thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we're going to have a look at your friday forecast coming up in a moment with cynthia, but first we've got to talk about the update to the crash in east bay. >> we had a big closure for 580. we have recovery now. speeds are quickly recovering, but there was quite a backup, a big rig involved in a crash. a couple of vehicles. no major injuries. full closure was to allow them to more quickly clear this crash. it's out of the lanes but there may be activity on the shoulder. there may be slowing for the distraction off of the dublin interchange. heading to the area, although the sensors are still green, we have registered the caltrans road work from the overnight closure. you may see more slowing coming to the area as crews start to clear. again, traffic breaks expected through the area, but very light commute. getting away from the area, eastbound 580, we know a couple of lanes are blocked because of the landslide that happened

earlier this week. that was as a result of the storms. we still have storm damage out there. at least it feels like to me we don't have theñk÷3% storms righ. that's for sure. we do have the cold temperatures. let's look at redwood city. 42 there right now. as far as the south bay goes, we're in the low 40s to start off this friday. as we make our way into the north bay, there is a frost advisory until 9:00 a.m., not only for today but through tomorrow and on sunday as well. once you make your way into lake county, there is a freeze warning, so a little bit different than the frost advisory. we're running anywhere from 4 to 10 degrees cooler than we were 24 hours ago down in morgan hill and in gilroy. so what can you expect as we go through this full forecast in about ten minutes? we'll walk you through this weekend's forecast, the frost advisory through sunday, but then we'll talk about the big storm already forming in the pacific. back to you. >> we'll check back with you. thank you. breaking news, two little boys in the hospital this morning following a crash in

vallejo that killed their mother. investigators say the driver who hit them was being pursued by hercules police. >> kris sanchez is joining us in the newsroom with now this unfolded. such a sad story. >> it is so sad, but we at least know at this point that there is a suspect in custody and that person will be charged with vehicular manslaughter. the gray car you see here on the screen is the nissan that the mother and her 6-year-old twin boys were in and it's no surprise that one of the boys had to be airlifted to oakland childrens' hospital in critical condition. sadly, the 31-year-old mother didn't stand a chance and tied at the scene. their nissan was hit -- the suspect was arrested.

contra costa sheriffs asked police to be on the lookout for the mazda, which was reported stolen. officers spotted it coming off of 580 onto willow avenue. they say the driver took off on a pursuit, smashing into the nissan. witnesses were shocked. >> the loss of life is ridiculous. i don't know whose fault this is. when you have a high-speed pursuit, sometimes maybe it's a better situation to let the situation go so you don't have incidents like this. but that's just my opinion. >> the suspect, ralph white iii, ran from the scene after the crash, but was arrested a short time later. he was found at a nearby liquor store. he faces five counts, the most serious of which is the vehicular manslaughter charge and three counts of pursuit causing death or great bodily injury. the crash is under investigation by the hercules police, contra costa sheriffs hospital, district attorney's office, and the chp, all of which is

standard procedure. >> such a tragic story. thank you very much for the details on that. now to more breaking news, this time from overseas. a u.s. contractor has died following a drone strike in syria. five u.s. service members and another contractor were also hurt in the reported suicide mission. there's no word on their identities. the department of defense believes the drone originated in iran. the u.s. is now launching air strikes on iranian-linked targets in syria. the "today" show is monitoring the latest developments and will have much more coming up at 7:00 right after "today in the bay." now to a live look at the u.s. capitol, and it is a much more subdued scene right now than what was going on inside those walls yesterday. >> members of congress spent five hours grilling tiktok ceo over the app's ties to china and the concerns have lawmakers on both sides of the aisle talking about banning the social media app entirely. "today in the bay's" chris malone is live in washington

this morning. the testimony has many people wondering what's next for tiktok. >> reporter: yeah, marcus and laura, good morning to you. that's absolutely right. the ceo of tiktok and many of its content creators have been here in washington for most of the week meeting individually with lawmakers, trying to convince them that using the chinese-owned app is safe and secure. but it appears that those appeals have failed. >> do you expect this committee -- >> reporter: on capitol hill, a bipartisan barrage. >> what your relationship is with the communist party? >> you damn well know that you cannot protect the data and security of this committee or the 150 million users of your app. >> reporter: tiktok's ceo, chew, trying to ease concerns bytedance could be forced to share americans' private user data with the chinese communist party. >> it is not owned or controlled by the chinese government. it's a private company.

>> reporter: pointing out the company has 7,000 u.s. employees. >> i have seen no evidence that the chinese government has accessed the data. they have never asked us, we have not provided. >> i find that, actually, preposterous. >> reporter: many skeptical lawmakers walked away unconvinced. >> i don't trust anything that was being said in there about who has access to the data. >> reporter: users who have built communities on tiktok and make money from it fear it all could disappear in a flash. >> we can solve the issues without taking away something so precious to us all. >> reporter: but some lawmakers say the threats posed by tiktok are one small part of a new world of data privacy and disinformation nightmares which won't be solved by banning just one app. >> let's talk about all social media companies, what the harms are, and then write federal legislation to deal with those issues instead of scapegoating tiktok. >> reporter: now 150 million american tiktok users watch and wait. and after the hearing, tiktok

issued a statement complaining that the day was dominated by political grandstanding. marcus and laura, back to you. >> so interesting, all of it. thanks so much. also this week, two new utah laws were signed into law limiting access to social media for minors. under the new rules, companies must now verify the ages of users, they must also ensure that any minor who wants an account gets parental permission first. companies must also give parents access to the accounts of underage children. critics say the requirement poses a risk for kids in abusive households. 5:07, and happening today, oakland leaders host a town hall in response to a recent string of break-ins targeting businesses in chinatown. we have video where you can see thieves using bolt cutters to get through the front door. merchants say thieves targeted at least seven stores yesterday alone. the president of oakland's

chinatown chamber of commerce says action has to be taken immediately. >> i just could not believe things could get so bad, and we need to find a truly possible solution. >> the meeting takes place at 10:00 this morning at oakland's asian cultural center. happening today, governor gavin newsom visits a water project to address recent changes to california's drought outlook and continuing efforts to boost water supplies. now, it all comes with the release of the latest federal drought monitor, which now shows about one-third of the state at any level of drought and less than 10% of california is now in severe drought. cynthia has a closer look at the relief. we're taking advantage of this. it's been a while since we've had this stretch of dry weather. >> it's been such major changes in a short amount of time. our water year started in september and since then we've gone from the graphics to the

bay area looking at around 99% drought-free. you can see right there, most of the bay area we are in that white color, so we are out of the drought for the time being. there still remains some counties in the abnormally dry category, while some of the valley is in the moderate category. this stretches into the sierra, down into socal as well. so that's one of the positives we're getting out of there. as far as our state reservoirs go, look at all the 70s, 80s. we were starting the year some in the 20s and 30s. major improvements there, as far as the four largest, shasta, orville, trinity lake and luna, 68% capacity and we have more rain that's going to help boost the levels. we'll see what comes out of governor's message today. >> my message, we're still looking for gas prices, the

deals you want. santa clara county has few below $4.25. let's call out gulf on wolf road in sunnyvale, $4.19, so just above 4 bucks. that tends to be the lowest we've found in the area. contra costa county has one report below 4 bucks, that's $3.99 at the san pablo gas, in alameda county, the best, today $3.85 at a&a express in dublin. it's on amador valley boulevard. there are a few others at $3.85. let's take a look at the roadways around the bay area. we see green for the most part. good news for the try valley. for dublin, west 580, the earlier crash cleared and speeds have completely recovered. we show green but still have a closure on the grid for north 680. the road work is probably in place for a few minutes. expect some slowing north out of sunol -- or into sunol out of fremont for the next few, and

a good friday morning to you. it's 5:14. let's go to pittsburg where it's 45 degrees and a little cloudy to start off your weekend. we'll go by to 40s around company or 8:00, before we warm up to sunshine in the mid-50s for the lunchtime hour and afternoon. a look at all of the microclimate weather and your full weekend outlook coming up. we're looking at 880, just this portion north of the coliseum. a smooth flow of traffic. taillights heading north toward the bay bridge. the caldecott, you may find flashing lights. i'm going to sort out the details and bring that to you coming up. first, let's check in with silvana. good morning. wall street is set for a lower open as investors shift their focus from this week's federal reserve meeting and interest rates back to the banking system. shares of regional banks dropping yesterday, even as

treasury secretary janet yellin told lawmakers the government is prepared to take more action if needed to stabilize the banks in the wake of the collapse of silicon valley and signature bank. the markets rising yesterday, led by tech stocks with the nasdaq posting the biggest gain of about 1%. in focus today, we're going to get data on demand for durable goods. hyundai and kia are recalling more than 570,000 vehicles in the u.s. due to fire risks and they're urging owners to park outside and away from other cars or buildings until getting repairs. the automakers say some vehicles with the tow hitch harness could catch fire. the models are model year 2021 to 2023. >> twitter will start removing legacy verified checkmarks on april 1st. the company is telling users to sign up for its premium twitter blue subscription if they want to keep their blue checkmark.

friday, 39 for you in napa and overon in fairfield, running a few degrees cooler in san jose through gilroy at 40 degrees. los gatos 36. running very cold, mostly in the interior. so in the north bay, on into lake county, the purple you see on your screen, that's a freeze warning. so the bay area right now and even parts of the further north bay are going to see this advisory with us not only today, but through tomorrow and on sunday. so even though we've got a spectacular weekend ahead, a chance to dry out, it is going to start with some very frosty temperatures. make sure you protect the pets, plants and insulate the pipes and we are going to be in for a nice weekend, starting today. let's take it to walnut creek, maybe you want to go on a walk around the neighborhood, a nice hike, we're going to see light breezes as the temperatures round out in the mid-50s. by 6:30, within the next half hour, we're still seeing gusty winds, san jose staying calm.

look what happens as we go into the lunchtime hour, if you do want to step outside, maybe bring a hat and an extra layer. they will start to intensify if you have afternoon plans around the bay area, especially along santa rosa and down through the coast in santa cruz. let's take it ahead into what's happening next week once we do get past this nice wen. a good chance to go to tahoe. we're seeing a few inches of snow there. but get ready for what's ahead. this is already forming and it's going to drop monday night, starting in the north bay, then becoming more widespread in the overnight hours. so, again, a very nasty start to tuesday morning's commute, a good chance to stay home. we're going to see gusty winds pick up once again, bringing all of those issues that we're way too familiar with. early estimates look to be about 2 inches of rain around the north bay, the santa cruz mountains becoming a bull's-eye spot. how much rain are we talking about? find your city. there's san rafael, about 2, 3 inches, plus, while the interior

valleys might be getting three-quarters of an inch to an inch of rain. mike, look at that beautiful weekend ahead. but we will be right here back on monday morning to tell you about the next weather alert. >> good advice and good warning. a nice drive across the bay toward san francisco. cynthia, you talked about the bears. i do need to call out some bears in the area, berkeley, golden bears, cal bears, in your area we do have an issue. slowing as you head toward the caldecott tunnel, reports of a disabled vehicle. we have two bores anyway, plenty of lanes as the morning commute starts to build, but we don't have any major problems. just some slowing as they get the vehicle hopefully to the shoulder quickly. we'll track that. chp called for a traffic break, so they are getting ready to move the last of the equipment and crews. north 680 not yet fully opened.

let's take it right now out to san jose, 280 and 17, we're looking at temperatures, i've got a pair of 4s there and we are going to warm up into the mid-50s this afternoon. let's take it to san francisco where it will be a beautiful day. temperatures are going to feel a little cooler as we do get some of that sea influence carrying the wind. as far as the rest of the bay area, we've got 59 in martinez and in fairfield. if you want to take it out to the coast, 57 for you there. i'm going to keep an eye on this and the weekend forecast in just a little bit. we have flashing lights at the richmond toll plaza. >> i'm keeping an eye on this. originally it had called for crews to help clear construction. as we take a full look at the screen, you see on the right side what appears to be an ambulance. i think chp said a tow truck. no lanes are blocked, so travel-wise you're okay. we're still concerned for anybody who might be injured. i'll let you know if there's

going to be anything that does impact your commute. we're looking at mild slowing past the scene. over here we know this was a disabled vehicle, still reported on the chp blotter for west 24, approaching the caldecott tunnel. there's slowing for the distraction. at most, one lane blocked. i don't have a lot of specifics. it should clear quickly. meanwhile, the rest of the bay shows a smoother drive. there may be smoke from a roadside brush fire, back to you. >> thank you. in the east bay, hundreds of oakland unified teachers are expected to walk out of class and skip class in just a matter of hours. it comes amid failed contract negotiations with the district. >> "today in the bay"'s bob redell joins us live outside of an oakland high school this morning. what does this mean for students today? >> reporter: well, good morning to you, marcus and laura. oakland unified tells us that schools like oakland high behind me will remain open today, it might look a little different given the one-day work stoppage,

but that the district will continue teaching and learning. now, there are over 2,300 teachers and the union tells us about 400 teachers from at least 15 schools are expected to participate in this morning's walkout that is supposed to start around 7:30 and then end later this morning with a march and rally outside oakland city hall. now, the teachers are upset over contract negotiations with the district that have been going on since october. they accuse ousd, the district, of bargaining in bad faith by canceling meetings and failing to address the union's proposals. earlier this week, the district announced the proposed revised salary schedule that will allow teachers to reach max pay in 19 years instead of 32 years, and coupled with a proposed 3.5 to 4.5% salary increase. this would effectively give teachers a pay raise of 8% and

11%. the teachers are asking for a precise 22.97% pay increase to compensate for inflation and bring them up to parody with their counterparts in other school districts. >> what do you say to people who aren't teachers who hear that and go, wow, i would like to get a 22% raise? >> i would agree with that, but oakland teachers within the ousd district are paid the lowest amongst all the other teachers, all the other teachers within the bay area. so to meet the median income, just the middle, we are asking for that 22.97%. >> reporter: oakland unified directed us to a lengthy statement on their website that reads in part, quote, we know there's more work to do at the table, but this change alone will have lasting impacts on the recruitment and retention of teachers in ousd, and in response to the union's response for more teachers, ousd is ahead

of other districts in terms of number of staff per student. while it is clear that we need to gain traction in the area of compensation, ousd wants to negotiate in good faith, which includes the non compensation proposals, such as productions in class sizes and caseloads. the district says that the teachers union, the oakland education association, that their proposal to add more teachers and staff would cost over $250 million annually, for some perspective that's about half the district's annual budget. as far as a list of schools participating, the teachers in the walk out, that's on our website. we're getting that up at nbcbayarea.com. reporting live in oakland, bob redell, "today in the bay." >> hopefully they come to some compromise because the childrens' education is at risk right now. thank you. >> we're seeing it across the state.

students in los angeles head back to class after a three-day worker strike shut down schools there. yesterday thousands attended a rally at los angeles state historic park for the final day of the strike. however, negotiations are still under way. workers are calling for a 30% salary increase. the school district has offered 23% wage hike and a cash-in-hand bonus but that was turned down. a follow-up on nbc bay area and telemundo 48, the husband and father of a san jose hostage survived a lengthy confrontation with a man armed with a machete. the family is talking about the terrifying experience. we followed the aftermath yesterday morning here on "today in the bay." police shot and killed the armed man following the standoff. now, the resident who lives there did not want to be identified, but he does tell telemundo's yomara lopez that he was doing laundry around the corner from the home when he got a call from his wife who was

inside the home with their children. >> reporter: he tells me, when he made it inside, he noticed a man he had never seen before with a machete, standing in front of his room. he says he could hear his family screaming. >> he says the attacker broke a window to get inside that home, demanded to see the apartment manager. the incident ended without the hostages being harmed. so far police are not revealing many details, including whether investigators believe the attack was random. but the police chief is expected to provide more details next week. happening today in watsonville, state school superintendent tony thurman will visit for a look at recent flood damage to classrooms. the evacuees got their first chance to return to their homes. a long line of cars waited to re-enter that flood zone. people who live there with growing concerned about the lack of response so far from the federal government. fema says it's still waiting for the state to make a formal

request for aid. in the meantime, the state says it's still assessing the situation. now to a live look this morning at palisades ski resort. this is in tahoe. look at that. so this year, quite the hot spot when it comes to that snow. >> or the cold spot. >> speaking of cold and hot, let's talk about this, because if you don't have plans for the fourth of july, maybe that will be the place you want to go. turns out the slopes will be open. palisades just announcing plans to extend the season through independence day, though once summer arrives, the resort will only be open certain days. other tahoe resorts have announced extending operations through april or maye. cinthia, near record snowfalls this season. still not over yet. >> absolutely right. and i had a feeling that they would extend the ski season. they're telling us about the conditions, giving us a chance to get up there. let's take a look at the weekend

weather and start with the snowpack, a very big focus this winter. everywhere you look, northern, central and the southern sierra running well above average. and we are trending right behind the '82-'83 season. a little bit of a climate change bit for you here. only in the two years out of the past 11 have we finished above 100%. so this season looking great, and i'm excited that it's going to continue on into the fourth of july. as far as getting to tahoe, i think today and tomorrow look good. coming back on sunday might be a little tricky. so even though the weather looks great, just make sure you keep an eye on the road conditions for any chain controls and any kind of situations going on. if you want to keep it local here, going to napa, maybe with the girls, a fun day trip, you're going to be all right. temperatures will be just a little chilly by around lunchtime, but then we'll warm up into the upper 50s by around 2:00 this afternoon, carrying it through the evening hours. just make sure you bring a

jacket because it is going to be a little breezy. i'm going to keep an eye on more weekend events. if you have any we should know about, make sure to send them to my twitter. for now, i'll send it to mike. >> i'm looking at traffic moving a little more slowly off the bay bridge toll plaza. the metering lights have been turned on. they've been activated at about 5:35 and that seems to be the time they're starting to adjust. maybe more folks on the roadways. we've experienced that in many parts of the bay. we see slowing on the incline. a little slowing for highway 37 as well. highway 4, we're still at speed. caldecott tunnel, the disabled vehicle is on the shoulder. a little distraction. the crews are there kind of skewing the data, but that is going on. over here, north 680, still reports of the traffic break. they're waiting for chp to arrive so they can clear the cones through the area. the getaway, already slowing

this weekend. we will have no train service between millbrae and hillsdale stations. they have a bus bridge in place. you'll check the caltrain website for your workaround and see how that affects your schedule. so one of the bay area's best known houseboats slowly sinking. it's called the taj mahal. locals in sausalito says it has taken at least four feet of water ever since the most recent storm. so the houseboat owners have an instagram site and this week they posted video of flooding from inside the boat. residents telling us the boat has been a waterfront fixture for more than four decades and at one point it was a bed and breakfast. >> so sad. i think it's such a tragedy and it's going to change our waterfront. it's sad for the family that own it. >> i think for us natives, it's just something that we always expect to see and it's going to

be sad to see it go. >> so the houseboat includes marble floors, a wine cellar, a sauna and a secret elevator. but the owners are already saying it cannot be recovered. you know what we're doing today? we are celebrating women's herstory. and today we want to shine a light on a retired air force colonel who is known for not just breaking barriers, but also her heroics. kim campbell, originally from the bay area, rose to the top of what is considered a male-dominated industry. back in 2003, she was awarded the distinguished flying cross for successfully recovering her battle-damaged airplane after an intense close air support mission in baghdad, and this week actually marks the 20th anniversary of operation iraqi freedom, which she says has shaped her life and her career. >> i think what i remember most and what i reflect on most is the men and women that i served with, my brothers and sisters

they're protected with all of the cold temperatures. as far as the weekend goes, let's take it out to santa cruz. weekend forecast looks spectacular. might be a little breezy. just be careful of the morning lows still in the upper 30s. wind gusts as far as the rest of the day, it's going to be breezy by your lunchtime hour in santa rosa, in san francisco and along the coast, even in the south bay running anywhere from 15 to 25 mile an hour winds. and we'll continue to keep that trend as we go into the afternoon hours, becoming a little died down as we go into saturday. but still we have a lot more ahead. i'm speaking about that because we are already looking at this low pressure system developing around the pacific northwest that will drop down into the bay area, giving us our next powerful storm. that's, i think, going to come to us on monday night on into tuesday morning hours. as far as the weekend goes in tahoe, they're looking at a few inches of snow. look at what happens as i advance the system into that storm that comes in tuesday into

wednesday. more than 2 feet early estimates right now, and more on the way. we'll keep you posted on that for sure. i'll leave you with the inland seven-day forecast. be careful of chilly temperatures and the microclimate weather alert. mike, how is it looking? >> pretty calm. it's friday so we expect lighter traffic. and we have some slowing out of the altamont pass. the slowing into the altamont pass out of livermore, we're still down two lanes. they have not been able to complete the repair work as you're traveling through the area. north 680, they have not fully cleared this construction in the area, so we're going to have the alternate, but that might be restricted by more crews. the rest of the day moves smoothly, but san jose still has a little bit of slowing. there may be smoke visible from a structure just off the freeway. happening now, pg&e making progress in restoring power
