we have new details on an arrest made overnight. >> also breaking, u.s. retaliating with air strikes on targets in syria. this is linked to iran, after two drone attacks. one american is dead, several others injuries. we're following the very latest, including the unfolding situation this morning. this is "today in the bay." on a friday, we are here ready to get you through the morning. i'm marcus washington. >> i'm laura garcia. we'll get to the breaking news stories we told you about, but first we want to get a look at the forecast. the weekend is shaping up nicely. >> shaping up nicely, but you're going to have to be careful with the wind. and also those cold temperatures to kick off this friday morning. we're looking at 30s in the north bay for you, santa rosa 38. 39 over in napa. and it is still chilly as we make our way into the tri-valley. dublin 39 degrees there.

and we've got 41 for you in redwood city. the temperatures are much cooler than what we were waking up to yesterday, anywhere from about 4 to almost 10 degrees cooler up in the inland valleys. now, this is going to start to warm-up as the morning goes on. look at the little sunshine icons coming back by around 10:00, 12:00. so a beautiful opportunity to enjoy lunch outdoors. just make sure that you are bringing another layer. i'm going to keep an eye on all of your weekend forecast details in a minute. let's take a look at the roads. >> i'm trying to figure out why they gave me the dad joke story. the bay bridge, the backup, metering lights have been activated. friday, we have a little more backup than i would have expected. there's your delay out of oakland. it may build. we see slowing toward san francisco. good volume there. highway 37 shows slowing as well. there is a build. the disabled vehicle outside the caldecott tunnel, looks like no

more slowing, but it's on the grid. also, the construction crew north 680, you might find delays through sunol for the time being. back to you. breaking right now, two little boys in the hospital following a crash in rodeo that, sadly, killed their mother. investigators say the driver who hit them was being pursued by hercules police. >> "today in the bay's" kris sanchez is joining us from the newsroom. talk about how this unfolded. such a sad story. >> it is sad, we now know the suspect is in custody and will be charged with vehicular manslaughter. the gray car you see on your screen is the nissan in which the mother and her 6-year-old twin sons were in, and it is no surprise that one of the boys had to be airlifted to oakland childrens' hospital in critical condition. sadly, the 31-year-old mother died at the scene. their nissan was hit by the driver of a white mazda suv as

he was allegedly fleeing hercules police. the driver, 20-year-old ralph white iii of vallejo. contra costa county sheriffs asked the hercules police to be on the outlook for the mazda. hercules officers spotted it coming off of i-80 onto willow avenue. when officers approached the car they say the driver took off on a short pursuit, smashing into that nissan with the mother and children inside. witnesses say they were shocked. >> the loss of life is ridiculous. i don't know whose fault this is. i mean, when you have a high-speed pursuit, sometimes maybe it's a better situation to let the situation go so you don't have incidents like this. but that's just my opinion. >> the suspect, ralph white, ran from the scene after the crash, but then was arrested a short time later at a nearby liquor store. he now faces five counts, the most serious of which is vehicular manslaughter and three

counts of pursuit causing death or great bodily injury. the crash is under investigation by a multitude of agencies, including the hercules police, contra costa county sheriff's department and the d.a., and the chp, which is all standard procedure. >> so sad. thank you. we will continue to bring you updates on this breaking story, both on air, as well as online. you can also get alerts sent right to your phone with our free nbc bay area news app. we are following brand new breaking news developments from syria at this hour. the white house now says another u.s. military base in syria came under a rocket attack this morning. a national security council spokesperson says no one died and the attack was totally ineffective. this follows a separate drone strike that killed a u.s. contractor. five u.s. service members and another contractor were also hurt in the reported suicide mission. there's no word on their identities. the department of defense believes the drone originated in

iran. the u.s. is now launching air strikes on iranian-linked targets in syria. the "today" show is monitoring the very latest developments and we'll have much more coming up at 7:00 a.m. right after "today in the bay." >> oakland leaders will host a town hall in response to a recent spring of break-ins targeting businesses in china town. you can see the thieves here using bolt cutters to get through the front door. merchants say thieves have targeted at least seven stores just yesterday alone. the president of oakland's chinatown chamber of commerce says that action has to be taken immediately. >> i just could not believe things could get so bad, and we'll talk about how we can find a truly possible solution. >> the meeting takes place at 10:00 this morning at oakland's asian cultural center. new details and literal fallout from recent bay area storms. glass windows keep falling from san francisco high-rises.

now city leaders are taking action. the latest incident occurred yesterday when glass fell from a window at fox plaza, making this is sixth location where an incident like this has happened recently. luckily, so far, no one has been seriously hurt. but the issues are leaving residents unnerved, not to mention looking up far more frequently. the board of supervisors president says he is drafting new legislation to give inspectors more oversight. >> it is terrifying, it is literally raining glass. it is nothing short of a miracle that nobody has been seriously hurt or killed, and it is incumbent on the city's department of building inspections to immediately ensure that every single one of these high-rise buildings are inspected and figure out what's going on. >> right now inspectors are putting together final reports on the root causes for the recent failures. peskin plans to introduce his new measure on april 4th.

6:07 right now. happening today, governor gavin newsom visits a water project out of sacramento to help address recent changes to the drought outlook and continue efforts to boost water supplies. it all comes with the release of the latest federal drought monitor, which now shows only about one-third of the state at any level of drought and less than 10% of california is now in severe drought. we want to bring in cinthia with a closer look at the relief we're getting the next few days. we've been getting so much rain and more to come. >> so much rain, you remember the ending of 2022, we were ending with back-to-back storms. that's really been the silver lining, to help our drought. let's take a look at a little bit of a comparison this morning. back on october 1st, look at all of those red oranges on the map. we were doing very poorly at the start of our water year. fast forward to today, week after week, getting updates, it's been significant improvement, and most of the bay area is now drought-free, except

for a few spots in the north bay that still remain abnormally dry. and as far as our reservoirs go, those are filling up, too, and more is coming. i'll track that in your full seven-day outlook. i'm going to send it to mike, helping you plan your weekend with cheaper gas prices. we've had to move the bar up a little bit. santa clara county has a few reports below $4.25. we're going to call out gulf on wolf road. contra costa county has one report below 4 bucks, $3.99, just barely below. and the bottom number here, alameda county continues with the best price at $3.85, we're going to call out a&a express. thank you to our friends reporting that through gas buddy. the roadways are pretty friendly. we are looking at the slow drive eastbound 580.

with a light breeze. we'll talk about all of your bay area weather and the rain ahead coming up in just a few minutes. and the bay bridge toll plaza, slow and steady. we don't often see this on a friday, but we're seeing more traffic today heading toward the bay bridge itself. the maze moves slowly and so does the eastshore freeway. we'll show you where there's other slowing developing in the friday morning commute. >> wall street is set for a lower open as investors shift their focus from this week's federal reserve meeting back to the banking system. shares of regional banks dropping yesterday, even as treasury secretary janet yellin told lawmakers the government is prepared to take more action, if needed, to stabilize the banks in the wake of the collapsed silicon valley and signature bank. in focus today, data on demand for durable goods. hyundai and kia are calling vehicles in the u.s. due to fire risks. the automakers say some vehicles

with a tow hitch could catch fire. models include the hyundai santa cruz, santa fe and kia carnival with model years 2021 to 2023. they're urging owners to park outside and away from other cars or buildings until getting the repairs. the big question on the minds of a lot of people this morning, what is next for tiktok? members of congress spent five hours grilling the app's ceo over the ties to china on capitol hill. the testimony was over concerns the app's parent company bytedance could be forced to share america's private user data with the chinese communist party. chew detailed efforts by tiktok to store all american data on american servers. he also pointed out that the company has 7,000 u.s. employees, many already skeptical lawmakers walked away unconvinced. now, the tense situation there,

was with congresswoman anna eshoo. >> i have seen no evidence that the chinese government has access to the data. they have never asked us and we have not provided. >> i find that, actually, preposterous. >> the concerns have lawmakers on both sides of the aisle talking about banning the social media app entirely, after the hearing tiktok released a statement complaining that the day was dominated by political grandstanding. twitter will start removing legacy verified checkmarks starting on april 1st. the company is telling users to sign up for its premium twitter blue subscription if they want to keep the blue checkmark. the ceo, elon musk, has been promising for months to get rid of the badges that were given out under twitter's previous rules. twitter blue costs $8 a month if you subscribe through the web, or $11 if you sign up via apple's app store. 6:16 right now.

and trending this morning, new findings, some positive, some negative, if you are a coffee lover. >> a new study, the new england journal of medicine finds people who drink coffee on average take up to 1,000 more steps per day than non-coffee drinkers. but they also get less sleep. on average, about 36 minutes less. the study also concludes coffee consumption has no connection to premature atrial contractions, even though other studies have found this to be the case. can't go without my coffee. that's true, i don't sleep very much. >> walking back and forth to the bathroom because we're drinking so much coffee, drinking more water. on the go. >> sitting back with my water. >> nice cup of hot joe today would be nice. it's a cool start to the morning.

that's what you want right now to keep yourself nice and warm. especially in the north bay, the interior valleys of the east bay. let's go to novato where that you want. because we're looking at tomorrow's temperature, we're looking ahead and forecasting 34 in santa rosa to kick off the day, as well as over in dublin. scotts valley looking chilly as well at 37. as we go into the south county, morgan hill, gilroy, all in the

mid-30s to start out saturday. and on sunday as well. so this is a continuing pattern that we're going to track day after day, right here this weekend. 35 in novato to start on sunday and then dipping lower in the tri-valley, dublin and livermore, 33 degrees to start out. maybe we want to start the weekend off early in the south bay. let's take a look at your hiking forecast. it's going to be a nice day, a little bit partly cloudy as we go through the afternoon. but overall 50s to kick off the weekend. once we advance a little past the weekend, we're looking at another storm system moving in monday night. it's going to drop through the pacific northwest, already intensifying. if you notice all of these colors coming along with it, this is going to develop really quickly in the next couple of days. early estimates, we're looking at anywhere from 2 inches or more of rain in the north bay, along the santa cruz mountains and down into the central coast. gusty winds, once again. so make sure you're clearing

your patios this weekend in light of all of the sunshine and make sure that you also stay prepared and tune in right here on "today in the bay" for the weather alert that we'll be under on tuesday. the rain lingers on wednesday but we might get a chance to breathe again on thursday. let's go to the bay bridge one more time. >> it's backed up quite a bit in the last three minutes. we've seen all the lanes fill in. i don't know if it's been a burst of traffic or if they've slowed the metering lights down further. we're looking at the backup in all lanes back to the end of the toll plaza parking lot. we see another build over here toward the richmond and the san rafael bridge, westbound 580, highway 37, 4 showing slowing as well. it's friday and it's lighter traffic flow. this is a pretty good volume for a friday. over here, a slower drive for west 84, a crash in the backup approaching 680, and there's another crash here for 580 in

winds. what are we checking on in san jose right now, mike? 280 coming toward us, the criss-cross. a smooth drive here, but toward us the volume builds. i'm circling on the map so you know where the live camera is located. there are no problems, just thought i would give you a reference point. 101 shows slowing around oakland road and that's the traditional road that will stick for the morning. the volume builds for the san mateo bridge just past, only slowing at the toll plaza. slow across the bay bridge, the metering lights are on. we have a slower drive for 37, highway 4 and 580. so no surprises. back to you. >> thanks, mike. 6:32 right now. in the east bay, hundreds of oakland unified teachers are expected to walk out in a matter of hours. it comes amid failed contract negotiations with the district. >> "today in the bay"'s bob

redell is joining us live outside of oakland high school this morning. what does it mean for the students today? what are they going to have to do? >> reporter: good morning to you. oakland unified tells me that schools like oakland high behind me will remain open today. it might look a little different given the work stoppage by the teachers that's supposed to start in an hour or so. but they will continue with learning and teaching. therefore over 2,300 teachers within oakland unified school district. the teachers union tells us they expect about 400 teachers to walk out from at least 15 schools this morning over the contract negotiation dispute. the walkout is supposed to start around 7:30 and will end with a march later this morning and rally outside of oakland city hall. the teachers are upset over contract negotiations with the district that have been ongoing since october. they accuse ousd of bargaining in bad faith. now, earlier this week, the

district announced a proposed revised salary schedule that will allow teachers to reach max pay in 19 years instead of 32, coupled with a proposed 3.5% to 4.5% salary increase. the district says this would give teachers a pay raise of anywhere between 8% and 11%. the teachers are asking for a precise 22.97% pay increase to compensate for inflation and to bring them up to parody with their counterparts in other school districts. >> what do you say to people who aren't teachers who hear that and go, wow, i would like to get a 22% raise? >> i would agree with that sentiment as well. but oakland teachers within the ousd district are paid the lowest amongst all the other teachers in the district. all the other teachers within the bay area. so to meet the median income, just the middle, we are asking for that 22.97%.

>> reporter: in response, oakland unified directed us to a lengthy statement on their website that reads in part, quote, we know there's more work to do at the table, but this change alone will have lasting impacts on the recruitment and retention of teachers in ousd. and in response to the union's request for more teachers, ousd is already ahead of other districts in terms of the number of staff. while it is clear that we need to gain traction in the area of compensation, ousd is negotiating in good faith, which includes considering the teachers union's non compensation proposals, such as reduction in class sizes and caseloads, increase staff preparatisfkme for teachers. the district says the teachers unions' proposal to add more teachers would cost the district around $250 million annually. to give you some perspective, that would be roughly half of their budget. now, if you want a full list of the schools that we're aware of so far that will have teachers

walking out, you can go to our website at nbcbayarea.com. we know we've identified 11, we believe there's at least 15. reporting live in oakland, bob redell, "today in the bay." >> hopefully a compromise can be met soon. the kids need to be in school learning with the teachers qualified to do it. >> we're actually seeing a problem about this really throughout the state. students in los angeles head back to school after a three-day worker strike shut down schools yesterday. thousands attended a rally at los angeles state historic park for the final day of the strike. however, negotiations are still under way. workers are calling for a 30% salary increase. the school district has offered a 23% wage hike and cash-in-hand bonus, baut the proposal was turned down. a follow-up only on nbc bay area and telemundo 48. the tuesday and father of the san jose hostages who survived the lengthy confrontation with a

man armed with a machete is talking about that terrifying experience. we followed the aftermath yesterday morning right here on "today in the bay." police shot and killed the armed man following that standoff. now, the resident who lives in there did not want to be identified, but he tell telemundo's yomara lopez he was doing laundry just around the corner from the home and his wife called him. >> reporter: he tells me when he made it inside, he noticed a man he had never seen before with a machete standing in front of his room. he says, he could hear his family screaming. >> he says that the attacker broke a window to get inside the home and demanded to speak with the apartment manager. the incident ended without the hostages being harmed. so far, police are not revealing many details, including whether investigators believe the attack was random. but the police chief is expected to provide more details next

week. >> for the first time a top executive from the now failed silicon valley bank is speaking out about its epic collapse. the managing director, gerald brady, appeared last night at a business conference in san francisco and at one point addressed the elephant in the room. [ inaudible ] >> brady also thanked federal bank insurers who took the bank over following the collapse. without the fdic stepping in, things likely would have been disastrous for depositors. happening today in watsonville, state school superintendent tony thurman will visit for a recent look at the damage in the classrooms from the pajaro levee breach. evacuees got a chance to return to their homes in pajaro. a long line of cars waited to re-enter the flood zone. residents are growing concerned

about the lack of response so far from the federal government. fema says it is waiting for the state to make the final request for aid. meantime, the state says that it is still assessing that situation. it is 6:38. a live look at palisades ski resort in tahoe. looks like it's reloading all that snow. it's cold, but it's quite the hot spot when it comes to snow. do you have plans for the fourth of july? it turns out the slope there are expected to be open. palisades just announcing plans to extend its season through independence day. once summer arrives, the resort will only be open certain days. other tahoe resorts have announced extended operations through april or may. you can be on the slopes in the morning, maybe on the lake by the afternoon for the fireworks. >> a fun-filled day. >> you've got it planned out. we're going with her. this weekend, i think it's a

good time to get up there. might be a little dicey coming back on sunday. let's take it to your weekend outlook. south lake tahoe, gorgeous today and tomorrow. a good opportunity to check in with caltrans, all of those entities that take care of the roads for us to make sure that you're coming back home, getting ready for your workweek ahead. let's take it out to santa cruz where it will be a nice weekend, a little breezy, and watch those lows right there. today, tomorrow and through sunday, we're looking at a little bit of a frosty start. be careful of that. and i want to take it to the warriors game. notice that there is a little bit of a wind tonight and temperatures will be in the 50s. they're taking on the 76ers this evening, so make sure you are wearing an extra wind breaker. and i'll give you one more look at tahoe. i know a lot of people want to get up there. we'll make sure that you're prepared for any of those road conditions. speaking of the roads, what do we got in the bay bridge toll

plaza? this is i-80. getting to the sierra, i-80 does still have chain requirements and that may change as the sun comes up. highway 50 has chain control in a short section. i-80, the build is easing up a little bit. we're only going to the end of the parking lot for most lanes and an easier drive coming off of the over-crossing. so traffic may be easing off a little bit. it will kick in again by the next 45 minutes, i'm sure we'll get more traffic volume. holding off for the time being. we still have the metering lights and slowing in the usual spots. eastbound 580, slowing and continuing to build from before you get to greenville all the way past the two-lane closure and you travel over the river, the landslide, the two lanes are not reopened. this is a problem even light, getting out of livermore. imagine how it's going to be this afternoon. the backup will continue to grow

lights. moving smoothly on the flat section. we'll show you the rest of the bay coming up for your friday commute. the grand jury considering criminal charges against former president donald trump won't take any action until next week. members reconvened yesterday after an unexpected and unexplained day off. however, they did not hear anything related to trump's alleged hush money case. the grand jury is expected to meet again on monday over allegations that campaign funds were used to reimburse former trump attorney and fixer michael cohen. cohen says he paid adult film star stormy daniels to keep quiet about an affair she had with trump in 2006. one of the bay area's best known houseboats slowly sinking. it's called the taj mahal, clearly we can see why. so localness sausalito say it has taken on at least four feet

of water because of the most recent storms. the owners have an instagram site and this week they posted video of flooding from inside the boat. residents tell us the boat has been a waterfront fixture for more than four decades and at this point they're so sad to see this happen. it used to be a bed and breakfast as well. >> so sad. it's such a tragedy. it's going to change our waterfront and it's sad for the family that own it. >> i think for us natives, it's just something that we always expect to see and it's going to be sad to see it go. >> it has marble floors, a wine cellar, a sauna, secret elevator. the owners are saying that it cannot be recovered. today we celebrate women's herstory and want to shine a light on a retired air force colonel known not just for breaking barriers but heroics.

kim campbell rose to the top of what was considered a male-dominated industry. she successfully recovered her battle-damaged airplane in baghdad. this week marks the 20th anniversary of operation iraqi freedom, which she says has shaped her life and career. >> i think what i remember most and what i reflect on most is the men and women that i serve with, my brothers and sisters that i serve with and the hard times we went through and the camaraderie we shared together. >> a piece of her airplane is hanging in her office and will be on display at the smithsonian. she has this advice. >> i think my advice to young women, probably the same advice that i would give to young men about becoming a pilot or going after your dreams is that you have to work hard, you have to put in the effort to achieve those dreams. >> she also detailed her heroic

and gusty conditions. around lunchtime, we're going to see wind gusts anywhere from 20 to 25 mile an hour winds, and then by the middle of the day, still breezy in san francisco. if you're heading to work, make sure you bring a wind breaker and hold onto your hair. this continues into the afternoon hours, down here in san jose a little bit breezy as well. so if you have any nighttime plans it's going to feel just a little chilly out there. what are our daytime highs looking like? 55 in half moon bay, a little warmer in con card and fairfield at 59. but we have 57 in morgan hill. tomorrow a little bit of the same. temperatures bump up just a few degrees to 60 in santa rosa, 62 in fairfield, and we have 59 in half moon bay. and i know it's the weekend, a lot of us wanting to get away. how about los angeles? it's going to be calm down there. no storms this weekend. it's not going to be raining. usually we've seen friday and saturdays staying dry, but then a storm on sunday.

this is not the case, so soak up all the sunshine in the bay area and around the state, baut we have more coming and we already see it on satellite and radar. in the pacific northwest, this is going to come our way on monday night. prepare for it this weekend since it's nice and dry. make sure you get a chance to step outside and your home is prepared. it's going to drop down with a vengeance and look nasty. early estimates are about 2 to 3 inches plus in the north bay, santa cruz mountains and along the central coast. how much rain are we looking at? bull's-eye spots in the darker purples and reds, but they might be rain shadowed and could reach three-quarters of an inch. if you live or work in san francisco, enjoy the sunshine and make sure you tune right back in to "today in the bay" as we get you ready for that microclimate weather alert on tuesday.

rodeo. >> it's a crash that may have started as a police pursuit. one of those boys airlifted in critical condition. the driver allegedly smashed into the family's car while trying to outrun hercules police in a reported stolen vehicle. after the crash, the driver, a 20-year-old ralph white iii of vallejo, took off on foot but was arrested a short time later. breaking, overseas a u.s. contractor has died in a drone strike in syria. the exact location of the attack is not yet known but five u.s. service members and another contractor were injured. the department of defense believes the drone originated in iran. the "today" show is also monitoring the latest developments and will have much more coming up at 7:00. >> hundreds of oakland schoolteachers vow to call off sick today in response to what they believe are failed contract negotiations. oakland high school is one of the expected campuses to be
