move in late tonight into tuesday morning. so the focus of the storm looks to be more of a tuesday morning commute issue because that's when the heavy rain will pick up, the atmospheric river will come into play and also the gusty conditions as well. we'll start to ramp it up a notch, not only tuesday morning, but really throughout the entire day on tuesday. heading into wednesday, those showers begin to kind of clear out a little bit and sierra-wise there is going to be winter storm watches and warnings in effect. that means dangerous travel expected and also a lot of that snow could start to turn to rain and then back to snow, because of the system that's pushing through. it will make for a tough commute to get up there and also to get back, at least through wednesday. heading into the middle of the week and toward the end of the week, we have more positive changes and i'll get to that forecast in a few minutes. first, we've got to check in with mike. we have an earlier traffic break that we watched and just

second ago they released the traffic, they haven't fully released it. university avenue is at the top of the screen, heading west toward the bay bridge. the next exit is powell and they're helping four vehicles get off of the freeway. one was helped off by chp from the shot over here on the rooftop camera. so this will slowly move until they're able to completely clear from powell. it feels like forever. if you're traveling out of richmond and berkeley and getting toward the bay bridge, this is an issue for the time being. frontage road is moving smoothly, you can jump back on. that is one short section of i-80, but it's starting to build. so if you're heading toward golden gate fields and the bay bridge, that's the direction of the slowing. the rest of the bay has a smooth, easy drive. >> thank you very much. moving you forward on the bay area covid response, protocols are about to change in one school district. not only that, but for health

care workers across the bay area. >> "today in the bay's" kris sanchez is here with what you need to know. kris, who is going to be impacted most here? >> a lot of families in the east bay and also a lot of health care workers. these changes will impact about 1.7 million health care workers in california and more than 36,000 students in oakland. as of today, oakland unified is aligning its covid guidelines with cdc guidelines. that means kids can return to school six days after their positive test and they don't have to take a test to return. they will have to mask through day ten after testing positive. >> so what about the staff? do they have different guidelines? >> the staff does have different guidelines. the district is still asking staff and students to isolate if they are feeling sick, to mask up in high risk situations, especially after they travel or after they are in contact with somebody who is positive. for staff, those guidelines are set by cal osha, and so they

have to test negative to return on day six and they will, again, follow guidelines until cal osha makes those changes. >> and big changes are coming for california health care workers. >> yeah, and this is interesting because i remember -- way back in the olden days, three years ago, i thought health care workers always wore masks, but these are changing. as of april 3rd, two weeks from today, no masks for vaccines will be required for health care workers, anybody in a hospital, doctor's office, dentist's office, patients don't have to mask up, visitors don't have to mask up. this is also going to apply to prisons and shelters for the unhoused. some facilities can continue requiring masks depending on the situation. >> it will be interesting to see. i took the kids to the dentist on friday and i think they still have the protocols, which is okay. it's their choice. >> well, the minute i walked into the office, i mean, i walked in unmasked, i forgot.

they're like, no, we're a health care setting, you've got to mask up. it's just interesting that in a hospital situation, because i thought not visitors, but patients and nurses and doctors masked up. >> right. >> maybe it's just too long to remember. thank you very much. well, also coming up this morning, there is still no response from oakland school following a threat by high school teachers to hold a one-day strike on friday. teachers are organizing the walkout citing frustration in recent contract talks and they also say they've been working without a contract since last fall and this walkout will not be an official union action. teachers say the strike will impact several high schools. >> one san francisco leader is promising a big security boost starting today following the recent surge in violence at a

popular shopping mall. clips like the ones you see right here have been posted online, they're showing young people fighting at stonestown mall. retail workers say most are juveniles and it happens more frequently when schools are on half days. district supervisors say they are hearing of a lot of concern from parents. >> this has been shared on instagram live, folks, you know, watched the video and they like it and they get more followers, and i wonder if some of that is not what's propelling kids to go to the mall and try to be part of the action. >> starting today, police and mall security plan to increase patrols. the supervisor is also calling for more investment in after-school programs. going into the weekend, it seemed like a worldwide banking crisis. >> scott mcgrew joins us. >> the latest, the bank ubs has

purchased credit suisse as a way to get that bank in europe back into financial shape. here at home, shares in san francisco based first republic down, even after four big banks came to the bank's rescue late last week, and of course there's the one that set it all off, silicon valley bank. deposits are protected by the federal government, so customers are safe, but the latest reporting shows the fdic still has not been able to sell silicon valley bank to a bigger buyer. >> the original offer to purchase the entire bank may not work out, so now on the table is a purchase of a private bank portion of the silicon valley bank. so that's probably the most lucrative asset within the bank group. >> meantime, the "wall street journal" reports the federal

reserve, which also supervises banks, has warned silicon valley bank in the past, in fact, many months ago, about its risk model. now, the health of all of these smaller regional banks is a big worry for washington and for our financial system. if you're a regular depositors, i mean somebody with less than a quarter million dollars in the bank, this is more of a big picture worry. we all care about the broader economy, but this is not a your money worry. your money is safe and guaranteed by the government. a lot of these troubles started with interest rate hikes and bad timing. the fed will meet tomorrow to talk about more interest rate hikes. we'll get a decision on wednesday. the fed wanted to make it harder for banks to lend, so the economy would slow down. laura and marcus, they've done that, probably more than they intended. >> we've seen it. thank you so much, scott. 5:08 right now. and developing for you, a grand jury is set to hear new testimony in the criminal case

surrounding former president donald trump. it centers around allegations of illegal hush money paid to an adult film star. >> "today in the bay's" brie jackson is live in washington. the former president is already predicting what he expects to happen this week. >> reporter: yeah, that's right. good morning, laura, marcus. well, it's still unclear if former president trump will even be indicted, but over the weekend mr. trump took to social media and predicted that he would be arrested tuesday. >> how do you feel, mr. trump? >> reporter: former president trump and his legal troubles back in the spotlight, following mr. trump's claims that he could be arrested on criminal charges in new york tuesday. >> i'm taking aback at the idea of indicting a former president of the united states, at a time when there's a crime wave in new york city. >> i think the viable question for the american people is whether or not you have a progressive prosecutor using the justice system to go after political enemies. >> reporter: democrats say let

the legal process play out. >> i would urge everyone to just allow the prosecutors to do their job. >> reporter: the political back and forth comes after trump's online post saturday, referencing a possible indictment for his alleged role in hush money payments to adult film star stormy daniels ahead of the 2016 election. attorney bob costello, once a legal adviser to cohen, plans to testify today at the request of mr. trump's attorneys. trump has called for protests in the event of his arrest. speaker kevin mccarthy, the top republican in the house, urges calm. >> i don't think people should protest this, no. >> reporter: federal agencies are bracing for whatever comes next. >> we obviously don't want to see any activity grow violent. >> reporter: the public is also watching to see what happens in this case. trump has denied any wrongdoing. local, state and federal law enforcement agencies are working together to discuss potential

security plans. this is just in case an indictment is handed down sometime this week. marcus, laura. >> what's the d.a.'s office doing to prepare for possible protests? >> reporter: well, laura, they are making precautions. so the d.a. in this case, alvin bragg, he hasn't really made any public comments, but he did send a letter to his staff. in it he said that safety is the top priority, and he also declared that, quote, we do not tolerate attempts to intimidate our office or threaten the rule of law in new york. so a lot of eyes are going to be on this case this week, laura. >> definitely. >> thanks, brie. well, it's 5:11 right now. scientists are talking for the first time about a new study meant to learn more about how microplastics ended up in our water supply. it focuses on the sierra snowpack, which early samples indicate do contain traces of microplastics. researchers want to know how it

ends up there. >> what we think is happening is it's known that some pollutants can actually be deposited with the snow as the snow falls, so essentially as the snow falls through the atmosphere, it collects pollutants like microplastics. >> researchers also say the study will take another three years to complete and any answers will be just one piece of a larger puzzle. as for the snowpack, meteorologist vianey arana is tracking this year's near record levels. there is a lot of it up there. >> it is so impressive, that even as we inch closer toward peak, which is april 1st, typically, we are still expected to be at about 250% of the april 1st average. statewide average right now is at 222%. so when these numbers really start to matter is around that april 1st peak as we inch toward spring, when it translates to snowmelt. and judging by our extended

model runs, it does look like we have additional snowfall expected on the way out of this system that's moving in late tonight into tomorrow. that is going to trigger some winter storm watches, so please be careful. we could see over 12 inches in some of the higher peaks. but the thing is now we've got flood concerns and avalanche warnings because we could see the snow turn to rain below the 6,500 feet. and as that translates to snowmelt, things could get dangerous. let's get a check of the gas prices with mike. >> mill valley, the lowest in the north bay, hq fuels on shoreline boulevard, $4.19 a gallon. next is the south bay's best, great gas in cupertino, $4.17. alameda, the only county with anything below $4. it's at $3.85, is only county

>> and we've got a little glitch. there we go. westbound 80, we have traffic moving more smoothly than before. still clearly a jam as you're heading toward the bay bridge. the jam itself is focused on berkeley's westbound commute and the activity is focused on the ashby avenue exit. we'll tell you what you can expect coming up. twitter users risk losing access to their accounts as soon as today. so the social media giant is taking away the two-factor authentification via text message for all users not subscribed to the premium service. two-factor authentification has you enter a code when you log in. twitter may lock out users if they haven't disabled that option by today. 5:18 right now.

and if something seems too good to be true, well it probably is. unfortunately, a recent rumor about kfc and its chicken buckets is no exception here to the rule. >> so earlier this month a tiktok user went viral claiming the chain has a policy that will give you free refills on buckets of chicken if you eat your first bucket within an hour. the video shows a worker following throuital, but it deems like it was just a stunt. kfc tells nbc this refill hack is definitely a hoax. so avoid the heartburn. >> people are disappointed about that, they didn't get the free chicken. i did check on dairy queen's website, today, march 20th, is free cone day. you can get a free ice cream cone, not at the mall dairy queens. they have to be the freestanding ones and only for participating ones. >> what's the occasion? >> must be an anniversary of some sort. i only had time to verify it on

the site. if you care to ask more, you don't love ice cream as much as i do. i'll take a free cone. >> today is a decent day for ice cream. it's monday, we're back to work. at least we're starting out dry before things start to pick up, and the timing is going to be key. let's get right to the microclimate forecast because i want to make sure that you know where the system is, where it's going, where it's going to be and where you might be. so you can actually see the development of that atmospheric river tap right there in the sky, that water vapor transport. a lot of this is starting to pop up some precipitation through the southern california area, also expecting to see impacts as well through monterey county, and this stretch already has seen big impacts from recent storms. so we can expect to see that again as winds will kick up.

we'll start to cool off because it's pairing with a low pressure system, 56 degrees will be our highs for today in oakland, 58 in fremont, 59 in san jose. it was really nice this weekend, we had upper 60s. you might see a little bit of scattered shower activity, but aside from that, while most folks are sleeping into the early tuesday morning commute, i took this6:30 a.m. notice we do have heavier pockets of downpours at times, specifically over the santa cruz mountain area, the ben lomond area. so highway 17 is going to be a tough commute tomorrow. widespread pretty much until about 8:00, 9:00, and then we get a break before the rain ramps up again late tuesday at around 10:00 a.m. my biggest concern of seeing more rain on top of rain, is going to be the winds. those have been impactful and we can expect soy wind advisories kick in. as far as rain totals, the

higher totals will be in the north bay, santa cruz, an inch to 3 inches for the highest peaks. everybody else, we'll be okay. it's the winds, this wind advisory kicks up starting at 7:00 a.m. tomorrow through 9:00 p.m. we're talking about southerly winds 30 to 55 miles per hour. as we've seen in the past, this does bring down trees and it has been a major concern for power outages. let's get a check of how the roads are doing with mike. >> slow drive down the eastshore freeway continues because of this crash activity. there are about four vehicles from what i can count, three of them made their way over to the off ramp. one had to be assisted by chp. thank goodness, everybody is okay. no major injuries reported. there is quite a bit of slowing through the area. it's 5:22 and there's a slow drive for this stretch of the eastshore freeway. let me show you how far down it goes. it starts at golden gate fields. they're in the 50s now, which is much better.

tracking more incoming rain. >> and it is going to pack a punch wind-wise as well. we've seen how the winds have impacted us in the past and, unfortunately, it will get very gusty. so let's talk timing, because for today you might have spotted just some light scattered activity. but the bulk of this rain mostly dry through the rest of the evening, it's going to move in overnight into early tuesday morning. wind gusts 20 to 40 miles per hour, wind advisories will be in effect and heavy rain is going to happen right in the middle of your morning commute. so around this time tomorrow we're expecting moderate to heavy downpours at times, especially in the ben lomond area. the highway 17 stretch is going to be tough because we're expecting gusts upwards of 50 plus miles per hour. and then heading into wednesday it turns into showers and a lot of folks were asking about the sierra travel. winter storm watches go into effect starting tomorrow.

that's going to be in place pretty much through wednesday and the reason we're cautious about the sierra is because it's going to be a mix of rain and snow, so we've seen the snow melt below the 6,500 feet mark, that's going to potentially trigger avalanches. >> even now we have chain control for 80 and 50. it hasn't been bad here locally. let's focus on i-80. we're looking at the flashing lights, continued activity after a multi-vehicle crash. it looks horrible in this shot and it's tough when you're in it and late for work. it's just slowing basically from golden gate field through powell. actually, the entire travel time as we look at the top of the screen, all the way down to the bay bridge toll plaza, that's only 20 minutes, which isn't that much longer than we

typically see this time of morning. a smooth flow of traffic around the bay area as well. we should see the metering lights turned on in the next few minutes. >> thank you very much. new details on a deadly accident in the east bay. one person died, another in the hospital after being struck by a car along interstate 580. >> bob redell is there for us this morning. what are investigators learning about all of this? >> reporter: good morning. off camera, chp tells us that both pedestrians had been in an uber, and for reasons that aren't clear, got out of that uber not far from where i'm at just off 580. we are reaching out to chp to get clarification on why they got out of that vehicle and what led up to this collision. it happened around 9:30 last night behind me there on the westbound 580 off ramp to isabelle avenue in livermore. after two people exited, they were hit by at least one other

vehicle. one of the uber passengers died at the scene, the other one was hurt and taken to the hospital. their condition unknown. not clear if the uber driver was on the scene at the time of the collision or if that person had already left. one of the uber passengers, again, as i mentioned, died at the scene. as you see, the off ramp was shut down for some time last night, but has reopened in time for this morning's commute, which we can hear and see behind me. reporting live here in livermore, bob redell, "today in the bay." >> thanks for the latest, bob. 5:34 this morning. happening today, the alleged mastermind in the bizarre kidnapping of a south bay baby is scheduled to be sentenced. last august ramirez and potillo pleaded no contest to the kidnapping. security videos shows portillo walking off with the baby in its

car seat. police later found the baby safe after a tense 24 hours. ramirez is being sentenced today and faces up to 14 years in prison. san francisco police are investigating a shooting on board a muni bus that happened last night on mission near 13th street. police say one man was shot. so far there is no update on their conditions. according to witnesses, it started as an argument between the gunman and the victim. >> by the time we got to this stop, they were calling each other names and the shooter had challenged the other to get off the bus to fight. and as soon as he got close to the door and the door opened, the shooter shot him twice. this is muni's second violent incident in one week. last monday police say a 12-year-old stabbed a juvenile during a fight between two groups of young people. starting today, b.a.r.t. beefs up its police presence at stations and onboard trains in

response to recent raft related issues. last week they promised up to 18 additional patrols on each shift. b.a.r.t. is also trying to add more crisis intervention specialists, ambassadors and inspection officers. 5:36 this morning, and one of donald trump's defenders is expected to testify today before the manhattan grand jury. >> former president trump claims he is going to be arrested as soon as tomorrow. >> tuesday, tomorrow. good morning. the testimony today seems to be an attempt to head that off. the person who is going to testify on behalf of trump, robert costello, used to work with trump's former lawyer, michael cohen. cohen, you probably know well. he went from trump's right-hand man to one of the prosecution's favorite witnesses, spilling the beans about a $130,000 payment made to adult film actress stormy daniels, who claimed she had an affair with trump. now, that itself is not

specifically illegal. the problem was cohen paid daniels, and then trump paid cohen back, but claimed this as a business expense for legal consulting, when it was allegedly hush money, not legal consulting. misrepresenting expenses is a crime. costello testifies today and is going to have his work cut out for him. >> a grand jury makes its determination of probable cause, that's just more likely than not that a crime was committed. 51%. it's a pretty low burden. so robert costello is going to have to have some really compelling testimony if the grand jury is going to think about reconsidering, if they're leaning toward indicting. >> trump claims he'll be arrested tomorrow. arrest is a semantic. if he's indicted, he'll be asked to turn himself in for processing, not an arrest like you would see on a tv show.

trump has asked for protests if he's indicted. here is house leader kevin mccarthy trying to explain that. >> i don't think people should protest this, no. and i think president trump, if you talk to him, he doesn't believe that, either. i mean, i think the thing that you may misinterpret when president trump talks, when someone says that they can protest, he's probably referring to the tweet, educate people about what's going on. he's not talking in a harmful way. >> if president trump were indicted, it would be the first time a former president was indicted in all of history. but the manhattan case is only one of four major investigations against trump. really this is the smallest of his legal problems. there's also the investigation into his interference into vote counting in georgia, his alleged obstruction of justice into the investigation in the confidential documents, and his

we take a live look outside. this is the bay bridge toll plaza. mike is going to get to that in just a bit. i want to talk about the weather today, because what we aren't experiencing is rain this morning. >> so far it's been mostly dry. we had a couple of light, scattered showers through the weekend. aside from that, the intensity is expected to make its move in late tonight and this is where it is right now. we're starting to see some of that rain develop just off the coast and through central and also southern california. that means travel through the grapevine could be a little tricky, especially through the frazier park stretch. you can see the rain coming down in monterey and center snow as well. the winter storm watches will go into effect starting tomorrow, along with wind advisories. right now is your time to prepare. we've got calm wind speeds, a little breeze coming through oakland, napa, 10, 15 miles per hour.

morning hours the rain will kick up and winds will be a rain focus of areas for concern. right now we're calm, but this is going to get gusty. let's talk about the timing. notice i took this through about 11:00 tonight, we saw a little bit of light scattered activity. aside from that, most of this will be cloud cover. the winds will ramp up just as the system pushes through. notice it says 7:00 a.m., so between the midnight hour and around 8:00 a.m. during your morning commute is when we could see light to moderate pockets of rain. it does look like it will move out quickly, the heaviest of the rain. notice through the afternoon it clears out little bit. we get peeks of sunshine and it ramps up around 10:30 p.m. so timing-wise, the morning commute looks to be the most impacted as far as the intensity of the rain. rainfall totals will be the highest in the north bay mountains, the santa cruz mountains, but as the system passes through, we get gusty winds. a wind advisory will definitely
