right now at 5:00, yet another storm is brewing. it's expected to bring more rain to an already saturated bay area. meteorologist kari hall has an updated timeline for us, and just how much rain we can expect to get in our neighborhoods. >> a buyer found for silicon valley bank. one of the nation's largest regional banks will buy svb after a collapse that shook up the financial system and left local depositors stranded. scott mcgrew takes a closer look at what it means for customers and wall street. this is "today in the bay."

5:00 on your monday morning. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we'll get a look at the commute in just a bit. first we've got to talk about the return of that rain. kari, it seems like you're bringing a lot of heat. >> it doesn't matter if i leave, come back, this is the kind of weather going on. and we are still tracking this storm that's coming in, but in the meantime, it's just cold out there. we're under a frost advisory, again, for a lot of these areas that are shaded in blue, starting out this morning temperatures very close to freezing, if not just above, and you may still have some frost to scrape off of the windshield. take a look at gilroy. 31 degrees. 38 in concord and 33 degrees in santa rosa, and then we'll be tracking this storm set to arrive by tomorrow morning. right now we're still seeing the clouds and this area of low

pressure that's around the gulf of alaska, that's going to be dipping down and moving into the bay area, bringing heavy rain and wind for tomorrow morning. take a look at the time. this is 5:30 tomorrow morning, we're seeing rain moving through the north bay into the rest of the bay area, and spreading in as we go through late tomorrow morning. and then tomorrow afternoon, tapers off a little bit, but there still will be the potential of thunderstorms through wednesday. so i'm going to talk more about this timeline and the impacts coming up in a few minutes. mike, you're seeing something new for highway 24. >> few items on the chp grid. we have the closures from last week for highway 9, storm damage. we have a little build for 84 and also out of the altamont pass. pretty standard. the new issue for 24 is opposite what we would call the commute direction, eastbound 24 just before you get to pleasant hill. westbound your commute is fine. the eastbound speed sensors, reports of a disabled vehicle

somewhere around that area. the walnut creek interchange and anything heading through seems fine coming off of highway 4. we'll show you the times getting toward the bay bridge. smooth drive coming through oakland or through richmond or over on 580. >> thanks so much. breaking news for you while you were sleeping, there is a deal in place for silicon valley bank, which suddenly collapsed back on march 10th. north carolina's first citizens bank buying svb in a deal brokered by the fdic. the fdic says as of this morning 17 former branches of silicon valley bank bridge bank will open as first citizens bank branches. svb depositors automatically becoming depositors of first citizens. tomorrow there will be a hearing on the collapse of silicon valley bank and on wednesday house lawmakers will hold a separate hearing. the fdic chair and vice-chair

are expected to testify both days. scott mcgrew is joining us. i know the fdic says everyone's money is safe, even in this change. >> right, everything is fine. you can make the argument the depositors at silicon valley bank have the safest deposits in the world because the government said it would guarantee deposits beyond the maximum $250,000. there's no way they're going to let customers be short-changed in this deal as they sell the bank. >> so we talked about $250,000 there. still the maximum by other banks when it comes to securing that money, right? >> that's right, and it needs to be higher, which is why you saw some businesses and big depositors move their money out of little regional banks, move them into banks like chase, because chase is a very big safe bank. but with the american economy, it really benefits from the smaller banks, so washington has got to find a way to get these stabilized and make people feel like they're safe as well.

>> wall street is good with this? >> they like it very much. futures are up. so far, so good. the strength of the banking industry very important to wall street and investors. >> that's good to know. thanks, scott. we are also moving you forward this morning on the long-term plan for what's a popular san francisco phenomenon that started during the pandemic. san francisco restaurants are facing an important deadline if they want to keep the parklets operating. for some businesses, parklets made a difference in surviving the impact from the pandemic. >> reporter: right, they sprouted up out of necessity but now many restaurants want to keep them because customers like them, they give restaurants a few more tables and add a vibrancy to the neighborhood. the application deadline is march 31st and it's going to cost restaurants or businesses $2,000 per spot.

the maximum is two spots if they want to keep that dining space. there are some other fees and other restrictions, but those are the big ones. and when the city first started letting businesses use those parking spots as business space, there were no fees. but that comes to an end on friday. shared spaces program director says that many businesses have seen this as a lifeline. >> the program has helped retain and stabilize our small businesses and neighborhoods, and they've also allowed those folks to retain their employees and their jobs and livelihoods. i think we're seeing indicators that there's a strong appetite to continue this public space program in the years and decades to come. >> reporter: at this point most businesses participating in the program are restaurants, but there are a few from the retail sector and the nonprofit sector, and as of last week the city had more than 700 parklet

applications, almost 600 of which were renewals. >> it's interesting, too, so it's a big indication for the bigger restaurants, they can probably pay for this. what about the little mom and pops? >> reporter: so you have a big restaurant in the city, $2,000 is maybe a minor cost of doing businesses, but the businesses that are smaller, $2 million or less, they'll pay about half of those fees. >> they're taking that into account? >> reporter: yes. so hopefully that will continue. but again the deadline, march 31st. >> we also need better weather, too, so we can enjoy the parklets. hopefully it's coming. also, breaking overnight for you, this is overnight in the middle east. massive protests are erupting across israel. this is a live look at many demonstrating against a judicial overhaul that would limit the authority of the supreme court. the protests have escalated

since the start of the year when prime minister netanyahu's hard right government introduced legislation that would limit the authority of powers of the supreme court. the plan has stirred concern for the democratic health at home and abroad. a grand jury investigation into former president trump is set to return today. now, the jurors are looking into alleged hush money payments to adult film star stormy daniels. meanwhile, former president trump claims it is a witch hunt. brie jackson is in washington reporting live. he's taking his first steps in the run for president again? >> reporter: that's right. good morning. over the weekend the former president did hold his first major campaign rally and all of this comes amid the investigation, the new york grand jury is expected to reconvene today. they did meet twice last week but no action was taken.

meanwhile, the former president, including at his rally, continues to ramp up his rhetoric against investigators in this case. as a grand jury weighs whether former president trump should be charged in connection to an alleged hush money pam, he bristled at questions about the investigation. >> i believe if anything ever happens with the case, it's a fake case. >> reporter: the 2024 republican presidential candidate also aired his grievances during his first major campaign rally in waco, texas, saturday. >> this is prosecutorial misconduct. the innocence of people makes no difference whatsoever to these radical left maniacs. >> reporter: trump denies any wrongdoing. his legal team standing firmly behind him. >> it's a case that shouldn't be brought and wouldn't be brought on anyone other than donald trump. >> reporter: experts say cases like this can be difficult to prosecute.

>> it's a provable case, you have challenges like in any case. >> reporter: district attorney alvin bragg shows no signs of backing down, despite threats against him and his office. >> it's actually part of a larger piece, which is an attack on our democracy. >> the rhetoric is absolutely out of control on both sides, on all sides. >> reporter: the former president has been escalating his rhetoric against bragg, as the d.a. weighs possible criminal charges. in a now-deleted social media post, the former president posted a photo of himself wielding a baseball bat next to a picture of the manhattan d.a., alvin bragg. mr. trump's legal team distanced itself from the rhetoric, calling it ill-advised. >> the gift that keeps on giving with former president trump. thanks so much, brie. let's take a live look at sfo on this monday morning. we've got a heads-up for travelers. happening today, work will start on a runway renovation project, teams will repave the shortest

runway and also upgrade lights and add new striping and markings. the work is expected to continue until memorial day and the other two primary runways will handle most of the load with delays not anticipated, provided there are clear conditions. let's check on the conditions right now with meteorologist kari hall. we know it's cold out there. >> it is cold. we're starting out temperatures in the 30s across much of the bay area. and as of now it is still mostly clear and we'll see the sunshine continue for much of today as our temperatures in san jose start out at 40 degrees. at noon we're at 57 and reaching into the mid-60s. we'll start to see a few clouds moving in this evening as we get ready for a storm that's going to be coming in early tomorrow morning. we can see it and the clouds starting to move in to far northern california and that will be coming in over the next several hours. we're expecting heavy wind and rain. we'll talk more about the timeline of the storm in a few minutes. mike has a look at where you

can find some lower gas prices. >> today we're starting with the low 4s, the best we can do anywhere. cupertino has a new at $4.19, calling out national petroleum in san jose. marin county, $4.11, arco. alameda county has the best, $3.85, safeway. we're looking at a smooth drive and have green sensors around the bay. in san jose there may be a traffic break. chp called for the possibility of northbound 101, probably starting around oakland road, traveling past 880 where there is a crash reported in the middle lane. no slowing shows up but it just got reported. oakland, flashing lights right there at high street, look like they're off of the road. we'll track that. i think it's actually something on the surface streets.

as you head out in the peninsula, palo alto, now 39 degrees. it gets colder as we approach sunrise, 35. and then slowly warming up today. one more dry today before a storm comes in tomorrow. i'm timing it out and what to expect with the impacts coming up in a few minutes. the bay bridge, a clear drive right now. things are going to change. we'll see the buildup coming through the east bay. i do have flashing lights in oakland. i'm going to try to get a closer look and let you know what's going on for the nimitz coming up. good morning. happy monday. futures moving higher on the weekend announcement that first citizens will be buying the banking part of silicon valley bank. marcus talked about that right off the top of our newscast. >> those taylor swift fans who sued ticketmaster will be in los angeles court today. the ticket holders are not bound together in a class action, so potentially live nation, the

parent company of ticketmaster, faces thousands of individual trials. the ticket seller is asking the judge to force fans into arbitration, which is a popular move for federal courts. the "today" show will have a lot more coming up at 7:00. >> twitter is still searching for the person, probably an employee, who apparently leaked the company's source code to an online software library. "the new york times" the first to report it. twitter worries someone with access to the raw internal code could find ways to hack twitter or take it offline. >> and uber eats is going to crack down on kitchens and restaurants which sell the same menu under a whole bunch of different restaurant names online. so, for instance, you could have a menu of sandwiches you make at your restaurant, let's say marcus' subs, but then offer the same menu of sandwiches under other made-up restaurant names,

laura's deli and it looks like they have different choices of restaurants. kari's would be a great name for a deli. i would totally go there any time. so there are restaurants that do have online ghost kitchens that serve totally different things. the meltdown on uber eats on doordash is really denny's. >> what's wrong with it? >> let's say marcus' deli went on and pretended to be six different restaurants but offered the same exact menu every single time. it would appear to the user that, my gosh, there's six different delis, which one should i choose? it's the same place with the same menu. it's the appearance of choice but there really isn't. they're cool with restaurants saying we're going to have a salad offering or dessert offering. but if you're scrolling through and you're seeing the same restaurant ten times, that's not fair.

fun with it. in the end, john stamos walks in and shuts it down before doing that famous wink. you can watch it tomorrow night in a new episode of "that's my jam." maybe we should redo the "today in the bay" open. good morning, san francisco. >> cut it out. cut it out with all this rain, kari. >> you know, we could use a little bit of the rain, but not the storms, right? we don't want all of the heavy, gusty winds and the lightning and all of that stuff. >> that's coming our way? >> that's coming our way. >> when? >> tomorrow morning. so we do have another storm we're tracking and it's doing that thing again, where it intensifies at a rapid pace, and so we're calling it another bomb cyclone. that means the pressure within the area of low pressure when

you measure it is dropping 24 millibars over the last 24 hours. i don't know if i've said bomb cyclone so much in my life, but here we go again. and we're going to have another gusty wind event where wind gusts could reach 60 miles per hour. i do expect the highest wind gusts to be near the coast, in the hills, and at times through the mountain gaps. you know the delta, some of our typical places that get really windy are going to see that again. also rainfall totals anywhere from three-quarters of an inch of rain to possibly 4 inches, and also another coating of snow for our bay area hills above 3,000 feet. here is the storm. it's going to intensify a lot farther off of the coast compared to what we had last week. so as it moves in, it's still going to produce those high winds and rain, but there won't be that more unexpected component like we had last time because it intensified over us. we're going to see more widespread rain by late morning into early afternoon, and then it tapers off to spotty

activity, but that's when we could see thunderstorms popping up. another thing we look at with an area of low pressure, does it tap into the subtropical moisture. that would make it an atmospheric river. we can see the long line of moisture, but most of it taps in as it moves farther to the south. we're going to get a lot of heavy rain but more sierra snow as we go throughout the week, even as we go into the month of april. we're still talking about 2 feet, possibly 3 or 4 feet of snow throughout the week. if we're looking ahead to say, okay, it's going to be april, will all of this rain and cold weather end, the answer as of right now is no, because even as we go toward next monday, we're still seeing more sierra snow and cold temperatures and bay area rain. the rain will be coming in every few days, so we have our weather alert for tomorrow morning. thursday and friday are looking dry, but then more showers in our saturday forecast.

mike, you're getting a better look at the issue in oakland? >> i zoomed in the shot, but just as you were doing your report, those flashing lights cleared. they were on the shoulder on 880, the high street off ramp remained open the entire time and now it's clear from 880 itself. flashing lights and brake lights tapping. nothing ever reported to chp, so it must have been something they initiated in the field. highway 4, not much, just a small fender bender on the shoulder and it is on highway 4 just west of 680 and everything is moving smoothly through the area. all lanes should be clear in a couple of minutes. we have a bit of mud that came down over the slow lane, southbound 101 in novato, and getting across the bay, a smooth flow of traffic from the bay bridge, the richmond bridge to san rafael, san mateo, dumbarton, all showing at speed. next on "today in the bay," you don't have to over-spend to

storms. >> some areas bracing for more than just rain. the fear of more downed trees has some on high alert. the changes one palo alto woman is trying to make to limit the long-term risks. >> also, new details in the violent ending to an hours-long standoff that sent a south bay officer to the hospital. this is "today in the bay." 5:30 on your monday morning. hope you're coming off a great weekend. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. want to get you started with a look at the forecast. meteorologist kari hall is tracking the rain. when can we expect it to arrive? >> it's going to be tomorrow morning. right now it is just cold. we're under a frost advisory for much of the bay area. all of the shaded blue parts of the bay area are included in the frost advisory until 9:00. take a look at some of these temperatures. this is what you're stepping out the door to. 30 degrees in gilroy, 34 in

dublin. it's 34 in napa and 33 in santa rosa. we're also getting ready for the next storm coming in that is rapidly intensifying, and it will produce more high winds, as well as heavy rain going into tomorrow morning. take a look at the timeline. this is 6:00 tomorrow morning. we're seeing a lot of green. that's some steady rain that could get blown around by some gusty winds. we'll also see it continue into the rest of the bay area by late morning, and then turn into some spotty thunderstorms between tomorrow afternoon as well as wednesday. so we're going to talk more about what to expect as the storm comes in. mike, you're tracking a traffic break. >> here is the impact of the traffic break, which i believe had just been completed. slow as you're passing north on the 101 past san jose international airport. the latest report from chp says they did just reopen all lanes as you travel north. we're looking at a smoother drive in the next couple of

minutes as traffic is now restored at north 101 heading up toward sunnyvale and mountain view and up the peninsula. the rest of the south bay does not have the first burst yet. it's still moving slowly past oakland road. i see a little build out of the altamont pass. i think they've finally cleared the overnight road work. back to you. >> as kari was just telling us, the storm will likely bring a new round of strong winds and that means a likelihood of more toppled trees. >> "today in the bay's" bob redell is live for us this morning. in one city people are saying that the rules are preventing them from trimming back trees that are already at risk of falling. >> reporter: correct. good morning to you, marcus and laura. unfortunately, hundreds of trees have come down here in places like walnut creek where i'm at and across the bay in places like palo alto. i bring up palo alto so you can see this video. this is video of a large oak that fell in the yard of annika

and ray demsy during an intense storm on march 14th, barely missing ray and his dog. the tree damaged water and power lines. what's frustrating, and this is what you were talking about, they wanted to trim the tree beforehand but they couldn't because of the city of palo alto's heritage tree ordinance, which is designed to protect older trees. they think the law is too restrictive, that the city should have been more flexible in allowing them to cut back the oak. >> the automatic answer was, no, you cannot do it, it is a heritage tree, it's part on our property, the city's property. i was a little upset, because i think it could have been prevented and make this tree very healthy. >> really we should have a little more flexibility with the interpretation of the ordinance so that when there's really bad

cases, we could deal with it. >> reporter: that was palo alto city council member greg tanaka, who thinks there needs to be adaptation to the ordinance. last year the city council significantly expanded the types of trees that are classified as heritage, residents are still responsible for paying for the inspections of those trees on private property, but they can't do preventive tripping without a city-approved permit. incidentally, pg&e tells the "chronicle" that the utility has removed over 13,000 trees that have damaged infrastructure since the start of the year, and, unfortunately, we can expect the number to grow with the new storm coming in tomorrow. reporting live in walnut creek, bob redell, "today in the bay." >> a lot of concerns out there. thank you, bob. 5:35 for you right now. santa clara county deputy is recovering after being shot after what became a lengthy standoff, ending in a chaotic arrest outside of gilroy. this all unfolded yesterday at

the home on dryden avenue near bishop court. deputies were on a welfare check yesterday morning and they say that the suspect fired from inside the home and that's when others in the neighborhood say that they were told to shelter in place, and the standoff lasted some eight hours. >> we heard a couple of gunshots, too, yeah. we don't understand why, though, what's happening. >> deputies say the 35-year-old suspect later set the home on fire, came outside and tried to get into a law enforcement vehicle. officers exchanged gunfire and a ricochet bullet struck one of the deputies, who is expected to recover. the suspect was also injured by gunfire and is facing multiple charges. also happening today, san jose police plan to update their investigation into last week's deadly shooting by officers during a hostage situation. it started wednesday night when police say that the attacker entered a (iq on boynton avenue

and, armed with a gun, as well as a machete. he held the mother and two children inside hostage. the standoff ended early thursday morning when officers killed the intruder. those hostages were not hurt. the deputy says vital new information will be revealed at today's briefing. deputies say a shooting at a shik temple was not random. investigators say one man shot a friend of the other man. the other man then retaliated by shooting the first suspect. the incident scared and shocked other attendees. >> our community is very loveable, caring community. i don't know where these people come from, seriously. it's very disappointing. i'm so sad. >> police do say neither of the two men shot suffered life-threatening injuries and both suspects are now in

custody. developing now, police are still searching for the person who tried to abduct a 9-year-old child in albany. police say it happened at 7:30 last night near gooding way in the university village area. investigators say that a man started to chase the child, the 9-year-old was eventually able to get away. police say that he left in a black two-door car. anyone with information on the whereabouts, you're asked to call investigators immediately. this morning several small towns in central mississippi face a long recovery from a series of tornadoes that killed 26 people. take a look at the destruction. one person also killed in alabama. this video posted by one high school on facebook shows the sheer strength of the ef-4 twister. you can actually see windows breaking and the ceiling being torn apart on friday night. president biden declared a state of emergency, freeing up funds

for hard-hit areas, but as "today" shows tom llamais learned, they're still trying to process the shock. >> some of it was definitely taken away. >> it was right here? >> yeah, nothing, man. hey, i'm alive. >> that in itself is a blessing. in this particular town, 13 people died. the "today" show will have complete coverage that starts at 7:00 a.m. right after "today in the bay." >> so tough. look, the weather is being affected across the country. we're dealing with what's coming, another storm heading our way with strong winds. >> we're going to see another storm coming in. you can see the storm that was moving across parts of the south, still dealing with intense weather as we get a look at the satellite and radar. some of it moving through

central georgia. there could be more tornadoes. we're going to be watching that and we're monitoring this intensifying storm that's going to be moving from the gulf of alaska, dipping into the bay area. as it moves closer, it's going to be getting stronger, so we're expecting another round of high winds and also heavy rain. it's called a bomb cyclone because of the way it intensifies, it's actually a meteorological term where you see the pressure within the area of the low pressure getting very strong, and you see it dipping 24 millibars within 24 hours. that increases the wind speed. so we could see peak wind gusts at 60 miles per hour. we've seen over and over again what that does to our trees and also causes power impacts. and we could also see rainfall totals anywhere from three-quarters of an inch of rain to possibly 4 inches and snow above 3,000 feet. so that could coat our bay area hills and mountains once again. all of this gets going tomorrow morning. we're going to talk more about the timeline and what we should do now to prepare coming up in just a few minutes.

mike, you're seeing a bigger commute today. >> i think we might be and i think it's because of your forecast. i'm not blaming you, i'm saying people watch it and they know there may be rain tomorrow morning about this time, so they might be going in if they choose monday versus tuesday. we had a disabled vehicle that just cleared, but the metering lights have been activated independently. so there's a little slowing as you're heading past golden gate field. 37 and 4 are all showing a typical build pattern, maybe earlier than we often see. we're watching for any major issues. so far, just a gentle change. in the south bay we have north 101, the earlier crash has cleared, the impact of the earlier traffic break should be wearing off. not all roadways are reopen. highway 4 still has leftovers from the last storm and then kari is talking about a new storm coming in. we had a lane shift done with the painting eastbound 580, that

through these parts of the east bay and contra costa county. new overnight, two people are dead following a triple shooting in vallejo. it happened along tennessee street. you can see investigators at the vallejo royal fuel station, as part of the investigation. police say they found three victims around 11:00 last night. one person was pronounced dead there at the scene. two others were taken to the hospital, one of them later died. anyone with information is asked to call vallejo police. the man president biden picked to run the faa won't. >> and members of congress say that washington is not qualified. >> some feel that way. there's no set of skills required to run the faa. you don't have to be a pilot or aircraft designer. washington ran denver's international airport for years and is also a 24-year army veteran, running logistics. but some republican senators

north of us. and as it intensifies, it's going to be rolling down the coast, the center of the low is going to be staying off the coast. but it's still going to have a big impact for the bay area with the rain starting this time tomorrow morning. mostly in the north bay for the beginning of the morning, but then continuing to spread through by late morning into the early afternoon. and then it tapers off to some more spotty activity and we could see thunderstorms continue, even into wednesday, cold air comes crashing in. that could coat a lot of our bay area hills and mountains with snow. for the valleys, we're going to see a lot of additional rainfall, with the high winds and this much rainfall anywhere from 1 to 2, possibly up to 4 inches of rain in spots, we're looking at the potential of more downed trees and more power outages. here is the center of low pressure and it's going to strengthen to the point of where we're calling it a bomb cyclone because of how rapidly it

strengthens, and we're also looking at, does it tap into subtropical moisture, would that classify it as an atmospheric river. as it moves down the coast, we're going to see the tap into the subtropical moisture a little farther to the south, but we're still going to see a lot of heavy rain. if you're looking ahead and thinking, okay, we're heading into april, will it warm up, as of now the answer is no. at least not for early april. we're still looking at cold temperatures, rounds of rain, as well as more sierra snow. look at livermore. we are not going to see a warm-up for quite a while, and these temperatures will continue to stay well below normal for the next few days, and also those storms will be focusing on for tomorrow. mike, delays continue for the south bay? >> the earlier crash and traffic break, the cars were moved to the center divide. i think it may be moved to the shoulder now. we see persistent slowing past
