35,000 east bay students. >> new anxieties in the banking crisis. is your money safe? scott mcgrew is breaking down the things you need to know regarding your bank account. this is "today in the bay," streaming live on roku, xumo, and online. it's monday morning. and we are here ready to get the day started. i'm marcus washington. >> i'm laura garcia. we are also talking about the first day of spring. happy persian new year as well. we're starting with spring. but it's not going to feel like it, at least tomorrow. >> today it will be nice for the most part, we'll get a little cloud cover. then, you're right, the rain will make it feel more like it's still winter lingering on. here is the reason why. what to expect. well, mostly dry today, enjoy it, prepare for what's to come. overnight into tomorrow morning, tuesday morning, the rain and the wind will begin to ramp up, 20 to 40-mile-per-hour winds, wind advisories will kick in and the atmospheric river we've been

monitoring is going to bring the potential for just a little over an inch for the mountain areas and most of the bay area, about a quarter to an inch and a half. so as this moves out, another area we'll be monitoring will be the sierra, because we've got more snow expected, also winter storm watches will be in effect as well, gusty conditions, especially for some of the higher ridges. and the rain could turn to snow as well into some of the higher peaks. as far as your traffic commute, let's get a check of that with mike. we're looking toward the san mateo bridge live shot, eastbound, typical lighter direction. top of the screen, you can make out the slower drive on the high-rise, reports of a disabled truck. it may be a crude truck and that's why we have slowing right now on the high-rise itself. hopefully we can get a bridge crew quickly and clear that. there is a service lane which should allow folks to get by. we're looking at no major

backups for the rest of the bay, but the san mateo bridge we're watching. >> thanks, mike. moving you forward this morning on bay area covid response and protocols are about to change in one school district. not only that, but for health care workers across the bay area. >> "today in the bay's" kris sanchez joins us with what we need to know. >> this is going to affect a lot of people, 1.7 million california health care workers and also 36,000 students in oakland. we know the families make that number even bigger. as of today, oakland unified is aligning its covid guidelines with cdc guidelines and that means kids can return to school six days after their positive test. they do not have to test to return so long as they no longer feel sick. however, they do need to mask through day ten. the district is asking families to isolate kids and to also mask up when they're in high-risk situations like travel or

gatherings. and spring break is coming up, so the district is taking preemptive steps and will be sending tests home with the students. >> things have certainly changed, but covid is still a thing. what about the guidelines, are they different for staff from students? >> so teachers and staff, their guidelines are set by different agencies. so teachers and staff have to test negative in order to return to campus, but like the kids, they do have to mask through the day ten and the reason is that staff guidelines are set by cal osha, the students follow the cdc guidelines. >> big changes are coming for california health care workers as well. >> and there are a lot of health care workers. the changes are coming in about two weeks. they are related to masks and vaccines. as of april 3rd, no masks or vaccines are required for health care workers, patients, visitors, as well, it will apply

to hospitals, dentist and doctors' offices as well. masks and vaccines will no longer be required at prisons, shelters for the unhoused, and then at the warming or cooling centers when they pop up. so things are going to feel very different. however, they still can require masks when they see fit. >> which makes sense. and if you feel like you're going to be around a vulnerable person, you could be respectful as well. what a long way we've come from when we were in the thick of it. >> three years ago, right? i was standing in front of that costco store talking about toilet paper and here we are today. >> and we had the covid crisis center. >> we've come a long way. >> we're all here. now go sanitize. a lot of cleaning. thank you, kris. still no response this morning from the oakland schools, following a threat by high school teachers to hold a one-day strike this friday. teachers at oakland high school are organizing the walkout citing frustration in recent contract talks and they also say they've been working without a contract since last fall and that this walkout will not be an official union action. teachers say the strike will impact several high schools. >> one san francisco leader is promising a big security boost starting today. this is following a recent surge in violence at a popular shopping mall. clips are being posted online that show young people fighting at stonestown mall. retail workers say it's mostly involving juveniles. and happening more frequently when those nearby schools are on half days. one city supervisor says that she really is hearing a lot of

concern from parents about what's going on here. >> this has been shared on instagram live, folks watch the video and they like it and get more followers. and i wonder if some of that is not what's propelling kids to go to the mall and try to be part of the action. >> starting today, police and mall security plan to increase patrols. the supervisor is calling for more investment in after-school programs. 6:06 right now. going into the weekend it seems like the worldwide banking crisis had been tamed. >> scott mcgrew, there's more anxiety this morning. >> there is. the latest is the bank ubs has purchased credit suisse as part of a way to get that bank in europe back into financial shape. here at home, shares in san francisco-based first republic down, even after four big banks came to first republic's rescue late last week. and of course then there's the one that set it all off, silicon valley bank. deposits are protected by the

federal government, so customers are safe there. but we just confirmed with the fdic it has still not been able to sell silicon valley bank to a bigger bank. >> the original offer to purchase the entire bank may not work out, so now on the table is a purchase of a private bank portion of the silicon valley bank. so that's probably the most lucrative asset within the bank group. >> the "wall street journal" reports this morning the federal reserve, which also supervises the bank, had warned silicon valley bank many months ago about its risk model. the health of all of these smaller regional banks is a big worry for washington and our financial system. if you're a regular depositor, somebody with less than a

quarter million dollars in the bank, this is going to be a big picture worry for you, because we all care about the broader economy. but this is not a your money worry. your money is safe and guaranteed by the government. now, many of these troubles started with the interest rate hikes and it's bad timing because the fed will start tomorrow to talk about more interest rate hikes. we'll get a decision on wednesday. now, the fed wanted to make it harder for banks to tend, so the economy would slow down. they've done that probably more, marcus, than they really intended. >> good to know. thank you. 6:08 right now, and let's take a live look at palisades tahoe this morning. look at that. all that wind blowing the snow around the area. scientists are talking for the first time about one new study meant to learn more about how microplastics ended up in our water supply. the focus is on the center snowpack, which early samples

indicate do contain traces of microplastics. researchers want to know how this ended up there. >> what we think is happening is it's known that some pollutants can actually be deposited with the snow as the snow falls, so essentially it collects pollutants like microplastics. >> searchers say that study will take another three years to complete and any answer will just be one piece of a larger puzzle here. as for the snowpack, meteorologist vianey arana is tracking this year's near record level, and we're talking a lot of snow up there. >> we are. and microplastics, aside from greenhouse gas emissions is one of the biggest offenders to our planet. look at these numbers. 222% of statewide average, the reason why april 1st average matters is because that's when typically we see the snow peak

and then during the spring is when it begins to melt, replenishing our reservoirs, which right now are very well replenished from the most recent storms. it flows through our creeks and rivers. we're going to be doing pretty good with the snowpack even into this week because here is what we've got in store. additional snowfall out of the system we're tracking moving into tonight, tomorrow, it will be about 11 to 12 inches for areas above 7,000 feet, and the winter storm watch does go into effect starting tomorrow. that's going to be in place through wednesday. the gusty conditions, especially for the ridges, are going to be concerning, 70 plus. but also that snow may turn to rain below the 6,500 feet mark. that's when the avalanche warnings play a big role, flooding concerns around such a plentiful snowpack, and think about the snow load on some of the rooftops. that's a cause for concern,

potentially structural damage could be an area we have to monitor. and this next storm system is also going to be kicking up the wind. i'll take you through the timing in a few minutes. let's check in on gas prices with mike. >> checking all around the bay through our friends with gas buddy and we're looking at nothing really great. we have the lowest in the north bay, hq fuels on shoreline highway, $4.19 a gallon. nothing in the north bay that's below that. south bay's best is better than that by a couple of cents, great gas in cupertino, $4.17. alameda county is the only county with anything below $4, in fact, in the bay area, dublin's exxon, great by comparison to all the others at $3.85. we're looking toward the rest of the bay. we're looking at good speed sensors but slowing across the san mateo bridge. there is a disabled vehicle reported somewhere around the high-rise. we'll take a look with our camera. i removed the banner, it's

it is 6:15 right now. 43 degrees in los gatos. 50s in san jose. it is going to be a cool and comfortable day. you'll notice the clouds and then the winds will come after that. we'll talk about the wind advisories, storm watches for the sierra, what to expect coming up. you know we had the crash activity right here at the off ramp after blocking all lanes on the eastshore freeway. that was very early on in the show. the off ramp is clear, and so is

the activity on frontage road. the bay bridge approach coming off of westbound 80 moves more smoothly. happening now, check our freezers before you make breakfast this morning. scenic fruit company is recalling various frozen fruit products and this is due to the risk of hepatitis contamination. the recall impacts trader joe's frozen organic tropical fruit blend. in california, simple nature organic frozen strawberries are also under recall. the cdc has confirmed three hepatitis a cases with two more suspected infections in washington. all are tied to frozen strawberries. the company says people who may have consumed the recalled products should consult a health care professional. >> as for your breakfast, eggs, skyrocketing costs are forcing discount retailer dollar tree to halt sales after the recent record prices due to the ongoing

bird flu. while prices are starting to stabilize, right now the store says eggs will not roll back into the stores before fall. the chain has increasingly turned to go-to grocery destination for cash-strapped shoppers. twitter users risk losing access to their accounts today. the social media giant is taking by two-factor authentification for those not subscribed to twitter blue. it requires you to enter a code when you log in. twitter may lock users out of their accounts if they have not disabled the option by today. well, 6:17 right now, and trending this morning, if you want to move somewhere if you will be happy, listen to this story. >> the world happiness report breaks down the happiest countries in the world. coming in at number one, finland for the sixth year in a row. denmark, ice land, israel and

the netherlands round out the top five. the rankings are based on poll data asking people to evaluate their lives and the amount of positive and negative emotions they feel. the u.s. comes in at 15th. >> i like how we had to throw it in there. >> at least we're in the top 20. happiness is wherever you make it. >> there we go. the rain brought us happiness with the update in the drought monitor, which is huge. but the impacts from it, understandably so, have us frustrated when it comes to winds, power outages and all of that. we've got some lights in the form of spring, sunshine at the end of this week. let's get through tuesday and i think we'll be okay heading into friday and saturday. so let's talk san jose right now. beautiful start so far. it is a little cloudy. cool so far. but we're going to be seeing if the temperatures are going to be slightly cooler than yesterday. it is a cooler system.

you'll notice temperatures will max out in the upper 50s. compared to this weekend we did enjoy some upper 60s, especially on saturday. it was really pleasant, a little bit of showers overnight saturday and sunday, aside from that things were go. wind speeds are calm, a little breezy through oakland, novato. but that will change and the winds do have me concerned, especially if you live in the santa cruz mountain area, the ben lomond stretch, 50 plus-mile-per-hour wind potential. that could mean more downed tries. we know how highway 17 has been impacted in the past. the highlighted areas that you see here in the orange are the ones expected to see the gusty winds. by 11:30 tonight, the increase in cloud cover will be significant, noticeable, light shower activity overnight, so midnight through 7:30. you'll notice some heavier

pockets at times, move through the north bay. and then a wintery mix as well. so what that means is we could see some lower elevation snow, once again, in our north bay peaks. it's looking like the model runs show the possibility because it is a colder system, and also rainfall totals so far seem to be the highest for the santa cruz area, also through the north bay as well. we'll get some pockets of breaks in between tomorrow once we get the heaviest rain in the morning and then it kicks up by about 11:00 p.m. on the news hour, about 10:00 or 11:00, through san rafael. and then scattered shower activity through wednesday morning. wednesday morning we'll wake up to rain as well and rain totals right now so far, anywhere from about an inch to 3 inches for the santa rosa area, san rafael. notice the green, a lot of that about a quarter to just a little under half an inch for most of the bay area. seven-day forecast, let's talk

about that, sunshine at the end of the workweek. once we get past this rainy tuesday, we'll have a little rain wednesday, thursday and friday will be a welcome sight. then we'll start to dip down into the 30s as we see the skies begin to clear. let's check in with mike. >> the san mateo bridge, you see the flashing lights there just behind the pole. that is the crew, i believe, that arrived. chp has at least one crew on scene. i don't know if the bridge crew has gotten there. thank goodness we have the service lane. so traffic is slower on the high-rise and the approach but not dramatically slow as we might expect. we do have the buildup and garage slowing along the flat section, so, again, the dumbarton bridge, westbound 84, is moving much more smoothly. a little disturbance toward the toll plaza, but i think that may be the toll plaza itself. we're going to follow that.

>> let's get to the weekend. i agree, though. we do have some warmer temperatures on the way. san jose right now, we have cloudy conditions and let's get to your current temperatures out the door, we are in the 40s to start. and here is what we can expect today and tomorrow. before we get to the weekend, we've got to get through the atmospheric river. unfortunately, it is going to kick up gusty winds right in the middle of your morning commute. so that's going to be sort of a tough transition to go from such a pleasant weekend to rain. winter storm watches will be in effect for the sierra through wednesday morning. and then looking ahead at the seven-day forecast, we do welcome some spring sunshine, and i will have a closer look at your extended forecast and exactly what to expect in a few minutes. this is what to expect on the san mateo bridge. follow the taillights across over to here, flashing lights right there. that's the crew that's still trying to take care of this. i'll give you a closer look. it's 12,000 pounds of a food truck that has to be cleared.

it's intact, they just need probably a bigger tow truck. so we may see more delays across the san mateo bridge. we see it building on the flat section. you see the travel time slowing as you build, you see the slowing extending across the flat section of 84, the dumbarton bridge is clearly the choice if you're traveling east to west across the peninsula. a smoother flow on 84 as we look at the bay bridge, getting out of oakland is the problem. back to you. >> thank you so much. just into our newsroom, fire crews are on the scene right now of a one-alarm fire at a six-story apartment building in san francisco. this is along ellis street, not too far from union scare. this is video of the flames posted on citizen app. crews say no one is hurt and the fire is now contained. it is still unknown if anyone will be displaced. new details this morning in a deadly accident in the east bay.

one person died, another in the hospital after being struck by a car alongside interstate 580. "today in the bay's" bob redell joins us live in livermore this morning. bob, what are investigators telling you, anything about the victims? >> reporter: a little bit, yes. good morning. off camera chp tells us that the two pedestrians who were hit and one of them being killed, had been in an uber prior to the collision and it's not clear to us why they got out of that uber just off of 580 last night. we are looking for clarification from chp on that. this did happen around 9:30 last night on the westbound 580 off ramp to is isabel avenue. this is after both people exited their uber on the off ramp. they were hit by at least one other vehicle. one of the uber passengers died at the scene, the other one was hurt, taken to the hospital. their condition is unknown. it's not clear if the uber driver was on the scene at the

time of the collision or if that person had already left. as you can see, the off ramp was shut down for some time last night, but it has reopened in time for this morning's commute. reporting live in livermore, bob redell, "today in the bay." >> so sad. bob, thank you so much for that. 6:34 right now. san francisco police are investigating a shooting on board a muni bus that happened last night on mission near 13th street. police say one man was shot. so far, there's no update on his condition. this is muni's second violent incident in one week. last monday, police say a 12-year-old stabbed a juvenile during a fight between two groups of young people. starting today, b.a.r.t. beefs up its police presence at stations on onboard trains. it comes in response to recent safety related issues. last week leerz promised up to 18 additional patrols on each shift. b.a.r.t. is also trying to add

more crisis intervention specialists, ambassadors and fare inspection officers. happening today, the alleged mastermind in the kidnapping of a south bay baby is scheduled to be sentenced. last august ramirez and portillo pleaded no contest to the april kidnapping of the 3 month old baby brandon in san jose. security video shows portillo walking off with the baby in his car seat. police later found the baby safe after a tense 24 hours or so. ramirez is being sentenced today and faces up to 14 years in prison. it's 6:35 right now, and one of donald trump's defenders is expected to testify today before a manhattan grand jury. >> former president trump claims that he's going to be arrested as soon as tomorrow. >> yeah, tuesday. good morning. the testimony today seems to be an attempt to head that off. the person who is going to testify on behalf of trump, robert costello, used to work with trump's former lawyer, michael cohen. cohen you probably know well. he went from trump's right-hand man to one of the prosecution's

favorite witnesses, spilling the beans about money payments made to adult film actress stormy daniels, who claimed she had an affair with trump. now, that itself is not specifically illegal. the problem was cohen paid daniels and then trump paid cohen back, but he claimed it, rather, as a business expense or legal consulting, when really it was alleged hush money, not illegal consulting. misrepresenting financial expenses is a crime. costello, who testifies today behind closed doors on behalf of trump, will have his work cut out for him. >> a grand jury makes its determination of probable cause, that's just more likely than not that a crime was committed. 51%. it's a pretty low burden. so robert costello is going to have to have some really compelling testimony if the grand jury is going to think

about reconsidering, if they're leaning toward inditing. >> trump claims he'll be arrested tomorrow. it's a semantic. if he's indicted, he'll be asked to turn himself in for processing. it might not be like an arrest you would see on a tv show. trump has asked for protests if he's indicted. here is house leader kevin mccarthy trying to explain that. >> i don't think people should protest this, no. and i think president trump, if you talk to him, he doesn't believe that, either. i think the thing that you may misinterpret when president trump talks, when someone says that they can protest, he's probably referring to tweet, educate people about what's going on. he's not talking in a harmful way. >> if president trump were indicted, it would be the first time a former president was indicted in history. but the manhattan case is only one of four major investigations against trump and really is the smallest of his legal problems. there's also the investigation into his interference in the

vote counting in georgia, his alleged obstruction into the investigation into confidential documents, and his role in inspiring the january 6th attack on the u.s. capitol. nbc will, of course, be covering any developments this week from the grand jury. >> thanks, scott. 6:38 right now. demolition of the iconic ship wreck pier begins today. the pier was severely damaged by those storms back in late december and early january. engineers determined that there's no way to salvage what is left. the demolition is expected to take six weeks and will leave no visible portion of the pier. now, the ship will remain untouched. some help is on the way for those who need it in the flood-stricken town of pajaro. yesterday people came together to help evacuees who are still out of their homes following the levee break more than a week

ago. some are living in their cars. monterey county leaders want them to know shelters are open and available. >> we want to serve the needs of the people so they can come to any of our shelters without any trepidation whatsoever. they'll be greeted by compassionate people who care and who want to help. >> the donated food included 300 hot sandwiches contributed by a local business owner and a group of watsonville women provided homemade meals. >> good thing we've been having a little letup with the rain across the bay area, especially over the weekend. the rain is expected to come back? >> it is. and you're going to also see the return of gusty winds, which can get problematic as we've seen in the past when it comes to power outages. folks are barely recovering from that and also downed trees. we are right now in the 40s and 50s. this is a colder storm, so daytime highs will be a lot cooler than what we saw this weekend, in the upper 60s.

today 59 degrees in san jose, dublin 56, mill valley 52 by about 3:30. then you'll start to notice the increased cloud cover. look at that. about 11:30, we see the line of showers roll in and then i talked about the winds. really it's the overnight push that comes into play. i also am starting to notice a little bit of a wintery mix for some of the higher peaks that could mean some lower elevation snow for parts of the north bay. light to moderate downpours through the morning commute and gusty winds will really start to ramp up into tomorrow morning. let's get a check of the roads. >> we're looking at oakland where chp does not have anything going on. we've spotted this on our live camera. i believe it might be the high street off ramp that is closed. i don't see any taillights exiting. i just see flashing lights. so if you do have to pass by high street, if you're traveling through this section past the coliseum, 29th will be your next

exit. i do see a little slowing on 880. or international boulevard, a city street. use caution. the rest of the bay shows a pretty typical pattern, but the metering lights were turned on early because of a backup and early crash that cleared from berkeley early on. that sort of set the tone. this backup continue to say grow on the san mateo bridge. avoid the san mateo bridge now, west 92 is not your way to the peninsula if you're in this area. head south down toward the dumbarton bridge. you see a little slowing for the nimitz. much better travel time. the san mateo bridge, the disabled vehicle, the crews are still there, flashing lights are still there. it's a disabled food truck and they need to get the right strength tow truck to clear that from the bridge. right now there's still one lane blocked and a distraction. back to you. >> thanks, mike. 6:41 right now. trying to clear his name. all new this morning, the son of convicted murderer alex

it is 6:46. we've been tracking thousands upon thousands of layoffs for weeks now. if you lose your job, there are steps you can take to help navigate that situation. we spoke to betsy kauffman, an author and founder of an organizational firm called cross impact collaborative. she says don't panic, start to take inventory of your skills and kauffman recommends letting your potential employers know that you've been laid off. >> i think we are all aware of all these big layoffs and we know that it's not about you personally, these are business decisions being made. when you let your network know you're open to work, you'll be very surprised as a number of people will reach out to you, share your information, potentially send you good job offerings. >> kauffman also says it's important to be open to all

degrees colder right now. what's going to happen is we're going to see the increase in cloud cover. i want to take you through the hourly because this isn't going to impact us in the way of rain until overnight. most of the day will be dry. this is around midnight. widespread cloud cover. and this is what moves in into the morning commute at around 8:00 a.m. i am starting to notice the instability associated with the system, it could pop up the chance for thunderstorm activity as well heading into tomorrow. so it will be quite an eventful morning commute through here. we do get some areas of rain shadowing. then we see it become more scattered and then it picks up again around 10:00, we see the showers move in again. a little more focused through morgan hill, the gilroy area. the wind associated with the system will be concerning. there is a wind advisory that will be in effect starting tomorrow at 7:00. rain totals, we've been looking

at this closely as well because it looks like this atmospheric river is a little more focused toward southern california and central california. we're still going to see some of the impacts. notice through the north bay, santa cruz mountains, higher totals. a little over an inch for most, under an inch for the rest of the bay area. wind-wise, this is at around 2:30, san francisco 36 plus, livermore 27 plus. it will be gusty especially in some of the higher peaks and through the santa cruz mountain area, which is the reason why that stretch through santa cruz, livermore, down through morgan hill and gilroy will be under a wind advisory. not everybody will be under the wind advisory. where we will see gusty winds we could see upwards of 50 plus miles per hour. that brings the threat for more downed trees and a potential threat for more power outages. heading into thursday and friday we dry out. wednesday we still see shower activity early in the morning,

maybe scattered through the first half of the day, before we see the next weekend make its arrival. daytime highs will start to warm up, but as the skies clear we see overnight lows getting a little colder into the weekend. at least we'll be catching a break that extends beyond just the one-day pause to now a four-day stretch into the first weekend of spring. let's get a check of the roads. >> we have one big problem right now, the san mateo bridge. it's jammed up across. it's going to get a little worse because i did see a tow truck traveling across the service lane. once it gets near the crash itself over here, it's going to have to cross over the freeway to get to the other side, to the right side of the roadway where it looks like the crash has happened. so the truck there is stuck in the fast lane -- sorry, in the slow lane, and that's got all lanes backed up to the toll plaza itself. use the dumbarton bridge, a much better alternate. traffic is light on the nimitz,

it's 6:58 this morning. we are moving you forward with a look at the top stories on "today in the bay," including a deadly accident in the east bay. >> sadly, one person died, another in the hospital, after being struck alongside interstate 580 in livermore. investigators off camera tell us two pedestrians were in an uber and, for some reason, exited the vehicle. that's when they were hit by at least one other vehicle. no word on the condition of the injured. it's not clear if the uber driver was still at the scene at the time of the collision. >> starting today, police and mall security plan to increase patrols following a recent surge in violence at stonestown mall. clips like these are seen online. they've been posted, people showing young people fighting at

those malls. retail workers say most involve juveniles and happen more frequently with those nearby schools are on half days. >> oakland unified moving forward, making some changes to its covid guidelines starting today. the district says the regulations will be in line with cdc recommendations. students testing positive for covid still have to stay home for five days, but they don't need a negative test to come back to school. now, they'll need a negative test if they want to stop masking. students who test positive must mask for ten days after a positive test unless they test negative two days in a row. a light ryan jacket? >> it depends how late you're going to be out. the heavy rain moves in tuesday morning. you might catch a sprinkle or two today, but mostly cloudy. the rain and wind into the early morning commute will definitely be problematic. hopefully people will be safe on the roads.
