good morning it is 7:00 as we take a live look outside. twinkling lights on those palm trees. clear skies. as we welcome a new weekend, saturday march 18th. thank you so much for starting your weekend with us. i am kira klapper. your forecast and what a nice way to start. a break from the rain, a clear morning. >> i might have news that will ruin that pretty >> in just a little bit. how about i give you a little

bit of a view over our downtown camera. anywhere you look in the bay area looking very beautiful this morning as we get another chance to get that break from the rain. temperatures feeling a little bit mild. we have 46 here in san jose. and we have just a little bit cooler, 41 in santa rosa. warmer here in the south bay, today's to mature, going to be awfully beautiful. enjoying st. patrick's day weekend. whatever you want to do. mid-to-upper 60s, some 70s through the santa clara valley. there are some changes ahead. i will talk about that in just a few minutes. frightening moments in san francisco where there was another stabbing at a bay area school. the fourth school stabbing at a local school in the last three weeks. both the suspects and the victims aren't even. natalie rivera begins our coverage.

>> reporter: students were on edge after one of their peers were stepped on campus. >> they are in stable condition and they are receiving care. >> reporter: it happened shortly before one:00 p.m. at the school library. the injuries are not serious and the 12-year-old victim is expected to be okay. >> during the investigation, officers detained the juvenile who is possibly the suspect in this incident. >> reporter: they don't believe the incidents is gang- related. the suspect is 11 years old. the san francisco unified school district said they went into a lockdown. >> fire drills et cetera. >> reporter: the middle school will be providing additional support services as needed

including mental health resources. >> this is concerning. we are working with school officials to making sure that we can address any safety concerns. >> reporter: the school district up-to-date in place they need to call you. natalie vera, nbc news. >> as mentioned, we have seen recent acts of violence at a handful of schools across the bay area. you may recall back on march 1st, there was that deadly stabbing in santa rosa. a fight broke out inside a classroom when a freshman stabbed two juniors. one of those juniors died from injuries. yesterday, officers received a call about another fight near that same high school. police arrested two students. they found marijuana on them as well as a knife and brass knuckles.

on wednesday, a student stabbed another student at the sunrise middle school in san jose. the 15-year-old who was stabbed is expected to be okay. the attacker was sent to juvenile hall. also that same day, wednesday, teachers found a gun in san francisco. no shots were fired but the school was placed on lockdown. and what appeared to be a gun caused pen and got not one but two south bay schools yesterday. a student spotted a classmate holding what they thought was a firearm. school was already out for the day when police responded but officers were able to track down the two boys involved. that gun turned out to be a toy that shoots pellets. both boys were suspended. >> anytime we get a report of what we suspect to be a firearm, we are going to invest it fully. our priority is to keep our

community safe and student safe. >> a college in saratoga, witnesses reported they taught two men with a rifle after a two hour lockdown, police found students who had what turned out to be a replica rifle. issued citations to both students. they also will face action from the college. going to continue now to our continuing weather coverage. as we bid farewell to the final days of winter, many people are still in the dark. the cold, thousands of people in the bay area are still without power. here is a look at the latest outage map. that yellow shows 50 to 500 customers. that one pocket of orange is between 105,000 customers in the dark. they see delays getting power back on because of access

issues. the utility expects to get power back on for most customers by 10:00 tonight. >> reporter: just off of summit road, the peaceful sound of the santa cruz mountains are interrupted by the hum of generators. >> we have a whole community that doesn't have power. >> reporter: after friday evening, more than customers in this area are without power. including this group of neighbors who say after this most recent storm, they have been in the dark for four days and 20 days interval this year. >> just four days so far. so far this year, more than 20 days. >> reporter: we didn't get a response about why the power is still out here. the website estimates power will be restored by late saturday. that is when the utility expects power to be back for the majority of customers.

>> working around the clock until every community is restored. >> reporter: a downed tree brought down a total of seven polls. also, neighbors say they lost power friday after a truck clipped a power line. the crews have been working to repair that as well. while the crews keep working, residents are checking the website for updates. these residents are not feeling hopeful. >> it'll say it is the weather. every day it says the weather. if it was the weather, we have weather every day. >> reporter: alyssa gord . one man is dead after a collision in east bay. it happened after 10:00 last night. right before it turns into a street. an officer saw a truck crash into another truck.

the driver of one of those trucks died at the scene. two other people in that same truck were both transported and are in critical condition. the passenger of the other truck were uninjured. investigating a crash, several drivers broke through the crime scene. >> closed for about an hour or so. during that time, we had six vehicles run through. several of those parties have been drinking tonight. it is st. patrick's day. >> out of those six drivers, two of them were arrested for duis. happening today, former oakland chief plans to hold a community townhall meeting. expected to speak about a number of topics. you may know by now, oakland mayor without

cause last month. armstrong was accused of failing to adequately see an investigation into officer misconduct. this morning at the antioch district in oakland. it begins at 10:00. from a prison housing death row inmate to a rehabilitation center. california's most notorious prison. governor announced plans to stern san quentin, california's oldest prison into a rehab center modeled after policies in scandinavian countries. san quentin hurley houses california's death row with roughly 500 prisoners. in the plan, those inmates in the prison transformed into a lockout with less dangerous prisoners. it would get a name change and its focus which aims to education, training, rehab and life back on the outside.

7:30. taking on the islanders. happening today, uc berkeley is celebrating the largest festival on the west coast. the indian students association will be hosting its annual party this afternoon. a possible hindu visible. it will take place near campus starting at 11:00 this morning. and there were plenty of televisions across the bay area for st. patrick's day. this was the scene at san pedro square in san jose. lots of green beer there. and in san francisco, it was a packed house at the united irish cultural center. live bands, dancing and of course 20 of corn beef and cabbage. that is my mom's favorite's. if you're looking to go outside before our next rain storm hits, some ideas.

top of the morning to you. i know, st. patrick's day was yesterday but the celebration continues the insect with a very transparently named irish comedy fest in chinatown. a giant golden dragon surrounded by red and gold columns. from a golden dragon, let's head to the historic aircraft carrier for some anime comics and cosplay. yes, another auto crossover but it is to engage new audiences and make them aware. i think it might be fun to attend just to see the mixing of these cultures. to a city that is known for ships and whales, let's get all the way to monterey. a two day celebration as well. we are going to highlight the beautiful day and why we protect them. oh, one more reminder, your

gorgeous weather feeling mild by around lunchtime. we will see a little bit of that cloud cover as we are tracking some chances ahead. high pressure is dominating over the bay area right now. any systems going around us taking on a little bit further on our satellite radio. here comes that atmospheric storm. that will arrive later on in a couple days. i will get to that in just a minute. i wanted to give you a glimpse of those beautiful temperatures. upper 60s as we move down into hayward and over into the tri- valley. beautiful 70s down into santa clara valley. as i was saying, there are some changes ahead. i will fast-forward here. by 9:00 or 10:00 tonight on into the overnight hours, we are going to see some rain return. if you are out there, staying late for st. patrick's day, maybe bring another layer and an umbrella to keep you nice and dry. the rain is going to continue

thank you so much for starting your weekend with us. i am kira klapper. cinthia pimentel joins us with a look at your forecast. spring is only two days away. this seems like nice weather to welcome the new season. >> we are going to go into spring but we are still going to get some rain. you know what they say, april showers bring may flowers. we will take it. i will show you another picture of san francisco. it just a beautiful morning. i feel like we have been in this pattern, before, a beautiful day once again. right now, 49 degrees. we will climb into the 60s, mid- to-upper 60s by around 2:00 or 3:00. that is because we have high pressure over the state. we are in from a calm pattern at least for today. here are your headline for what we can expect and we are going to see that beautiful weather today increasing that cloud cover and rain chances tonight on into sunday and next weekend. speaking of those spring

showers, we are going to transition here into el nino pattern. we are going to see some more rain showers. weekend after weekend. >> we always love the weekend forecast. it means we are off work, most of us at least. wait, you mentioned el nino. many of us born in california have heard that year after year. what does it actually mean for us here in the bay area? >> a lot to unpack for you, keira. we have been in it for a couple of years. basically what it does, i will show you right here and our viewers, follow along. and bring some of that colder water into parts of australia, asia and it moves it to the eastern pacific. even here in the bay area and southern california. what it does, it typically reduces the rain. last season was a little bit crazier. it is what is called a tele- connection. one change here is

a very drastic change in another part of the world. while we see typically dry conditions, parts of asia, think of those monsoons over there. that is what is happening. we get stuck with a little bit of a dryer pattern. we are going to transition as i mentioned into el nino now. more neutral conditions. another fancy graphic to help illustrate all of these changes that warm water is going to move towards us. as you noted, some of that cloud cover, that is increasingly moisture in the air. what el nino does is it brings a little bit more rain to us. but remember, that tele- connection, parts of asia are going to see reduced rain rates over there. that is more transitioning to now when we could see some of these patterns continue on becoming a little bit more active in the fall season. a lot of big changes ahead as we finally make that transition as we have been in el nino. el nino to el nino. >> in the coming season, spring on into fall.

across parts of the atlantic as well in the gulf of course. what we can see is those tradewinds start to weaken. i am hoping we don't see any crazy heat waves as we were seeing last fall. maybe that equal chance of some fall storms and another active season that will be tracking of course. as i was mentioning, a calmer situation in the gulf and the atlantic. it could take even one hurricane , as you know, to cause all that destruction. very active chance that we are going to track right here on nbc bay area to tell you about it. >> cinthia, thanks so much. speaking of the weather, california is seeing positive benefits from the series of storms that cause so many problems across our state. that atmospheric river dumps historic amount of

rainfall on our state. it was enough to see some regions out of the drought. natalie rivera has a report on whether it is enough to end the deck and flying crisis. >> reporter: the deluge also bring a brighter side to the darker days. >> the storms are really helping with our deficit but we have had so many severe drought year so it is going to take a while to pull out of. >> reporter: in a setting reversal 194% of california was in severe drought, today, just 8% of the state is. the storm is ending mandatory water restrictions for millions. >> we are no longer worried about entire towns going dry. >> reporter: as fertile farmland get the water it desperately needs, will be seen

in grocery stores and felt and pocketbooks nationwide. while there has been minimal impact to the colorado river which quenches much of the west, this is the dramatic change in california's reservoir system now filled 70% of capacity. the snow is at 223% average. >> mother nature's reservoir. it is nothing short of spectacular. it >> reporter: because of all of the winter moisture, the storms will likely mean a later start to the typically devastating season in the west. in the wake of catastrophe, a silver lining to the relentless number of storms. >> thousands of people in the bay area are still without power. many have been in the dark and the cold for several days because of recent storms. we have a look at the latest outage map. the green and yellow areas show anywhere from 499 customers

impacted. there has been a delay in getting power back on in the bay area and on the central coast because of access issues. utilities expecting to have power back on for most customers by 10:00 tonight. as of yesterday afternoon, more than 7000 of its bay area customers were without power. the region seeing the most of those outages was the south bay with more than 4000 customers impacted. we have heard from customers in the santa cruz mountains that they have been without power for four days now. >> the whole community here doesn't have power. for me and my wife, we have a generator to cope with it. there are other people here, they don't have the money to do
