meteorologist vianey arana is tracking what we can expect this morning. right now, vianey, only lingering showers. >> we still have activity but the weather pattern will settle down as we head into the afternoon and into the evening. but i do want to show you, we're seeing pretty good rotation. what happens is as this rotates it actually feeds in the moisture. so we can expect to keep that rain pretty much through the first half of our morning. stormranger right now, mobile doppler radar, scanning the skies in san carlos, san jose, livermore, pretty widespread through fairfield as well. down through the santa cruz mountains. now, if you live south of the golden gate bridge, it will be a lot slower to clear. we have rain activity that's going to linger, especially for the mountains. here is a closer look at what to expect. we will see breezy to windy conditions, but nowhere near as gusty as yesterday. the gusty winds and the wind warnings have expired as the storm begins to move out.

looking ahead, we do have a break, but a second storm in our seven-day forecast and i'll take you through the timing coming up in a few minutes. let's check in with mike. >> we still have the closure for two lanes on eastbound 580, getting out of the area toward the altamont pass and that won't clear for some time. but we're looking at the commute coming in and, listen up early commuters, if you're coming from the altamont pass, you take 580 and plan on cutting through 84, right now you cannot. it is closed just shy of 680. both directions are closed. so you'll use the dublin interchange. for folks traveling toward 580, you can go over here and use bernal or stanley, but you cannot access from this portion of highway 84 because of a crash. there's a k rail that has to be moved, a double tanker that has to be righted. i'm watching for updates on progress but there have been

none in the last few minutes. down here, there's some flooding that was reported overnight, 280, crews are still there. they're actually stationed around and do watch for standing water, even though the rain is easing off, of course there's still standing water. back to you. developing this morning, new damage from this latest storm, as it starts to move out of the bay area. new video showing major cleanup in some neighborhoods. >> the storm delivered another dose of downed trees, fallen power lines and flooding. "today in the bay's" bob redell is live for us in one east bay neighborhood that could use a break right now. >> reporter: marcus and laura, we're here in san pablo where there was flooding overnight. you can see the public works put out signs, but the water has obviously subsided. this was flooding from nearby wildcat creek that started overflowing because there was so much rain and some of the areas

that were flooded were on manor drive and there was a grocery outlet not too far, a half mile, maybe a mile from here, where the parking lot also flooded. this is video from around 1:00 last night. and according to the photographer on the scene, they said the contra costa fire was out here, but they said there was nothing they could do and there was also a question of whether or not maybe there's some debris that was causing the creek to overflow and cause this flooding. we don't know of any damage, as far as we know. you'll recall yesterday the high winds we saw, especially in the evening. this is video from walnut creek where a large tree fell down onto a car driving down stanley dollar drive around 7:00 last night and we know one man died. he was the passenger. the driver, a woman, had minor

injuries. and then also in the east bay, two people had to be rescued after a tree crushed a pickup truck. the tree fell on the truck. alameda county fire tweeted this video, a large eucalyptus tree fell on the truck and firefighters were able to work quickly to pull the driver to safety and rushed them to the hospital. both people are expected to be okay. reporting live in san pad row, bob redell, "today in the bay." first responders were called to the scene of a double rollover crash overnight on northbound 280 in pacifica a little after midnight. no word on any injuries or the cause. the firefighters also posted a reminder to slow down on wet roads. happening today, a status hearing in the federal case against the man accused of a violent attack at the home of former house speaker nancy pelosi. it happened last fall in san francisco's pacific heights. her husband, paul pelosi, suffered serious injuries.

she was not home at the time of the attack. investigators say the suspect, david depape, used to hammer to strike paul pelosi in the head. he pleaded not guilty to both state and federal charges. a follow-up in san francisco where the police department is set to believe what some believe is critical new funding. supervisor approved an additional $25 million to cover police overtime pay. mayor london breed argued it was absolutely necessary to keep more officers on the streets. supervisors also approved a lifting of the hiring freeze, allowing for the deployment of police ambassadors and more police academy classes. the mayor calls it the start of a long-term plan to address the city's spike in crime and the explosion of open-air drug markets. supervisors also moved forward with reparations plans for african americans. it includes a proposed $50 million in seed money. the board is still weighing dozens of ideas outlined earlier

this year by an outside committee. the proposals include a $5 million payment to each eligible black adult. the final committee report is due in june. in a matter of hours, we will find out whether the federal reserve will raise interest rates once again. that decision comes amid mixed signals about the economy, including recent banking failures, including silicon valley bank. "today in the bay's" brie jackson is live in washington this morning. i know the fed, they have a lot to deal with here, juggling a lot, especially with interest rates. >> reporter: yeah, it's a tough balancing act. good morning, marcus. well, we've already seen eight interest rate hikes by the fed in the past eight months, and further complicating their decision today is the increasing concern, the recent concern about the u.s. banking system. >> again, it kicked me back out. >> reporter: fighting inflation and containing a banking crisis. two factors playing a key role in the federal reserve's

decision on interest rates. earlier this month, fed chair jerome powell suggested more aggressive hikes could come. >> the process of getting inflation back down to 2% has a long way to go and is likely to be bumpy. >> reporter: increasing rates have sent americans on a roller coaster ride. >> it trickles to consumers through higher borrowing costs. >> reporter: we're also seeing the effects on the u.s. housing market. according to recent data from the national association of realtors, sales of previously owned homes jumped 14.5% last month. that's the first monthly gain in a year. >> the volatility that we actually have has made interest rates and the mortgage market decline. >> reporter: some experts predict the fed could increase rates by a quarter point or more today. others expect the central bank to hit the pause button following the collapse of multiple u.s. banks. >> why are we having a banking

crisis? because government spent too much and created inflation. >> reporter: the biden administration has taken steps to safeguard the banking system. >> the situation is stabilizing, and the u.s. banking system remains sound. >> reporter: and ease financial concerns, as investors brace themselves for the fed's next move. >> reporter: some fear that rising interest rates could make it harder for banks to lend money, harming small businesses and other borrowers. >> i've heard a lot of people are having a hard time buying cars. car loans are tough to come by right now because of the interest rate hikes. brie jackson in washington this morning, thank you. let's take a live look outside, speaking of cars. it's a wet commute out there on the bay bridge toll plaza. many parts of the bay area as well. the latest storm is moving through the bay area. is it moving on out? >> well, we've still got to get through a couple rounds of showers, through the first half

of our wednesday, before it fully clears out by this evening into thursday. so let's take a look at where we're seeing rain come down, richmond, concord, danville, heavier pockets moving through the santa cruz area. i know a lot of folks are concerned if we're going to see a lot of wind today. let me show you some of the highest wind reports, preliminaries from the national weather service that we got yesterday. los gatos 82, at the oakland airport there was a registered 74-mile-per-hour wind. today the winds have diminished and we'll see that through the afternoon. let's get a check of the gas prices with mike. >> we'll start in the north bay. solano county's valero on fairgrounds at $4.19. once again, we have great gas, the best price in santa clara county, $4.17 in cupertino. and alameda county has the best in the bay at pleasanton, we're talking about safeaway on bernal

avenue, $3.85. alameda county where pleasanton is is the only county that has prices on gas buddy that are below $4 a gallon. on the roadways we're looking at green sensors and green highlighting. wet roadways around the bay. the closure for 84 may change in the next few minutes because it does look like they may have opened at least one rain, if not the entire roadway. 84 just shy of 680 or just east of 680 was closed for hours because of an overturned double tanker, a crash involving a vehicle as well. no major injuries but a major problem. the freeway was closed. again, that may be opening in the next few minutes. if you need to get through the area, use the dublin interchange to stay clear of everything. back to you. coming up, brie did an excellent job complaining interest rates, but i was going to use homer simpson has an example. i guess i'm stuck with it now. >> how about this, scott? a whole new world for the loved bagel.

homen simpson says alcohol is the solution to and the cause of all of life's problems. interest rates are kind of the same way. they are the solution to and the cause of our economic problems. yesterday treasury secretary janet yellin essentially said the government would back up all banks, no matter how big or small the deposit. no more of this $250,000 or less stuff. the government is going to do for everyone what it's done for silicon valley bank. the "wall street journal" editorial board not happy with that, writing a blanket guarantee will seed future trouble by encouraging more risky behavior by bank management and reducing caution among depositors, investors and creditors. nbc will start a new focus on artificial intelligence starting today on the "today" show. they're going to show you how ai can help you develop new recipes. just take a picture of what's in your fridge. tonight, how scientists are

"the new york times" surprisingly named it the best bagel in all of the land. now the company is opening its new multimillion factory in west berkeley. it officially opens on friday but this was part of a friends and family preview. the company expanded in part thanks to grass roots investment effort with fans and customers, providing close to $1 million. we did the story here because there was a huge upset from

folks back east saying, how could california have the best bagels? >> there's similar upset when we've had award-winning pizzas from the bay area. and remember the shakeup in the wine industry when a california wine won? >> california is a leader in a lot of things. >> some respect. >> and some butter on the bagel. we're trying to win in the weather department because we have had some record winter storms and we're going to see rain continue in the next couple of hours. i think we would like the return of sunshine. let's take a look at san francisco right now. it is a really nice start compared to the gusty winds from yesterday, however, if you look at satellite radar, we can still see right there the spinning of the low pressure system, and that's going to continue to bring, of course, some rain spreading from the north bay down to the south bay right now. if you look at doppler radar, as

far as the intensity of this, light to moderate, however in santa cruz mountains we will see heavier pockets. wind gusts, not as gusty as yesterday. i did take this through and we're talking 15, 20 plus-mile-per-hour wind gusts. however, because we're still seeing rain and a lot of our creeks and rivers are pretty much already at peak, we are going to see this flood advisory for the highlighted areas. you can see this stretch through the russian river and sonoma. one area we're watching is the san fran creek. so we're looking, because the ground is extremely saturated, as of now the flood advisory will be in place until 7:30. the peak happens between now and 11:00 a.m. for the most part, we're going to continue to see showers push out and the reason we could see downed trees is because the ground is already so wet.

so at this point it could just come down on its own and we've got wind, so please be mindful. the rain estimates out of what we'll see today, a lot less than yesterday. about a quarter of an inch or less for most of the north bay and areas north of the golden gate bridge. a lot of the south area will be heavily focused into tonight as well, so a quarter of an inch to over half an inch. by the time the system clears out, here is a look at your seven-day forecast. for thursday we have a system to our north but we'll see sun and clouds once the system clears. then saturday and sunday it will be nice, but we are going to wake up with frosty lows. 30s expected for the weekend. if you look ahead into next monday and tuesday, it does appear that we are monitoring our next storm system, which means more rain and more wind in our forecast. let's get a check of the roads. >> we have better news for the tri-valley, if you missed my last report, you missed the fact

that highway 84 has reopened. the k rail has been moved back into place after the crash, the sedan and the double gas tanker, all were cleared from the roadway. this happened about 1:30 this morning and it was just shy of 680 on 84. both directions had to be closed while they had equipment in the area. both were stuck in the backup but there was no turn-around point. it is now accessible toward 680. the green highlighting shows wet roadways through the area and the dublin interchange shows slowing. that should sort itself out before the brunt of the commute comes in. this is a wednesday and a lot of folks might have avoided the drive in yesterday because of wet weather. it's much calmer right now. the commute may be a big one today. we'll watch the bay bridge as one indicator. back to you. 5:22 right now. next on "today in the bay," nbc bay area responds. >> a shoe store gives a viewer the run around about a gift card that fails to cross the finish

welcome back. nbc bay area responds to a south bay man who says someone else used up a present he bought his fiance before she opened it. >> chris chmura's team stepped in to unwrap the mystery. >> good morning. andre bought a $200 nike gift card at a grocery store, this one right here. a christmas present for his fiance. she tried to use it the next week but nike said there was no money on it. andre complained to the grocery store, which referred him back to nike. nike told him someone spent the balance on his fiance's card before days before she unwrapped it. andre wanted a refund. nike wouldn't just do it. so he turned to us. we reached out to nike, and, swoosh, it gave him a $200 gift certificate as a replacement. nike would only tell us that we have resolved this matter with the consumer.

oakland airport 74 miles per hour, sfo 64 miles per hour. now, the wind gusts today are not going to be anywhere near as strong as that but it will still be gusty through the first half of the day, 15 to 20 plus miles. as we inch toward the evening, it starts to diminish more. the flood advisory in effect until 7:30. streams are running extremely high. >> that's a big concern, and of course the water on the roadway. the winds will continue here in san jose. 280 with headlights underneath the 17 interchange, or the over-crossing, as it turns toward 880. i'm showing you that area and 101 that shows early slowing, typical for a wednesday. we have a bigger commute expected. i've circled on the left an area at de anza. yesterday there were reports of flooding and there's still

reportedly a crew in the area. there's still water on the roadway. there's still slowing here for 84. it actually recovering instead of building over the last 15 minutes, last 20 minutes, we had an early overnight crash that cleared. 84 is once again opened and more folks are taking 680 and 580 to avoid that. you can take the cut-through now. a build for highway 4, 37 and the bay bridge. back to you. >> thank you very much. within the last hour we've received an update on the latest power outages across the bay area. pg&e says more than 86,000 customers are still without power. that's actually an improvement from the 123,000 in the dark last night. the majority of the outages are in the east bay, where there are more than 50,000 without power. that's followed by the peninsula, which has more than 21,000 without power. san francisco down to about 8,300. high winds are being blamed for cracking or at least damaging two dozen windows in

san francisco's sells fors tower. inspectors are telling our investigative unit they found several cracked windows on the mission street side. that stretch of mission street will be closed until repairs are completed. we've learned that winds blew out at least one window at nearby millennium tower. no one was hurt there, either. the surrounding blocks are blocked off for a precaution. millennium tower has experienced at least one previous window problem back in 2020 when building inspectors issued a citation after a propped-open window broke free during a storm, falling 41 floors to the street below. did you see how bad things got on the bay bridge where some commuters were at a standstill for hours? it happened when winds overturned a big rig east of the on ramp just prior to the evening commute. all lanes fully reopened at about 8:30 last night. in the meantime, strong winds set an industrial barge adrift, which then struck the 3rd street

bridge near oracle park. the pedestrian walkway had some pretty heavy damage. it connects to the giants stadium, to several ballpark parking lots. no timeline yet on repairs, but the giants will host the as in a spring game next monday. continuing coverage, there's still no word when or if donald trump will face charges in new york city. >> scott mcgrew is joining us. he thought he would be indited yesterday. >> that's right, laura said continuing coverage. that's exactly what this has been, waiting for something that may or may not show up. what day, we don't know. by now you know all the details, the manhattan d.a. assembling a grand jury to determine if donald trump violated laws when he paid hush money to stormy daniels. if there is an indictment, it's more likely today because the grand jury is actually assembled today. trump's former lawyer, michael cohen, has been advised by his lawyers to stop talking to the media. his attorney said it's because of the, quote, sensitivity of

the time period. the real damage was not what cohen said during interviews, but his testimony about trump before congress and the courts. we've talked about how this is not the only investigation that trump is facing, it's not even really the most serious. some of these, if they go to trial, may take quite some time, meaning if trump were to win the next presidential election, he will be president under a criminal investigation. when hillary clinton was running for president, she was under investigation for her handling of emails and donald trump made hay with that, warning voters you should not vote for somebody who is under investigation, regardless of whether they're guilty or innocent. he said if she won, she would be too busy facing investigations to govern, these are his words, that if she were to win it would cause a constitutional crisis. she'll be under investigation for years, he said. we have to get back to work. of course, we continue to have reporters in new york, florida,

washington, all ready to go if anything happens. more coverage ahead on the "today" show as well. it is 5:36 right now. happening today in concord, police are hosting a town hall to cover the department's use of military-grade equipment. a new california sunshine law requires the police departments to be up front about certain types of military-grade equipment. that includes armored vehicles, body armor, assault rifles and tear gas. concord police aim to be transparent about what its officers use and why they have it. >> i always tell the community that we a require and use tools to safely protect them and safely protect us, and to be able to give ourselves the ability to de-escalate situations. >> a virtual meeting is scheduled for 5:00 p.m. fairfield police have a similar meeting next monday. well, developing now, along the peninsula, a lot of cleanup following this latest storm.

>> "today in the bay's" kris sanchez is live for us this morning. what kind of damage are we seeing? >> reporter: it was a little nerve-racking to make the drive from the south bay over to the coast this morning, because we know how many trees are just becoming more and more unsafe because of the saturated ground. i want to show you what happened in montera, a number of trees came down on the roadway and those trees crushed three cars. we know this is an ongoing danger. chp is asking people to stay off the roadways, if possible. we talked with one of the drivers who owns one of those cars. >> i just heard this bang, and then i knew it was a tree. it was really loud and really close. and i checked the tree in the back, but then i opened our doors and it looks like a christmas tree outside our

windows. and i came out and three of our -- we have, like, five cars in our driveway and three of them, the tree is on top of the cars, just smashed the cars. >> reporter: i mean, the fortunate thing is that it fell onto the cars and not onto the home. the worst case scenario happened where a tree slammed onto a car and killed the driver, the man was on alpine road near interstate 280 yesterday afternoon. while firefighters were working trying to get the man out, they were nearly hit by falling branches. they landed on an empty truck nearby. so a very near miss. in belmont, folks are waiting to see what's going to happen. this is a mobile home park that floods almost every time there's heavy, heavy rain. new year's one of the residents had to be evacuated by boat. today she is standing firm, though her house is pretty much

unlivable because she can't go to a shelter with her dog. so, again, we'll repeat the advice from the chp, do not go on the roadways if you do not have to. a lot of these trees are really unsafe. we were with a crew in campbell yesterday during the midday as they were taking down hazardous trees, but they can't get to all of them that might be compromised. kris sanchez, "today in the bay." >> some things change so quickly. >> kris, thank you. we are seeing rain continue to fall today, but the latest storm will be moving out. >> it will. but as kris mentioned, unfortunately, because we've already seen so much rain, any form of rain, the impacts of this are going to be felt for days to come as those older trees do have the possibility of still coming down. timeline-wise, for today's storm, notice at about 8:30 we do still have shower activity right here, mainly a lot of that through the south bay and the santa cruz mountain area. but that's going to continue,

you can still see the system spinning through about 11:30, and then after that notice a lot of it becomes lighter, more scattered. by 10:00 p.m., we'll see that system begin to move south, just off the coast. then if you look through yosemite, we do see, of course, more snow expected to come down. now, into early thursday morning, we're going to be dry for the most part, but there is a system just to the north that we're looking for that could bring the possibility of some light scattered activity, now it's looking like, mainly through early thursday morning. aside from that, we will dry out by friday, saturday and sunday. and then we are monitoring our next storm system, and of course i'll guide you through that. first let's check in with mike. >> we're looking toward the richmond side of the bridge, picking up a little volume. still water on the lens. slicker conditions. and we have some flashing lights at the toll plaza parking lot, getting away from the bridge, and over in toward richmond we have slowing, an earlier crash. it looks like it has been cleared now. another crew is on standby.

also saturated ground. we'll tell you more about our next incoming system in a few minutes. >> and in just the last few minutes the bay bridge toll plaza shows signs of metering lights, which had been activated about ten minutes ago. we're on schedule for the backup on a wednesday. rain complicates things with slick roadways. we'll show you how things are shaping up and i'll show you the peninsula coming up. this morning there's a new urgent public health threat from the cdc about a deadly fungal infection. it's resistant to drugs and spreading at an alarming rate. the fungus is a type of yeast called candida aur is. the cdc says the number of people diagnosed with infections, as well as a number of those who are carriers of the fungus is spreading. >> and the reasons why we are worried about it, apart from the spread and the increase in terms of a spike, is the fact that it's more resistant to some of

the drugs we normally use to treat fungus in the hospital. and we can spread it to each other by surfaces in the hospital setting. >> detected in just four states back in 2016, it's spread to more than half of the country, going up 200% in 2019. it is 5:46 right now, and all this month we've been celebrating women who are leading change and becoming pioneers in their community. this morning, we want to recognize two mexican american women from the east bay. >> they're working together to put rest to an old stereotype, one note at a time. >> reporter: but performing live in public was traditionally the job of a man. >> men are portrayed that they're macho, they go to work and do this and that. of course things have changed. i'm not generalizing, i just want to make that clear. >> reporter: at the cultural arts academy in san pablo, rodriguez and her partner published videos of their band's performances, put on culture events, and perhaps more importantly, they teach, they teach children the mexican tradition of how to play musical instruments, dance and sing out loud. >> we developed our duet and we were just singing and little girls were like, oh, that's so cool, your voices are so strong. yeah, you know, you feel empowered and you can give that back to them and then they can feel empowered and look forward to being a strong woman. >> we have a lot of strength and we can't deny it. we have to demonstrate it and show it. >> reporter: just like the mockingbird is known for sharing

about 11:00 a.m. we'll continue to see pockets at times, but the low pressure system you can see, the storm track is going to continue to move out. eventually that will clear out by tonight into tomorrow. but with it the concern for flooding will still be a factor through about 7:30 a.m. for the highlighted areas. there is a flood advisory in place for san francisco, parts of oakland, the santa cruz mountains, specifically the san san francisco river. wind-wise we'll be 15, 20 plus miles through the afternoon, not as gusty as yesterday. thankfully that tapers off. the timing, by 8:30 we'll see the focus begin to shift more towards the south bay, still a little bit scattered and spotty at times for the north bay. by 10:00 p.m., the rain clears out. we do have a system to our north

thursday, but it will be mostly dry. rainfall totals today, notice the blue, a lot of the northern part of the bay area is going to see about a quarter of an inch, maybe less than that. meanwhile for the south, a quarter of an inch to a little over half an inch. sierra-wise, we are under a winter storm warning. that's going to be in effect through tonight. difficult travel, gusts upwards of 60 plus. we could see anywhere from 6 to 7 inches of additional snowfall. the seven-day outlook, things will get interesting, because even though we're going to have time to dry out into thursday and friday, by saturday and sunday we do have those overnight lows that are going to be in the 30s, which means frost advisories, freeze warnings could go into effect. now, next week, what we're really going to monitor closely is monday night into tuesday, it does look like our next system is starting to ramp up and it does look similar to what we saw
