tipped off last night. 11 seed mississippi state topping number six creighton for the overwhelming favorite to win it all, south carolina dominated in its first round game much more ahead. >> and we look forward to that. we do want to begin this morning with our top story russian president vladimir putin formally charged by the international criminal court for war crimes in ukraine. nbc's monica alba at the white house where they're monitoring the situation closely. good morning to you. >> reporter: good morning. this move by the international criminal court is largely symbolic but still significant, accusing the russian president of alleged war crimes. specifically, the court says president putin bears individual criminal responsibility for the forced deportation of ukrainian children the kremlin called it outrageous and unacceptable in response now, president biden said the charges are justified and human rights groups immediately praised the decision it is unlikely mr. putin will ever stand trial since the

countries involved don't officially recognize this court, though it may restrict president putin's movements outside russia as he gears up to host the chinese president in moscow on monday the white house closely monitoring that upcoming visit, warning xi jinping is likely to call for a cease-fire between russia and ukraine, something the kremlin supports because it would legitimize the ukrainian territory russia has taken by force. the meeting comes as beijing is still considering sending weapons to russia as that war rages on. u.s. officials remain highly skeptical of any potential peace plan that would be brokered by china, saying ukraine needs to be principally involved in any of the discussions. kristen. >> all eyes are going to be on that meeting next week. there's no doubt about that, monica i want to ask you about something that could have big implications for the 2024 presidential campaign our colleague jonathan dienst from wnbc broke

essentially bailing out a regional bank. president biden wants congress to take new actions. where are we at the end of the week and how much concern is there for this stability of regional banks moving forward? >> reporter: kristen, it was an active week. bankers are working overtime this weekend as uncertainty grows around the financial sector. just last night, we learned that first republic is in talks to sell a piece of its business after just receiving a $30 billion lifeline from 11 u.s. banks. separately, the financial times reporting that ubs may acquire a part or all of credit suisse, the embattled swiss bank. a fluid situation. no deals have been formally finalized. it falls the sharp decline on bank stocks this week with concerns of customer withdrawals and treasury secretary janet yellen is said to have met with

jpmorgan chase president jamie dimon with more banks under scrutiny. >> the fed is meeting next week, seema. we have seen them raise interest rates to tame inflation. there are worries the rates being raised is the issue the banks are under pressure. could the fed say we will hold off this time? >> reporter: joe, expectations of an interest rate hike have come down significantly in the past week. now the estimate is for a 50 basis point rate hike on wednesday. the other question is how does chair powell factor in the stress that is on the financial system that has really come to light in the past couple days. will it push the banks to tighten lending standards and make it harder to take out loans? if so, that is not money spent

on the economy. that is something that is expected to be factored in when powell meets next week. we know inflation is still high. he has a mandate to bring that down. it is 6%. he wants it at 2%. >> seema, let me follow-up with you and where we started the conversation. president biden on friday called on congress to give regulators more authority to hold bank executives accountable. no indication whether that will pass. what are some potential short-term solutions? there are regulations that could make a difference in this moment? >> reporter: well, kristen, a number of provisions around banking regulations were rolled back during the trump administration and following the collapse of silicon valley bank and signature bank just a week ago, there has been criticism those regulations should come back online. regulations that would make the banking sector more safe and inn

-- instill more confidence. senator warren joining us a couple days ago pushing for more regulation. that is something we expect washington to focus on more. >> a lot of debate about next steps and exactly what you laid out. seema mody, thank you for your perspective. let's turn to the investigation into how the covid pandemic began. it has turned into a political football in congress as some government agencies believe it was a lab leak and others believe it generated in animals and jumped to humans. now scientists are taking a closer look. stephanie gosk has more. >> reporter: the east asian raccoon dog has origins to covid. according to some scientists. the team says the analysis of samples at the wuhan market in the early days of the pandemic

is a strong indication that infected animals were there. including raccoon dogs. the findings support the theory that covid jumped from animals to humans. researchers say it is not a smoking gun. >> it is not conclusive because you cannot prove the chain of events for how an animal got infected. you can't prove the raccoon dog was infected. >> raccoon dogs were not actually sampled? >> exactly. >> reporter: china has been widely criticized for not allowing an independent investigation into the origins of the virus. this new analysis is sure to fuel the heated and political debate. in a classified report to congress, the department of energy concluded with low confidence that covid leaked from the wuhan lab. there is disagreement among agencies, the fbi believes the lab may be the source. >> the fbi has long assessed going back to the summer of 2021 that the origin of the pandemic

thousands of people in the bay area are without power, many in the dark due to the recent storms. a look at the latest pg&e power outage map that doesn't look as bad as it has been, the green and yellow areas are where we are still seeing outages. pg&e tells us the bay area and central coast have seen delays getting power back on due to access issues. the utility is expecting to have power back on for most customers

by 10:00 tonight. as of yesterday afternoon, pg&e said more than 7,000 of its bay area customers were without power. the region seeing the most of those was the south bay with more than 4,000 customers affected. that same night friday night, pg&e's outage map showed outages impacting more customers in san jose and saratoga. a spokesperson later clarified 654 people are affected by that. we heard from customers in the santa cruz mountains who say they have been without power for five days. >> the whole community here doesn't have power. and for me and my wife, we got a generator, we invested in solar to cope with this. other people here don't have the money to do that. >> pg&e says it has about 7,000 people on the ground working to make repairs. the utility says the latest storm was particularly destructive on the south bay. and cynthia teniente-matson joins us with this nice break in the rain and wind. >> it was such a good night, a

chinese company bytedance surveilled journalists according to the law enforcement official. some included reporters for forbes who were trapped through use data and ip addresses. >> companies acknowledged they were tracking my location in order to figure out who was talking to me. >> reporter: the doj declining to comment and so is tiktok. bytedance is investigating internally and will cooperate. saying we have strongly condemned the actions of the individuals found to be involved and no longer employed at bytedance. it comes as the biden administration is getting more aggressive about tiktok, one of the world's most popular social media apps. telling them to sell off the app or ban in america. china saying the u.s. has failed to produce evidence the app threatens national security.

joe? >> we have some sad news to report. actor lance reddick has died. he was known for his roles on "the wire" and "bosh." he was in all four of the "john wick" movies. we are deeply heartbroken of the loss of our colleague. we will miss him dearly. wendell pierce said he was a man of great strength and grace. the epitome of class. god speed. you made your mark here. reddick was born and raised in baltimore. he earned a masters from yale school of drama. his first love was music. graduating from the university of rochester. he told graduates, i never wanted to be an actor. i wanted to be a musician.

thousands of people in the bay area are still without power. many have been in the dark and cold for several days because of the recent storm. a look at the latest pg&e outage map. the green showing where more than 50 customers without power and yellow where 50 to 100 customers in the dark. it shows 500 to 1,000 customers in the dark. and they have seen delays getting power back on. the utility is expected to get power back on for most customers by 10:00 p.m. tonight. saying more than 7,000 were without power in the south bay. we also heard from customers in the santa cruz mountain who have been without power for five days. >> the whole power doesn't have
