>> i've never heard of tiktok before. there is not just one issue at play here. there are several issues. tiktok under the the microscope how it affects children and teens' mental health and the government's influence on the app. >> leading lawmakers to consider banning tiktok altogether. it's banned on many devices issued by governments and universities. according to tiktok's ceo nearly half of the country, 150 million people, actively use the platform. joining us now is cnbc senior media and tech correspondent julia boorstin and nbc news now anchor savannah sellers who is at the hearings in d.c. >> savannah, there were a number of fiery exchanges. what did lawmakers zero in on? >> reporter: there were, kate. you actually made a really important point this sort of split screen here. concerns over dangerous content for teens and kids and then also those ties to the chinese government. take a listen.

what a potential ban could mean for them and the 150 million u.s. users. >> i may not fangsly be able to support myself anymore. >> reporter: nearly 13 million followers. >> as a community we can share so much of those emotions, moments, so much of the pain. >> reporter: ceo chew pushed back on the accusations. >> that's what we've been doing, building what amounts to a firewall to protect uz dauz at that from unauthorized foreign access. >> reporter: today's hearing among the backdrop of the recent ultimatum to tiktok's parent company bytedance, sell its stake in tiktok or face a u.s. ban. >> i would be so sad. >> reporter: the big question on the idea of a ban here are there political ramifications. there are a lot of young people and millions of voting age americans on the app.

if it's banned, does that impact how engaged young voters are? >> there's the veteran you were talking to who i've done a story about. he's super huge on tiktok. >> reporter: kate, he says hi. he remembers you and loved your interview. >> thank you. >> let's bring in julia boorstin now. savannah touched on this in her piece talking to two people who use this app to make a living. they are certainly not alone in that. a lot of businesses rely on tiktok to promote their business, their products. what sort of impact could an all-out ban have on businesses in this country? >> reporter: you make a very good point and the ceo of tiktok was sure to emphasize that fact. he noted there are 150 million americans who use tiktok and 5 million business that is go on tiktok to reach consumers. it's unclear how many are paying for ads. they use tiktok as a platform. these companies are likely to

move over to other platforms to reach their user base. the obvious places to go would be youtube, which has been investing more in the short form video format, and they've been really investing to bring over creators and of course there's meta, the parent company of instagram and facebook. they have the reels video format. so many who post on tiktok repost those same videos over on reels. >> cnbc's julia boorstin, thank you. a severe weather system is moving east this hour after tearing through southern california. crews are out right now picking up the pieces after a fair of confirmed tornadoes ripped through los angeles county. it's extremely rare for tornadoes to hit that part of the country. only 47 have touched down in the last 73 years. correspondent miguel almaguer has more on the aftermath.

>> reporter: this was an ef-1 tornado that touched down just a few miles outside of downtown los angeles. the damage to this area was fairly extensive. some 17 buildings were damaged and 11 red tagged. the damage is cheerily going to be in the millions. you can see this tree was uprooted. this is a rare event. it's been 40 years since we've seen something so powerful so close to downtown los angeles. 24 hours earlier there was another near the santa barbara area all connected to that atmospheric river. the damage has been extensive. there were five people killed in the most recent storm but outside of los angeles the big story has been the two tornadoes in southern california, something we certainly don't see here often. back to you. >> bill, tornadoes could also develop from this system in the

south, right? what do people need to be watching for? tomorrow will be a dangerous day, make sure your family has a plan, worry about kids getting out of school. first our storm, going through the four corner region, starting to develop in areas of texas. this area of yellow you see here is a slight risk of severe weather. this is going to be overnight tonight. we're going to see large hail is the biggest concern, areas from abilene, wichita falls. we could see baseball sized hail. enough to shatter a windshield and dent a lot of cars. that will be the concern during the overnight hours. then tomorrow the storms will weaken a little bit and will regenerate. it looks like they will reform and then spread through areas of arkansas, louisiana, mississippi and into areas of tennessee. obviously you see the red bull's eye where the storm prediction center tells us the greatest concentration will be and anywhere in the area not only

the chance for tornadoes but a chance of strong tornadoes. those are typically the deadliest and the most destructive. >> meteorologist bill karins, thank you. public schools in los angeles are closed once again today. school employees are on strike for the third day now fighting for higher pay and better benefits. the strike has kept more than 400,000 students in the country's second largest school district out since tuesday. nbc news correspondent maura barrett joins us. this was supposed to be the third and final day. where do negotiations stand? >> reporter: that's still the plan, kate. the music is bumping. you can see some of the union members gathering behind me as they prepare for another rally to close out the three-day strike. that doesn't mean that a deal has been reached. negotiations are still falled. covering these strikes, this rally, over the past couple of days. you see the support and the

positive energy between the union workers that represents the custodians, gardeners, support staff and teachers. carlos teaches seventh grade english about why they're coming out supporting each other to get what they think they deserve. >> people say teachers don't make enough. we don't make enough. look at these people making less money than us. how is that even possible? we're not asking for anything because we want it, we need it. this is the time if you don't do it now, when are you going to do it? >> reporter: negotiations are still ongoing. this is the third and final day of the strike because legally that's only how long they're able to strike. if the deal isn't reached that could mean this could happen again in coming weeks. the mayor of los angeles, karen bass, did get involved in negotiations yesterday talking between the district and the union. a positive reaction on both sides. the union saying they hope this means there are good faith

negotiations going forward. kate? >> thank you for the explainer there. i didn't understand they could strike again but only for three days. appreciate it. the grand jury considering whether to indict former president trump has reconvened, but three sources familiar with the situation tell nbc news it appears they're taking care of business unrelated to the trump case today. the manhattan district attorney is responding to house republicans' request for testimony over his handling of that case writing, quote, congress is not the appropriate branch to review pending criminal matters. national correspondent gabe gutierrez is in new york city for us. what do we know about the latest developments in terms of when a possible indictment might come? >> reporter: hey there, kate, good afternoon. sources familiar with the situation tell nbc news this grand jury has met again today, but they are not considering that specific case of the alleged hush money payment tied

to former president trump. instead, they're considering an unrelated case. what that means, kate, the timing of all of this is fluid. it seems the hush money cases effectively paused potentially on monday, kate, when we expect to get more information on what the next steps may be. it could be the grand jurors will hear another witness related to this case or that this could go up for a vote for a possible indictment. this is all very fluid at this point, kate. it remains to be seen what will happen. the district attorney, alvin bragg, who has been under fire for many republicans and from the trump campaign is telling house republicans to essentially stay out of the local prosecution. kate? >> we still wait. thanks for being there. appreciate it. a company that helps people get jobs is l of jobs and celebrities are being hit with charges involving

into terry sanderson, another skier at the deer valley ski resort in 2016. paltrow says she was not at fault and she is counter suing. correspondent dasha burns is following the trial for us. so we heard from one of sanderson's daughters today. what did she tell the jury? >> reporter: much of the focus from the plaintiff's attorney, sanderson's attorneys, has been on the change he has experienced in his life since the accident, his physical and mental health, the things he can no longer do in his life. and his daughter's testimony focused on how they are father's personality, how his connections in life including with her and with his family have changed. take a listen to what she said today. >> after the accident he's a little more involved with his own world.

more lanes are closing on 580 due to a crack in the freeway. an officer-involved shooting turns deadly. it happened last night in san jose. what we know right now is that police say a man armed with a machete took three people hostage inside a home. a standoff with police followed. eventually, the man was shot and killed. the three hostages are safe. lane closures will slow down traffic on eastbound 580. a retaining wall collapsed earlier this week because of the heavy rains. the freeway cracked as a result of that. three lanes are closed until 1:30 this afternoon. it's slow going. tomorrow afternoon, two lanes will remain closed until at least tomorrow while crews work on these repairs. oakland leaders are trying to nail down a time line to end the eviction moratorium. the continuation of the moratorium with no clear end date has enraged local landlords. council members are looking at a

a colorado dentist charged with the murder of his wife. james craig arrested sunday after his wife was taken to the hospital for severe headaches and dizziness. she later died. investigators say she had been poind. craig is being represented by the public defender's office. six highway workers in maryland are dead after being struck by a car. police say the driver lost control of her vehicle when she was attempting to change lanes. the car ended up traveling between the highway barriers and into the construction zone. there is no word. the governor still disputing her loss in last year's election, the supreme court declined to hear most of the claims in her appeal. they will hear the process to verify signatures. lake lost by just over 17,000 votes. a loss she has been protesting.

today the ceo of the app tiktok is in the hot seat on capitol hill. the white house is threatening a potential ban unless the app's chinese owners sell their stake. we are joined now. julie, we're hearing from avid tiktok users including jeff jackson. he has over a million followers. what's he saying about the app and the impacts of a potential ban? >> reporter: he's one of those rare lawmakers up here boasting tiktok's popularity, 1.2 million followers on the app. he's a freshman congressman this is how i connect to my voters, reach most of my constituents. he's saying a ban is not inevitable. frankly in the hearing that just concluded after knife and a half

hours, were blown away on privacy, on national security and everything under that roof. take a listen to what jackson had to say to my colleague ali vitali. >> i don't know how you would enforce something like that. it is new ground and i think we would learn how to implement something like that. hopefully it doesn't come to that. a ban is not inevitable. >> reporter: so it's interesting. he says a ban is not inevitable. he did, however, say that a change of ownership is necessary and that's one of the things the ceo was pressed on. tiktok, by the way, downplaying that. bytedance is owned by china. the only way forward even for jackson who is an avid user of the app. he uses a burner phone to access the app. he says he doesn't use it on his government phone because clearly there are national security concerns.

>> julie, thank you. students from a colorado high school are demanding they take action on gun control, a day after a gunman opened fire inside their school injuring two administrators. >> we have been so desensitized to lockdowns and shootings this is our fourth incident of the year and it feels like it should be the end but it's not. words aren't enough. we need action. >> that is heartbreaking to hear. morgan chesky is in denver for us. what are we learning about the shooting yesterday and what led up to that? >> reporter: kate, new details are coming to light over the last 24 hours. the biggest in that the authorities have assured this community overnight there is no pending threat as a result of this shooting.

that 17-year-old gunman, who authorities identified as austin lyle, was found 15 miles away from the school where the shooting took place. authorities say he was found near his vehicle but wouldn't elaborate further. the two administrative staff members wounded in the shooting, one was released from the hospital overnight, another, however, remains in serious condition. kate, there are some significant questions that are now arising as a result of this shooting. number one, we're still waiting to hear from officials how the 17-year-old obtained the firearm to begin with. if there was any potential motive. most of all, it starts with the fact of what happened, what he had to do prior to entering this school and according to officials, kate, before austin lyle could enter, he had to be patted down by administrative staff. those two individuals were the ones wounded as they were doing

state law enforcement agency opened a homicide investigation after finding new information during the investigation into the deaths of paul and maggie murdaugh. to catie beck in south carolina. >> reporter: the homicide investigation was officially opened in june of 2021. that's the same month and year maggie and paul murdaugh were murdered. it is now shift to go stephen smith's investigation and investigators are making it a top priority. they say it is ongoing, active and designated a homicide. they will be dedicating new detectives, new resources to solving this crime. smith's mother has always advocated her son was not killed by a hit-and-run, that this was a homicide case. she wants an independent review

and has hired someone to get an exhumation. the murdaugh name did yield high influence in this area and potentially intimidated witnesses. she as well as investigators hope that anyone with information will feel more free to share it. i'm catie beck for nbc news. >> let's bring in danny now. talk about the complexities of this case for investigators. it is years ago, eight years. you also have a situation where the agency now investigating did not have an investigation back then. it was highway patrol. how difficult is this? >> i can see that any defense attorney is going to point out that during these many years there was no prosecution of anybody else, investigators reached different conclusions, conclusions possibly

inconsistent with a theory that buster murdaugh was somehow responsible. i have to say that maybe they know something we don't know. >> s.l.e.d. is the agency? >> my apologies. there was rumor and innuendo there was a relationship but let's assume for the moment, that's true. i haven't heard anything more that would suggest a motive, a dispute between them or any opportunity buster murdaugh was even within a mile of this death. so far, not seeing anything that i think rises to probable cause for an indictment. >> if you were buster murdaugh's attorney, would you be encouraging him to talk to investigators right now? >> no. i'm a biased defense attorney but nothing good can come from that. would you like to see exhibit a? it's father murdaugh when he was speaking to police.

deputies went there essentially searching for drugs. none were ever found, no charges were ever fouled. his wife was at home, pulled out her cell phone, started recording. along with that footage and security video around the house, he had quite a good amount of video from that incident. now this is according to tmz and other outlets. is he put together a music video, six minutes long called "will you help me repair my door." it shows officers going through his garage, entering through his kitchen, through the gate. a number of different videos from that night and it is set to music. we will never forget his classic "because i got high." this is in much of the same style. a melodic rap style. it has gotten a lot of attention. the deputies say they never gave their permission for him to use
