remember, we started the season with a lot of dark reds on the map. now we are staying clear here in the bay area as well. i didn't notice a change for today's update, so we are staying abnormally dry in the three following counties, sonoma, solano and over in napa county. we are going to get the break from the rain. san francisco right now 51 degrees with cloudy skies. we will go out to the mid-50s this afternoon. it will be a little breezy so make sure you bring your windbreaker. mike, how is it looking in traffic? >> like a breeze in many spots. we do have an alert. i know we are talking about puppy day later on, and there was a dog in the carrier, and i think the dog was injured. no major injuries to humans in the area, and traffic is improving through the area, and

is expected to get grilled by lawmakers on capitol hill, and there was a threat to ban tiktok in the u.s. if the chinese company behind the app does not sell its stake. joining me, cyber security expert. thank you for joining us. i want to start out with the hearing on capitol hill today. what question do you think tiktok ceo is expected to face? i would imagine consumer privacy and data security? >> absolutely. the biggest question will be how far can the chinese government or chinese authority have access to the data of the u.s. user. that will be the biggest thing, because this is the national security at this level. >> it's interesting to think how cavalier businesses are, users are as well. do you think they just don't feel any sort of threat? i mean, 150 million users?

>> that's the point, and the thing is if you knew what kind of information they were collecting you would be worried about it, the manufacturer of the device, the way you are using it, and the telephone company you are using for that device, and the diagnostic of your devices in addition to your files and contacts and other things. this information will give a huge advantage for the chinese government, you know, getting this information, and influencing the mood of the society by pushing some kind of propaganda, or getting more information about the people. >> if tiktok is purchased by an american company, what is saying it will stop that data from really getting into the wrong hands? >> the key thing, once it belongs to the u.s. entity, any kind of a structure for the network, the software for getting into the data and analyzing the data will be rechecked and will be rewritten again, so there will be no

crash, a car allegedly driven by a juvenile slammed into the couple and their two 7-year-old daughters that both survived that crash. happening now, tri-valley drivers are being told to prepare for delays this morning on eastbound 580. the chp closed two lanes yesterday and another will be closed today from now until 1:30 this afternoon. caltrans will be closing lanes to make repairs to the crack in the road that popped up on monday after a retaining wall collapsed. >> let's bring in mike inouye. what do drivers need to look for? >> from the middle of the day, like you said, laura, they will be down two lanes, and it's opposite your morning commute. i think that's why they planned the timing, obviously, through the area. hopefully it's clear by the time the afternoon and evening commute kick in.

we will warm up to the mid-50s by around lunchtime. a great opportunity to get outdoors or maybe clean up from all of the storm. we will talk about the next storm in our full 7-day forecast, coming up. we're looking at the san mateo bridge, the camera on the hayward side crossing over to the peninsula westbound commute, picking up the volume. speeds are maintaining across the span. it could be breezy conditions across the bridge, but nothing like we have seen over the last few days. we are looking at the build, nonetheless, coming up. happy thursday to you. stocks took a hit when janet yellen walked back comments that the government would back bank deposits beyond $250,000. jay powell tried to reassure americans the banking system was safe. he said it later yesterday, the

banks are lending less and it will be hard to get a loan. the ceo of tiktok will testify on capitol hill today over concerns about the relationship between tiktok's parent company and the chinese government. does tiktok track you? what, if anything, does it pass on to the chinese? your watch tracks you, and the difference is chinese owned companies are required to do what the chinese government tells them to do, turn over the data, or show everybody a video of some sort of propaganda. tiktok could be banned for that reason. but then are we just going to ban all chinese-made apps?

taking your dog for a walk, and so winds are gusting 20 to 25 miles per hour, and continuing into the evening hours and on to friday. so far we are getting the well-deserved break from the rain here in san josé. if you want to step outside and take a nice walk around the neighborhood, we are looking at partly cloudy skies with temperatures in the 50s. we are tracking spotty chances of rain as we go on into today. we are looking at maybe the afternoon hours when some of the trace amounts of rain will push through, but very, very light amounts. as we take into the next storm already developing ahead of the nice weekend, i think it will start to come in late monday night on into tuesday. again, tuesday weather is very, very wild recently, dumping more snow in the sierra. fine-tuning details on where the strongest of impacts will be, and we will also see temperatures plummet. even though the calendar says

6:25 right now. happening today, oakland leaders will try and nail down the legislative timeline for phasing out the pandemic-related eviction moratorium. today's meeting focuses on when the legislation will be heard. council members are tentatively looking at a september 1st end date for the moratorium, and outraged landlords protested this week saying the moratorium is hurting mom and pop property owners. it's possible there could be a game within the game played in the commissioner's office. stay with us here. let's say the dub's opponent, dallas, not so happy with last night's game. dallas owner, mark cuban, filing a protest saying the referees allowed the dubs to inbound the

already brewing. we have the build, but i want to focus over here, cinthia. we have your traditional slowing patterns building here, and this is the issue. it's southbound 680. there was a crash on monument boulevard but it's after the merge with 242. more slowing taking that corner. go highway 4 instead of cutting through 242 because you saw the backup approaching the crash at monument boulevard. the rest of the commute is a smooth drive. back to you. >> thank you, mike. breaking this morning, a deadly end to a hostage situation overnight in san josé. investigators are trying to determine why a man took three people captive before eventually being shot by officers. >> today in the bay's kris

sanchez is live at the scene. what you have learned this morning? >> reporter: this started last night, but the crime scene unit is here and the crime scene tape is still up hours after the police announced that suspect died of the gunshot wounds at the hospital. this started at 8:30 last night as a hostage situation in an apartment here, southeast of where 280 and the sass moss interchange. the man was holding two children and a woman hostage in the apartment. the neighbors saw police throw a flash bomb in the apartment and then heard three gunshots. san josé police confirm the man was shot at least once by officers, and he was transported to the hospital and just after 1:00 this morning san josé police announced the suspect died at that hospital. the woman and two children were

removed safely, so they were physically unhurt, however, they are no doubt traumatized. there will be an autopsy on the suspect, and we will learn his identity after next of kin are notified. generally speaking, we hear from the chief of police after an officer-involved shooting. when that happens we will bring it to you. kris sanchez for "today in the bay." >> thank you. as the situation unfolded overnight, we sent you updates from the nbc bay area news app. scott, all eyes are on manhattan, but the big development came out of florida. >> out of florida. we are still watching for announcements from the grand jury out of manhattan, and there are four investigations into trump and it's the one in florida with the documents in

mar-a-lago that is giving trump problems. it was enough to trigger what they call the crime fraud exception, which negates some attorney/client privileges. in other words, trump's lawyer is now a witness and could be questioned and their private documents could be turned over to the prosecution. in manhattan, we are continuing to watch for any developments. the grand jury has been called back. this was the one that trump, himself, expected to be arrested over. it's getting the most attention because it's the first potential indictment, but really it's not the most serious. some washington republicans, meanwhile, indicating they are willing to investigate prosecutors investigating trump. jim jordan of ohio sent letters

to two prosecutors who suggested they were pressuring the a.g. about going against trump. three prosecutors, four cases, and as we saw yesterday, developments can come from anywhere. the "today" show will continue its coverage and that starts at 7:00, and if there's a major development, nbc bay area will break into your regular programming. >> thank you. 6:35 for you this morning. utility crews are making progress restoring power from the latest storm. a short time ago pg&e updated us there are now 24,000 outages. the east bay is the hardest hit with 11,000 outages, and on the peninsula it's down to 9,000. meanwhile one oakland neighborhood said they sat without power for 24 hours, and pg&e did not know there was no power there.

so those people could not see their reflection on the utility outage map, and they called us to ask us to convince pg&e the outage was real. >> i plan on being warm. when i want to pick up my phone and charge it, i want to charge it because i deserve it and this is what i work for. >> pg&e said the teams are trying to figure out why the meters of a dozen or so neighbors did not reflect an outage, and they said customers could file a claim for losses due to the outages. >> hopefully we will get a break from the storms to try and reassess and clean up a little bit. >> yeah, today through at least sunday and maybe into monday afternoon as we get ready for the next rainmaker. let's talk about the weekend and make sure everybody is ready to go. san francisco, currently 51 degrees. in the afternoon, it will be breezy and mixing out to sun and clouds. definitely drier as we go into

off. pickup in the mid-50s with partly cloudy skies. we are tracking just the slightest of rain chances there in the north bay. we will talk about this and your weekend outlook coming up. not a lot of wait as you get on the span. it's moving smoothly. it's slowing more in the east bay. contra costa county, we have an update on the location for the earlier crash. developing south of the bay area, first responders are searching for a missing 7-year-old boy that may have been swept out to sea. this is in monterey. rescue crews were called last night, and this is when beachgoers found a child on the beach unattended. that child told them his mother and 7-year-old child has gone in the water and not returned. the mother was found unconscious in the water and there's no update about her condition. and then the business owner

seen spraying somebody with a water hose is due in court. back in january the video went viral. the business owner later apologized after claiming the person was latering and ignored his demands to move along. he faces a misdemeanor battery charge. we have a live look at strikers out on the picket line at a downtown bus yard. thousands of service workers walked off the job tuesday morning over stalled contact talks. city leader are trying to help broker a new deal, but after two days neither side has to announce any significant progress. schoolchildren are set to return to school tomorrow. this is not your average rocket launch last night from cape canaveral. this is the first spacecraft to

months old and already 40 pounds, it's safe to say they have a lot more growing today, high and wide. national puppy day, and is there something you will see different today as far as interest and demand? >> we hope so. again, people start recognizing that puppies are available at shelters, and also that, you know, there's a lot of other adult animals. we have animals that may not be three months old, but they are under a year and still very young. there are options, right? if you don't want to maybe do the job of raising a young pup like this, getting somebody who is a little more mature, and even at a year old, it makes a world of difference. >> these guys are so low energy -- hey, would you -- >> if they could talk, man, they

would be saying, up! up! >> reporter: i greased myself up with alpo. >> yes, training with these guys, when you walk out the door, they are so smart. they already know how to sit. with the right training and commitment, they will be wonderful companions. you will be able to have a blast with them. >> now that we are out of the pandemic, are things less as far as demand goes? what would you say now that we are out? >> we saw a lot of people, which was great, coming in and wanting a companion, and then when life got back to normal all of a sudden that animal was no longer a fit in their lifestyle. it's really important, whoever you are adopting, but especially a puppy, you know, these guys are three months old, with the right care, medically, physically, they will be part of

your life for many years to come, so it's important to think about what your life and lifestyle and wants are now and what they might be. >> reporter: hey, that's my shirt! i think the lifestyle of these guys is just destroying the house and -- no, we were saying -- hey, sit! sit! they were sitting earlier. all i can say is i have had puppies, and if you have not had puppies before, the training is not -- it's not rocket science. i also have rescued adults, and they are great, too. if you can rescue an animal and have the right space and fit, i highly recommend it. jackie, thank you very much. thanks for the ground. do you want it back? >> we are not reusing them. you can take it as a souvenir. >> you are a good boy.
