access to abortion medication nationwide. we are live with when a decision could come down. good thursday morning to you. 5:00 right now. thanks for starting your morning with us. i am laura garcia. >> i am marcus washington. we want to get you started today with a look at the forecast. >> we are starting out with cool temperatures but not as cold. 42 degrees in oakland. 41 also in los gatos and in san rafael. let's get a live look outside as we see that it's a clear start to our day. we have a lot of sunshine coming our way, and our temperatures may drop another couple degrees over the next couple of hours, but no issues with scraping frost off the windshield. as we go into today, still jacket weather as we slowly warm up and head for the upper 50s and low 60s. the warming trend continues as we get a break from the rain, and we will talk about that in a few minutes. mike, you still have

closures out there. >> we do. there's a big section of closure for 84, and 152, and highway 1. we are looking at 680, and they resumed overnight construction as well. those are minor and you knew about those. the big issue ongoing since last night, folks, is over here across the bay bridge. you notice the section of red here, it's jammed solid across the span. we just learned they turned on the metering lights. we are looking at police activity on the san francisco side of treasure island. i have a view of it over here looking at the incline, and this is as folks are rounding the bend, and it's jammed solid across the san francisco side and past the treasure island tunnel. we are heading over to bob redell who is live at the bay bridge toll plaza. what are the changing happening

right now? >> reporter: you can see from the toll plaza, we are not seeing the backup yet but the metering lights were turned on and we could see a backup in the next half hour if the situation is resolved. a traffic accident caused traffic down to one lane, and it was because of an emergency situation chp has been dealing with since last night at 10:00. now lanes 3, 4 and 5 remain closed. earlier in the evening, part of the western span was shutdown because of a couple car crashes. around 11:15, a car and suv collided and then there was a second crash that happened several minutes later that involved a sedan that rearended a big rig, and the driver of the sedan was killed as well as

another second person, and several lanes were shutdown and called out the coroner. the chp cleared the scene of that fatal accident, and there's no issue on the western span as far as an accident but you still have the backup and the unrelated problem once you get past treasure island. chp shutdown part of the western direction of the span as chp is dealing with another emergency. again, as mike mentioned, bay bridge toll plaza, it's fine now but when you get past the plaza, you can see the backup on the incline of the western span and then once you get treasure island, you will have the number one and two lanes open, three, four and five shutdown on the eastern span, again, because of this emergency that chp is dealing with. reporting live here at the bay bridge toll plaza in oakland, bob redell. >> thanks for all the details,

bob. also this morning we have a live look at the pg&e outage map. as of 10:00 last night, 68,000 customers waking up without power. the majority are in the south bay, about 44,000 there. most of the other outages you see there are along the peninsula where 19,000 are without power. new recovery efforts are under way in pajaro. governor newsom now vowing to get help from federal funds for that area. the governor toured the damage on wednesday. the town flooded after a levee breach forcing many people to evacuate. the governor said that levee system is outdated. it was built back in 1949, and the governor also saying he will try and get federal funding from the government to find a solution here, but that could cost $400 million. the flood forced more than 1,700 people from their homes. meanwhile, there's good news to

tell you about this morning. many who left are now being reunited with their pets, thanks to the sbca in monterey county. it says it needs to help those pets because that was very urgent. >> these rescued pets have been through a lot. they are coming to us hungry, a little bit thin, and quite a lot of them are covered in very unpleasant water. we are trying to groom them and get them clean and get them fed. >> they are providing meals for more than 200 pets but it's running out of supplies quickly, and is asking the public for donations. 5:05 this morning. in texas it remains the center of the national debate over abortion rights. a federal judge in amarillo is weighing whether to ban a pill used to terminate a pregnancy. brie jackson joins us live in washington and has been following it all.

i believe yesterday was the first public hearing on the case, and understandably both sides of the opponents were vocal on their passionate please on both sides of the topic. >> that's right. at the center of the debate is the abortion bill, and it has been used for over two decades. a group of anti-abortion medical organizations and doctors known as the alliance for hip krau mattic medicine said the government did not adequately evaluate the safety of the drug. meanwhile, those who support a woman's right to choose, they tell me it's another attempt to hinder abortion access nationwide. >> we are asking them to follow the law by taking these dangerous drugs off the marketplace. >> we should all be incredibly

concerned about what is happening and how the opposition is using the court structure -- >> is there any indication how the judge might rule in his decision? >> well, laura, the u.s. district judge hearing the case could make a decision on the matter as soon as this week. he has a history of supporting abortion restrictions and was appointed by former president trump. there are no recordings of the hearing but those that were inside the courtroom say the judge did appear sympathetic to the plaintiffs, and the argument is there's no evidence supporting their claims. the agency says more than 5 million women have taken this. >> thank you for the very latest. we know you will continue to follow that. happening today, the man accused of attacking an elderly

teacher in san francisco will be back in court. 78-year-old yolanda millara was attacked last month. she says the 47-year-old pushed her to the ground before trying to take her wallet. if convicted, he faces up to 21 years in prison. also happening today, the man accused of the deadly shooting in daly city will also be in court. he is accused of shooting a mother of two last week. beginning in 2027, gas water heaters can no longer be sold and installed in the bay area. gas furnaces in homes will have to be replaced with zero emission systems starting in 2029. there are nearly 2 million gas

furnaces and water heaters across the bay area right now. the pollution rivals the emissions coming from car tail pipes in the area. >> it results in dusts and a wide range of health impacts, particularly in communities of color. >> many people are expressing concerns about the expense of replacing gas appliances with new electric ones, and the rules only apply to new appliances, not existing ones. as we look live at the san mateo bridge, it looks like it's smooth sailing right now. and we want to look at the forecast with kari hall. >> yeah, we are still in a break from all of the heavy rain and gusty winds we have had recently. as we take a live look outside in san josé, as we get started,

it's going to be a cool morning. the warm-up will happen slowly, but once we get to the afternoon it will be very pleasant, and also a light wind. martinez and oakland, 62. 66 in santa rosa. we are going to be slightly warmer today compared to yesterday. we will continue to see the warming trend over the next couple of days reaching more mid-60s tomorrow. once again, still nice and sunny. we will start to see clouds moving in on saturday but we are still headed for the upper 60s and even low 70s. i will be tracking more changes ahead in the forecast in a few minutes. mike, you have been tracking a big traffic issue. yeah, kari, it's still going on. police activity on the san francisco side of the upper deck of the bay bridge has traffic jammed all the way across the span, and it's up the incline and approaching the toll plaza. the metering lights were activated 45 minutes earlier

than they are typically on a thursday. on the san francisco approach just before you get to the decline, there are only two lanes open and there's police activity, a number of vehicles, a lot of spectator slowing as folks get in towards san francisco. this has been going on last night since 10:30, 11:00 last night. the backup has started to really build. the metering lights are on, and you will find slowing on the approach, and folks, you are advised the bay bridge is what you should avoid this morning. we have a bridge from richmond to san rafael and then take the golden gate bridge down. there are crews getting ready for traffic into san francisco, and that's one option for you. south of oakland, you will want to take the san mateo bridge instead of the bay bridge because it's clear right now. no delays reported for the bart system, and we won't have the slowing trains to increase the

the time is 5:14 on your thursday morning. it's in the mid-40s right now in palo alto. it's all clear and we do have a lot of sunshine but the slow warm-up will make for a very chilly start to our day. as we go into the next several days, nice afternoons but we have more rain on the way. we'll have a look at that in the forecast coming up in a few minutes. the key word here is don't go here. this is the bay bridge. look, the metering lights are on and cycling slowly, but it doesn't make a difference because it's slower across the span in san francisco. police activity continues to block most of the lanes. only two are open and we don't know when this will clear. we will talk about alternates and the status of those routes across the bay. intel was going to sell a lot of real estate, and this is the santa clara campus, and that's going to stay, but the area around montague expressway in north san josé, it's huge, more than 20 anchors. intel going to a hybrid work space doesn't need that much office space. high-tech has too much real estate. and for a while, too many people. meta said they over hired during the boom times. one employee i talked to said she didn't have anything to do and felt like the company just hired her so other companies wouldn't. >> i had a feeling like, they were like pokemon, we were the

metering lights were activated just before 5:00. they will cycle green and red and that's what they are supposed to do allowing for traffic to flow smoothly across the span, so there's too much traffic and it's not having much impact. there's building over at the toll plaza side. there's police activity just before the san francisco decline, the two lanes are getting by and three lanes blocked. this started happening last night at about 11:00. that's a huge backup that is now building as the morning commute is funneling over. no slowing for 37 or highway 4, but all this traffic from the east bay funneled here on the bay bridge. if you are north of the bay bridge, go through richmond and take that bridge over towards san mateo and head down across the golden gate bridge.

we will see more traffic across 101. south of the bay bridge in the east bay and trying to cross over to the peninsula, you take the san mateo bridge that is still clear right now, and it will pick up more traffic, west 92 and then 91 into the city. that may ripple out to the other feeder roads, but there's no wet roads right now. yeah, but we have had a lot of rain recently, so let's talk about where we stand with our reservoirs across the state. we have been seeing them fill up quite a bit. right now at 60% of capacity in the largest reservoirs across california. oralville now at 62% capacity. some of them have been lowered for seismic safety, but still running higher than they would like for those numbers. we are still at a lot of water

around the bay area. the ground is saturated. let's talk about where we stand with our water year. santa rosa, 36 inches of rainfall, and we are eight inches above what is normal at this point. and then a big surplus for oakland as well as san francisco, and even livermore well above what we typically see. there's more on the way. usually when we hit the first day of spring we start to see the storms tapering off but not this spring. we are going into next week with the new storm system coming in on monday, and another one on tuesday into wednesday and possibly a wet next week. as we run the models out, it's showing we could see potentially another half quarter inch of rain and maybe three quarters inch of rainfall for parts of the east bay or higher. if you were hoping for a warm-up, concord, we have warm

bay bridge. look at that backup. >> yeah, this is not the usual shot and not the usual backup. the camera is turned towards the span, and the metering lights are trying to provide spacing that will ripple across the span, but right now this is the big problem. you can take a closer look at the backup. you see the metering lights on the right side, and they are metering slowly, and mostly stopped but the traffic is stopped already. the rest of the east bay may not be aware of this, but avoid the bay bridge because we are tracking police activity. there have been several other incidents, and bob redell will talk about that coming up later on in the show. right now the police activity has only two lanes opened towards san francisco. to the north you go across the richmond bridge and come down across the golden gate bridge. here's the bay bridge span itself, slow across the entire span. we talked about the richmond

asking students to come back to class. >> kris sanchez joining us live from sunnyvale. one school is making that request, kris. >> reporter: yeah, this is one school making that question, and it's part of the cupertino union school district. the school leaders are saying we have assessed everything, come on in. let's show you a statement from the district. all campuses are safe and staff for students, therefore all cusd schools will be open. cupertino union has 16 middle schools without power, and asked parents to keep kids home. a fremont union high school district closed five campuses including three high schools but

should be back to normal today with power. the campbell union high school district says they will make a decision by 7:00 this morning. until then things are up in the air for prospect high school and westmont high school, which were out of session yesterday. we visited simonds, and the principal told us it's about learning and also supporting families, and if the near normal attendance shows anything, families are happy with that. >> we want to make sure our kids have a safe place to be. this is it. >> it's crazy, and imagine talking to a customer, mom, so-and-so hit me every few seconds, so i think it's

wonderful. >> so many homes are still in the dark as well, and in some areas like sunnyvale, that could be the story through friday. people are depending on neighbors that have solar panels, panels to keep their phones charges, and businesses brought in backup to get families food. we spoke to one of the folks here at the elementary school, and he says the estimates are really kind of vague for this school here, and the projection is power back by 10:00 tonight or the 26th, and that's a really wide range. folks are preparing to be without power for a while. we have seen the pg&e numbers change, but gradually because there are so many. in sunnyvale, kris sanchez -- >> when you said the 26th, i had to look at the calendar. >> that's ten days.

>> appears long time. >> it is. kris, thanks. happening today, former theranos executive, sunny balwani is set to report to his prison sentence in a matter of hours. last july jurors convicted him for defrauding investors, and a judge struck down his request to remain free while his appeal plays out. in the meantime, founder, elizabeth holmes is hoping to delay her prison sentence because she just gave birth to her second child. holmes is scheduled to report to prison next month for her 11-year-sentence. and then darren price plead not guilty. prosecutors say he operated a drug lab inside a home which exploded in early february killing his wife. nearby homes were damaged by

that blast that could be heard for blocks. new trials are set for two bay area men. they were convicted of killing a police officer in italy when they were teenage tourists. it's italy's highest court that order those two men to be retried for the 2019 murder. authorities say the teens killed that undercover officer in a botch attempt to buy drugs, and they were both sentenced to 20 years in prison, and no word on when new trials will start. looking a live at palisades, lake tahoe. tons of snow fell earlier in the week, and now chp is telling people today and tomorrow are the best days to travel to tahoe before another storm hits this weekend. everybody is looking for windows of opportunities if you can find them. there's so much snow over there, and more on the way. >> there's so much snow.

that has been the story. i know people want to get there and see it. we are right now more than double the normal amount of snow around that area and even higher for the southern sierra. as we go into the weekend, just a brief break from it for today and tomorrow and then the snow comes back on saturday and will continue into early next week. so some of you may want to stay closer to home and head to napa valley, and today it will be in the low 60s. we are looking at more peeks of sunshine. if you are going to southern california, you will see mid to upper 60s for the next several days. kind of cool there with jacket weather. if you are staying here at home, there's lots going on. in san francisco, there's going to be a public crawl happening tomorrow for st. patrick's day, and it's going to be chilly, temperatures in the mid-50s. we are staying dry, at least for the start of the weekend. we will talk more about the changes ahead in the forecast that's coming up in a few

minutes. mike, you have a big alert that you have been tracking all morning. >> yeah, and don't go to the bay bridge westbound in towards san francisco is backed up solid across the entire span. we hardly see this view. the camera has been turned from the toll plaza where the backup is in all lanes. police activity just past treasure island approaching the decline in san francisco restricts you down to just two lanes. less than half the bridge is available for traffic flow since last night. police activity continues over in the right lanes, and the two left lanes are the ones open towards san francisco. it's not a good avenue across the way in the westbound direction. the lower deck into oakland, that's fine. san francisco into oakland, that's fine. it's the direction in towards the city where you have a problem. we have a build for 37 and highway 4, so the commute is coming in now. we have folks that will probably take that richmond bridge as they want to avoid the trip

different generations look at their well-being. younger generations like generalization z and millennials are more likely to appreciate mental health benefits provided by their employer, and less than half of the baby boomers have taken advantage of the same benefits. the study also found one-third of employers surveyed offered mental health benefits. 65% of those workers said their mental health would be extremely impacted if their financial health was not going well. experts say the way to keep employees is to make these benefits more available. >> employers providing a safe place for those to access the benefits and for those to understand what the benefits are and recruiting and retaining the younger employees, it's key now more than ever to make sure they have access to those, because those benefits and our younger

the reservoirs. a lot of them were in the teens and 20s, so this is a huge change as we take a look at our four largest reservoirs across northern california. they do continue to go up and that's before the sierra snow-melt happens. we are looking at full reservoirs around the bay area, and many of them over 100% of capacity, so what has that done to our drought. i just got the update out a few minutes ago and it's huge. we are seeing a major improvement as expected, as we have seen for the past several weeks and we are no longer in a drought across the bay area. we have abnormally dry conditions for parts of the north bay as well as parts of the sacramento valley on northward, and they are still in a moderate drought. we will dive into this at the top of our 6:00 newscast, and take a look at the difference we have seen. we have more rain on the way for
