out of this system was the wind. it left a lot of downed trees, power outages. but the wind warnings have expired officially and we're seeing a pretty calm weather

pattern now, which is great. in san francisco and around half moon bay, could still see a little bit of breeze through the afternoon. but aside from that, things are going to dry out and we're going to see a beautiful day ahead. daytime highs in the upper 50s for oakland, san jose 60 degrees, morgan hill 60 degrees, concord 62, through the north bay also in the 60s. enjoy today's sunshine. we'll get a couple of clouds rolling through at times but by tomorrow we'll keep the sunshine around. at least two, potentially three days in a row. we will take it. let's get a check of the roads with mike. >> obviously much dryer but the wind advisory that chp issued cleared because the winds are calmer. the bay bridge, we do see a sluggish drive. there is some accordion action going on. chp is probably going to turn the metering lights on any second. the traffic is metered down to two lanes instead of four on south 880, jamming up toward

fruitvale. emergency repair work will continue in the southbound side, which will continue with delays through the morning commute until they fix that. chp and caltrans say it may be this afternoon before it gets repaired and cleared. highway 37, 4, typical build. this is a wednesday, a bigger commute and some folks held off the last couple of days from driving because of the weather. there is probably going to be more traffic flow. north 101 shows a little earlier than we had planned, slowing through san jose. no major issues, but that is earlier commute going on right here. 87 by the airport slowing a bit as well, coming toward de la cruz, the whole area. back to you. coming up on "today in the bay," a fight over abortion pills in texas could spread nationwide. >> also, one ride share phenomenon now branching out into many other areas. we're talking about surge pricing. we don't like that, right? we're going to tell you the
