morning, while the brunt may miss. >> we are also monitoring a possible hot spot for commuters after part of a retaining wall slides down an embankment. the impact this may have on your drive. this is "today in the bay," stretching live on roku, zumu, and online. 4:30 on your tuesday morning. thanks for starting your morning with us. i'm laura garcia. >> and i'm marcus washington. the winds from the oncoming bay area storm may pack a punch. >> more rain is expected to fall in areas saturated from the spring of winter storms. let's check in with meteorologist vianey arana. >> we are going to be seeing rain and also wind. the wind will be my biggest concern as we are expecting to see gusty conditions, upwards of 60 plus miles per hour. i want to show you where the majority of the system is. notice, here we are, northern california, and you can see down

through southern california, they still have a bit of that moisture tapped. it looks like we will not be the ones getting the impact of that atmospheric river. l.a. will be dealing with flooding concerns through the the afternoon, and high rain rates per hour. as far as we go, we're going to sort of get more of the storm low pressure system that's still going to bring rain but the wind will start to howl and kick up into the afternoon. you can see where some of the rain is already starting to move in, monterey, we do have light rain that's beginning to move into santa rosa, san rafael, light rain into san francisco. it's beginning to now make its approach into san jose, and the santa cruz mountains will be on deck. rain totals, let's take a closer look. we'r expected to see a decent amount of rain specifically for the santa cruz mountains. because this is more of a southward based system, the santa cruz mountains will become a bulls eye in the next two to

three hours, and we could see over 3 inches at one point in me of the higher elevations. the rest of the bay area will see less. the high wind warnings will go into effect, gusty conditions. first, let's go ahead and check with mike. >> though there's not as much rain as you might have anticipated, assuring us we're going to have wet roads which we do here. the road weather index shows the green. it shows the green through the views mountains. that will push in towards gill ray, 101, highway 17, watching for issues with rain and wind. overnight, a closure for northbound 680 and that will pick up right around 5:00, usually after 5:00 for northbound 680. 580 getting away from us. there is an issue on eastbound getting out of the area. the commute westbound comes in, and we'll talk about that road slip, the hillside slip there coming up in just a couple of minutes. we're looking over here toward

the rest of the roadways through contra costa county, alameda county, and into the north bay. no major issues. the rain coming through will mean wet roads, plan ahead, you're going to slow speeds, though it may not be a dramatic rainfall, it will be slick and affect your braking and traction, and affect your visibility. make sure the windshields are in good shape. back to you. >> thank you very much. we have a live look in san jose this morning. we're awaiting the rain. the south bay, the santa cruz mountains, which vianey mentioned will experience the greatest impact from the storm. residents there say they pretty much had their fill of storms this rainy season. not only are many dealing with storm damage, some residents are growing tired of the constant humming of generators due to long-term power outages from falling trees. one person who lives in the area says the constant refilling of her propane tank is costly. >> it's gone into like 12 grand for us. >> wow. >> and it hasn't finished yet.

morning. looks like folks are making their way into the city by the bay. san francisco this morning, as we take a live look at the bay bridge toll plaza. dry right now, but yet another

storm is headed our way. vianey is tracking is all. i brought the umbrella actually into the building today. >> get your umbrella. >> he's a thrill seeker. >> let's talk about that rain. >> you know, the umbrella might be your enemy with the wind. keeps flying away with the umbrella. maybe just like a little poncho vibe or something. >> very good. i left that at home, so. >> we'll be okay. we're going to get through this, you guys. i promise. we have a look at satellite and radar and this is where the rain is now. now, remember leading up to this storm, we had been talking about that atmospheric river and its focus and emphasis and a lot of it was lining up south and central california based. that's what it's looking like this morning. the brunt of the storm is really over southern california. they're going to be dealing with a lot of flooding concerns. high rain rates per hour, but we're still going to see some storm impacts here in the bay area as well. notice we do have satellite and

radar moving in. rain through monterey, san francisco, but by pop up, our mobile doppler radar storm range er, moving in through parts of concord as well. as i zoom this out a little bit in through the interior, fremont starting to get rain. san jose starting to get rain as well, and the timing of this, let's look at the timing. so i took this to about 6:00 a.m., 4:47. you'll notice widespread, so light to moderate by 6:00 a.m. everyone is going to be seeing rain. but if i put this forward to about 8:00 a.m., we start to see more focus between 6:30 and 8:00 a.m. in the south portion. we're talking santa cruz mountains. notice the yellow, that's more of a bull's eye, we'll start to see the rain rates ramp up for the santa cruz mountains, and then by about 12:00, notice we get more of a scattered feel. what's going to happen after that as the front sweeps through, we're going to see the winds ramp up. we're not going to be in the

clear even though it's scattered. by 10:00, we get another round of activity that starts to pop up, especially for the southern areas. the north bay is actually going to see probably less rain, santa cruz, more rain, as far as mountains go. right now, wind speeds are calm. this is going to change. a wind advisory and high wind warning is in effect where you see the red areas. that includes the santa cruz mountains. that's where there's a high wind warning. gusts could reach upwards of 60 plus miles per hour. wherever we see the orange color, that means the potential for downed trees, and yes, more power outages. if you look at the timing here at 12:00, the lines are bright for when the storm passes through. we're talking about as that storm passes through, right behind it, you can see the winds begin to gust, 43 plus in san francisco. 34 in livermore, san jose, 26 plus, and then it stays windy all day long. so we're going to feel this impact through about 5:00, even i took this through about 10:00, and you'll notice it's still going to be pretty gusty,

tonight into the early morning hours as the remainder of this system works to clear through. so that means that on thursday, we do get, well, actually, i'm sorry, that is incorrect sen-day forecast. don't worry, the weekend is going to be nice. the winds are going to be a factor for today. i'll make sure to look through that and pop up the correct graphic coming up. so talking about that rain coming in about the time my kids are going to school. i did remind them, ms. vianey said you're going to need that umbrella. that's a note if you drive as well. they're going to move backwards on the northbound side. you see them coming towards us, managed by folks around in the area, auxiliary crew, that will result in slower sensors across the northbound side. we're looking at these sensors, the road weather index, definitely along the peninsula and the south bay, the rain will be an issue for your drive as well as you get past the area. this coming into the area.

it's westbound 580. that's a typical build, about 30 miles per hour, in the altamont pass. it's eastbound, where we have the lane closed because of that crack, and then of course the landslide. one lane is closed eastbound, and bob is out there, bob redell is going to tell us more about what's going on for that area into the altamont pass and livermore. there's the slower drive we expect for the south bay. where there's going to be much more activity. already we're showing that puddling and ponding registering on the road weather index. this story, i never thought i would have to be talking about, in the east bay, mail carriers have become a popular target for thieves. the post office says it needs help to make it stop. here's "today in the bay's" jodi hernandez. >> you're looking at video of a suspect investigators believe is using stolen postal keys to steal people's mail. all part of an alarming and growing trend in oakland. >> i've seen a lot in the city of oakland over 22 years. i have never seen it this bad.

>> the u.s. postal service says mail carriers are getting robbed and assaulted at a shocking rate. they say the number of attacks on bay area mail carriers has doubled over the last two years, with most of the cases taking place in oakland. >> the locks being shot out of the lovs and people carrying guns and in our letter carrier's faces. it's bad. >> we take this seriously and there's no more important petition. >> the postmaster has sent out letters to everyone in oakland and emeryville asking for the public's help. they want folks to report suspicious activity and help watch out for people who may be looking to rob your mail carrier. >> please watch for signs your carrier may be in danger while in your neighborhood. please share any evidence or information you have. >> i hope the mail carriers are safe. i'm praying for them. >> this woman went to the post office to get her mail rerouted
