just days after two banks suddenly collapsed, signs of cracks emerged at san francisco-based first republic customers rushed to pull their money out. in an unprecedented move, 11 of the nation's largest banks decided to pump funds in, saying the $30 billion rescue plan, quote, reflects their confidence in first republic and in banks of all sizes earlier the treasury secretary janet yellen delivering a clear message on capitol hill, the country's banking system is strong >> americans can feel confident that their deposits will be there when they need them. >> reporter: a source familiar with the matter telling nbc news yelin was behind the move to shore up first republic, pitching the idea to jamie dimon who rallied the other banks. stock markets stabilized thursday after the announcement. first republic customers like restaurant owner and chef were

able to breathe a sigh of relief. >> i don't think anybody ever really wants to hear about any bank having trouble. >> reporter: in addition to business accounts at the bank, nay held says he has his personal savings account and a mortgage at first republic too. he did not pull his money from the bank hoping first republic could figure it out. >> you have to be a patron of the business. >> former federal deposit insurance agent sheila bair says the fdic covers up to $250,000 per depositor at most banks. >> if they want all their money at once, they will force an otherwise healthy bank to close. >> we're on a roller coaster, not the fun kind, brian. put this week in perspective for us. it starts with the government bailing out, one might say, some depositors. now we have the big banks coming in, some doing things they would never do again, bailing out smaller banks. what do you make of this?

>> yeah, it's very interesting the person i u spoke to, the former chair of the insurance corporation who stepped in over the weekend who said if we saw the government step in over the weekend and the banking stepped in yesterday, then maybe the next step would have to be congress. it's possible it could require a larger response down in capitol hill. >> it bears repeating. this is a self-fulfilling prophesy. if you start pulling your money out of the bank, in many ways, that is what starts the crisis. >> a lot of people are saying these are healthy institutions, but it seems to be if enough people pull enough money too fast, that's what can happen. >> what if you are looking at your 401(k) and the stock market, maybe you have a few stocks invested and you are getting a little uncomfortable, is there something that you can do that's reasonable? >> yeah. the temptation is to look at the portfolio, and it is scary right now. but what experts have said don't

change your long-term strategy. make sure you're not overexposed to one stock or a particular type of stocks, but set up a strategy prior to this weekend's events. don't change that. >> you're saying don't look. >> just close that browser. >> all right. now to those growing tensioning between the united states and russia. and now china with this morning's breaking news. china's president is traveling to moscow to hold meetings with vladimir putin. the announcement has broad implications coming one year into russia's war with ukraine and just days after that u.s. drone was downed by a russian jet fighter. a lot of moving parts. nbc's chief international correspondent keir simmons tracking it all down for us, hey, keir, good morning. >> reporter: hoda, good morning. a defiant message from russia. in the past few hours, presenting the pilots of those pilot jets that targeted that u.s. drone with warning.

the u.s. says the drone was in international air space, and that major diplomatic announcement, china's leader will be president pew ting's guest in russia next week. overnight china and russia confirming that president xi jinping will visit russia next week, his first since the ukraine invasion began. both leaders could hold talks that have major implications for the war and the united states' relationship with china. the chinese foreign ministry saying xi's trip is one for friendship and further deeper mutual trust adding that china that's visit to is a chance to promote peace talks. it has been met with skepticism with u.s. officials who pushed xi to also meet with ukraine. >> we have long been encouraging president xi to talk to president zelenskyy. we think it's really important for the chinese to get the ukrainian perspective here and

not just mr. putin's. >> reporter: the united states has also been sounding the alarm and warning china against providing military aid to russia in the war, which will be top of mind for american officials during that high-stakes meeting. it comes after that 43 seconds of video making headlines around the world, evidence of russia's recent aggression in the air that shows two su fighter jets targeting a u.s. drone, and now the russians are attempting to recover the $32 million reaper from the black sea. the russians have already reached the area where the drone crashed according to four u.s. forces. the pentagon says it took steps to ensure the russians won't obtain any useful information. the u.s. attempting to wipe any sensitive data. the video has been edited for length by the pentagon. but the u.s. military says it shows events in sequential order and demonstrates russian claims

that the plane never hit the drone. russia's inaccurate information, false information, grasping at straws, changing narratives also speaks for itself. >> reporter: poland becoming the first to send fighter jets for ukraine. four will be there within days. the u.s. will not send f-16s. of course this is poland's sovereign decision. >> back to the breaking news at the top there, this meeting between putin and xi, what can we expect there? >> reporter: well, you know, president putin will inevitably view this as a diplomatic victory. but china's leader, it is a tight grip. he will show europe with so many economic ties to china that he wants peace. but his recent peace plan didn't specifically call on russia to withdraw. if president xi finally talks to president zelenskyy in the coming weeks, the message will

this 86,000 square foot warehouse in northeastern france was built just for this purpose, the crafting of notre dame's mighty wooden spire. today we're getting a first look of the spire nearly done. >> and there is the real thing >> reporter: this 27-year-old carpenter shows us which parts he has had a hand in >> the pieces there. >> reporter: it measures 65 feet by 65 feet, almost 20 feet tall. it will bear the weight of the next three layers. now, we're watching them guide this huge piece of wood on top of the trestle the biggest pieces of wood in this bottom layer. the entire trestle is 80 tons. >> reporter: 2,500 pieces of good in total, 110 as part of the base and today he's assembling it to make sure it all fits. is it exciting to see it come together >> oh, yeah. it's like a job that we won't be
