right now at 4:30, another chance of rain on the horizon. we're tracking what you need to know as you make plans to celebrate st. patrick's day weekend. >> you're really looking at this through the wrong lens. >> plus, problems still lingering from this week's windstorm. thousands of people still remain without power this morning. the mounting frustration as parts of the bay area go days without electricity and pg&e's response. this is "today in the bay," streaming live on roku, xumo, and online. good morning to you on this friday. i'm marcus washington. >> i'm laura garcia. happy st. patrick's day to you.

let's start with a look at the forecast. is the luck of the irish on our side? >> i think so. we're going to see sunshine today. we are going to have a very nice day in the bay area. looking at san jose right now, 46 degrees and it is a slightly milder start. we have a mostly clear sky. as we go into the rest of today, we'll see temperatures warming up. it's going to be a while before we really start to feel that. we are headed for 68 degrees today and 66 degrees in fremont. a lot of green on this map for our milder weather we'll see with high temperatures mostly in the mid to upper 60s. into the weekend we'll see more weather like this, but we will see changes on the way with some green on the radar. i'll have more coming up in a few minutes. dublin, california, with a smooth drive. sensors are green for 580. out of the altamont pass, to the

dublin interchange. no problems, smooth, easy drive across the bay bridge. oakland toward san francisco, no problems for 880. green sensors all around most of your freeways. we have closures related to 884. but the rest of the bay, a very nice drive. back to you. we know the green of the storm is long gone but thousands of people are still without power. we have a look at the latest outage map. the shaded areas are places where people are still in the dark. at last check, pg&e told us that bay area wide 12,000 customers are without power. that is down from the peak of 297,000 on tuesday. today will mark day four without power or heat for many people. last night conversations got heated at a town hall in east palo alto. >> you are looking at this

through the wrong lens. >> local and state leaders wanted to give people a forum to talk about the situation and how to be better prepared. east palo alto, los altos, cupertino among the cities with widespread outages. here is what pg&e had to say about the winter storm's impact. >> you have to remember, this is the 13th major storm we've had this year. the soil is extremely saturated. so when you get winds that strong, even healthy trees, huge pines came down and damaged our power equipment. >> the utility says this is the worst outage since 1995. san francisco is now ordering a full inspection of the iconic high-rise. a window fell from the 43rd floor of the former bank of america building during tuesday's windstorm. our investigative unit obtained these new photos from the department of inspection. you can see chunks of glass inside the frame were broken at 555 california. now, other photos show another

window around the corner also cracked. no one in the building or on the street below was hurt when that glass fell. 4:33 this morning. and the oakland diocese says it's considering filing for chapter 11 bankruptcy protection. >> the possible decision comes in the face of mounting lawsuits accusing priests and others of sexual improprieties. "today in the bay's" audrey asistio is breaking down what the bishop said in an open letter and how survivors are reacting. >> bishop michael barber issued an open letter saying he's giving bankruptcy strong consideration because this may be the only way to provide equitable compensation for abuse survivors while also preserving the church. advocates from the survivors network of those abused by priests say the move would be unfortunate and unfair. >> it's not a complete surprise. bishop barber has not been proactively supportive of survivors and he's never transparent. so i'm sure there is agony for

him to have to come out to admit that there are 330 cases against the diocese. >> reporter: tim is a former bay area priest defrocked last year after protesting the catholic church's abuse record, after reading the bishop's letter he says the diocese's intentions are clear. >> the method is always to protect the assets. and it's an institutional lawyerly approach, but it's not the way of jesus and the gospel. >> reporter: you may remember a new state law opened a three-year window for some victims assaulted as children. it allows them to sue their alleged abusers years after it happened. our nbc bay area investigative unit has analyzed nearly 700 lawsuits filed against catholic institutions across northern california over the past three years. >> it's obvious in the numbers that what happened there is a catastrophe. >> reporter: dan says the priests of the oakland diocese molested him when he was a child. he now helps other victims in a

volunteer group of survivors with clergy abuse. he says if this bankruptcy goes through, it will limit how much compensation can be given to survivors. >> secondly, it's going to keep the files closed. when you enter bankruptcy, it's no longer about right and wrong and cover-up. it's really just about the money. and it will freeze any discovery that would lead the public to discover how widespread the abuse was. >> reporter: the diocese of santa rosa just filed for chapter 11 bankruptcy earlier this week for the same reason. audrey asistio, "today in the bay." happening today, disgraced theranos founder elizabeth holmes will be back in front of a judge. holmes is hoping to delay her prison sentence because she just gave birth to her second child. she's set to report to prison next month for her 11-year sentence. holmes is also fighting against how much money she'll have to

pay back to companies and clients she was convicted of defrauding. this comes after her ex and former business partner, sunny balwani, is fighting his own prison sentence. he was sentenced to 13 years. yesterday his lawyers lodged another appeal. that means balwani can stay free until the government responds. it has nine days to do so. also happening today, the family of alexis gabe will honor her life. you may remember in december some of her remains were found in amador county. police believe the woman was killed by her ex-boyfriend and her remains were scattered. according to the east bay times, more remains were found about ten miles from where her remains were first located in december. dna evidence confirms that those remains were of gabe. today oakley police will dedicate a park bench and plaque in memory of gabe. this will happen at the civic center park at 6:00 p.m. this morning the city of antioch will be appointing a new

acting city manager. city council placed the city manager johnson on paid administrative leave tuesday in a closed meeting. it's unclear why the council put johnson on leave but now he's arguing the meeting may have violated the state's open meeting law since he was not in attendance. antioch's mayor thorpe says he's hold a meeting today to discuss the change in leadership. it will be at antioch city hall at 11:00 a.m. former speaker of the house, nancy pelosi, received an honorary doctorate degree from ulster university. the honorary degree was awarded as part of a program of events to mark the 25th anniversary of the good friday agreement. the good friday agreement was signed back in 1998 and brought an end to 30 years of conflict in northern ireland. >> it is with great humility that i express my deepest appreciation for this honorary degree, which means a great deal to me. >> president joe biden and

good friday morning. right now at 4:41 as you're heading out in fairfield, it's 42 degrees. we are starting out clear and it's going to be another nice, sunny day. it was so nice yesterday afternoon, but it just took a while for it to warm up. we'll see the same thing again today and we'll talk about when rain returns coming up in a few minutes. the golden gate bridge, easy drive. cones on the northbound side. they should be getting picked up over the next half hour. southbound, we should have lighter traffic than yesterday because there's no drama for alternates needed for the bay bridge. let's see how the world of green money is going. i'll leave the report to pippa. >> good morning. i'm pippa stevens. wall street is set to open higher extending yesterday's relief rally. the dow rising more than 370 points while the s&p 500 gained 1.75% and the nasdaq closed up 2.5%. the gains coming after a group of 11 big banks agreed to give

$30 billion in deposits to regional lender first republic. now, this is seen as a sign of confidence in the banking system, following a week of turmoil with the collapse of silicon valley bank and signature bank. credit suisse borrowing more than $50 billion from the swiss central bank. today, data production and consumer sentiments. sanofi will cut the price of lantus, the most widely used insulin in the country by 78% and will cap a patient's monthly out of pocket costs at $35. sanofi is one of the largest makers of insulin, along with eli lilly and novo nordisk. >> you can grab a big gulp while you recharge your vehicle. they plan to build one of the

a very good friday morning to you. st. patrick's day. don't forget to put on your green this morning. we are tracking your friday forecast. usually a lot of green on the map means a lot of rain, but at least we're in the clear for today. no leprechauns pulling shenanigans. >> we can't wear green in the weather department, so i put on some little earrings. that's the best i could do today. >> no pinching. >> i was just checking my ancestry, i am 10% irish. >> there you go. it runs in your blood. >> all right, let's get started with the forecast. i've put some green here on the map as we get ready for some rain. but we're zooming way out to get a view of our next storm that's going to be coming in. and as it arrives, it's going to bring in more waves of rain once

it gets here. today we're still enjoying the sunshine, the milder temperatures headed for the mid to upper 60s. dublin today, that's the st. patrick's day celebration spot, in the mid-60s today and tomorrow, reaching 64 in novato and 62 in san mateo. as we look at tomorrow's forecast, it does come up a few degrees in many spots, including san jose, topping out at 71 degrees. that's the warmest temperature we'll see. mostly upper 60s. then look at sunday. much cooler. that's when the rain is going to be here and we'll see it off and on. so as we go through the forecast, the first wave of rain comes through late saturday night into early sunday morning. and then we may see it breaking up a little bit for parts of the day on sunday afternoon. another storm system arriving monday into tuesday. and then we see that there's going to be pretty much wet weather off and on through next week, possibly into the weekend. so the models are increasing how

much rain we could see over the next several days, from today through friday, next friday, it's going to possibly total anywhere from 2 to 3 inches, and, yeah, that's a lot on top of an already saturated ground. so we may start to see issues with flooding, like we've seen recently. in the sierra, another foot or two feet of snow for the upper elevations between now and next weekend. if you were hoping for warmer weather, we don't see that anywhere in the forecast. this is a look at livermore in the ten-day forecast. upper 60s this weekend, but only low 50s for tuesday. we'll talk more about that coming up. mike, you have a car fire to report. >> yeah, it sounds dramatic, obviously whenever we get a car fire reported from chp. it's a smaller fire, a smoking vehicle at most, but that is northbound 880. we see slowing that's popped up in the last two minutes. so there may indeed be more activity or at least a crew arriving at 237.

just the crew clearing from 680, overnight road work. all weekend the stretch will be closed for the project they've been holding off on. there were a few big upsets on day one of the ncaa tournament. arizona looft to 15th seed princeton. >> top-seeded stanford will have home court advantage for the first two rounds. here is "today in the bay's" anthony flores. >> march madness has hit the farm, stanford hosting the first and second round of the tournament, despite being the number one seed in the west with back-to-back final four appearances, the cardinal team still feels like they have something to prove heading into the big dance. the cardinals are holding a 90 minute practice to prepare for friday's first round matchup against sacred heart. the cardinals are making their 35th consecutive appearance in the ncaa tournament. they're playing with a chip on their shoulder. after winning the regular season
